Sept. 24, 1973
There was some question as the participation of the Limo Lakes children in the
Forest Lake Recreational program since we have contributed to the operating
fund. The Clerk said that Mr. Stan Peterson is on the agenda for the next
Council meeting. These questions should be asked at that time.
Mr. Jaworski asked if there had been any progress in clearing up the Sunday
Liquor situation. Mr. Bohjanen said, not yet, but it should be taken care of
before they must pay for the second half in December.
Mr-. Zelinka moved to approve requisitions # 304 through #309, holding # 307.
Seconded by Mr. Cardinal. Motion carried.
Mr. Jaworski moved to pay b i l l s # 5326 through #5355 inclusive and to approve
payro l I checks #2178 through #2199 inclusive. Seconded by Mr. Marier. Motion
carri ed.
Mr. Jaworski questioned the building inspector's fees since the permits are
now issued from the Clerk's office. Mr. Dupre is to be contacted and asked to
appear at the next Council meeting.
Mr. Locher- reported on the division of the special assessments in Lakes Add.
#3. They have removed the amount assessed against the lift station area and
divided it among the lots. The Council asked that action on this be put on
the Oct. 9, 1973 agenda.
Mr. Locher had also talked to Mr. Wright about the Flood Plan insurance. This
is also to be on the Oct. 9, 1973 agenda.
Mr. Zelinka asked if the agreement with Mr. LeVessuer had been worked out.
Mr. Jaworski said, Yes, it was just a matter of getting the legal papers
drawn. He will take care of it.
Mr. Marier moved to adjourn at 10:10 P.M. Seconded by Mr Cardinal. Ay .

Oct. 9, 1973
The regular meeting of the Lino Lakes Vi I lage counci I was cal led to order on
Oct. 9, 1973 at 8:05P.M. by Mayor Bohjanen. Counci Imen present; Cardinal, Jaworski,
Marier, Zelinka. Mr. Locher and Mr. Gotwald were also present.
The minutes of Sept. 24, 1973 were corrected as follows:
Page 1, item 3, first line, the word 'has' changed to 'had'.
Page 6B, first line word 'third' changed to 'second', and date on second
line changed from '10' to '2'.
Mr. Cardinal moved to approve the minutes as corrected. Seconded by Mr. Marier.
Motion carried.
The Clerk reported that the First Federal Revenue Sharing payment in the amount
of $7188.00 had been recieved. The Metro Sewer Board agenda for Oct. 10, 1973
includes the Engeering agreement for- the Lino Lakes - Centervi Ile interceptor.

Oct. 9, 1973
Mr. Stan ley Petersen, the Community Education Di rector for School District
No. 831 was here to explain their program. This program encompasses a l l age
groups from pre - schoolers to retired persons and covers all areas of activities
- sports to art classes and study groups. He gave a resume of the financial
structure of the orginazation and the communities involved in the program.
He said the program is control led by an Advisory Council with members coming
from each supporting community. This program wi I I probably be financed by a
$1.00 per capita levy for the 1974 - 75 school year.
Mr. Z e l i n k a asked about participation in the program if we did not contribute.
Mr. Petersen said that the decision of the Adivsory Council was, that without
support, our Village would have no voice in the decision made by that body.
He assured the Council that the programs already in operation within our Village
would continue whether we came into the orginazation or not.
Mr. Jaworski asked how peon le who do not have children in the school, could get
information as to the program and the activities offered.
Mr. Petersen said that he has been using the Forest Lake Times and the Peach for
publicity. He has hopes of getting a brochure together that could be delivered
to each box holder i n the District.
Mr. Jaworski asked if the $1.00 per capita assessed levy would be over and
above the contributions made by the communities? Mr. Petersen said this levy
would be in lieu of the contributions.
Mr. Petersen suggested that if the Vi I l age wanted in the program, that the
Council name their Counci I member to represent this area and five advisory
members to assist the Chairman. After we have officially signed the Joint
Powers agreement, our representative would have a voice in the proceedings of
the Advisory Counci I.
Mr. Carlo Sooger, District 12 Coordinator, explained that his program is not
as far along as the one in Forest Lake Program. The Budget is not set as yet
and he was not in a position to name a figure as to what would be required
from our V i I l age. What he needed now is a representative from our Vi I I age to
serve on the Advisory Board. He asked that the Council name one within the next
few days. Mr. Zelinka asked if the programs would coordinated between the two
school Districts and could boundary lines be crossed if one offered a class
that was not offered in the other?
Mr. Sooger and Mr. Petersen agreed that this would not present a problem. They
both felt that the working together was mandatory.
There was a question as to how far the White Bear School District had progressed
with simi lar plans. No one had an answev but Mr. Petersen felt that by the 1974 -
75 school year, all three school districts would be financing their program with
the levy thus eliminating the contributions from local municipalities. Both men
felt that this is the only equitable way the financing could be handled.
Mr. Marier moved to join the Forest Lake and Centennial School Districts
Community Education Program and, in the future, the White Bear program. Seconded
by Mr. Zelinka. Motion carried unanimously.
Mr. Bohjanen had a request for a Beer license for Sunday, October 14, 1973 from
11:00 A.M. to 6:00 P.M. in conjunction with snowmobi le races sposored by the

