Mr. Burandt said this would be the worse thing that could happen. The Metro
Council is not favorable toward developers.
Mr. McLean moved to pass a Resolution requesting a meeting with the full Metro
Council to be set within the next 10 days for the consideration of the Lino
Lakes - Centerville interceptor. Seconded by Mr. Jaworski. Motion carried.
Centerville has already passed such a Resolution. Mrs. Marcello will get a copy
to the Clerk to be attached.
Mr. Jaworski moved to adjourn at 10:45 p.m. Seconded by Mr. McLean. Aye.

The regular meeting of the Lino Lakes City Council meeting was called to order
at 8:03 p.m. on May 13, 1974 by Mayor Bohjanen. Councilmen present; Jaworski,
McLean, Zelinka. Absent; Marier. Mr. Locher and Mr. Gotwald were also present.
Mr. McLean moved to approve the minutes of April 22, 1974 as corrected. Seconded
by Mr. Zelinka. Motion carried.
Mr. McLean moved to approve the minutes of the Special Meeting of May 9, 1974 as
corrected. Seconded by Mr. Jaworski. Motion carried.
The Clerk reported;
Received $5.00 in municipal fines;
Read a letter from El Rehbein in regards to the sewer problems at 726 Vicky Lane.
They will not assume any responsibility for the problem since the home is 8
years old.
Read a letter from a Mr. Thomas Tiedemann of Kasson, Minn. noting problems
with a boat and motor purchased from the Outpost. Mr. Locher said this is a
civil matter and we cannot help the purchaser.
Received $769.25 reimbursement from the State of Minnesota for Police assis-
tance with runaways at the Youth Center
Read a copy of the Resolution passed by the Anoka County Commissioners requesting
an interchange at County Road #14 and Interstate 35W. (These letters are to be
sent to Mr. Milton.)

Read a letter from the DNR in connection with the Municipal Shoreland Management
Act. The Council suggested that copies of the City's Comprehensive Land Use Plan
& Plumbing Code be sent to this Department, also, informing them that all shore -
lands within the City of Lino Lakes are either included in the Anoka County Open
Space Program or controlled by the Rice Creek Watershed District. The Council felt
there•is no need for any Ordinance governing development in shoreland areas. The
Clerk was instructed to send this information to the DNR.
Read a letter from the League of Minnesota Municipalities setting forth the new
laws governing precincts. Since there is only one Precinct in Lino Lakes, the
Clerk does not have to be concerned with this law at this time.
Mr. Frank Resch had requested the use of the Hall on May 29, 1974 at 8:00 p.m.
for a meeting of the Lino Atheltic Association. Mr. Zelinka so moved. Seconded
by Mr. Jaworski. Motion carried.
Received $825.00 from the Metro Sewer Board as payment for sewage hauling for
April.
The Letter from Mr. Lombardi requesting a lower speed limit on East Shadow Lake
Drive. The suggestion of a petition with 75% of the signatures be obtained and
sent to the State Highway Department. If approval is given by the Highway Dept.
the City had no objections. Mr. Zelinka moved to write to Mr. Lombardi with this
information. Seconded by Mr. Jaworski. Motion carried.
Read a letter from the Anoka County Highway Department informing the Council
That the request for speed control signs on County Road J has been forwarded
to the State Highway Department for study and recommendations.
Read a request from Rev. Wirth of St. Joseph's Church requesting bingo permits
for June 12th and August 11, 1974. Mr. Zelinka moved to approve Bingo permits
for St. Joseph's Church for the remainder of 1974 providing they are applied
for at the time needed. Seconded by Mr. Jaworski. Motion carried.
Read a letter from Debra Nadeau in connection with the bicycle races held last
month on the service roads on either side of I35E. She felt this was a fine
thing for our area and the negitative reaction in the Circulating Pines
was out of line. The Council's only concern was for the safety of the participants
and basically there was no objections. Reported that the planned use report for
the Federal Revenue Sharing Entitlement peroid number 5 has been received and
must be filled out and returned in order for the report to arrive in Washington
before June 24, 1974. This report will considered at the next Council meeting.
The Clerk reminded the Council that the next meeting falls on a legal Holiday.
The meeting will be held on May 28, 1974.
Reported that the notices of the Board of Review meeting to be held on May 21,
1974 have been published and posted.
Read a letter from the State of Minnesota announcing hearing to be held regarding
Cable Communications.
Senator John Milton was in the audience. Mayor Bohjanen asked if he had any comment
he would like to make.

