COUNCIL WORK SESSION MARCH 25, 1991
Acting Mayor Reinert called a work session of the Lino Lakes City
Council to order on Monday, March 25, 1991 at 6:05 P.M. Council
Members present; Neal, Bohjanen. Mayor Bisel was absent.
Council Member Kuether arrived at 6:25 P.M. City Administrator,
Randy Schumacher; Planner, John Miller and Clerk- Treasurer
Marilyn Anderson were also present.
The purpose of the work session was to present an Economic
Development update to the Council.
Mr. Miller gave the Council a handout with a list of six (6)
Commercial /Industrial Developers who have contacted this City
since January 1, 1991. He also gave the Council a list of five
(5) Residential Builders /Developers who have contacted the City
after January 1, 1991. Mr. Miller explained that during the
third quarter of 1990, there were almost no contacts from any
developers. The first quarter of 1991 looks promising.
Mr. Miller presented an update on residential developments
currently started in Lino Lakes. He also listed several
properties where there have been inquiries regarding development.
The last page of the handout is the commercial /industrial update
listing projects currently in the planning stages and areas where
there have been inquiries regarding development.
The second handout presented by Mr. Miller outlined a proposed
office /warehouse building to be constructed by Doug Boe and his
construction management firm, Belair Builders, Inc. The building
is proposed to be constructed on a lot at the intersection of
Lilac Drive and Industrial Boulevard in the Industrial Park. Mr.
Miller asked the Council for input regarding finding businesses
who would rent or lease space from Mr. Boe.
Mr. Miller explained that he is working with Mr. Roger Kolstad
and Mr. Jack Menkveld regarding developing the Karl Behm
property. This development would require sanitary sewer and
municipal water.
Council Member Neal asked if anything is happening with Inside
Sports. Mr. Miller explained that proposals keep coming back to
the City and each time the proposal is more favorable to the City
than the one (1) before. He felt there was a better than a 50/50
change the facility would be constructed.
The work session was adjourned at 6:35 P.M.

SUBJECT: Proposed Boe Office /Warehouse Building
For the last several weeks I have been working with Doug Boe and
his construction management firm, Belair Builders, Inc. Boe owns
the vacant lot at the intersection of Lilac Drive and Industrial
Boulevard in the Lino Industrial Park.
Boe and Belair Builders are interested in constructing a 20,000
square foot building using tilt -up concrete panels. This would be
consistent with the building exterior of the existing Custom
Manufacturing and the planned Emtech and B R Industries buildings.
It would also be the city's first "incubator building" as the
building would be divided into bays ranging in size from 2,500 to
5,000 square feet. The bays would be rented or leased to
individual businesses.
This would give the city a location for new businesses in a
properly zoned area and the need for backyard locations is ended.
Now there is just one problem. We have to find people who want to
start business' or who want to move from other locations to the
Lino Industrial Park. Can the city council members be of help in
this? Council people know a lot of people in the city. Who is
looking for space?
Attached is a letter from Boe's builder, giving details of rent and
building specifications. What can we do to sell this?

Pursuant to your request, allow me to give you some conceptual
information relating to subject building.
Mr. Boe envisions a 20,000 to 25,000 square foot building with a
unit mix varying in bay size from 2,500 to 5,000 square feet per
unit.
Prices would be approximately $5.00 per square foot warehouse and
$8.00 per square foot office or build -to -suit prices would vary.
This should include 9' -0" ceiling height office fire sprinkler
system, 12' -0" ceiling height warehouse, 3 -phase power, dock O.H.
door, signage and professional property management.
Our goal is to establish a level of interest within the business
community for this project and to proceed from there. If you have

UPDATE ON RESIDENTIAL
DEVELOPMENTS
1. Lakecrest (Birch Street by Reshanau Lake):
Preliminary plat approved. Final Developer's Agreement meeting scheduled for
March 25th. First phase (4 homes) available summer of 1991. Jeff Joyer.
2. Brandywood (Birch Street by 12th Avenue):
Final plat approved. $58,000 letter of credit needed for rough grading. Cutting
and grubbing begun. First phase (25 homes) available summer of 1991.

