Mr. Gotwald recommended the combination program. There was much discussion as
to which streets should be included in which part of the program. Mr. Marier moved
to surface all roads designated on the Village Map by Mr. Gotwald, with Road mix
to include Pine Street and 24th Street and the short dead end streets to be seal
coated. Glenn Rehbein asked if Ma.rshan Lane could be deal coated this year,
Mr. Gotwald said that street was included in the mileage. Motion seconded by
Mr. Cardinal . Motion carried.
Mr. Locher reminded the Council of the meeting of Circle Pines on Wednesday evening
at 8:00 P. M. on the gas problem. Mr. CArdinal suggested that the Council members
meet here at the Village Hall as soon after 7:00 P. M. as possible and go from here
to the meeting. Mr. Backlin asked if the Council would okay putting Mr. Cliff
Hagen on a straight $4.50 per/hour salary instead of the split salary that he is
now on . Mr. Cardinal moved to pay Clifford Hagen a straight $4.50 per/hour. Seconded
by Mr. Zelinka . Motion carried. Mr. Cardinal asked a but Mr. Hagen working in the
shop alone, what would happen or who would find him if there was an accident. Mr.
Baclklin said if there is danger of a piece of equipment falling, then Mr. Hagen
doesn't work on it until someone else is here. Mr. Myhre said that he is here most
evenings and that the other patrolmen are in and out.
Glenn RE,�be i n asked for permission to start putting in the sewer lines in the
Shenandoah area. He said now that the Village owns a tanker, why can't their
area be pumped as well as Chomonix? Mr. Locher said any lines we put in would have
to be approved by the Metro Sewer Board. Also, the feasibility study by Carter
wasn' t in yet but he thought it should be done soon. Mr. Rehbein will be asked to
attend the meeting with the Metro Sewer Board along with the Vilalge Council .
The requisitions were looked over and #192 for the transmission for `the Plymouth
was questioned. The Clerk is to find the last bill , make copies of both bills,
along with a letter as to the warranty on the last transmission they installed,
sent to Chrysler-Plymouth. Mr. Ze I i nka moved to app rove requ i s i t i ons # 193-#206,
Seconded by Mr. Cardinal . CArried. Mr. Cardinal moved to pay bills #4926-#4944
through #4975 inclusive. Seconded by Zelinka, carried. Mr. Cardinal moved to

The regular meeting of the Lino Lakes Village Council was called to order at 8:05
P. M. on February 26, 1973 by Mayor Bohjanen. Councilmen present: Cardinal ,
Marier, Jaworski . Absent: Zelinka. Mr. Locher was also present.
Mr. Marier corrected the minutes of the February 12, 1973 meeting as follows :
Page I , paragraph 4, next to the last sentence should read," there must be
within 3 years a chain link fence with fiber glass strips."
Page 4, paragraph 3, The motion by Mr. Marier should read, "to surface all
roads on the Vi I I age map des i gneted by Mr. Gotwald."
Mr. Cardinal moved to accept the minutes as corrected. SEconded by Mr. Marier.
Motion carried with Mr. Jaworski abstaining.