Senator Melton said that now that the Legislature was out of session he had planned
to attend local Council meetings to be informed of the needs of the area he serves.
He said that he planned to attend the meeting with the Metro Council on
Thursday. He said if the Council required assistance in connection with the
interchange, he would be glad to help in anyway that he could.
Mayor Bohjanen thanked him.
Mayor Bohjanen reported that the Police Department had suggested that all homes in
the City be properly - numbered with numbers that are clearly visiable from the
street. In an area as large as Lino Lakes, unless you know the area, some places
are impossible to find. The Fire Departments have the same problem.
Mr. Zelinka said that some people are reluctant to put their names on their homes.
This makes it too easy for possible burglar's to find out when the people are not .
home by calling. He did feel that all homes should at least be numbered.
Mr. Locher reported that this could be required by Ordinance. This Ordinance could
also set the size of the numbers to be used.
Numbers on mailboxes was discussed. Mr. Myhre seemed to think that numbers on the
homes would be more effective since sometimes many mailboxes are in one spot.
Mr. Zelinka reported that the County Surveyors was in the process of preparing a
large up to date map of the City. This should be large enough to put the house
locations and numbers on the map thus making the location easier to find. Mr.
Zelinka suggested an Ordinance requiring the homes to be numbered.
Mr. Zelinka moved to have Mr. Locher prepare a sample Ordinance for consideration
at the next Council meeting. Seconded by Mr. McLean. Motion carried.
The meeting of the 16th was discussed.
Mr. Gotwald suggested that the Council go to this meeting armed with all the facts
that are available. He also suggested that these facts be presented by Mr. Locher.
Mr. Gotwald will consult with Mr. Locher before the meeting as to what will be
needed from the Engineers.
Mr. Bohjanen said that Mr. Kozlak suggested stressing 2 points. 1) the pollution
problem in Centerville Lake which is a St. Paul water source and 2.) the sanitary
conditions of Shenandoah with the possible contamination possible in that area.
Mr. Zelinka said that a third point to make is that the City of Lino Lakes has
been required to give up a large chunk of the City to the Open Space and now we
would like something in return. That we be allowed to develop the remaining
portions of the City to compensate for the lands lost to Open Space. Mr. Zelinka
also suggested taking a copy of the corrected minutes from May 9, 1974 in order
to make direct quotes on things that were discussed at that meeting.
Mr. Gotwald suggested researching past meetings with the Metro Council and have
copies of these minutes also. Mr. Gotwald discussed the comparative costs of
installing a complete gravity flow system in comparison to a force main.
Mr. Jaworski moved to have this study done by Mr. Gotwald. Seconded by Mr. McLean.

