HomeMy WebLinkAbout11/07/1973 Council Minutes214 Oct. 23, 1973 Mr. Jaworski moved that Joanne Pankratz be hired as Deputy -Clerk until the ad is run for the position, applications received and the Deputy -Clerk is formally hired. Seconded by Mr. Zelinka. Motion carried. Mr. Zelinka asked that the Clerk write a job description for the Deputy- Clerk's position. Under old business, the matter on paying the bills for the work done in Lino Park in conjunction with the Lions Club was discussed. The Council felt that we could not enter into a joint fund with the Lions Club because they are a corporation and this would be illegal for a Village. It was decided that the Lions Club will pay the bills until their designated amount is exhausted, the bills will be sent to the Village to be paid and entered against the amount designated by the Village to be spent on that particular project. No Bills are to be for $500.00 or more. Mr. Zelinka moved to approve Requisitions #313 through #322. Seconded by Mr. Marier. Motion carried. Mr. Jaworski moved to pay bills #5380 through #5406 and payroll #2200 through #2223. Seconded by Mr. Zelinka. Motion carried. Mr. Marier moved to adjourn at 10:00 P.M. Seconded by Mr. Jaworski. Aye. The minutes approved at the meeting Nov. 12, 1973. November 7, 1973 The special meeting of the Lino Lakes Village Council was called to order at 8:00 P. M. by mayor Bohjanen. Councilmen present; Marier, Zelinka, Absent; Cardinal, Jaworski. Mr. Bohjanen made note of the fact that this meeting was for the purpose of canvassing the ballots cast in the Village Election held on November 6, 1973. Mr. Jaworski arrived. The Clerk read the totals as follows; For the office of Mayor; Mr. Bohjanen 277 Mr. Jaworski 187 Mr. Hanson 172 Mr. Olson 1 (write in) Mrs. Edwardson 2 (write in) Blank 1 Total 640 For the office of Trustee; Mr. McLean 420 Mr. Kent 260 Blank 14 Total 640 The Clerk reported that she had registered 56 new voters on Election Day. 2 November 7, 1973 Mr. Marier said that he had read all the Candidates accomplishments throughout the years and was concerned about who was taking credit for what. The next ten years will prove who has done the job with the necessary cooperation, interest and particulary the interest of the taxpayer. He was suprised at the tenuous tone of present accomplishments and information in all departments. He had served with the P &Z for 2 years and to the best of his knowledge, the Mayor had only attended one meeting in the two years. He felt that the Mayor should balance the budget and present it to the Council and not the other way around. The Mayor should also attend some of the Park Board meetings, which was not being done at the present time. Mr. Marier pointed out to the Council that Councilwoman Swanson formulated present procedures and acted on them to their present status. He also felt that the Mayor should take a more positive and active part in the Open Space Program for the Village. Mr. Marier moved to accept the ballot totals as presented by the Clerk and to certify the results to the County Auditor. Seconded by Mr. Jaworski. Motion carried. Mr. Jaworski moved to adjourn at 8 :20 P. M. Seconded by Mr. Marier. Aye. November 12, 1973 The regular meeting of the Lino Lakes Village Council was called to order at 8:03P. M. on November 12, 1973 by Mayor Bohjanen. Councilmen present; Cardinal; Jaworski; Absent; Marier, Zelinka. Mr. Hawkins was here to substitute for Mr. Locher who is out of town. Since the necessary quorum to correct the minutes was not present, Mr. Jaworski moved to table the approval of the minutes until such time as a quorum was present. Seconded by Mr. Cardinal. Motion carried. The Clerk reported that a Resolution was necessary to designate the roads to be plowed by the County. Mr. Jaworski moved to have the County plow; 64th St., both East and West; Handen's Road; Cedar Street from the Centerville limits to 135E; LaMotte Road; and the cut -off portion of Birch Street now designated as a service road; With the County to plow the West side of Centerville Lake and the Village to plow Peltier. Seconded by Mr. Cardinal. Motion carried. Mr. Jaworski requested that an itemized statement as to hours on each road be included with the statement from the County. Mr. Zelinka arrived during the above discussion. The Clerk had received a Fire Contract Renewal from the Village of Lexington. Each Councilman has a copy of this. There was some discussion on the request for 10 year contract. Mr. Cardinal moved to approve this contract for the one year with the length of the contract to be negotiated at a later date. Mr. Zelinka felt that the mathematical errors should be corrected before we approve this contract. Mr. Cardinal withdrew his motion. Mr. Cardinal moved to table this contract until figures are clarified. Seconded by Mr. Jaworski. Motion carried. Mr. Zelinka moved to approve the minutes of Oct. 23, 1973 as corrected. Seconded by Mr. Jaworski. Motion carried with Mr. Cardinal abstaining.
