He told Mr. Locher that Mr. Murray teh attorney for the Rice Creek Watershed will be contacting him and they will take it from there. Mr. Locher reported that Mr. Roy Stanley had called and changed his mind. He will not plat at this time, the cost of the street in comparision to the number of lots he has is probibitive. Mr. Burque bad appeared at the County Commissioners in regards to the lots he owns on 20th Street South. Mr. Lundheim had inspected the property and the present set back of 6.6' is not enough, he wants 120' County right -o -way. Mr. Locher had read the letter on sewage from boats and thought that the inquiry should be answered even though we have none. Mr. Jaworski asked Mr. Backlin about the bids for the fence. Mr. Backlin said he had only one bid for the fence and one bid for the steam cleaner. Under old business, Mr. Jaworski said that he had heard that the Village will not have a float in the 4th of July Parade. No one else had heard anything about it. Mr. Jaworski thought it was good advertisement for our Village. He said he would check into this matter. Mr. Cardinal said he understood that the Police Car was not being left in the ViIlage at night. He understood that when the two men were hired that the Patrol Car was to stay in the Village at night. Mayor Bohjanen is having a meeting with the Police on Wednesday p ri1 11, he will find out about this at that time. Mr. Zelinka moved to approve requisitions #231 thru #237. Seconded by Mr. Cardinal. Motion carried with Mr. Marier voting no, #234 is an open bid. Mr. Jaworski moved to pay bills #5055 thru #5078 holding #5053 and #5077. He wants Ilea rification from the County on work done on #5053. #5077 was void. Seconded by Mr. Cardinal. Motion carried. Mr. Marier moved to adjourn at 10:20 P.M. Seconded b Mr. Cardinal. AYE Minutes approved at the meeting of Ap riI 23, 1973. � ,{_.-/ Clerk- Treasurer A special meeting of the Lino Lakes Village Council was called to order at 8:10 P.M. April 10, 1973 by Mayor Bohjanen. Councilmen present; Jaworski, Zelinka. Absent; Marier, Cardinal. Mr. Locher was present. Mr. Dougherty was unable to attend this meeting and Mr. Payne was here to answer questions. Mr. Payne is assistant Chief Engineer for the MSB. Mayor Walter Pracher and members of the Centervi I le Counci I were introduced to Mr. Payne. Mr. Bohjanen asked Mr. Payne if he would explain the SAC. Mr. Payne apologized for Mr. Dougherty but explained that he had a conflict of meetings. Mr. Payne then went through some of the history of the MSB and explained how it all came about. He then discussed the Reserve Capacity charges and explained why these charges could not be met by the small un- developed communities. These charges were beyond their abi to pay, thus the current concept was formulated. This allows the charges to be paid in part by the current users. Ap ri I 10, 1973 At the present time all new buidling permits issued are required to pay $275.00 SAC whether they are able to hook -up to sewer or not. This is through out the 7 county area. This money is used to construct inter- ceptors and treatment plants. In 1974 these charges will be raised to $300.00, 1975- $325.00, and 1976- $350.00. The building erected prior to Jan. I, 1973 will pay Z of the $275.00, after then the full amount will be charged. Mr. Payne refered to the MSB report that all counci 'men had received. In this report the schedule is for the construction to start in 1974 and be completed in 1 year-. Mr. Zelinka said there is talk about the SAC in relation to the interceptor. Is this a one time charge and could present home owners pay now and avoid the raise. Mr. Payne said this is definatedly one time charge and that he had not been asked the question of present home owners paying in advance, but he would have to answer, No, he did not believe that this could be done. He felt that the only time a previously constructed building could pay was at the time of hook -up. He also said that the MSB ex- pects to receive at least 75% financing from the Federal Government. Mr. Payne answered that these charges pay for interceptor and the treatment facilities not charges to the currect users. The Vi I lage wi I I only be required to pay that