Mr. Zelii.nka arrived.
The Clerk reported:
1 . Answer from Barnett Chrysler/Plymouth as to the repairs on the
transmission of the Police Car.
2. A letter from Federal Revenue Sharing with a card to be signed by
the Mayor. Mr. Zelinka moved to authorize Mr. Bohjanen to sign the
card. Seconded by Mr. Jaworski . Motion carried.
3. Order from the League of Municipalities for the new directory. The
cost is $4.00.
4. She had received the July to December checks for Liquor and Cigarette
apportionments in the amounts of $3, 138.20 and $3,876.60.
5. Had received municipal court fines in the amount of $150.00.
6. Had received from the State a refund for the Assessor's tuition for
classes attended last summer.
7. A letter from the Attorney General 's office on the Open Meeting rules
and regulations.
8. Had received notice of the annual meeting of the Anoka Electrical Coop.
9. Had a letter from Mr. Lee Starr stating his interest in the position of
Planner for the Vi I lage.
10. Mr. Backlin had checked and we have 4 "Slow - with picture - Children"
and 3 "Watch out for Children".
The C lerk read a letter from Mr. Dougherty to Mr. Lombardi concerning the sewer
interceptor. Mr. Marier asked if the letter shouldn't have included some figures
indicating what they will assume in cost in connection with the pumping operations
in Chomon i x. Mr. Bohjanen sa i d, No, that th i s was i n response to a letter f rom
Mr. Lombardi questioning the time schedule for the installation of the interceptor.
The Bids on the Patrol Car were discussed. Mr. Locher said that there must be
two bids on leasing and they must be kept on file for I year. Since we have only
one bid, we cannot accept it.
Mr. Cardinal asked about the ViU ng and Boyer leasing operations. The Clerk is to
call them and ask for leasing bids. Someone suggested waiting until these bids are
in before proceeding on the acquisition of Patrol Cars.
Mr. Myhre asked of we could afford to wait that long. Both cars are just about ¢done.
Mr. Myhre said he wouldn't trust either car to last much longer.
Mr. Al Ross asked if we could use the Federal Revenue Sharing funds to purchase
Patrol Cars.
Mr. Locher said, Yes, this is one of the areas of spending al ]owed under the
regulations. Mr. Bohjanen said we have money in the budget for one car.
Mr. Ze I i nka moved to accept the lowest bid from Barnett Chrysler/Plymouth of
$3,679.00. Seconded by Mr. Marier. Motion carried.
Mr. Myhre reported that the County will take care of the radio equipment. Our own
mechanics can take care of transferi ng the equipment from the old car. Mr. Marier
moved to put the olf Ford up for sale. SEconded by Mr. Cardinal . Motion carried.
The Clerk is to run the ad in the local papers and stipulate "as is". .
The hearing on U. S. Lakes Addition Plat #3 was opended at 8:35 P. M. Mr. Locher
read the notices of publication and the affadivat of posting. Mr. Marier was

asked for the recommendations of the P&Z Board.
Mr. Marier said the P&Z had a legal question as to the rezoning of the lands. He
asked if publication and a Public heeri ng wasn't required for rezoning.
Mr. Busch said our Ordinance reads that resoning is at the discretion of the
Council ; that U. S. Lakes in entirely agreeable to the RI zoning asked for by
the P&Z. He also questioned a Public hearing for rezoning.
Mr. Locher said that a Public hearing is required by State Statues. The requirement
is not included in the Village Ordinance because of this. We must comply with
State Law on publication and hearing.
Mr. Marier understood th i s to mean that we must wait for a Pub.l i c hearing on the
rezoning before acting on the vacation of street and easements and the plat in
the Lakes Addition #3.
Mr. Busch replied that their applications were for variances. Part of the land
in the plat was zoned Ag and Part R-4. The company is agreeable to rezoning to
RI and he would urge the Counci I to approve the Plat in order for the company to
finialize their sales program for the coming year. He said that approval of the

zoning. He would hope the Council would continue this hearing on the platting and
vacations of streets and easements at this meeting.
Mr. Locher said that in order to rezone there must be notice of public hearing
published 10 days prior to the hearing. Mr. McLean asked why this was not
included in the package. Mr. Locher said it was an oversight.
There was discussion on the usage of R4 zoning and RI zoning and what is allwoed
in each zoning district. Mr. Busch was asked if they only plan single family
homes in that area and he answered that they were. Mr. McLean said the purpose
of the rezoning was to prevent any construction other than single family dwe I I i ngs.
Mr. Jaworski asked if the plat could be approved as presented and the vacation
of the streets and easements approved with the stipulation that the rezoning
be approved at a leter date.
Mr. Marier said if you approve the plat with out rezoning, then you shut the door
to the people in the area who might object.
Mr. Jaworski asked who was affected outside of the people in the area? He asked
the acreage in the outlots that are being considered for rezoning.
Mr. Busch said that outlot C has 9.5 acrea; outlot G has 14.8 acres, and Outlot I
has 23.3 acres.
Mr. Locher said pablication 10 days before the hearing is all that is nec essary
for a hearing on the 26th of March. Mr. McLean suggested approveal of the plat
and Vacations contingent upon rezoning inorder not to hold up construction of U. S.
Lakes. Tkrere was a suggestion to hold the rezoning hearing on the 13th of March
at a special hearing. Mr. Zelinka moved to set a special meeting for public
hearing on the rezoning in Lakes Addition #3 for 8:00 P. M. , March 13, 1973.
Seconded by Mr. Cardinal . Motion carried.

