A special meeting of the Lino Lakes Cit Council was called to order at
8:00 P.M. on January 30, 1979, by Mayor Karth. Council members present;
Kulaszewicz, McLean, Schneider, Zelinka. Mr. Locher was also present.
Mr. Lee Starr and Mr. Bob Masanec were present representing the Phusical
Development Committee of the Metropolitan Council.
This meeting had been called to resolve several issues involving the use
of the Metro Interceptor located on Birch Street and actions necessary
for this Council to take in order to release the moritorum on the use
of that facility.
Mr. McLean stated that he had felt at the conclusio- of the last meeting
there had been a very positive attitude - this memo is very negative -
what happened?
it was felt the City's position on septic tank inspection and the method
of monitoring was vague. The Council felt they had made it quite clear
that if the 'post card' method was satisfactory to the Metro Council, this
was the method that would be used.
Thses cards would be sen bi- annually, new systems would be installed
according to code and the City would require old systems to be brought
up to code when problems are encountered.
Mr. Zelinka moved that this City will adopt a septic system inspection
system similar to the one in operation in the City of Andover, with
bi- annual reporting. This system will be in effect in the 1st quarter
of 1979. Seconded by Mr. McLean. Motion declared passed.
Mr. Schneider moved that a copy of this Resolution be forwarded to Mr..
Lee Starr and Mr. Mazanec. Seconded by Mr. McLean. Motion declared passed.
Mr. McLean went over the past history of this problem for the benefit of
Mr. Mazanec, in that another problem that must be resolved is the density
figures.
After some discussion on this, it was generally felt that the septic
system monitoring will take care of the density problem.
Mr. Starr said that with the actions taken by this City tonight, the
recommendation that the moritorium on the use of the interceptor be lifted
would be forwarded to the Physical Development Committee. This use would
be limited to the area designated as Urban Service Area #1. How and where
these connections are used, is the prerogative of this Council. These
hook -ups will porbably be used on a first come /first served basis over the
next 10 to 15 years. This is the life span offthe interceptor. When the
capacity of the lift stations has been reached, then no more homes may
be connected.
There was some discussion on the matter of the Open Space and the Clerk
was asked to amil a copy of the letter sent to Mr. Nethercut in October.
It would seem this letter had never arrived. The matter of the bike
trail was discussed. As was the Sewer Service Area #2, the reserved
capacity in the Blaine Interceptor for service to that area of Lino Lakes.
These matters were discussed in connection with the necessity to update
the Comprehensive Land Use Plan.
The Council was told the need for City sewers in that area should be

included in the Comprehensive Land Use Plan. The matter of the
rural density will also be discussed at the time this plan is updated.
Mr. Mazanec said he would rewrite this memo, get a copy to this Council,
for discussion before it is forwarded to the Physical Development
Committee. He also felt it might be a good idea for members of this
Council to get together with members of that committee for an informal
meeting to discuss this matter before it is presented to the committee
as a whole.
There was some discussion on the definition of soils used in the City's
Restrictive Soils Ordinance. There are some differences that the Metro
questioned. The City's practices as to requiring perc tests and soil
borings was explained. These are required on all new buildings within
the City - no matter where they are located.
Mr. McLean indicated that he would like to start the work on updating
the Comprehensive Land Use Plan, but most of these questions must be
resolved first.
Mr. Kulaszewicz moved to adjourn at 10:30 P.M. Seconded by Mr. McLean
Aye.
These minutes were considered and approved at the regular Council
meeting held on February 12, 1979.

The regular meeting of the Lino Lakes City Council was called to order
at 8:00 P.M. on February 12, 1979 by Mayor Karth. Council members pre-
sent; Kulaszewicz, McLean, Schneider. Absent; Zelinka. Mr. Locher was
also absent.
Mr. Kulaszewicz moved to approve the minutes of January 22, 1979 as pre-
sented. Seconded by Mr, Schneider. Motion declared passed.
Mr. Schneider moved to approve the minutes of January 30,1979 as pre-
sented. Seconded by Mr. McLean. Motion declared passed.
The Clerk presented the following items for Council consideration:
..An information booklet from the Bureau of Census on the Local Review
Program had been received. They are asking for a liaison person to con-
tact. The general consensus of the Council members was that all infor-
mation should be sent to the Clerk's office.
..The application forms for the additional monies for Land Planning must
be signed and returned. Mr. McLean moved to authorize Mayor Karth to
sign the applications. Seconded by Mr. Kulaszewicz. Motion declared
passed.
..Mr. Paul Miller, of Acton Construction, had written requesting the
street that enters into their building site be bamed "Phelps Road ".
The Council had no objections to this, however, Mr. McLean moved that
this matter be checked with Mr. Arnold Kelling for conformance to City
and Metro planning. Seconded by Mr. Kulaszewicz. Motion declared passed.