Drifters Snowmobile Club. Their insurance policy accompanied the request. Mr.
Marier moved to grant the license. Seconded by Mr. Jaworski. Motion carried.
Mr. Bohjanen questioned Mr. Dupre on the building erected on the A & L Sod Farm
located on Main Street and the sign for the sale of snowmobiles at the same
location. Mr. Dupre said there was no building permit, the sign is about 20
square feet and thus should have a permit. There was some discussion on whether
a building permit would be required since this building is on agricultural land.
Mr. Locher said since snowmobiles are being sold from this building, the use
changes and there must be a permit issued and either a rezoning or variance
issued for this use. Mr. Zelinka suggested the Clerk write to Mr. Robinson and
request that he appear at the next Council meeting.
Mr. Frazer asked if the building inspector had the power to halt construction on
a building? He was told that the Building Inspector does have that power. Mr.
Dupre added that some communities charge a double fee if the building is started
without a permit.
Mr. Locher reminded the Council that the next Council meeting wi I I be on the 23rd
due to a Holiday falling on the 22nd. Mr. Zelinka had scheduled a Personnel
Commission meeting for that evening. He requested that the Clerk notify all
members that the meeting would be postponed until the 30th.
Mr. Jaworski felt that, in the same line of thought, that Skyline Auto Body
and Able Systems were also in violation of our Ordinance. He had observed them
im the practice of hauling in steel beams, cutting them and then painting them.
Mr. Locher read the things that are allowed under light manufacturing. They would
seem to qualify but, Mr. Jaworski moved that the Clerk write and request that
they also appear at the next Council meeting. Seconded by Mr. Cardinal. Motion
carried.
The screening at the Molin Concrete Plant was discussed. The Clerk had written
and Mr. Molin had replied by phone and had said that he would send a letter. Mr.
Marier moved that if a letter is not received within the next week, that he also
be requested to appear at the Council meeting.
The addition to the pole barn by Glen Rehbein was discussed. Mr. Marier requested
the date and number of the building permit. The permit was numbered 413 and was
dated September 25, 1973. Mr. Dupre said the structure is completed. Mr. Marier
moved that Mr. Rehbein be asked to appear at the next Council meeting and explain
why he built before obtaining a permit. Seconded by Mr Zelinka.
Mr. Jaworski asked what purpose this would serve except to reprimand Mr. Rehbein
and this could be done by letter. The motion carried with Mr Jaworski voting, No.
Mr. Dupre was also questioned on building permits for Forjay. He said there was
a permit for the storage building° Mr. Bohjanen said he thought this had been
settled that since this had been as an agricultural operation, no building
permits are required. Mr. Marier asked Mr. Dupre if he can get around the Vi I lage
to inspect for the construction of buildings without permits? Mr. Dupre said
that he didn't have that much time since this is time consuming.
Mr. Cardinal asked if any one ever reported on new construction to him. Mr. Dupre
said that some times the Police did.
Mr. Zelinka said there are a number of bui ldings in the Vi I lage that are in
various stages of construction. He wondered if the owners could be requested to
either complete the construction or remove them. Mr. Frazer said that the

