These bonds are due and payable on Nov. 4, 1974 and before that date we must either pay or issue bonds for resale to cover the balance. Mr. Zelinka asked if the interceptor would ease the situation. Mr. Busch said it would. At the present time, Twin City Federal is not interested in areas that are not serviced by sewer. The main hold up is how much or how little the County is going to take in the Open Space Program. Mr. Zelinka felt that once this decision is made and the boundary lines on the Open Space is set, then things should be speeded up as to construction in that area. There was discussion of the sewer situation being cleared, but Mr. Busch said that as far as he knew, there had been no action by the Metro Sewer Board on the installation of the interceptor. Mr. Busch seemed to feel that the biggest problem to selling the area is the uncertai n i ty of the Open Space program. There was more discussion on the retirement of the bonds. Mr. Zelinka said we should aim at paying off with funds available as much as possible of present bonds, and prior to 11 -4 -74, work with Mr. Springsted to sell new bonds to pay the balance. Mr. Locher said there would be a balance of about $250,000.00 and this was exactly what had been planned in the original sale. It takes about 6 weeks to 2 months to float the bonds. Mr. Marier was concerned that we should realize that we have this bill to pay and, if the project becomes deficit, the V i I l age is st i I I I i ab l e for payment of these bonds. There is a potential of $300,000.00 being available this should be paid on the original and the remainder resold. The Council should make a move before the due date to avoid overlapping these bonds. There was some question as to the effect the reissue of bonds would have on the bonding powers of the Vi I lage. Are these kinds of bonds governed by the bonding limits as other bonds are? Mr. Locher is to check this out. Mr. Jaworski moved that no later than August 1, 1974, we start the process to sell bonds to pay off the $550,000.00, with the stipulation that the Village not exceed bonding indebtness. Seconded by Mr. Zelinka. Mr. Marier amended the motion to read "pay off difference between cash on hand and amount of bonds ". Motion carried. Mr. Marier moved to adjourn at 10:20 P.M. July 31, 1973 Clerk- Treasurer The special meeting of the Lino Lakes Vi I l age Council was called to order at 8:15 P.M. on July 31, 1973 by Mayor Bohjanen. Counci Imen present; Jaworski, Zelinka. Absent; Cardinal, Marier. Mr. Carley and Mr. Gotwald were also present. 9 180 July 31, 1973 Mr. Bohjanen stated that this special meeting had been called for the purpose of discussing the extension of mains and laterals within the Vi Ilage after the interceptor has been constructed. Mr. Bohjanen also reported that from all indications the Metro Sewer Board would go the route recommended by Mr. Carley and Mr. Gotwlad for a full gravity system and along the route they had suggested. Mr. Carley said that Mr. Bohjanen had made the position of the Village quite clear at the NSSSB meeting in Fridley. He felt that we must have this inter- ceptor and that the comprehensive plan submitted by the Village Engineers was the one that would serve best for this area. Mr. Carley explained that in order to get this project off the ground, the Village must order a feasibility study for the area to be added to the system and then hold public hearings in order for the people to be heard. At the present time Shenandoah is set to go, Country Lake wi 11 hook in and the area to be considered as recommended by the Engineers, is from the Westerly edge of the Village along County Road "J" to Highway #49, then North on Highway #49 to Birch Street, then along the Southeast edge of Baldwin Lake to the Westerly edge of the Village. Mr. Carley also felt that the PCA would order the Baldwin Lake Trai ler Court to hook into the interceptor. There was discussion on the possibi 11ty of parts of this area being deleted as being unfeasible to service at the present time. Mr. Carley said parts can be eliminated at a public hearing, but you cannot add to the area. Mr. Carley said the first step is to order the feasibi lity study, check it, accept the report and set a date for public hearings. Mr. Carley had hoped that the Council would order the report at this meeting. It will take a couple of weeks to get the report ready. The Council questioned the cost of such a study. Mr. Carley said the cost of the study works out to about 1.1% of the total cost of the project. This amount is payable as the project progresses and ultimately becomes part of the total Engineering fee. This fee is part of the overall cost and is figured into the total assessments. Mr. Carley said that Centervi I le had ordered their study and hope to set hearings for the first week in September. He would l i ke to present this as a joint effort between Centervi Ile and Lino Lakes. Mr. Carley felt this would make a greater impact on the Metro Sewer Board. Mr. Bohjanen said that this was the impression that he had gotten -that the Metro Sewer Board is looking for a joint effort on the part of the two Villages. Mr. Carley felt the best way to handle something like this was to have a joint Council meeting -For the purpose of duscussing this project and then each Council to pass a joint resolution for presentation to the Metro Sewer Board. This would be done after the hearings. Mr. Jaworski asked about servicing the area around Acton and the inter- section of the Freeway and County Road 14. Mr. Carley explained the plans of Centervi I le for construction in that direction and felt there could be some definite action in that area by Spring. There was discussion on the area indicated by the Engineers as to be the 1 1 1 July 31, 1973 first area served. Mr. Carley asked if the Counci I felt there was too much or too little. The general feeling of the Council was too much had not been included since the area can be cut back according to the wishes of the people at the p u b l i c hearings. Mr. Carley said i f you order a public hearing for this enti re area, then the people can make their- wishes known at the hearing if sewer isn't wanted in certain areas by the people, then that area can be deleted. But, if you do not order a hearing for a certain area, and these people want to be included, then it must be done by petition or possibly anot er, hearing. Mr. Carley felt that the wise thing to do would be to tie study/and hearing for the entire area and delete from it as the people i n d i cate. There was more discussion as to the area covered by this study. What could be deleted or what areas it might not be feaible to service at this time. There was also discussion on the points of hookup to the interceptor and which areas would flow into which lines. Mr. Zelinka moved to authorize Carley Engineering to make a feasibi l ity study for the ViIlage on the area bounded by Baldwin Lake Road To County Road 'J' East on County Road 'J' to highway #49, North on Highway #49 to Birch Street, then along the Southeasterly edge of Baldwin Lake to the Westerly edge of the Vi I lage. Seconded by Mr. Jaworski. Motion carried. Mr. Jaworski moved to adjourn at 9:00 P.M. Seconded by Mr. Zelinka. Aye Minutes approved at the meeting of Aug. 13, 1973. Clerk-Treasurer August 13, 1973 The regular meeting of the Lino Lakes Village Council was cal led to order at 8:05 P.M. by Mayor Bohjanen. Councilmen present; Cardinal, Jaworski. Absent; Marier, Zelinka. Mr. Locher and Mr. Gotwald were present. The minutes of the July 23, 1973 meeting were corrected as follows: Page 5, first line, change "Jaworksi" to "Cardinal ". Mr. Cardinal moved to approve the minutes as corrected. Seconded by Mr. Jaworski. Motion carr- ied. There was not a quorum for the approval of the minutes of the special meetings. These minutes were held until such time as Counci 'men necessary for approval are present. A gentleman representing the Forest Lake Masonic Lodge appeared before the Council seeking a 3.2 beer permit for August 26, 1973 in connection with a horse show that w i l l held at Rehbe i n's Arena. The Counci I re- minded him the Vi I I age must have a copy of their I i ab i I i ty insurance. The gentleman said there will be a copy mai led to the office. Mr. Card i an I moved to approve the 3.2 Beer permit contingent on proper insurance papers. Seconded by Mr. Jaworski. Motion carried. Mr. Zelinka arrived at 8:20 P.M.
