COUNCIL WORK SESSION JUNE 6, 1991
Mayor Bisel called a work session of the Lino Lakes City Council
to order at 3:30 P.M., Thursday, June 6, 1991. Council Members
present: Kuether, Reinert, Bohjanen, Neal. Council Members
absent: none. City Administrator, Randy Schumacher and Clerk -
Treasurer Marilyn Anderson were also present.
Hokanson Development, Inc., Wenzel Farms
Mr. Schumacher presented a letter from Kirk Corson, Hokanson
Development, Inc. regarding the development of Wenzel Farms and
his allegation that he was unable to get answers to questions and
he had problems getting in touch with individuals. The Council
discussed this matter at length. Mayor Bisel asked that a call
be made to Mr. Corson explaining that the Council did expedite
his project, that the Council wants Hokanson to build and explain
that the City needs their cooperation. He asked that it be
explained that ordinances and policies are in place and the
Council will not get involved. Mr. Corson must take his concerns
to the City Administrator.
Mr. Schumacher explained that Hokanson Development would like to
change the subdivision. They also have concerns regarding paying
for the extension of utilities. Council Member Kuether said she
has heard that assessments on each lot are approximately
$14,000.00. Mr. Schumacher explained that the assessments on the
town home lots are about $8,800.00. Mr. Schumacher asked the
Council to call him if they have any concerns about this matter
and he will get the facts.
Mr. Schumacher told the Council that he meets with staff every
Wednesday afternoon to review what is going on with each
subdivision. This meeting sometimes last three (3) hours
indicating that there is a lot of activity in Lino Lakes at this
time.
Consideration of City Council Compensation, Ordinance No. 03 - 91
Mr. Schumacher presented a memorandum to the City dated June 6,
1991. The memorandum explained that the original ordinance
dealing with Council compensation was designed with the intention
of the Council being able to conduct business in two (2) meetings
per month. However, it is recognized that the Council now has
four (4) scheduled meetings per month, in addition to unscheduled
pre- meeting work sessions.
In order to keep up with the increased demand on a council
member's time, a per meeting charge may be implemented. Mr.
Schumacher prepared language for a policy on per meeting charges

and told the Council this matter would be placed in ordinance
form and adopted by the Council. The ordinance would then be
published and would become effective January 1, 1992 following
the 1991 municipal elections as required by law.
Council Member Kuether noted that the City is growing and the
reason for additional meetings is to deal with the new
development. Council Member Neal said that he did not mind the
additional meetings and would continue to attend the meetings for
nothing. However, he said he did not like the 3:30 P.M. meetings
and preferred to meet at 8:00 A.M. or 9:00 A.M. Council Member
Bohjanen said he wanted the meetings schedule well ahead of time.
He also asked that the ordinance be worded very clearly to
indicate that there is a need for the special meeting for
development reasons. Council Member Kuether suggested that the
rate of compensation be $40.00 per special meeting and asked that
the compensation be tied to the need for the extra meetings and
also indicate that this is a temporary matter, when the special
meetings cease, so does the extra compensation.
Discussion Concerning Schilling Industrial Park
Mr. Schilling had presented a letter to the City offering to sell
to the City the Lino Industrial Park for about $8,300.00 per
acre. The Council discussed this letter on May 13, 1991 and
asked Mr. Schumacher to offer Mr. Schilling $4,150.00 per acre.
Mr. Schilling had responded to the offer saying he was willing to
reduce his price, but not to what the City had offered.
Mr. Schumacher explained to the Council that it would be
advantageous for the City to purchase the Industrial Park. He
noted that the City had access to financing such as TIF and MSA
funding. In addition, the City could control who could locate in
that area.
The Council discussed making a counter offer to Mr. Schilling.
Council Member Reinert suggested offering $6,500.00 per acre.
Council Member Kuether suggested offering $7,500.00 per acre.
She also suggested that the interest should be a flat amount, not
a percentage. Council Member Kuether also suggested that the
City be able to pay off the contract to Mr. Schilling earlier
than stated. If the area is fully developed, the Council should
have the option of paying off Mr. Schilling earlier.
The Council discussed the mechanics of obtaining title to the
property but not paying for it. Council Member Kuether suggested
a method to implement this.
Mr. Schumacher was instructed to contact Mr. Schilling and offer
him $6,500.00 per acre, with a seven (7) year contract and a flat

interest amount.
Council Member Neal told the Council that a petition is being
circulated in the City of Centerville proposing to annex the City
of Centerville to the City of Lino Lakes.
Mr. Schumacher explained that the City of Centerville has refused
to pay a $600.00 bill from the Police Department for court
appearances after the Centerville Contract had expired. He is
following up on this matter.
The work session adjourned at 4:45 P.M.

regular meeting of the Lino Lakes City Council on June 24, 1991.
