at different times during the year when we needed. Mr. Marier asked if we bought by
the tonnage or cubic yard. Mr. Jaworski thought it was by the cubic yard. There was
discussion as to the differences between the two methods. It was suggested that out
next bids should be by the ton.

December 1 1 , 1972
The regular meeting of the Lino Lakes Village Council was called to order at 8:00 P. M.
on December 11, 1972 by Acting Mayor Marier. Councilmen present Cardinal, Jaworski,
Zelinka. Absent; Mayor Bohjanen due to illness. Mr. Locher and Mr. Gotwald were also
present.
Mr. McMurchie gave the Council a copy of the contract for police protection that he had
received from Spring Park, Mound and Minnetrists. He told them of a meeting at the
Lexington Village Hall on December 14, at 8:00 P. M. The Lexington and Circle Pines
representatives will attend and he asked that Lino Lakes be represented.
The Minutes of the November 27, 1972 minutes were corrected as follows: Page 2,
Paragraph 4, I i ne 4, should read "10x14", Page 3, paragraph 7 , should read
"Lilac" and entrance to "B" building.
Mr. Jaworski moved to accept the minutes as corrected. Seconded by Mr. Cardinal. Motion III
carried.
The Clerk reported that she had received:
1. An inquiry from a Mr. Pan ion from the 1st National Bank on the status of Marsham
Lane. Was it a Village Street? She had gone through the old records and found
an affidavit signed by Mr. William Kammerer and Mr. Emil Erickson stating that
it always had been a road as long as they could remember. Mr. Locher said that
isn't enough, we need proof of maintenance. Mr. Gotwald said he thought that
Marsham Lane was on a list that he had turned over to the Vi I lage with a re-
commendation to take over several years ago. Mr. Cardinal motioned to have the
Clerk check the minutes from 1970 and report back to the Council. Seconded by
Mr. Jaworski . Motion carried.
2. Reported that she had put a $10,000.00 binder for insurance on the Lift station.
There was discussion as to the value and how much insurance we should carry on
the Station. Mr. Jaworski moved to insure the Lift Station for $25,000.00.
Seconded by Mr. Zelinka. Motion carried.
3. There was discussion on the increasing the building values by 15 %. Mr. Ray had
called the Clerk with the information that the premium would be $101.15 more. Mr.
Cardinal moved to increase the building value by 15 %. Seconded by Mr. Zelinka.
Motion carried.
4. The Clerk had received a request for partial payment from the North Suburban
Fence Company who is installing the fence around the Pump House. After discussion
Mr. Zelinka moved to authorize 2/3 payment after we have received lein waivers
and the fence has been inspected. Seconded by Mr. Cardinal. Carried.
5. Read the letter from Mr. Robert Herbst concerning the gravel pit. There was

discussion on this. Mr. Gotwald wondered if he was in violation of Our Ordinance
6E which covers the restoration of an area once the mining has been completed.
Mr. Cardinal moved to have Mr. Locher write to Mr. Herbst and inform him of the
Council's feelings in this area, also to send him a copy of Ordinance 6E. Mr.
Gotwald will check his files on this matter and get in touch with Mr. Locher.
Secended by Mr. Zelinka. Motion carried.
6. Read a letter from Mr. Merritt of the State Highway Department on the installation
of a light at the intersection of Old #8 and #49. The Council feels that this is
the responsibility of the State Highway Department and the maintenance of the light
is their problem. The Clerk was instructed to write them to that effect.
7. Read a letter from Mr. Richard Lichtscheidl in reference to his small motor repair
ship. He had been in operation since March 1966. He stated that he would apply
for a sign permit.
8. Reported that we have received the first half of 1972 Federal Revenue Sharing in
the amount of $10,008.00.
9. Had received the November Tax Settlement in the amount of $38,495.99.
10. The Clerk asked if all sign permits could not expire at the same time, thus
eliminating the necessity for checking each month for renewals. Mr. Zelinka
moved to have all signs expire on January 1 of each year. The cost would be pro-
rated on those existing permits and new ones issued in the middle of the year.
Seconded by Mr. Cardinal. Motion carried.
Mr. Cardinal reported that he had no other bids on the warming house for the Hall
property, and would have to table this matter until the next meeting. The rinks are
being flooded and are coming along fine. Mr. Hagen has quite a few to flood this year
eliminating the problem of finding people to work at flooding the rinks.
Mr. Jaworski reported on the estimated cost of repairing the tractor; about $344.82 plus
transporation cost and the carburator repairs. Mr. Jaworski wondered if this tractor
was worth putting this much money into it. Mr. Marier asked if anything had been about
the stumps on Peltier. Mr. Jaworski said, No, that he hadn't been able to contact the
Tree Service Company. The Clerk reported that Mr. Backlin had called them but they had
not returned his call. Mr. Jaworski reported that there is a need for a new sander for
the truck. He had two brochures from Mr. Backlin but only one had the price listed.
Mr. Cardinal moved to authorize Mr. Jaworski to get bid on a new sander. Seconded by
Mr. Zelinka. Motion carried.
Mr. Marier asked Mr. Jaworski if he was getting bids for the completion of all gravel
roads next year. Mr. Marier felt that these bids should be in this month. There was
much discussion on the roads to be surfaced and the type of materials to be used. Mr.
Gotwald said that advertising now is sort of useless since no one reads the Construction
Bulletin during the Holidays. Mr. Locher reminded the Council that the ad will have to
be published at least once in our Legal newspaper, The Blaine Life. Mr. Jaworski moved
to advertise for bids on the surfacing of all gravel roads in the Village. The ad to
appear in the Blaine Life and The Construction Bulletin for a period of 10 days and be
put in at such time as to appear in two publications. Bids will be opened at the
January 22, 1973 meeting. Seconded by Mr. Cardinal.
Mr. Zelinka amended the motion to add that the work must be completed by September 1, 1973.
Seconded by Mr. Jaworski. Motion carried. The vote on the original motion was called
for . Motion carried.

