RESOLUTION NO. 2001 - 24
RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT
Be it resolved that the City of Lino Lakes enter into a Joint
Powers Agreement with the Minnesota Department of Public Safety,
Office of Technical Support Services for the T1 access circuit, a
defined level of backbone bandwidth, and supported
telecommunication equipment which includes (modem, DSU /CSU, and
router) .
I certify that the above resolution was adopted by the City
Council of the City of Lino Lakes on February 12, 2001.

The Lino Lakes Police Department has accepted installation of a Ti access circuit from the State of
Minnesota to meet the needs of criminal justice communications between our department and the
State. This circuit also provides the wide area network connection for the Anoka County Central
Records Project. The State is requesting that the City enter into a joint powers agreement to
document and clarify this cooperative effort.
DISCUSSION
The Lino Lakes Police Department has been involved in a cooperative effort with other Anoka
County law enforcement agencies to centralize their police records systems. In order to facilitate
the sharing of information it was necessary to install wide area network equipment and access
circuits. Initially it was anticipated that the cost of installing the wide area network would be borne
by the individual cities.
As the Central Records Project progressed an opportunity became available to partner with the State
to pilot the implementation of the new, State funded, Criminal Justice Data Network (CJDN). The
CJDN will eventually provide high speed data access to every police department in the State of
Minnesota. As a part of the CJDN project the State provided the T1 access circuit and necessary
network hardware and allowed our department to add additional bandwidth to meet the needs of our
Central Records Project. This arrangement will save the police department approximately $200 per
month on our wide area network connection to the other police departments in Anoka County.

Staff requests that Council approve Resolution 01- authorizing the execution and delivery of a
Joint Powers Agreement relating to the Minnesota Department of Public Safety Criminal Justice
Data Communications Network.