Mr. Busch asked the Council to approve the plat and vacations as
presented at this meeting sto they could go ahead with the things
necessary and to get their sales program finalized.
Mr. Marier said the intent of the Council is to follow legal
procedure as to zoning, platting and vacations. Mr. Marier moved
to continue this hearing on Lakes Add. #3 final plat and vacations
to March 13, 1973 at the special meeting. Seconded by Mr.
Cardinal ; Vote; Mr. Cardinal , Yes; Mr. Marier, Yes; Mr. Jaworski ,
No; Mr. Zelinka, No; Mr. Bohjanen, No; Motion failed.
Mr. Zelinka moved to accept the plat and vacations as presented
contingent on rezoning from R4 to Ri at the special meeting. Seconded
by Mr. Jaworski . Motion carried with Mr. Marier voting, No.
Mr. Marier then read the recommendations of the P&Z Board. The
main concern of the P&Z was the maintenance of the Open Space,
since U.S. Lakes plans to turn this area over to the Village as
Public property. They felt that this would be a liability to the
Village as far as patrolling and maintenance.
Mr. Cardinal asked how much maintenance would there be on Open
Space, if left to go back to nature. What kind of Maintenance
would be necessary.
Mr. Marier felt it could become a fire hazard by the growth of
tall grasses, could become a nuisance area and could cause policing
problems.
Mr. Jaworski felt that these things could be discussed at the
special meeting. He apologized to Mr. Marier saying they should
have had the P&Z recommendations before any motion was made.
There was more discussion on the requirements that 75% to 80%
of the presently serviced lots be developed before more service
lines are put in, also, that the open space in this area is not
to be counted in the overall total of park lands for the Vi I I age.
Mr. Locher questioned the grade of the open space and wondered
if there were low pockets where water would stand. The Engineer
from U.S. Lakes said the area is we I I drained by the storm sewers
and there are no low pockets in the area.
Mr. Zelinka said that as he remembered from the Oct. meeting that
U.S. Lakes was to grade, plant trees and seed the area before
turning it over to the Village. Mr. Busch agreed that this was
the case and also re-affirmed their agreement on developing
75-80% of the serviced lots before extending the construction
area.
Mr. Locher asked if the special assessments on the out lots would be
divided equally among the platted lots. Mr. Busch said they
would be and that the green area would be free of assessments; the

assessments would only be on buildable lots.
Mr. Zelinka moved to close the hearing for the Lakes Add. #3
Plat and vacation. Seconded by Mr. Jaworski . Motion carried.
Mr. Bohjanen presented the information guide for 1973 and ask if
we should include the map denoting fire call zones .
Mr. Cardinal ask the Clerk to check on the cost. Mr. Zelinka moved
to send copies to Forest Lake Times, Circulating Pines and Anoka
Shopper for cost estimates: and to take the lowest figure and have
1 ,500 printed. Seconded by Mr. Cardinal . Motion carried.
Mr. Bohjanen said these will again be delivered by the Civil
Defense to all residents and they will stress the identification
Mark-up available to them. Mr. Bohjanen said he had questions from
the residents of Centrevi I le asking if they could be included
in our system.
Mr. Myhre had checked with the Sherrif's office and Centervi lle's
population figure is too small for a number to be issued to them/
He would suggest that Centerville buy their own marking tools and
use the same identification number as Lino Lakes and our Police
department would catalog them the same as our own residents . The
general concensus of the Council was this was agreeable with them.
Mr. Bohjanen reported that we have not yet received the audit
reports for the Circle Pines Utility. Mr. Bohjanen said he
personally could not see what we have to gain by agreeing with
their proposal . Mr. Marier thought it was important that we keep
the communication lines open and that the talks continue in
order for them to know how we feel in this matter.
Mr. Cardinal reported that Mr. Nadeau will send us the address of
the office to write in regards to the grand shacks that will be for
sale at the Arsenal . He also reported on the proposal of getting
a ba I I diamond started at the Ha I I property. He said there were
requisitions for the grading and limestone. He moved to get bids
on the fence. The number of feet needed and where it would be
placed was discussed. Mr. Jaworski asked if the Park Board had
plans for fencing all the ball diamonds. Mr. Cardinal said, Yes,
a few a year as the budget allows. The motion was seconded by
Mr. Zelinka. Motion carried.
Mr. Cardinal asked the Clerk if there was any information on the
plane in Marsham Lake. She had called Surfside but was unalbe to
get any information. Mr. Myhre suggested calling the Sheriff's
office for the necessary information . She is to write the owner,
the FAA and the Department of Natural Resources.
Mr. Cardinal reported that the Park Board had decided to hold off
on the Baldwin Lake property until the questions on the Open Space
lot,