part of the total system used by Village and the rest become part of sewage system #2 of which we become a part for- the portion not financed by the Federal Government. The funds required for maintenance and operation is put in the same pool as the currect use. Also the SAC for commercial hook -ups is the same as for residential. These SAC increases are only estimates. Mr. Zelinka asked if the MSB adopts a plan that we don't agree with do we as a Village have any recourse: Mr. Payne said, Yes, through our- comprehensive plan. He said that the plan recommended by the MSB was the one that was least costly to the MSB Lino Lakes and Centervi Ile. Mr. Carley said that he has the enti re compresh i ve p Ian almost completed. This plan would cover the entire ViIlage and not leave out portions such as the MSB's plan does. Mr. Payne said these plans are not absolute, that they are bendalbe and he was sure that something could be worked out in order to service areas not listed on the study. He suggested that our Engineers submit their plan in order for the MSB to consider it. Mr. Payne w i l l meet with Mr. Carley and discuss this overall plan . Mr. Locher brought up the subject of the contract and Mr. Payne said he had no authority to negotiate this contract. This will have 40 be done Mr. Dougherty. Mr. Locher and the Clerk w i I I work out the cost of giures and meet with Mr. Dougherty on this. Mr. Payne left at 9:45 P.M. Mr. Zelinka moved to pass a resolution approving the SAC as opposed to the Reserve Capacity charges and send a copy to the MSB and the Metro Council. Seconded by Mr. Jaworski . Motion carried. i4 April 10, 1973 Mr. Zel inka moved to authorize the Engineers to meet with the MSB and present our- proposed comp reshens i ve sewer- plan. Seconded by Mr. Jaworski. Motion carried. Mr. Zelinka moved to authorize Mr. Locher meet with Mr-. Dougherty on this contract. Seconded by Mr. Jaworski. Motion carried. Mr. Jaworski presented the bids for a stream cleaner for the roads department. The low bid was for $747.00. Mr. Jaworski moved to purchase the steam cleaner. Seconded by Mr. Zelinka. Motion carried. Mr. Zelinka moved to adourn at 10:05 P.M. Seconded by Mr. Bohjanen. AYE MINUTES APPROVED AT THE MEETING OF April 23, 1973 Clerk- Treasurer Ap ri I 23, 1973 The regular meeting of the Lino Lakes Village Council was called to order on April 23, 1973 at 8:00 P.M. by Mayor Bohjanen. Councilmen present: Cardinal, Jaworski, Marier, Zelinka. Mr. Locher was also present. Mr. Dougherty was scheduled to appear before the board at this time but Mr. Locher reported that he had e call from Mr;- Dougherty this after- noon and that he would be unable to appear-. The minutes of the April 9, 1973 meet +ng was corrected as follows: Page 3, paragraph 5 add the word "Girls" after "Thanks ", page 3, paragraph 5, change "Zelinka" to "Bohjanen" to provide list. Mr. Cardinal moved to accept the minutes as corrected. Seconded by Mr. Zelinka. Carried. The minutes of the special meeting of April 10, 1973 were corrected as fol lows: Page 1, paragraph 8, last sentence change to read after the word "pay" add "that part of the total system used by Village and the rest becomes part of Sewer Service District #2 of which we become a part." Page 2, paragraph 5 add "sewer" after "comprehensive." Mr. Marier said that when this special meeting was set up that Mr. Cardinal had moved to only consider the business of the Metro Sewer. There had been other bus- iness dealt with at this meeting and he felt that we should either stick by our motions or not make them. Mr. Jaworski agreed with him. Mr. Jaworski moved to accept the minutes as corrected. Seconded by Mr. Zelinka. Motion carried with Mr. Cardinal abstaining. The clerk reported that hse had received two checks from Mr. James Ray our Insurance agent. One for 2,88.22 a refund on the automobi le insurance and one for $188.00, a refund on Mrs. Emerton's Treasurer's Bond. She had also received a request for a street light on the corner of Marsham Lane and Old Highway #8. There was discussion on this. Mr. Cardinal moved to request NSP to install a street light on the corner of Marsham Lane and Old Highway #8. Seconded by Mr. Zelinka. Motion carried. 1 1 1