pole barn erected by Mr. Bruder quite a few years ago is sti I I not completed
and that the garage on the property has been hit by trucks so many times that
it is a hazard. Mr. Locher read from the Ordinance outlining the duties and
responsibilities of the building inspector. Mr. Marier moved to have the
Building Inspector drive the Village, spot the uncompleted and buildings and
notify the Clerk of the names and addresses. The Clerk is to write to the owners
informing them they thave 60 days in which to either complete the building,
repair, or tear it down. These locations are to be kept on file. Seconded by
Mr. Cardinal. Motion carried.
Mr. Cardinal had no report from the Park Board.
Mr. Jaworski reported that he has the complete plans for Lino Park Project
and will present to the Council at the next meeting. He reported that he has
an opportunity to obtain a Seman mixer. He moved that the Village obtain this mixer
and use it to lay a surface on about 4 mile of 77th Street in order to
compute the cost of the Vi I lage doing their own road work. Seconded by Mr.
Marier. Motion carried.
Mr. Bohjanen reported that he had had a call about some chuck holes
developing on Baldwin Lake Road also on Birch Street across from Miller's
and on 24th near 80th Street.
Mr. Marier said that the turn on 77th is not completed and the drain on
Peltier is not working properly for water run - off. Mr. Jaworski said he
would have Mr. Backlin take a look at Baldwin Lake Road, Birch Street is
a County Road and the problem on 24th he knew about and plans are being made
for the repair. He also said that the depression on Peltier will have to be
repaired. H & S will be contacted. There was some discussion of the damage done
on 24th and 80th by a private party. The general consensus of the Council was
that when this repair work it completed and the bill sent to the party, that it
would be paid.
Mr. Frazer questioned the conflicting speed signs on Sunset. He was told that
this was a County Road and is posted by them. We have no control as to how it
is posted.
Mr. Marier reported that the Planning and Zoning is planning on completing the
work on the land use map at the meeting on the 17th. The brochure is written
but there are some changes to be made. The Planner w i 1 1 be presenting this to
the Metro Council which is a requirement of the Metro Counci I . Mr. Zelinka
moved to authorize the Planner to present the land use map to the Metro Council.
Seconded by Mr. Marier. Motion carried.
Mr. Marier requested that the Engineer attend the Planning and Zoning meeting on
the 17th. Mr. Zelinka so moved. Seconded by Mr. Marier. Motion carried. When
the complete package is ready each Council member will receive a copy of the
b ro ch u re .
Mr. Zelinka reported that the Personnel Commission had met on October 8, 1973 and
had recommended to the Council the hiring of Jeffery Kirschbaum and Richard
Holman fo fill the vacancies on the Police Department. Mr. Zelinka so moved .
Seconded by Mr. Cardinal Motion carried. He also reported that a new application
form has been drafted but since the typing is not completed he would recommend
that this matter be tabled until the next meeting. The Personnel Commission
had requested that the Clerk make copies of the Applicants for the Road
Supervisor's position and mail to the members in order for the search for a
second man to begin.

