HomeMy WebLinkAbout04/18/1991 Council Minutes1 1 1 COUNCIL WORK SESSION APRIL 18, 1991 Mayor Bisel called a work session of the Lino Lakes City Council to order at 3:30 P.M., Thursday, April 18, 1991. Council Members present: Neal, Kuether, Reinert, Bohjanen. City Engineer, Dan Boxrud; Administrator, Randy Schumacher and Clerk- Treasurer Marilyn Anderson were also present. LETTER FROM DARLA AND MARK LOWELL Mr. Schumacher explained that Mr. and Mrs. Lowell had written a letter to the City Council following the March 25, 1991 meeting in which the improvement of 66th Street was denied. Mrs. Lowell explained that she was not aware that she was to submit an additional petition. There were many emotional things in the letter and Mrs. Lowell has since apologized for these statements. Mr. Boxrud explained that he and Mr. Schumacher spent about four (4) hours with Mrs. Lowell. Technically the Council took the correct action on the matter, however the Lowell's were very angry. Mr. Boxrud explained that he has looked to determine if there were any alternatives in this matter. The parcel of land is 10 acres. The Lowell's purchased the property with Mrs. Lowell's sister and had hoped to build two (2) new homes on the parcel. The parcel technically cannot be split into two (2) parcels because it does not have enough frontage. The Council could consider a variance for one (1) lot that would not have the required frontage. The Council was hesitant to consider this because it would be difficult to meet the six (6) findings of fact for a variance approval. In addition, the Lowell's have already started building their new home and the home was incorrectly placed on the lot. This would made dividing the lot a little more difficult. Mr. Boxrud was asked if Mrs. Lowell was a client of SEH. Mr. Boxrud said no. Mayor Bisel asked if 66th Street was constructed, could it eventually go all the way out to Otter Lake Road? Mr. Boxrud said it could, but the easement would have to be shifted either to the north or south of its present location. A suggestion was made to ask the Lowell's to purchase enough land from the landowner at the south boundary of the Lowell's property. With proper frontage, the Lowell's could request a lot division and the ten (10) acres can be divided into two (2) lots. Mr. Boxrud will present this option to the Lowell's. PAGE 1 103 " 104 COUNCIL WORK SESSION APRIL 18, 1991 COUNCIL COMPENSATION Mr. Schumacher presented a possible ordinance amendment regarding Council compensation. He noted that when Council salaries were established, the Council was holding just two (2) scheduled meetings a month. At this time the Council is holding four (4) or more scheduled meetings a month. The proposed ordinance amendment would allow a per diem dollar amount for each meeting over the two (2) required meetings each month. Vouchers would be available at all eligible meetings. The vouchers would be completed and given to payroll for payment. Mayor Bisel suggested that Council salaries be tied to the cost of living to avoid having to amend the ordinance each time a salary increase is approved. It was noted that state statutes probably prohibit this action. Each Council Member was asked to suggest a dollar amount they felt appropriate for salary for the additional council meetings. This matter will be consider at another work session. CARLSON /BAROTT PUD PROPOSAL City Planner John Miller explained that action was taken at the last Council meeting to deny a mixture of R -1 and R -1X homes for PineRidge. Mr. Miller explained the background on why this area was zoned R -1X and also explained the reasons that this zoning is probably not appropriate for the area. He also explained that the developer of PineRidge is considering purchasing the Barott property and requesting that it also be developed with a mixture of housing. Mr. Miller explained that the success of the Reshanau Lake Trunk Sewer improvement depends on the Barott's and Mr. Carlson agreeing to accept the assessment. There was discussion regarding the reduction of quality and size of homes in nearby subdivisions. Mr. Miller outlined three (3) reasons the Council should consider authorizing a mixture of housing for the Carlson and Barott properties. The first reason is the park proposed for PineRidge. Currently a temporary smaller park is proposed for PineRidge. However, if Mr. Carlson is allowed to develop the Barott property with mixed housing, the park will be permanently located so that it can be enlarged when the Montain property is developed. The second reason is the need for hook ups to help pay for the 1987 temporary obligation bonds. The third reason is that if mixed housing is not allowed the Barott's will not be able to sell their property and will decline to accept their assessment for the Reshanau Lake Trunk Sewer improvement. This probably means PAGE 2 1 1 1 1 1 1 COUNCIL WORK SESSION APRIL 18, 1991 that the trunk cannot be completed. The new elementary school will be connected to the current forced main on Birch Street. This connection will take all available space on the force main. This means that there can be no further development in this portion of the City. It was suggested that a "step plan" be developed for the housing in both the Carlson and Barott property. Mr. Miller was asked to develop a package to bring to the Barott's and Mr. Carlson. The plan includes that Mr. Carlson buy the Barott property and the "step plan" be prepared for the entire area. The plan would include platting of the complete park in the southeast corner of the subdivision so that it could be enlarged when the Montain property was developed.