December 11, 1972
Mr. Marier reported that there had been no P &Z meeting therefore he had no report.
Mr. Zelinka reported that there had been no Enviromental or Personnel meetings. He
had no report. There will be a meeting of the Personnel Commission on Wednesday,
December 13, 1972 and an Enviornmental Commission meeting on Tuesday, December 12, 1972.
Mr. Locher reported that the Auditor's office had accepted the payments that we have
received for the Special Assessments in the U. S. Lakes Addition #2, but we cannot accept
any more for this year. The Clerk can accept the payments for a l l years except 1973,
these have been put on the tax rolls and will be collected by the Auditor's office. Also
in the future the Clerk can only accept payments up to the 15th of November. After that
date the assessments are put on the tax rolls.
Mr. Locher reported on correspondence concerning the b i l l from Johnson Plumbing for the
repair of the airconditioning unit. They felt that the installation of the fence was too
close thus causing the unit to overheat. Mr. Gotwald asked if we have a maintenance
contract on the unit. No one could remember if we did or not. Mr. Cardinal moved to
pay the bill. Seconded by Mr. Jaworski. Motion carried.
Mr. Locher had checked with several agancies on the launching of a helicopter adjacent
to Old Highway #8., and found that there are practically no restrictions for these machines.
They can be launched from and landed almost any place.
Mr. Gotwald had contacted Mr. Jewel of the Forest Lake School District about the truck
and tanker that they used for pumping sewage and are now putting up for bids. The truck
is a 22 ton, 1966 Ford withLa 5200 gallon tanker. They have $7000.00 invested and would
like to get around $5500.00 out of it. Mr. Zelinka and Mr. Jaworski will take a look
at it, and Mr. Marier thought he would be able to see it too.
Mr. Marier gave Mr. Bohjanen's report. Mr. Bohjanen felt that out water and sewer
rates as listed in the Ordinances are too low. This will be discussed lated in
conjunction with the Ordinances.
Mr. Krause appeared before the Council in response to a letter concerning the small
business he operates from his garage located on Ware Road. He said that he has been
operating seasonally since 1971. Mr. Locher read the part of our Ordinance that covers
such operation. This Ordinance became effective on August 5, 1971. Mr. Krause said
he Sales Tax Permits dated prior to that date. The Council asked that he bring them to
the office so that a copy may be made of them for our records. Mr. Krause asked about
the requirements for a sign. At the present time he doesn't have one, but is thinking
about putting one up. He was told that he must fill out a sign application form. He
can get this from the Clerk. Mr. Locher was asked if Mr. Krause needed a special use
permit. Mr. Locher said, No, that if he was in operation before the Ordinance became
effective, then he would come under the grandfather clause. Mr. Krause said he would
bring in the permits for the Clerk to copy. Mr. Marier thanked him for responding
to our letter.

The Council returned to the discussion on water and sewer charges. Mr. Weigly from
the Water Products Company was in the audience and said he had a copy of charges used
by the communities surrounding the Twin City area. He asked if the Council would like
to take a look at it. Mr. Zelinka said Yes, and thanked him. Mr. Zelinka read some of
the charges but since the list is quite extensive, the Clerk was asked to make copies III
for all Council members.
Mr. Marier read part of a letter from North Central announcing a raising of rates
for natural gas.

