Apri I 25, 1973
Mr-. Jaworski said his company charges 12.50 for a tractor and driver and
extra for a trai ler.
Mr. Locher was authorized to meet with Mr. Dougherty and continue the
negoitations on the contract.
Mr. Locher also had a letter from the Humane Society concerning Birch
Wood Hi I Is stables stating that they had called the owner and told her
there should be a vet from the University of Minn. look at the animals
there. They also say that itslnow up to the Village to sign a complaint
against the owner. The Counci I asked Mr. Locher to contact the Humane
Society and ask if they wi 11 sign the complaint. Mr. Locher will report
back at the next Council meeting. Mr. Cardinal asked what the set backs
were on County roads. Mr. Locher said it had been 75' from the right-of-
way. That in the past the roadway was 100' now they want 120' and they
want to change that 150',: There is no definite figure. Mr. Marier felt
that they should establish a figure and stop changing these requirments.
The County says they need the 150' for Federal funding. The Council asked
Mr. Locher to check with the State and find out if this is so.
Mr. Zelinka said he had received a complaint form Mr. (Lawrence Johnson of
Country Lake about the requirement of a water meter. The Clerk said that
Mr. Johnson had written her office and she had answered and explained the
entire operation to him.
Mr. Marier questioned Requisition #239 he asked if amunition and guns for
the Police could not be obtained through the County and was told no.
#246 is for what? Mr. Cardinal answered, the Civil Defense Float. #245
for tires for the Patrol Car. Mr. Myhre explained that he had not filled
out the requ i st i on becuase he wanted the Council to decide which tires he
should get. He didn't want to fill out a requisition for one type and
have it turned down by the Council becuase he needs tires on the car
now and cannot wait for another Council meeting. He said he would recommend
the steel be4ted tires, they wear 40% longer and get 10% better mi leage.
Mr. Myhre fi I led out the requisition for the steel belted tires. Mr.
Cardinal moved to approve requisitions #239 through #250. Seconded by
Mr. Zelinka. Motion carried.
Mr. Cardinal moved to pay the bills #5079 through #5103 inclusive.
Seconded by Mr. Zelinka. Motion carried.
Mr. Cardinal moved to adjourn at 12:25 A.M. Seconded by Mr. Marier. AYE

May 14, 1973
The regular meeting of the Lino Lakes Village Council was cal led to
order by Mayor Bohjanen at 8:05 P.M. on May 14, 1973. Councilmen pre-
sent; Jaworski, Zelinka, Absent; Cardinal, Marier. Mr. Locher and Mr.
Carley were present.

Mr. Jaworski moved to approve the minutes of the Apri 123, 1973 meeting
as presented. Seconded by Mr. Zelinka. Motion carried.
Mr. Resch appeared in behalf of the Lino Lakes Recreation Association
asking for permission to use the Hall for a meeting at 8:30 P.M. on
May 23, 1973. Mr. Jaworski moved to grant the use of the Hall to the
Association. Seconded by Mr. Bohjanen. Motion carried.
The Clerk reported that in order for the new Police Officers to become
part of the Police and Fire Fund of the PERA, she needed a resolution
to that effect passed by the Village Council. Mr. Zelinka moved to pass
the following resolution:
"Resolved that the Council of the Village of Lino Lakes duly
assembled in meeting on May 14, 1973, does hereby declare that
the position now held by Gary P. Dold and Salvatore Costa on a
part time basis, is that of a Police Officer as defined in
Minnesota Statues, Section 353.64, Subdivision 2, pursuant to
which said employees shall become a member of the Public Employees
Police and Fi re Fund."
Seconded by Mr. Jaworski. Motion carried.
Mr. Wally Moen, of the V.F.W. Post appeared before the Council. The
V.F.W. Post would like to donate a Flag to the Village, and would
like to set a time for a formal dedication presentation and raise the
Flag at the same time. He would like to do this at 10:00 A.M. on
Memorial Day if this is agreeable with the Counci I. He wi II bring a
cerominal team with him. These arrangements were agreeable with the
Council members. He would also like to remind the people there will
be a Public Memorial Day Service held at the Post at 1 1 :00 A.M. on the
same day anll all people are invited to attend.
Mr. Zelinka moved to have the Clerk write a letter of appreciation to
the Post. Seconded by Mr. Jaworski. Motion carried.
Mr. Jaworski said in view of the fact that we now have a full time man
at the Hall every day, he would move that the Flag only be flown during
the hours that the Village Hall is open. There was discussion on this
point with Mr. Bohjanen feeling that the Flag should fly 24 hours a day,
and Mr. Jaworski feeling that it should not. The motion died for lack
of a second.
The subject of the Leo Bruder property was opened with Mr. Bohjanen
asking for comments from the people in the audience. Mr. and Mrs. C.
Frazer were in attendance as was Mr. Hutchinson, from the Anoka Health
Department.
Mr. Locher gave a brief history of the action that had been taken in
the past and the apparent non - results. He had some pictures that were
taken recently and said that the property was in better condition than
a year ago but that it still left a lot to be desired.