Mr. Locher suggested contacting Mr. Hamblien from the St. Paul Water Department
asking him to attend this meeting. Mr. Gotwald agreed.
There was discussion on the Forest Lake Interceptor and the fact that this line
is restricted; The 7.6 million dollars held by the Metro Sewer Board and the fact
that they must have Metro Council approval as to where this money is spent. The
alternate systems that have been proposed and the effect they could have on the
development of the City.
Mr. Zelinka wondered if anyone had contacted Governor Anderson. He felt that some
one should take a sample of the water from Centerville Lake at the point of
discharge of the storm sewer and take that to the meeting on Thursday. He asked
the Clerk to contact Centerville for this.
Mr. Jaworski felt that Mr. Rehbein was here for some answers to the problem in
Shenandoah. He asked if Mr. Gotwald had contacted the Metro Sewer Board.
Mr. Gotwald said that he had called the Sewer Board and talked to Mr. Payne. The
answer was that the Metro Sewer Board could not approve the installation of the
mains and laterals in the Shenandoah project. Mr. Gotwald asked them what would
happen if the City gave permission for the installation of these lines without
Metro Sewer Board approval. This then would be the problem of the City.
Mr. Jaworski asked what would be the difference in depth of the two systems being
considered for the interceptor.
Mr. Gotwald explained the major differences in the installation of the two systems.
There could be a difference of 6 or 7 feet.
Clyde Rehbein asked Mr. Gotwald what the drop per hundred feet is in a gravity
system. He thought if the elevation at Country Lakes could be established and the
drop could then be computed to the Shenandoah area, and their lines could then
be installed at the proper depth.
Mr. Gotwald said the drop is about 11 inch per hundred feet but this depth could
not be computed from the Country Lakes area because those lines are exceptionally
deep and that area will be emptied by the lift station. Mr. Gotwald said the
entire area from Centerville to County Road J could be served by a full gravity
system.
Mr. Jaworski said as far as he was concerned he .could see no reason for holding
up this installation.
Mr. Zelinka asked Mr. Rehbein if he would be willing to assume the cost for
hauling the sewage from this area?
Mr. Rehbein felt that the cost of hauling from the 10 homes now existing should
be on the same basis as the homes in the'Country Lake area. If any new homes
would be constructed and sold, he would then assume the cost of those homes.
The fact that the agreement with the Metro Sewer Board reads that they will assume
part of the cost for 50 units without specifying the location seems to leave the
way open for these homes to be included in the cost to the Metro Sewer Board.
There was discussion as to how this could be pumped since we are using the pumps

in the lift station in the area now being pumped. There is a wet well in the
system design that could be utilized.
Mr. Zelinka asked how soon would it be necessary to start pumping in that area
after the initial construction had started.
Mr. Gotwald thought that possibly by August 1st or 15th.
Mr. Backlin thought some consideration for the unit used for hauling should
be thought about. He felt that the present tractor would not go through another
winter.
There was some discussion of this remaining a developers problem. Mr. Gotwald
said these lines would be in a public street thus they become a municipal system.
Mr. Jaworski said he could see no problem in allowing these lines to be installed.
Mr. Rehbein said that he would put in writing that he will pay for any new homes
that are built and hooked up to this system. He feels, however, that the present
home should be treated the same as the ones in Country Lakes.
There was discussion on the cost of hauling and the ways of'possible solution.
Mr. Rehbein felt that if these lines were installed, it could bring pressure to
bear for the installation of the interceptor.
Mr. Locher thought if this system was not approved by the Metro Sewer Board, the
City could get into a bind.
Mr. Jaworski asked Mr. Rehbein if he would wait for an answer until after the
meeting with the Metro Council scheduled for Thursday, May 16, 1974.
Mr. Rehbein said that after waiting for two and one -half years, a few more days
wouldn't make that much difference. He also said they would like to attend that
meeting but will keep quite.
Mayor Bohjanen had obtained application forms for the storage of flamable liquids
from the Minneapolis Fire Department. He gave copies to the Councilmen. This
matter was tabled for consideration at the next Council meeting.
Mayor Bohjanen also proclaimed May 17 and 18 as Poppy Days in the City of Lino
Lakes. The V.F.W. will be selling Poppies on those days. All people should buy
and wear these Poppies in gratitude to men and women who have served their country.
Mr. Jaworski had rewritten the specs for the truck. These were now discussed. Mr.
Jaworski moved to advertise for bids for a 1974 dump truck per these specs.
Seconded by Mr. McLean. Motion carried. Mr. Jaworski moved that bids are to be in
by 2nd Monday in June, the 10th, Bids will be opened on that date. With delivery
date to be as soon as possible. Deviation from specs will be considered in lieu
of an early delivery date. Seconded by Mr. Zelinka. Motion carried.
On the roads, he plans to check them with Mr. Gotwald on Thursday after the meeting.
The timing schedule for the blacktopping of Maple, Orange and the cross street
should be decided at that time.

