The council asked Mr. Zelinka to have the Personnel Commission look into
this.
Mr. Vadnais also reported that we-should be considering a well ordinance.
The Council asked if he had a copy of one. Mr. Vadnais said he will get
a copy to the Clerk's office for the Council to look over.
Mr. Jaworski moved to adjourn at 11:45 P.M. Seconded by Mr, Cardinal. AYE

A :.special meeting of the Lino Lakes Vi Ilage Council was called to order
at 8:00 P.M. on March 5, 1973 by Mayor Bohjanen. Councilmen present;
Cardinal, Jaworski, Marier, Zelinka, Attorney Locher was also present.
The purpose of this meeting was to discuss the amendment to Ordinance
#57- Numbered 57B and the contract with the Metro Sewer Board concerning
the pumping operations in Chomonix. These were the result of the meeting
with the Metro Sewer Board. Mr. Bohjanen felt that it was necessary to have
some sort of an ordinance covering the SAC charges before we can start
collecting the $275.00 per building permit. In the meantime, he had asked
the Clerk to hold back on issuing any permits.
Mr. Marier felt that before we go into the Ordinance, we should go through
this agreement with the MSB dealing with what adsistance they will give to
us in regards to the pumping operation.
Mr. Locher explained the meeting with the MSB. The $6,600.00 memtioned
in the agreement is the result of a study by MSB in estimating the cost
hauling the sewage.
Mr. Marier said his understanding of Section 2 was that the $6,600.00
would only carry us through December of 1973, that we have no guarantee
that the agreement would be rewritten for 1974. Also, they will only
assist in the cost of 50 homes, if there are more, we must assume the
cost.
Mr. Zelinka said if there are homes in other areas, such as Shenandoah,
that would request systems that would have to be pumped, then the Village
or the Developer would have to pay for the hauling.
Mr. Jaworski questioned the charge of $275.00 per building permit Lssued,
but the MSB only assuming the cost of 50 homes. He felt they should
assist in the charge's no matter how many homes are on the limes.
There was much discussion on the Reserve charges and the Sewer Allocation
charge and how this new set up operates.

The $275.00 per /permit is supposed to be the cost for- reserving sewer
I$ne capacity for that home. The money is used to construct the inter-
ceptor and to aid in the treatment of the sewage.
Mr. Marier asked what would be the V i I l ages stand if Chomon i x exceeded the
50 home limit.
Mr. Locher said the ViIlage would have to pay all cost for those homes.
There was discussion on the possibi lity of limiting the construction, of
passing the cost backto the contractor and the possibi lity of asking
the limitation to be raised from 50 homes.
Mr. Locher felt that this agreement was a token and what we do beyond this
is the responsibility of the Village. He said the MSB figured in the
reserve value of the truck and tanker in computing their contribtion to-
ward the cost of hauling.
Mr. Backlin brought up the fact that road restrictions will be posted soon
thus limiting the amount that can be hauled at one time.
Mr. Marier wondered if it would be wise to enter into this contract the
way it is written. We have no assurance of when the interseptor wi II be
constructed or if this agreement will be rewritten in 1974. He felt that
we needed something more solid and in writing.
Mr. Zelinka said he had the same questions. Although, he did feel that
if the MSB entered into such a contract, and did not carry through, there
could possibly be cause for a court case.
Mr. Marier said he would like to see a definite date as to when the
interceptor wi I I be constructed.
Mr. J aworski said in order for MSB to make a commitment as to the date
for construction, they have the approval of the Metro Council.
Mr. Marier felt that if we charge the $275.00 per building permit, then
remit these monies to the MSB, we will be paying charges for something
we don't have, for services that we are not receiving.
There was more discussion on these SAC charges, what they are used for,
the fact that they are collected in the entire Metro Area and that we
need a construction date in writing in order to protect the Village and
the residents from paying for services not given.
Mr. Cardinal suggested that Mr. Locher meet with the MSB again and take
the requests of the Council back to them and renegotiate this agreement.
He is to ask for a construction date, present our figures on the cost of
hauling and some assurance that this contract will be rewritten in 1974.
The Clerk asked for some direction from the Council in regards to issuing
bui (ding permits. Mr. Zelinka moved to authorize the Clerk to hold al 1
construction permits, both bui Iding and sewer, unti I the next Council
meeting. Seconded by Mr. Marier. Motion carried.

