installation of buried cable on Shadow Court and Sandpiper Drive, Mr.
McLean so moved. Seconded'by Mr. Kulaszewicz. Motion declared passed.
Mr. Gotwald had checked the plans for installation of buried cable along
Birch Street from Centerville Road to East Shadow Lake Drive. This will
be done in conjunction with the upgrading of that street and has been
approved by the County. Mr. MCLean moved to approve these plans. Seconded
by Mr. Kulaszewicz. Motion declared passed.
Mr. Gotwald presented a revised drawing of Black Duck Drive and some pre-
liminary figures indicating a savings by this redesign. To allow for time
to mail the motices, Mr. Kulaszewicz moved to set a public hearing on this
matter for April 9, 1979 at 8:30 P.M. Seconded by Mr. McLean. Motion
declared passed.
Mr. Gotwald discussed the pros and cons of concrete curbs and gutters and
suggested that perhaps the Planning adn Zoning Board should take a look at
the street specifications with consideration for the requiring of concrete
curbs and gutters in areas where city utilities are in.
Mr. Gotwald suggested that Mr. Springsted be contacted on the matter of
the length of the bond term.
The last letter from Mr. Bob Mazanec on the matter of the report to the
Physical Development Committee on the use of the interceptor was discussed.
The Council decided to make no comment on the contents of the letter.
Mr. Blackbird requested Mr. Gotwald to be present for the rezoning hearing
III of the outlots in Country Lakes and Mr. Gotwald agreed. The costs will be
the Responsibility of Mr, Blackbird.
The letter to the residents on the matter of septic system inspection was
approaved for printing.
Mr. Schneider moved to approve checks #9467 through and including #9484.
Seconded by Mr. Kulaszewicz. Motion declared passed.
Mr. Schneider moved to adjourn at 12:15 A.M. Seconded by Mr. McLean. Aye.
These minutes were approved the regular Council meeting held on March 12,
1979.

March 7, 1979
Minutes of Special Council Meeting held on March 7, 1979. No quorum was
present so meeting was held as a discussion meeting. The meeting began at
8:05 P.M. and was for the purpose of reviewing the City's insurance company
III as the City is presently dissatisfied with the service it is receiveing from
the Company. Members present: Mayro Harvey Karth and Acting Mayor Robert
Schneider. Council members absent; Mr. John McLean, Ricahrd Kulaszewicz,
and Richard Zelinka.
Mr. Schneider had previously contacted the following people in regard to
the City's coverage. Robert Kelly, insurance broker; Gary Bergland, Insurance

consultant and broker; Jeff Isenberg, Wm. Peat Co., Insurance consultant;
and Byron Clarke of Alexander and Alexander. Mr. Robert Kelly was present
at the meeting. He is with McGuire, Dale and Kelly, 3585 Lexington Ave,.
St. Paul, MN 55112. Telephone 483 -2654 (in the Arden Hills Plaza).
Mr. Schneider stated that the City is dissatisfied with their present
insurance company which is the Forest Lake Insurance Company, and asked
Mr. Kelly to differentitate first on the difference between an insurance
consultant and an insurance broker, as the City was interested in delegating
the responsibility of kinds and coverage of insurance to someone.
Mr. Kelly replied that in the State of Minnesota a consultant is not re-
quired to be licensed - only an agent is trequire to hage a license.
Wm Peat Co. is the only agency that is solely consultants. (note: Mr.
Schneider stated that Jeff Isenberg of the Wm Peat Co., would appear onlu
on a fee basis and the City wasn't really interested in this type of an
arrangement.) Mr. Kelly said he was an agent and would give a brief back-
ground of his experience. He has 20 years of insurance experienceboth as
undeTwriter and as agent. His agency (Robert Kelly Insurance Agency
recently merged to become McGuire, Dale and Kelly and with the added
associates, he feels they are in a better position to give even more service.
An associate of Me. Kelly's handles the coverage for the City of Roseville;
Mr. Kelly himself has 40 commercial accounts, some of them schools.
Mr. Schneider asked Mr. Kelly to explain the process the City would go
through in changing insurance companies.
Mr. Kelly stated that the first step would be to have the City (either
the Mayor or City Clerk or someone in authority) sign a letter
authorizing Mr. Kelly to represent the City in effect so that he would
be able to approach the Insurance Bureau and have access to the City's
liability records, fire records, etc. This would not be a binding letter,
simply a gentlemen's agreement at this point. A decision is withheld
until a formal presentation is made. Mr, Kelly would then get back to
the City within 4 -6 weeks with a report as to the risk coverage, needs,
and at this time a formal proposal would be made to the City either to the
effect that Mr. Kelly could give better coverage, or another company
would bea better decision, or yet they would be better to stay with their
present company.
Mayor Karth asked Mr. Kelly about the service as to availability for
meetings with the Council, etc. He stated this was a primary concern of
the City, that the insurance agent would review their coverage to make
certain that the City was adequately covered and so forth.

Mr. Kelly replied that he would start with a complete check list which
would be worked down to a more compact list with respect to term coverage,
vehicle coverage, etc. The policy would be on a 90 -day check off. This
is, 90 days before the expiration date, Mr. Kelly would review the coverage
and then any changes that needed to be made could be done before the
renewal date.
Mr. Kelly then reviewed again the procedure given above, and Mr. Schneider
said he would bring this up before the Council on Monday's meeting on
the 12th of March. Mr. Kelly gave Mayor Karth and Mr. Schneider a copy
of the letter that someone from the City would sign authorizing him to
go ahead with his investigation and a copy of the letter was left for the
Council's review.