Mr. Jaworski said that he had been approached by several residents asking when the
City would be providing full time police coverage. It was needed a year ago and
even more so now. He presented some figures that had been presented at the last
year's budget meetings. These figures were discussed and the possibility of using
a portion of the Federal Revenue Funds in this budget. He suggested 3 full time
men and 4 part time men. Salaries to start a $800.00 per month for first 3 months;
Send them to BCA; Next 6 months at $850.00 per month; Then $875.00 per month for
the next 3 months. He had checked around and the average starting wage was in the
range from $800.00 to $900.00 per month depending on training and experience.
There is also the consideration of the cost to carry full time police in the
field of insurance and other matters. These things will all have to be considered.
Mr. McLean suggested that a study should be made of this problem looking at the
alternate of County coverage. He felt that a commission should be established to
study all aspects of this and bring a recommendation to the Council, using the
Mayor, Mr. Jaworski, Mr. Myhre, 1 member from the Personnel Commission and 1
member from the Park Board.
Mr. Zelinka moved to form a commission to bring such a proposal to the Council.
The Commission members to be Mr. Bohjanen, Mr. Jaworski, Mr. Myhre, Mr. Livingston,
Mr. Clausen and Mr. Glenn Rehbein. Seconded by Mr. McLean. Motion carried. The
first meeting was set for Wednesday, May 15, 1974 at 8:00 p.m.
Mr. McLean reported that the Park Board will meet on May 20, 1974. The paint
has been acquired for the painting of the bleechers. Mr. Backlin has them
cleaned and on blocks ready for the boys to paint. He reported that in response
to the trouble reported in Sunrise Park, he had asked Mr. Locher for a sample
Ordinance governing the Parks. The Councilmen all had copies of this Ordinance.
The time of 10:00 p.m. was suggested for closing of the Parks, with 7:00 a.m. to
be the opening time. There was discussion on Section 5 prohibiting all alcoholic
beverages and all non - intoxicating malt liquor in any Park area. The Council
decided that non - intoxicating malt liquor would be allowed in designated picnic
areas only.
Mr. Zelinka moved to adopt the Ordinance with the suggested changes. Seconded by
Mr. McLean. Motion carried.
Mr. McLean also suggested that a gate be installed at the neck of the Park Street
near the barn thus eliminating cars in the picnic and play areas. Mr. Backlin
has some materials at the Hall that could be used for this purpose. Signs should
be on this gate stating that no motorized vehicles are allowed beyond this point.
Mr. McLean moved to have Mr. Backlin build and install this gate with a maximum
expenditure of $200.00. Seconded by Mr. Jaworski. Motion carried.
Mr. Jaworski felt that an extension of the park phone should be installed in the
caretakers house in order to afford some protection for Mrs. Billik. Mr. Zelinka
so moved. Seconded by Mr. Jaworski. Motion carried. The Clerk was instructed to
call Northwestern Bell for this installation.
Mr. McLean discussed the fence now being installed at Lino Park. The specs were
set up by Mr. Gotwald & Mr. Backlin. The posts were to be installed five feet
from the right -of -way of Lake Drive. For some reason the corner post on the North
line of the Park had been set back 35 feet from the right -of -way line. He had
asked Mr. Backlin to contact the contractor and have the post put where the specs
indicated that it should be.