Mr. Cardinal moved to authorize Mr. Locher to meet with the MSB and re-
negotiate this agreement. Seconded by Mr. Zelinka. Motion carried.
Mr. Marier broght the subject of the bonds and how are we to pay for them
to the attention of the Council. He asked the Clerk to Compute the
figures on how much we have spent, how much we have collected and how much
we have invested for the purpose of paying these bonds.
Mr. Cardinal reported that he had taken the electrical specifications
to Mr. Rivard and Mr. Rivard had asked Northland Electric for a bid for
the electrical work necessary at the l i ft station. Northland Electric
said they needed more information and Mr. Cardinal felt that we might as
will forget about them. Mr. Cardinal also felt that we would be more likely
to get a more economical job from Batzli since they were the org i na l contract-
ors. He felt that we could ask for an itemized statement from Batzli as
to materials and labor.
There was discussion on handing out an open end bid such as this. Mr.
Zelinka said they would be glad to submit an itemized bid, but in order
to do that, they would have to send an engineer out to the project and
that would add aproximately $75.00 to the cost. He felt that the charges
would be fair and that the cost would be less than the $500.00 estimate.
Mr. Zelinka moved to accept the bid of Batzli subject to an itemized listing
of materials used and hours spent. Seconded by Mr. Cardinal. Motion carried
with Mr. Marier voting, No, because of the open bid submitted by Batz I 6.
Mr. Bohjanen said he had several request for Mr. Gotwald to attend the
open meeting on the Blaine landfi 11 being held in the Centerville School
on Thursday evening. This meeting has been called by the Rice Creek Water
Shed District.
Mr. Marier questioned why our Engineer should be there. We have sent a
Resolution opposing the landfill and he felt that is all that is necessary.
Mr. Jaworski felt that Mr. Gotwald would bean a position to present
evidence inopposition to the landfill. He asked Mr. Cardinal if he could
give any indications on the feelings of the District Board.
Mr. Cardinal said that the only concern of the Board is the protection of
the water, not whether the people did or did not want it there for personal
reasons. He said that if they can assure the Board that they can carry
through with the way it is set up, then it 'would be hard to turn them down.
He added thatthis was a personal opinion and not one of the Board. He said
that some people just don't want it there and there are some who just dont
care, the Board will be looking at the posibility of water pollution and if
this occurs, who cleans it up. Would the pollutants be removed or would the
whole thing simply be abandoned.
Mr. Zelinka asked if the main objection wasn't the possibility of Golden
Lake being polluted? Mr. Cardinal said, Yes. Mr. Cardinal explained the
plans for this landfill and how they plan for the control of the water in
order to avoid polluting. Mr. Cardinal said there wasn't to be any garbage
dumped. Mr. Jaworski disagreed with him, saying that the garbage from the
Twin City area is to be dumped here. He felt we needed our own Engineer
there to refute some of these claims. Mr. Jaworski moved to authorize Mr.

Jaworski moved to authorize Mr. Gotwald to attend this meeting and give
testimony in opposition to the landfill in regards to water quality.
Mr. Marier said that the object of the Rice Creek Water Shed District
Board was to protect the water. They have the men to do this job without
any input from our Engineer. Mr. Cardinal is a member of the Board and
he could speak for the Council.
Mr. Zelinka asked how the Lexington Council felt about the landfill.
Mr. Jaworski said they had voted 4 out of 5 in favor of it. Mr. Zelinka
agreed with Mr. Marier that it is unnesessary to send our Engineer to this meeting.
Mr. Cardinal said our Resolution opposing the landfill has been read and is
on file, so our feelings in this matter are known.
Mr. Zelinka seconded the motion. Motion failed, with only Mr. Jaworski
voting, Yes.
Mr. Backlin asked the Counci 1 to get some clairification allowing him to
dump the sewage into the system in case he is questioned. Mr. Locher
will ask for a designated spot from the MSB.
Mr. Jaworski moved to adjourn at 10:45 P.M. Seconded by Mr. Marier. AYE

March 12, 1973
The regular meeting of the Lino Lakes Village Council was called to
order at 8:00 P.M. by Mayor Bohjanen.. Counci Imen present; Cardinal,
Jaworski, Marier, Zelinka. Mr. Locher and Mr. Gotwald were also present.
The minutes of the Feb. 26, 1973 meeting were corrected as follows;
Page 5, paragraph 2, add "send us" after the word "will" in the first
sentence.
Mr. Marier moved to approve the minutes as corrected. Seconded by Mr.
Cardinal. Motion carred.
The minutes of the special meeting of March 5, 1973 were corrected as
fol lows:
Page 3, parapgraph 1, 6th l i ne, delete the word "better" and
insert "More economical"
Page 3, 3rd paragraph at end of sentence add "because of the open end
bid submitted by Batzli ".
Mr. Zelinka moved to approve the minutes as corrected. Seconded by Mr.
Cardinal. Motion carried.
The clerk read the bids received for the printing of the information
bulletins. The Circulating Pines - $88.00; Forest Lake Times - $91.85;
Blaine Life - $90.00. Mr. Zelinka moved to accept the low bid from the
Circulating Pines for the printing of 1,500 information guides for $88.00.
Seconded by Mr. Jaworski. Motion carried.
