HomeMy WebLinkAbout2001-065 Council Resolution• • Council Member Dahl adoption: introduced the following resolution and moved its CITY OF LINO LAKES RESOLUTION NO. 01 -65 RESOLUTION ORDERING PREPARATION OF STUDY FOR THE ELM STREET RECONSTRUCTION PROJECT. WHEREAS, it is proposed to improve Elm Street between Sunset Avenue and Fourth Avenue by reconstructing the street, constructing curb and gutter, sanitary sewer, watermain, storm sewer, and walkways, and WHEREAS, the City proposes to use state aid funds for a portion of the cost of the improvement, and WHEREAS, the City proposes to assess the benefited property for a portion of the cost of the improvement, pursuant to Minnesota Statutes, Chapter 429, and Chapter 8 of the Lino Lakes City Charter. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LINO LAKES, MINNESOTA: 1. That the proposed improvements be referred to the City Engineer for study and that he is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvement is feasible and as to whether it should best be made as proposed or in connection with some other improvement, and the estimated cost of the improvement as recommended. VOTE REQUIRED: 4/5 Vote Required BACKGROUND: As we have discussed in the past, the reconstruction of Elm Street from Sunset Avenue to Fourth Avenue is a high priority due to the proximity of Centennial Middle School, the level of development in the area, and the amount of pedestrian traffic using the current roadway. The primary funding source for this work will be Municipal State Aid funds but assessments and trunk funds will also be considered in the report. Proceeding with the study of this roadway now also allows the City to take advantage of the neighborhood involvement momentum related to the efforts by St. Joseph's church related to traffic issues along Elm Street and Second Avenue. During preparation of the report, neighborhood meetings will be held to solicit input on the design of the proposed improvements. Staff will consider "traffic calming" concerns along these roadways as part of the study. The study will include not only the reconstruction of the roadway and related drainage concems but will also consider sanitary sewer and watermain system needs. OPTIONS: 1. Retum to staff for further review. 2. Adopt Resolution No. 01 -65, Ordering Preparation of a Feasibility Study for the Elm Street Reconstruction Project. RECOMMENDATION: Option No. 2 - Staff recommends that Resolution No. 01 -65 be adopted.
