The regular meeting of the Lino Lakes City Council was called to order at
8:00 P.M. by Mayor Karth on January 22, 1979. Council members present;
Kulaszewicz, McLean, Schneider, Zelinka. Absent; None. Mr. Locher and
Mr. Carley were also present.
Mr. Kulaszewicz moved to approve the minutes of January 8, 1979 as pre-
sented. Seconded by Mr. Schneider. Motion declared passed.
The Clerk presented the following items for Council consideration:
..The recording Clerk had submitted her resignation. Mr. Schneider moved
to accept the resignation. Seconded by Mr. Kulaszewicz. Motion declared
passed.
..Some comparison figures on Long Term Disability Insurance was presented.
It was felt this City needs an insurance consultant. Mr. Schneider will
work with the Clerk on this matter.
..The Federal Revenue Sharing check for January has been deposited in the
Bamk and the municipal fines for the month of December were $396.50.
Mr. Schneider moved to advertise in the Forest Lake Times and the
Circluating Pines for a recording Clerk. The person must be experienced
in shorhand and typing, have own transportation and be available for
evening meetings. Seconded by Mr. Kulaszewicz. Motion decalred passed.
It had been brought to the attention of the Attorney that the Circle
Pines Utility system is installing lines in Rice Lake Add. #1. This area
os out of the franchised area for Circle Pines. There will be further
discussion on this matter.
Mr. Zelinka moved to appoint Mr. Gary Foster to a three year term on the
Park Board. Seconded by Mr. McLean. MOtion declared passed.
Mr. Kulaszewicz reported on the meeting of the Police Advisory Board and
presented the following schedule for completion of their work. They
will hold a work session on Feb. 13, 1979, present recommendations to the
Council in March and meet with the Council in April.
Mr. Kulaszewicz moved to approve the Personnel Commission's recommendation
of $20,160.00 per year for Chief Myhre's salary for 1979. Seconded by
Mr. McLean. Motion decalred passed.
Mr. McLean moved to approved the Planning and Zoning Board's recommendation
for the approval of a variance to Mr. Lee Robinson. Seconded by Mr.
Zelinka. Motion decalred passed.
Mr. Zelinka moved to deny a variance applied for by Mr. Charles Bloom.
Seconded by Mr. Kulaszewicz. Motion declared passed.
Mr. McLean moved to hold Mr. Dennis Cunningham's special use permit
application until the fees are paid. Seconded by Mr. Zelinka. Motion
declared passed.
Mr. McLean moved to approve the variance application for Mr. Dennis
Cunningham. Seconded by Mr. Zelinka. Motion declared passed.
Mr. MCLean moved to hold Mr. Klenck's application for a special use
permit until the fees are paid. Seconded by Mr. Zelinka. Motion declared
passed.
Mr. McLean moved to approve a special use permit, with an annual review

for Mr, Forrest Tagg, Seconded by Mr. Zelinka. Motion declared
passed.
Mr. McLean moved to set a public hearing at 8:30 P.M. on February 12, 1979
1979 on the rezoning application of El Rehbein & Son for lands in the
7800 block on Lake Drive. Seconded by Mr. Zelinka. Motion-- declared
passed.
A preliminary plat for Quads in the Country Lakes Addition had been
discussed and tabled for futher information.
Mr. McLean moved to approve the plat of Oak Knoll and set a public
hearing at 8:45 P.M. on Feb. 12, 1979. Seconded by Mr. Schneider.
Motion declared passed.
Mr. McLean moved to table Mr. Mobley's application for rezoning until
the fees are paid. Seconded by Mr. Schneider. Motion declared passed.
Mr. Swenson was advised to have a street platted into his lot and pre-
pare a new sketch giving each parcel the necessary frontage.
Mr. McLean moved that all applications for action requiring fees be paid
before forwarding to the Planning and Zoning Board for consideration.
Seconded by Mr. Schneider. Motion declared passed.
Mr. McLean presented sample plaques for Council consideration. The color
blue was chosen as a background with the larger lettering. Mr. McLean
moved to purchase the necessary placques for terms expiring in 1977
forward. Seconded by Mr. Zelinka. Motion declared passed.
Mr. Don Carley presented the feasibility report for utility service on
Black Duck Drive and with a suggestion of perhaps relocating a portion
of that street. Mr. McLean moved to authorize the Engineer to pursue
this study to includerevision as suggested and the possibility of
eliminating the green space now existing. Seconded by MR. Schneider
Motion declared passed.
Mr. Carley will have this information for the second meeting in February.
Mr. Zelinka moved to approve the Forest Lake Times as the legal newspaper
for the City. Seconded by Mr. McLean. Motion declared passed with Mr.
Kulaszewicz voting, No.
Mr. Zelinka moved to pursue with the Circluating Pines a cost figure for
publication of public hearings as advertising space not as a legal pub-
lication. Seconded by Mr. McLean. Motion declared passed.
Mr. McLean moved to approve requisitions #889, 891, 892,893, and to hold
#888 and 890. Seconded by Mr. Kulaszewicz. Motion declared passed.
Mr. Zelinka moved to approve checks #9386 through and including #9413.
Seconded by Mr. Kulaszewicz. Motion declared passed.
Mr. McLean moved to adjourn at 10:15 P.M. Seconded by Mr. Kulaszewicz.

These minutes were corrected and approved at the regular Council meeting
held on February 12, 1979
