M «_..: MEMBERS PRESENT• Reinert, Neal, Kuether, Elliott, Bergeso MEMBERS ABSENT : None Staff members present: City Administrator, Randy Schumacher and Clerk - Treasurer Marilyn Anderson. The purpose of the closed meeting was to update the City Council regarding contract negotiations with Local 49 union. Mr. Schumacher explained that negotiations have been proceeding since September, 1994. The City and the Union are relatively close on a majority of issues. The proposed contract is for three (3) years, 1995, 1996 and 1997. The City has prepared a pay schedule using the same metropolitan area cities for comparison as was used for the Pay Equity Plan. The City is proposing a pay schedule as follows: January 1, 1995 3% increase, January 1, 1996 3% increase, July 1, 1996 1% increase and January 1, 1997 3% increase. The Union is asking that a position of "lead worker" be created in the Public Works Department, the Sewer and Water Utility Department and Parks and Recreation Department. These positions would be filled by a licensed person. This is consistent with what other metropolitan cities are doing. Mayor Reinert asked if the City pays insurance costs for all employees. Mr. Schumacher explained that the City pays the cost for the employees coverage but not the employees family coverage. Council Member Kuether noted that it is getting to the point that the State is requiring certification of "lead workers ". She suggested that a job description including a certification requirement be written for these positions. There was discussion regarding salary with Mr. Schumacher PAGE 1 CLOSED COUNCIL MEETING MAY 22, 1995 explaining that the Lino Lakes employees want a salary that is comparable with other similar cities. He noted that the mechanic is earning $2.50 per hour less that the average mechanic in the cities surveyed. Council Member Kuether asked if the City Council should be concerned with the Pay Equity Plan when determining salary increases. Mr. Schumacher said that this has already been done. Council Member Bergeson asked Mr. Schumacher to give the City Council a list of job titles along with the current annual salary. Mayor Reinert asked that the total dollar value of the proposed settlement package be calculated. Mr. Schumacher listed the three (3) areas that have not been settled: 1) creation of "lead worker" position, 2) salary, and 3) insurance. Council Member Kuether asked if the contract could cover a longer period. Mr. Schumacher explained that the Union feels that conditions may change during this period and will not take the risk. Mr. Schumacher will prepare a total package of benefits and costs so that the budget impact can be determined. He will provide further updates of the negotiations for the City Council.