Mr. Locher read a letter that he had received from Mr. Herbst in reply to the
one written by Mr. Locher. The letter dealt with the cleaning up process that
he had begun there and denying the things that Mr. Locher had written about.
Mr. Ze I i nka moved that a letter be written to Mr. Herbst complimenting him on
the work done and requesting that he continue until it is finished. Also, infor-
ing him that he is mining without a permit and send him the Ordinance with
reference to - mining. Seconded by Mr. Marier. Motion carried.
Mr. Gotwald presented the computations on the special assessments for Lakes
Addition # 3. Ater due consideration, Mr. Jaworksi moved to pass the following
Resolution: The Special Assessments for lot splits per the attached computations
by the Vi I lage Engineer are hereby approved and accepted. The Clerk - Treasurer
is hereby directed to certify a copy of this Resolution to the County Auditor.
The motion was seconded by Mr. Cardinal. The vote was unanimous.
Mr. Gotwald reported that the land survey on the Luther LeVesseur property
had been completed. He will send copies to the Council and also the the Attorney in
order for new descriptions to be written. H & S Asphalt had contacted him and he
explained his computations. They had asked that he send his measurement to them.
He thought there would be a new statement sent and he could see no problems.
Under old business, the Flood Plan insurance was discussed. Mr. Looher had several
booklets that he had received. There was same discussion on the Frsolution that
must be passed by the Council and the application that must be made. The fact
of cost was considered -- this is a costly insurance and the probalility of studies
being required. The Council seemed to feel that most of the land that could be
included in this program is already under the Water shed protection or is included
in the Open Space. Mr. Marier moved to have Mr. Locher write and tell them that
the Council does not feel that this insurance is a necessity for our area since
we do not have a flooding problen within our Village. Seconded by Mr. Cardinal.
Motion carried.
Mr. Cardinal moved to approve the sewer installation license for Larry Frankhouse.
Seconded by Mr. Jaworski. Motion carried.
The Clerk presented a list of names for consideration for Election Judges. The
list included: Sylvia Brisson, Chief Election Judge, Norma Nadeau, Signe Miller,
Mary Sawyer, Irma Grugelko, Joyce Dufresne, Eileen Rolstad, Dorthea Doughery,
Marcella Kelling, Lucy Tauer, Juliet Lundgren, Hannah Ellingsen. With Alternates;
Donna Singleton, Ester Arnold. Mr. Marier moved to approve the Electio Judges
I i st. Seconded by Mr. Cardinal. Motion carried.
The budget was discussed. The $1500.00 for Clerk and Mechanic in the Police Fund
had been added in by the Clerk but this amount hab been included in total figure
for salaries. The Clerk read a letter from Mr. Hill recommending that the budget
be adjusted to take advantage of the levy limitation. Mr. Jaworski felt that the
lower budget would not effect the levy limitation for next year but would also
effect our Federal Revenue Sharing.
Mr. Marier felt that if the money wasn't needed it should not be levied. If it is
available, it would be spent.
Mr. Cardinal was concerned that if our levy is lowered, that in the future years
the Village might be put in a position of having to exceed the limitation.

Mr. Zelinka moved to add 22% to all funds with the portion for Debt # 1
being added to the General Fund, Seconded by Mr. Cardinal. Motion carried
with Mr. Marier voting No.
Mr. Zelinka moved to authorize the Clerk to certify the budget to County.
Auditor. Seconded by Mr. Cardinal. Motion carried.
Mr. Cardinal moved to approve requisitions # 309 through # 312. Seconded by
Mr. Zelinka. Motion carried.
Mr. Cardinal moved to pay bills #5356 through #5379 inclusive. Seconded by
Mr. Zelinka. Motion carried.
Mr. Jaworski moved to adjourn at 11:00 P.M. Seconded by Mr. Cardinal. Aye.

Oct. 23, 1973
The, regular meeting of the Lino Lakes Village Council was called to order at
8:00 P.M. October 23, 1973 by Mayor Bohjanen. Councilmen present; Jaworski,
Marier, ,Zelinka. Absent; Cardinal. Mr. Locher was at another meeting and would
arrive at 9:00 P.M.
Mr. Zelinka moved to approve the minutes as corrected. Seconded by Mr. Jaworski.
Motion carried.
The Clerk reported that she had a request from the treasurer of the Lions Club
for the combination of the funds designated for the improvement of Lino Park.
The Council felt that there would be legal complications with a joint account.
They suggested that the invoices be submitted to the Village in the amount of
our budgeted monies. the Village must have an invoice in order to pay these bills.
Since Mr. Locher would be here later, the matter was tabled until then.
The Clerk reported that Mr. Lefebvre had suggested that the Clerk be designated
as Registration Judge on Election Day. This is to avoid confu -ion for non-
registered voters on Election Day. Mr. Marier moved that the Clerk be designated
as Registration Judge for Nov. 6, 1973 Election. Seconded by Mr. Zelinka. Motion
carried.
The Clerk had received copies of the survey map from the Engineer for the new
lines at the Lino Park. There was discussion on the need for an agreement with
Mr. LeVesseur accepting these new lines. Mr. Zelinka moved to authorize the Clerk
to write such an agreement and have it signed by Mr. LeVesseur and also one stating
that the Village is in agreement with the lines. Seconded by Mr. Marier. Motion
carried.
Mr. Gotwald had called to say that H &S had requested his detailed computation
of the work done on the roads. They had also asked if he could have a portion of
the monies released ahead of the billing. The Council felt that no money should
be released until a correct bill is received by the Village.
The Clerk had also received a letter and statement from the League of Minnesota
Municipalities. She was instructed to write to the League and inform them that