is settled. Also, there will be no charges for the use of the Ball Diamonds,
but the South diamond must be left open at least one night a week for use
by the local people. The leagues cannot tie up the diamonds every nught of
the week. He also reported th6t if we are to get the limestone for the new
diamond, it must be hauled before the road restrictions are posted on the
Ist of March.
Mr. Jaworski said the advertisement for bids on the roads will be in this
week publications.
Mr. Marier reported that the P&Z had asked the Clerk to check into the
screening requirements for Skyline Auto Body and report back to them. The
P&Z also recommends that the persons being considered for a Planner be
screened by the Board before the final decision is made . The Clerk was asked
to send copies of the applicants that we have received to the P&Z Board. Mr.
Marier also reported that the P&Z would request that in the future, at al I
hearing, they be supplies with legal cound i . They do not feel qualified to
deal with legal matters without the adivse of an Attorney.
Mr. Marier reported that there is a conflict in the setback and lot line
requirements in our zoning code. Mr. Boh janen asked that the matter be
put on the ,next agenda for discussion. Mr. Marier reminded the Council of
the meeting on Open Space being held by the Metro Council on March I , 1973.
The Village has two-5 minute spots to present our position . Mr. McLean
will use one spot and the other one is open as of now.
Mr. Ze I i n ka reported that the Environmental Commission had met and had
reviewed the Open Space May of the Village. He had briefed the members on
the County's response. They were pleased that the Blue Heron Rookery had
been included in the area. The Commission will study this proposal and report
back with their recommendations.
The Pe rsonneI Commission would like some direction from the Council as to
what is expected of them in the area of wages and salary levels. What do they
consider and how far do they go? Mr. Bohjanen asked that they look into all
wages and salaries paid by the Village. Mr. Zelinka asked for a list of the
present salaries and wages being paid. The Commission needs this list in
order to have a starting point. The Clerk will make a list for them. They
would also lie an input as the the feelings of the members of the Council .
Mr. Locher was asked if the 5.2% applies to us and he said, No, it is not
effective for municipalities. Mr. Locher also reported that he is setting
up a meeting with the Metro Sewer Board for one day this week. He had no
report on the sign ordinance.
Under old Business, Mr. Jaworski introduced the subject of the stand pipe
versus the subme rsiable pump. The Clerk read the bids for the pump. Mr.
Zelinka questioned the surface at the wet well and asked if it would carry
the tanker and truck. Mr. Cardinal said, No, that it would have to be
surfaced. Mr. Cardinal also said, that we would have to have a stand pipe
no matter which pumping operation we selected.
Mr. Backlin was asked how far the wet well is from the lift station . He
said about 6 feet. He said there is no way to get to the wet well with the