Mr. Zelinka said that Mr. LeVessuer had talked to him about this. He felt that
the post was too far to the West - that cars from his business could damage the
fence by backing into it. He also felt that the possibility of using the Sport
Shop driveway as an entrance to the Park could be an asset.
Mr. McLean said the reasoning behind this fence was to protect this parking area.
There will be two entrances into the parking area. Also, as part of the land-
scaping to be done there will be small trees planted on the South side of this
fence.
Mr. Zelinka asked if a curb to protect this fence had been considered. Mr. McLean
said there was no problem there. A curb could very easily be installed and that
Mr. Backlin had planned to cover the corner post with reflective tape so that it
would be easily visible. He also reminded the Council that Mr. LeVessuer has a
sign that will have to be moved since it is now on Park property.
Mr. Zelinka reported that a Personnel Commission meeting will be held this coming
week. Other wise he had no further report.
Mr. Locher had nothing more. Mr. Gotwald had checked the requests from North-
western Bell Telephone for the installation of buried cable on 20th at Main Street.
Mr. Zelinka moved to approve the request. Seconded by Mr. Jaworski. Motion carried.
The other was a request for buried cable on 20th at 80th. Mr. Zelinka moved to
approve the request. Seconded by Mr. McLean. Motion carried.
Mr. Gotwald discussed the problem on East Shadow Lake Drive where the street is
settling along the curb. He felt that the guaranty had run out on that Street,
but had contacted Bill Meyer of Suburban Engineering and he had sent Engineers
out to inspect the problem. He made a suggestion as how this could be corrected
and also that it should be done soon so as to not compound the problem. He
recommended that Mr. Backlin be authorized to repair this street and he will
contact Suburban Engineering for possible assistance.
Mr. Gotwald also has maps of the Open Space marked on half sections. This makes
computing the acreage more accurate. He was asked what the cost would be to do a
complete acreage computation on these lands and thought that it would cost about
$200.00 to $300.00. Mr. Kischell, of the County Surveyor's office will notify the
Clerk when these parcels are acquired by the County and this way an accurate
accountoof the acreage can be computed.
The Engineering Contract between Carley Engineering and the City of Lino Lakes
was discussed with a few changes noted by Mr. Gotwald. Mr. Zelinka moved to
approve the contract. Seconded by Mr. Jaworski. Motion carried.
On consideration of the requisitions, Mr. Jaworski auestioned #'s 416 & 417. Why
are bills and the requistions submitted at the same time?
Mr. Bohjanen said this is for the repair of the brakes on the CD truck. Mr. Cape
had been asked to take the vehicle in for an estimate and had misunderstood and
had the repair work done. He asked the Clerk to read a letter from Mr. Cape
explaining this.
Mr. Jaworski said that the work was done the same day as the last Council meeting.
He felt that this work could have waited one more day for the approval of the
requisition. He also reported that no one had been informed as to the location
of the vehicle. He felt that the CD must realize that they are no different from

any other department within the City and must go through the same channels as
all others do.
Mr. Zelinka moved to approve requisitions Number 415 through and including 428.
Seconded by Mr. Jaworski. Motion carried.
Mr. Zelinka mentioned, that in connection with the removal of the CD truck from
the garage without the knowledge of anyone, he would suggest some sort of a sign
out sheet. This will note who has the vehicle and at what location.
Mr. Jaworski moved to approve checks number 5726 through and including 5759.
Seconded by Mr. Zelinka. Motion carried.

May 21, 1974
The Board of Review meeting was called to order at 8:00 p.m. on May 21, 1974 by
Mayor Bohjane. Councilmen present; Jaworski, McLean, Zelinka. Absent; Marier. Mrs.
Edna Sarner, Assessor, Mr. Arnold Kelling, Deputy Assessor, and Mr. Jim Thurston
of the Anoka County Assessor's Office were also present.
Mr. Everett Hanson of Holly Drive questioned the raise in valuation on his property.
The books were checked and it was found that he had added a new garage. This
valuation had been added to his assessment.
Mr. Gary Barott of Birch Street questioned the ratio of increase in his taxes
using the form that was printed in the Circulating Pines. Mr. Thurston explained
the 5% increase in valuation and the raise in school mell rate. He took the plat
and parcel numbers of Mr. Barott's property and will have this checked in the
Assessor's office and see if he can get some answers to Mr. Barott's questions.
There was general discussion on the high taxes and the causes.
Mr. Zelinka moved to accept the 1974 assessment. Seconded by Mr. Jaworski. Motion
carried.
Mr. Jaworski moved to adjourn at 9 :00 p.m. Seconded b Mr. McLean. Aye.