December 1 1 , 1972
Mr. Ruffing from the Water Products Company appeared before the Council and explained
the Rockwell Water Meter. He had brought one to show the Council and also a remote
read -out unit. This unit is $10.00 over and above the cost of the water meter. There
was discussion on this and Mr. Ruffing answered questions from the Council.
The Council set Monday, December 18th, for a special meeting to duscuss the water and
sewer Ordinances and the water meters so that they can make a decision at the December
26th Council meeting. This special meeting will start at 7:30 P. M.
Mr. Backlin had checked 4 home in the Chomonix area and found difference as to the space
left for the installation of water meters. The Clerk was asked to write U. S. lakes and
ask that the installation of water pipes be uniform so that the meters can be installed
properly.
The Clerk- Treasurer's position was brought up and Mr. Zelinka moved to delay until the
personnel Commission could review the applicatns this Wednesday evening. Seconded by
Mr. Cardinal. Motion carried. They will also review the position of a full time
supervisor and their recommendation for the next Council meeting.
Mr. Cardinal moved to have the Personnel Commission take a look into the billing system
for the water and sewer since this will involve more time and possible more personnel.
Mr. Jaworski seconded. Motion carried.
The Clerk is to make a copy of all applications for the Personnel Commission.
Mr. Cardinal moved to allow the use of the Village Hall for Friday, December 15, 1972,
by the Happy Hustlers 4H Club for their Christmas party. Seconded by Mr. Zelinka.
Carried.
Mr. Zelinka said that in taking a look at the amendment to Ordinance 43A listed as 43C,
he found that it was not the intention of the Council to remove the position of the
Working Supervisor from all benefits in the Ordinance; just from the hourly pay clause.
Mr. Zelinka moved to recind Ordinacnce 43C and have Mr. Locher rewrite an amendment to
Ordinance 43A in line with their intentions. Seconded by Mr. Jaworski. Motion carried.
frr. Jaworski said the Council should be thinking about the "Citizen of the Year" award.
He had a name he would like to submit but would do this in private in order to keep
the award a secret.
Mr. Jaworski also said that at the last Council meeting there had been discussion on
the placing of street lights but no decision has been made. He moved to have the
Clerk write the power companies and request the installation of street lights at the
designated spots. Mr. Cardinal seconded. Motion carried. The information is on Page
5, paragraph 2 of the November 27, 1972 minutes.
Mr. Zelinka asked if Mr. Locher or Mr. Gotwald had approached the Metro Sewer Board on
the pumping in the Chomonix area. Mr. Gotwald said they are awaiting until we have some
facts and figures for them ro present. Mr. Locher said that they hadn't approached
them at this time because they wanted to waid until after the 1st thus insuring no
charges for 1972.
Mr. Marier asked Mr. Locher to read Minnesota Statute 398.32, Sub.l, dealing with the
jurisdiction of the County over local governments in the matter of Park Lands.
Mr. Jaworski asked if there had been a meeting set up for the Open Space Commission. Mr.
Marier said not that he knew of.

Mr. Jaworski moved to approve the requistions with the exception of Numbers 170, 173,
and 174. Motion died for lack of second.
Mr. Zelinka moved to approve the requisitions Numbers 154, 155; 166 thru 170; 172
thru 177. Seconded by Mr. Cardinal. Motion carried with Mr. Jaworski voting No.
Mr. Cardinal moved to pay the bills #4842 thru 4867 inclusive. Seconded by Mr.
Jaworski. Motion carried.
Mr. Jaworski moved to adjourn at 10:55 P. M. Seconded by Mr. Zelinka. Aye.

December 18, 1972
The Special meeting of the Lino Lakes Village Council was called to order at 7:30 on
December 18, 1972, by Mayor Bohjanen. Councilmen present; Cardinal, Jaworski, Zelinka,
Absent; Marier , due to a meeting.
Mr. Bohjanen reported that in a telephone converati on with Mr. Locher, Mr. Locher had
informed him that the Council must approve the Water and Sewer Ordinance tonight so
they can be published in time for them to become effective on January 1, 1973.
The Council reviewed the Water Ordinance and made the fol lowing changes;
Section 31, paragraph 1 " the amount of $55.00" was agreed upon by the Council;
Section 32, Deposit, the sentence was changed to read " which sum shall be equal
to $35.00 or 6 months of anticipated water usage, whichever is larger " /
Mr. Cardinal moved to adopt the Water Ordinance with the *igures inserted. Seconded by
Mr. Jaworski. Carried unanimously.
The Council review the Sewer Ordinance and found it satisfactory. Mr. Jaworski moved
to adopt the Sewer Ordinance. Seconded by Mr. Zelinka. Carried unamimously.
There was discussion on the various water meters that the Council had checked. Mr.
Zelinka moved to contract for 25 Rockwell meters with the remote read -out unit, from
Water Products Company. Seconded by Mr. Cardinal Carried unanimously.
Mr. Jaworski moved to pass a Resolution authorizing the Anoka Highway Department to do
the snowplowing for the 1972 -1973 seadon the following roads:
I. 64th Street, both East and West of 135E.
2. Hansen's Road
3. Cedar Street from the Centerville limits to 135E
4. LaMotte Road
5. The cut -off portion of Birch Street now designated as a service road;
and that, as in previous years, Anoka County W i l l plow the Village Road on the West side
of Centerville Lake in exchange for Lino Lakes plowing Peltier Drive in Centerville.
Seconded by Mr. Cardinal. Carried.