Mr. Frazer reported that the fence separating the yards is broken and
laying in his yard. He asked Mr. Bruder to fix it, he s6T1d he would,
but that was some time ago and nothing has been done about it.
Mr. Jaworski asked if we couldn't classify this as a junk yard in a
residential area.
Mr. Bohjanen questioned how many times the Village had taken Mr. Bruder
to court. Mr. Locher said he thought, 3, starting in 1967.
Mr. Bohjanen asked if the trucks parked in the back have currect plates.
Mr. Myhre said, No.
Mr. Jaworski suggested that the Police Department issue tags to clean
up the entire area and have it done in 2 weeks - -if not completed in
that time -then tike Mr. Bruder to court again.

Mr. Hutchinson said, that in his own mind, and as a private opinion, there
didn't seem to be the desire to clean the area.
Someone questioned that this area could be cleaned in 2 weeks. Mr. Hutchin-
son said it could be done in one day if there were enough people to do
the work. There was a suggestion that the Village go in and clean it and
charge the cost to Mr. Bruder. Mr. Hutchinson warned the Council that
if this was done then the Village would get involved in an inventory
and the value that could be placed on some of the materials stored there.
The Clerk reported that she had sent a registered letter to Mr. Bruder
asking him to attend this meeting and has a receipt from the Post Office
that it was delivered. She had also written all residents in that area
informing them of this meeting.
Mr. Hutchinson said that he had set up meetings with Mr. Bruder and
he had either not shown up or had called and said he couldn't make it.
Mr. Locher said that a possibility was to have the Judge come out and view
this property.
Mr. Jaworski suggested having the Fire Marshall and the Building Inspec-
tor inspect this property for possible violations to either the Fire
Code or Building Code, and make their recommendations the Council.
Mr. Myhre said he had planned to go in an issue tags as soon as he had
cleared some questions with Mr. Locher. He would prefer that the Fire
Marshall and the Building Inspector go at a different time.
Mr. Locher suggested citing him for one violation at a time and keep
this going until the problem has been corrected. He will also contact the
Judge and try to arrange for him to visit the property. The consensus
of the Council was that this will have to be taken to court again.

Mr. Locher questioned Mr. Hutchinson on the Mutual agreement received
from the County in regards to towing cars away. Mr. Hutchinson said
this is basically to deal with abandoned cars along the right -of -ways.
If we have a working system at the present time, then he would suggest
that we continue with that system.
The Clerk has received some material concerning Dutch Elm Disease and
a form that requires information that is not availabel to the Council.
Mr. Hutchinson took a copy and will check into this and send an answer
to the Council.
The Cferk read letters received from Mr. John Milton and Mr. McGrath
concerning the reimbursement for police time spent at the Treatment
Center.
She had received notices of hearings on:
1. the needs of elderly persons
2. a conference on financing
3. annexation of lands near North Oaks
She read a letter from the Anoka County Health Department denying Mr.
Donald Allen's request for a landfi 11; reported on a request for a
street light on West Shadow Lake Drive. Since this street is not a
Village Street, it was suggested that she refer the request to the
bui l der. Read a letter from the Anoka County Health Department in
regards to the Mr. "T" Motel proposed by Mr. Tagg. There were some
adjustments to be made in his specs. This was e copy of the letter
that had been sent to Mr. Tagg; read a letter from the Rice Creek
Watershed Board of Managers approving the permit for development of
U.S. Lakes Plat #3. She reminded the Counci I that the proposed usage
report for the Federal Revenue Funds must be determined, puthlished and
in the mail by the 20th of June. Mr. Bohjanen asked that this matter
be put on the agenda for the next Council meeting.
Mr. Bohjanen had no report.
Mr. Cardinal was absent.
Mr. Jaworski reported that he had met with Columbus and they were
agreeable on Pine Street from 4th Avenue to Old Highway #8, but felt that
beyond 4th Avenue, Pine Street was not stable enough to put any sort
of permanent surface down. They also asked if we could include that
portion of Rondeau Lake Road that is in their township on our contract.
This would be an addition to our contract and we would bill Columbus
Township for the cost on their portion of the road. Mr. Jaworski w i l l
meet with Columbus again on May 23, 1973. He had had no report from
Hugo concerning the County Line Rend. Mr. Jaworski reported that the
stumps on Peltier Lake Drive have been removed. Mr. Jaworski had been
asked to get comparative cost on the maintenance of our vehicles from an
estalished garage and our own mechanics. The figures from our shop were
not available and since two of the Council-men were absent, he would prefer
to table this and present it at the next Council meeting.