truck. He then explained the installation of the stand pipe to the Council .
There was discussion on the installation and operation of th i s set-up.
Mr. Zelinka has a list of necessary electrical supplies needed. He will get
together with Mr. Cardinal and finalize these.
Mr. Jaworski moved to accept the low bid for the installation of the stand
pipe at the lift station from Mary Rehbein Construction Co. for the amount of
$2, 190.00. Seconded by Mr. Zelinka. Motion carried with Mr. Cardinal
abstaining and Mr. Marier voting No.
The contract for the electrical work will be postponed until the Council has
a firm bid.
Mr. Jaworski asked when the County Auditor would be here to explain the
Federal Revenue Sharing? The Clerk is to contact the Auditors office and ask
him to attend a Council meeting.
Mr. Marier asked the Clerk 1f she had the total tax figure for the Open
Space; She said she had. Mr. Marier askedtif she would send a copy to the
Open Space Commission.
Under new Business, Mr. Jaworski moved to send the new Police Application
form to the Personnel Commission for review. Seconded by Mr. Cardinal .
Motion carried. .
The Clerk asked the Counci I to approve a letter she had written to send
to the water and sewer users in Chomonix explaining the charges for those
services. Mr. Locher said the letter should include the dates that the
charges are for. Mr. Jaworski moved to-.add this to the letter. Seconded
by Mr. Zelinka. Motion carried.
Mr. Zelinka moved to approve the requisitions #207 thru 0214, holding #215,
Seconded by Mr. Jaworski . There was discussion on #208 and #212-points
and plugs for the Pol ice Cars. Mr. Marier said it was his understanding
that the date of installation and mileage were to be put on requisitions
for new points and plugs. There was discussion on the type of points
and plugs being used and why they fouled up so fast. Mr. Zelinka felt
that maybe the cars weren't being driven to preserve the Iif6 of parts.
Mr. Marier said the plugs could be cleaned. Mr. Backlin said of they are
to be cleaned then it must be done under pressure. The Counci I instructed
Mr. Backlin to check into a plug cleaner. The motion passed with Mr.
Marier voting No.
There was discussion on the sewage Mr. Backlin said some days the water
usage in only 5000 gal . per/day and other days it's up to 8000 gal . per/day.
Mr. Cardinal moved to get rid of the old trucks by placing an ad for
sale in the local papers. Seconded by!,,Mr. Marier. Motion carried.
Mr. Vadnais, the plubing inspector, suggested an adjustment in our sewer
permit rates so as to confirm with surrounding communities and give a
raise in his salary at the same time. He said the rates in other Villages
are; 5.00 for the I st opening and 2.00 for each additional one.

The council asked Mr. Zelinka to have the Personnel Commission look into
this.
Mr. Vadnais also reported that we.-should be considering a well ordinance.
The Council asked if he had a copy of one. Mr. Vadnais said he will get
a copy to the Clerk's office for the Council to look over.

March 5, 1973
A especial meeting of the Lino Lakes Village Council was called to order
at 8:00 P.M. on March 5, 1973 by Mayor Bohjanen. Councilmen present;
Cardinal , Jaworski , Marier, Zelinka, Attorney Locher was also present.
The purpose of this meeting was to discuss the amendment to Ordinance
#57-Numbered 57B and the contract with the Metro Sewer Board concerning
the pumping operations in Chomonix. These were the result of the meeting
with the Metro Sewer Board. Mr. Bohjanen felt that it was necessary to have
some sort of an ordinance covering the SAC charges before we can start
collecting the $275.00 per building permit. In the meantime, he had asked
the Clerk to hold back on issuing any permits .
Mr. Marier felt that before we go into the Ordinance, we should go through
this agr. eement with the MSB dealing with what adsistance they will give to
us in regards to the pumping operation .
Mr. Locher expla.i.ned the meeting with the MSB. The $6,600.00 memtioned
in the agreement is the result of a study by MSB in estimating the cost
hauling the sewage.
Mr. Marier said his understanding of Section 2 was that the $6,600.00
would only carry us through December of 1973, that we have no guarantee
that the agreement would be rewritten for 1974. Also, they w i I I only
assist in the cost of 50 homes, if there are more, we must assume the
cost.
Mr. Ze I i nka said if there are homes in other areas, such as Shenandoah,
that would request systems that would have to be pumped, then the Village
or the Developer would have to pay for the hauling.
Mr. Jaworski questioned the charge of $275.00 per building permit Lssued,
but the MSB only assuming the cost of 50 homes. He felt they should
assist in the charge's no matter how many homes are on the Isnes.
There was much discussion on the Reserve charges and the Sewer Allocation
charge and how this new set up operates.
