RESOLUTION NO. 01 - 48
RESOLUTION TO SUPPORT 2001 MINNESOTA DEPARTMENT OF NATURAL
RESOURCES CONSERVATION PARTNERS GRANT FOR BUCKTHORN CONTROL
WHEREAS, The City of Lino Lakes regards the natural resources within the City as an
asset and worthy of management;
AND WHEREAS, The City of Lino Lakes has invested in and developed an
Environmental Inventory and Management Plan to guide the City in efforts to preserve
and conserve the natural resources within the City;
AND WHEREAS, The City of Lino Lakes has moved to cooperate with the Department
of Natural Resources in the Wild Land Urban Interface Program to reclassify our
existing resource inventory to the Minnesota Land Cover Classification System, and to
expand on, and help guide our initiatives outlined in the Lino Lakes Resource
Management Plan;
AND WHEREAS, One of the goals outlined in The Lino Lakes Resource Management
Plan is to implement an invasive plant management program, and to educate and
involve residents in these efforts;
AND WHEREAS, The Conservation Partners Grant Program will help in these efforts to
implement an initial invasive plant management and education program;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LINO LAKES, MINNESOTA:
1. That the City of Lino Lakes wishes to enter into agreement with the Minnesota
Department of Natural Resources under the Conservation Partners Grant Program
to implement a Buckthorn control, neighborhood involvement and education program
in the Birchwood Acres and Clearwater Creek Areas.
2. That the City of Lino Lakes will budget $4098.98 to match a Minnesota Department
of Natural Resources dollar amount of $8197.97 total grant cost, and of this
$4098.98, $2203.69 would be provided in the form of "in- kind" contribution.
Adopted by the Lino Lakes City Council this 26th Day of March, 2001.

PROJECT SUMMARY
9. Project Purpose — The purpose of this proposal is to implement a starting
program aimed at the management of invasive woodland plants, to restore
historic oak woodland, and to educate and involve residents in the management
process.
For Restoration Projects: Explain in fewer than 100 words the existing condition
Of the site to be restored and to what type habitat you are proposing to restore
the area. Of what benefit is the restoration to your local community and to the
larger Metro region?
From the Technical Report/Applied Ecological Services:
"Historic oak savannas...are remnant, formerly -open communities of drier sand and morainal
ridge tops in the township. They represent approximately a third of the mapped forest cover, but
only 5% of the total cover of the township... most oak savanna systems have experienced severe
degradation following the cessation of fire and the subsequent development of a closed - canopy,
overstocked with early - successional species, as described above (see recently - developed
forested systems, 3C)... {Recently - developed forested 'systems (3C) represent a little over half of
the forested cover of the township... A dense sub - canopy can develop, which can include dense
growths of common buckthorn, Tartarian honeysuckle, and other shrubs that are semi- to
completely shade - tolerant. The combined influence of Shading by young, woody growth in both
layers has contributed to the decline of the native, `soil-stabilizing vegetation... the loss of a seed
source in systems where oak regeneration is already compromised by heavy shade- suppression
is critical. "}
Goals: 1. Remove exotic'(buckthorn) from proposed area 1, expose seedbed,
restore diversity and viewsheds, and increase trail user safety.
2. Educate residents in area 1 and 2 and create long -term monitoring
and action plan for buckthorn control in these two areas.
Benefit: The City of Lino Lakes has spent a good amount of money and time in
planning and developing an environmental management plan and Geographic
based inventory, and are currently trying to take the planning phase to higher
levels of detail with participation in the MNDNR Wildland Urban Interface project.
The Environmental Board has set a goal implement a demonstration project.
Another goal of the Environmental Board is to educate the public on issues
concerning environmental issues. The City of Lino Lakes Environmental Board
has also desired to connect with other existing or forming Environmental Boards
in the Twin Cities Area. The city needs and the greater region needs concrete
management plan implementation projects. This project and the results of this
project can be shared with other government agencies who are contemplating
the usefulness of Environmental Management Plans and Geographic Information
Systems.

14. Summary of Key Proposed Activities —The Project would involve the removal
of invasive buckthorn in a woodland along at trail in the Birchwood Acres
Neighborhood, and follow -up education program for Area 1 (Birchwood Acres),
and Area 2 (Clearwater Creek). Area one is composed of approximately 6.8
acres, in a greenway area adjacent to a city trail. Residents have indicated an
interest in buckthorn removal from a visibility standpoint. Area 2 is in the
Clearwater Creek 3rd subdivision and was the first conservation development
project that was planned in conjunction with or Environmental Inventory and
Management Plan. This plan was accepted by the City in 1999, and will be
incorporated into the City Comprehensive Plan. Area 1, was identified as a
historic oak savanna (degraded). Clearwater Creek has a management plan and
budget to restore greenway areas throughout the subdivision. Part of this
management plan includes the removal of about 7.5 acres of invasive buckthorn:
It is the intention of this proposal to follow up management procedures in
Clearwater Creek with educational material and a volunteer removal program for
both area 1 and area 2.
Required Attachment #2: Outline in a one to two page work plan the 1) key
activities to be performed, 2) who will carry out each activity, 3) methodologies
used, 4) time frame for carrying out the project and 5) final quantifiable
deliverables. Planting lists must be provided for restoration projects.
Work Plan: See Attachment: Lino Lakes Restoration, Management And
Monitoring Schedule. Planting List (If needed): Savanna Ground Layer
Species. Associated Species: Sedges, Silky and Virginia wild rye, American
hazel shrubs, Bottle grasses. Ground cover forbs including but not limited
to:Blue Aster, arrow leaved aster, columbine, large leaved aster, white snakeroot,
wild geranium, Bishop's cap, greenheaded coneflower, bloodroot, Early meadow
rue, large flowered trillium, yellow violet. Volunteers may also be used to salvage
plants, and or transplant plants from other areas of the City to reintroduce
biodiversity should there be little or no seedbank. Seed bank soil tests may be
conducted early this spring to determine seed bank potential.
