Mr. Zelinka said hw will dig for further facts,
Mr. Ulmer asked if the Council had confirmed North Central's right to his
plat? Mayor Karth said, Yes, providing Circle Pines and North Central
could agree on a plan. Mr. Ulmer asked why then does the Council feel
compelled to reverse their decision mow. Mayor Karth explained the
City had received a petition asking the Council to re- evaluate their
decision.
Mr. Ulmer said then he has two problems with the Circle Pines utilites.
They are cost and committment. Mr. Zelinka said he would have some
answers by May 1, 1979 Tuesday for the special meeting.
Mayor Karth reminded the Council of the May 1, 1979 special meeting with
the Police Advisory Board.
Mr. Schneider moved to approve checks #9603 through and including #9623.
Mr. Zelinka seconded the motion. Motion declared passes.
Mr. McLean moved to approve requisitions #903 through and including
#907. Seconed by Mr. Kulaszewicz. Motion declared passed..
Mr. Kulaszewicz moved to adjourn at1:10 A.M. Seconded by Mr. Zelinka.

The special meeting of the Lino Lakes City Council was called to order
at 8:05 P.M. by Mayor Karth. Council members present; Robert Schneider,
Richard Kulaszewicz and Richard Zelinka. John McLean was absent. Members
of the Police Advosory Board Present were Gunnar Kronholm, Al Ross, and
Jerry Peterson, the Representative from Centerville, arriving at 8:25 P.M.
Mayor Karth turned the meeting over to the Policl Advosory Board for
their recommendations. There was some discussion concering the relative
merits and comparitive costs of 16 and 24 hour police coverage, as well
as discussion on retaining our own local police coverage as opposed to
Anoka County police coverage.
Mr. Schneider pointed out that 24 -hour coverage is cheaper by the hour
than 16 hour coverage, but more expensive by the day. No cost figures
were available for 1979, although 1978 figures had previously been dis-
cussed.
Answering emergency calls in Columbus was pointed out as being an
additional cost to Lino Lakes. Columbus has no reciprocating police
service, as do Lexington and Circle Pines. Lino Lakes is also at pre-
sent paying a fee for the Anoka County police for services such as jail
staff and so on; this is paid whether or not there is a complete service
contract.
It was genera77y felt to be more effective to retain our present police

force; Mr. Kronholm suggested that we do so, and take whatever steps were
necessary to strengthen and update it as far as making it as cost efficient
as possible. Mayor Karth mentioned that the new moving radar is an example
of a cost effective area.
Mr. Peterson, the representative from Centerville, indicated that Centervill=
is in favor of keeping the local police force as opposed to Anoka County
coverage. The Clerk read a letter from Tom Papin in relation to this as well.
The present size of the police force was also discussed; particularly as
to whether it is sufficient in regard to the area to be patrolled, the
population density, and the number of businesses and their location.
A recommendation to establish a permanent Police Advisory Commission was
made. Mr. Schneider strongly advised that the commission be continued
with the possibility of its being extended, and possibly taking in fire
protection as well as the police. Mayor Karth mentioned the possibility
of including civil defense with tis at a future date. The size of the
considered commission was debated, with suggestions of either three or
five members; it was also suggested that the Centerville representative
become a voting member.
Mr. Zelinka moved that the current advisory group board draw up plans
and discuss membership and possible candidates for a permanent police
commission for the Council to consider in June. Mr. Kulaszewicz seconded,
and the motion was declared passed. May 22 was set for the next meeting
of the Police Advisory Board.
The relative merits and costs of gas line service from North Central and
Circle Pines was discussed, particularly in terms of gas costs and in-
stallation costs. Circle Pines Utilities ahve not yet replied to a letter
requesting information on their rates and installation charges, although
this had been sent some time ago. Reference was made to an article in the
Circle Pines newspaper concerning cost comparisons between North Central
and Circle Pines utilities.
In general, costs are difficult to compare because each company has diff-
erent types of charges and they also set them up diccerently. In addition,
clear information on current charges has been very difficult to get from
either company. In general, it was felt there was a lack of information
on which to base a decision.
The buy -back situation with Circle Pines Utilities was also discussed.
as well at the various accounting methods Circle Pines used to determine
the Lino Lakes part of the system. Gas availability was also a concern.
The idea of dividing Lino Lakes into two franchise areas was briefly
discussed.
Mr. Ulmer, a resident of Circle Pines, was concerned over the installation
charges on new homes bieng built in the Lino Lakes area.
Mr. Schneider moved that the Council set a special meeting for 1:00 P.M.
Friday, May 4, to decide on this question; both companies would be asked
to provide figures on their current rates, user service fees, minimum
charges per household, the graduated costs per hundred cubic feet, and
theri hook -up charges. If either company is unable to provide current
figures, the Council will no longer consider them. Seconded by Mr.
Kulaszewicz. Motion declared passed. Also for consideration at this
special meeting'is the buy -back situation with Circle Pines. Mr. Zelinka

sain he will refrain from voting on these issues because of possible
conflict of interest.
The Clerk read the letter of Roy Mattson's resignation from the Planning
and Zoning Commission. Mr. Zelinka moved that the Council accept his
resignation and send a letter of appreciation for his services. All
were in favor and the motion was declared passed. Mr. Kulaszewicz
moved that the Council appoint Bob Doocy to the Planning and Zoning
Commission. Mr. Zelinka seconded. Motion declared passed.
The Clerk brought up the matter of a special meeting of the United
Power Association on Thursday afternoon, May 3, in White Bear Lake City
Hall. The United Power Association is liiking onto the need to improve
service to their systems in White Beal Lake, Hugo, and Lino Lakes. Mr.
Zelinka moved to authorize Mr. George Gotwald to attend, because of his
technological background. Seconded by Mr. Kulaszewicz. Motion declared
passed.
The Clerk presented for consideration the mater of Margie Roisum, City
Assessor, and her increasing work load for the next year. The Clerk
had sent out a letter rearding this to the members of the Personnel
Commission, but had received only one reply, which was read. The Council
recommended that the Personnel Commission consider the matter at their
next meeting, and that Margie Roisum should probably present her case
to them at that time.
The Clerk presented the matter of a request for approval of a firing
range behind the Minnesota Correctional Institution, to be used for
training purposes. Mr. Locher had been contacted concerning this. The
Council felt that since a permit is required by Ordinance for a
firing range in that areas, they should go through the process of filing
an application.
The Clerk presented the matter of a 20 -foot drainage easement along
the South line of Ulmer's Rice Lake Addition III. This plat was to be
considered for final approval. All papers were found to be in order.
Mr. Zelinka moved to approve the final plat and to aurhtorize the Mayor
and Clerk to sign the plat. Seconded by Mr. Kulaszewicz. Motion declared
passed.
Mr. Ulmer brought up a matter concerning the Buliding Inspector, and what
seemed to him to be unnecessary strictness on his part. The Council
explained that there had been previous problems with other builders, and
for that reason they had instructed the Building Inspector to adhere to
the letter of the law in these matters.
A motion was made to adjourn the meeting at 9:40 P.M. and was decalred
passed.

Council meeting held on May 14, 1979.