3. Pheasant Hills Preserve (Birch Street):
Preliminary plat approved. Developer's Agreement completed. No letters of
credit submitted to city. Developer looking for investors. Ed Vaughan
4. Reshanau Park (North end of Reshanau Lake):
Final plat for final addition to be submitted in 30 days. No development
agreement needed as improvements are completed. Sales good. Gary Uhde.
5. Weaver Property (East of Lakes Addition on Birch Streets):
With availability of sewer, landowners have been approached by at least three
developers. Owners are presently looking at retaining homestead and selling
land. Possible 1992 development.
6. South Reshanau Lake Estates (Deerwood Lane and Birch Street):
Preliminary plat for final addition to be submitted in summer of 1991. Gary
Uhde.
7. PineRidge (Ware Road south of Shenandoah):
Preliminary plat approved. Developer's Agreement completed. final plat
pending availability of sewer. Owner will approach city for amended PUD
agreement. Barott property will probably be purchased by owner pending PUD
agreement approval. Rick Carlson.
8. Birch Wood Acres (Birch Street at West Shadow Lake Drive): Preliminary plat
approval. Developer's Agreement pending. Owner waiting for extension of
trunk sewer. Mort Huber.
9. Wenzel Farms (Lake Drive at Elm Street):
Preliminary plat approved. Rezoned. Final Developer's Agreement meeting set
for March 25th. Final plat to be considered March 25th. Grading to start in
spring. Home construction and townhouse construction to start the summer

Preliminary plat approved. Letter from MNDOT objecting to berm received. No
developer's agreement. Owner reluctant to start. Assessments too high. No

12. Marvy Street (South of Marvy Street, North of I -35W):
Jack Menkveld negotiating purchase of land from Gary Uhde. Would purchase
excess land from Marvy Street homeowners.
13. Behn Property (Lilac Street east of 4th Avenue):
Owner looking at resubdivision of some Lino Air Park lots and development of
Behn farm. Preliminary visits with planner and engineers. Must petition MUSA
boundary change. Appears feasible. Roger Kolstad would sell to Jack
Menkveld. Possible 1992 project.
14. Lake Amelia Estates (North of Ash Street and I -35E):
Concept plan approved. Comprehensive plan change scheduled March 25th.
Sewer agreement verbally approved with White Bear Township. Needed are
DNR, TIF (for soil correction). Preliminary and final plat. Development
agreement approved. Ron Birch.

COMMERCIAL/INDUSTRIAL UPDATE
1. Craig Sulzdorf: City wants land for fire station development. Sulzdorf wants
to build an office at Rice Lake Plaza. Trade of land discussed. Before trade
consummated road improvement issue and grocery store issue has to be
resolved.
2. Rice Lake Plaza: Terry Lappin to appear before the city council on March 25th
regarding exclusive development agreement. Appears to have grocery store.
3. Rehbein Land: Rice Lake partners now promoting this site. Have visited with 0
all major grocers and retail anchors. Announcement possible week of March O
25th.
4. BTR Acquisitions and Emtech: Both firms will visit with tax increment attorney
and planner on March 29th. Negotiating purchase of land south of the
reformatory. Both firms are working together on land acquisition and
construction.
5. Inside Sports: Fred Dresser reports that business will want to meet with city
council within 30 days. Dresser states financing looks good. May not use
Revenue Bonds.
6. Ross /Carpenter: Sand, Mitchell, and Smith have made contacts with both
property owners. Have offered to purchase both sites. May need city help in
acquiring Lee's site. Proposing strip mall on Carpenter land (it's bigger), major
service station on Ross site (it's smaller).
7. Belair Builders (Boel: Proposes 20,000 square foot building at Lilac and
Industrial Boulevard. Needs tenants for "incubator building." Asked city to
help find businesses. Possible 1991 construction. See memo from planner for
more detail.