Mr. Zelinka read a letter from Mr. Hawkins concerning the workings of
the Environmental Commission. There was discussion on the context of
the letter with the suggestion that the EQC be given specific assignments
rather than having to look around for something that needs attention.
Mr. Bohjanen suggested having a member from the EQC, P3Z, Park Board
and possibly one other person to study the wet land ordinance.
Mr. Jaworski wondered if we wouldn't be wasting our time in working
on a wet lands ordinance since the watershed controls all wet lands.
Mr. Zelinka asked if mileage and expenses had ever been paid to members
of these commissions.
Mr. Bohjanen said, No. Mr. Locher said the could be done but we
would also nedd to contact our Insuarance agent since they would be on
Village business and would need to covered in transit.
Mr. Bohjanen asked the Clerk to readi-wo letters he had received from
Mr. L "AI lei r concerning a bi I I to limit the powers of Anoka County in
the taking of lands for park purposes without consent of the local
governing bodies. Mr. Zelinka moved to have the Clerk write to Mr.
John Mi Iton and Mr. Vincent Lombardi express+ng our concern and our support
of this bill. Seconded by Mr. Jaworski. Motion carried.
Mr. Locher reported that he had a call from Mr. George Harrison on
Lake Drive in reference to building a garage that would extend beyond h i s
house setback. Mr. Locher read the Ordinance covering this and had informed
Mr. Harrison that he would need a variance, and suggested that he get
approval of his neighbors.
Mr. Locher also reported on the hearings that he attended in connection
with the Park Bill. Mr. Locher felt that this is a bad bill and he
found that only people who were in favor on the bill were on the agenda
to speak. He also found that if you opposed the bill that it was
almost impossible to get copies of the bill or any of the amendments.
He felt that the Metro Council is aksing for more and more power and that
if this bill fails this session that they will be back until they do get
it passed.
Mr. Locher had looked over some insurance papers that the Clerk had
received in connection with Mr. Carlson's license for sewer installation
and the bond from U.S. Lakes in connection with plumbing installations.
There were some signatures needed. Mr. Jaworski moved to approve the
licenses with the stipulation that they only be issued when all requirements
are met. Seconded by Mr. Zelinka. Motion carried.
I n answer to a question concerning the Metro Sewer Board, Mr. Locher said
that Mr. Dougherty is till out of town. He also reported that he believed
that they wanted a specific figure from us as to our cost in hauling the
sewage. The Clerk had obtained some figures on the truck and passed them on
to Mr. Locher. I t was suggested that these figures be given to our Engineer
and he could use therm to compute our cost. Mr. Carley will get the necessary
i nfromati on from Mr. Locher and compute the cost figure for the Counci l .

Mr. Carley had no report. He returned the material sent in connection
with the radio tower and said that since there would be no change in the
land as such that they would have no report to make.
Under new business, Mr. Myhre had found a source for the purchase of
two resuscitators for about 110.00 to 120.00 each depending on the
numbered ordered. The one we have at the present time is very old and
al -most worn out and we should have new ones for the patrol cars.
He doesn't know the exact cost but would like approval from the Council
to purchase when the opportunity presents itself. When the cost is
established he will then submit a requisition.
Mr-. Jaworski moved to authorize Mr. Myhre to commit the Vi I l age for the
purchase of two resuscitators not to exceed $ 140.00 each. Seconded
by Mr. Zelinka. Motion carried.
A gentleman from the audience inquired about the request for the use of
Sunrise Park for a Square Dance Convention to be held in 1974. He
was told that it had been approved at the last Council meeting. He
then questioned the possibility of having close contact with the
Police Department just in case they were needed. He was told that this
should not present a p ro lbem since we have more personnel and
they should be avai label when needed.
Mr. Zelinka moved to approve requistions #251 through 0261, holding 1262.
Seconded by Mr. Jaworski. Motion carried.

May 29, 1973
The regular meeting of the Lino Lakes Village Council was called to
order at 8:00 P.M. on May 29, 1973 by Mayor Bohjanen. Councilmen
present; Cardinal, Jaworski, Marier, Zelinka. Mr. Locher was also
p resent.
Mr. Zelinka moved to approve the minutes of May 14, 1973 as presented.
Seconded by Mr. Jaworski. Motion carried with Mr. Cardinal and Mr. Marier
abstain ing.
The Clerk reported that she had received $22.50 in municipal court fines;
had a report from the Minnesota Department of Health concerning our
water system. She asked the Counci I their wishes on the maintenance contract
for the IBM typewriter. After discussion, Mr. Cardinal moved to buy
a maintenance contract on the new machine and to combine both typewriters
under the same contract. Seconded by Mr. Jaworski. Motion carried.
There was discussion on the request of the Minnesota Pipe Line Company
to install the second pipeline about 15' to the west of the existing line.
