HomeMy WebLinkAbout06/17/1971 Council Minutes34 6/17/71 A special meeting of the Lino Lakes Village Council held on June 17, 1971, was called to order at 8:25 p.m. by Mayor L'Allier with all members present. The meeting was called to discuss the installation of a line by the Circle Pines Gas Company. Mi. Jaworski moved to waive the requirements of written notice. Seconded by Mr. Cardinal Motion carried. It was stated that permission from the Council must be given before any new lines can be installed, but that the Circle Pines Gas Company had contacted no one and had installed the line. Mr. Locher has sent a letter asking them to stop work. Mr. Wayne Dannheim of the Circle Pines Gas Company stated that they had received the letter saying this was a violation of Section 2 of the Gas Franchise Ordinance concerning the extension of service lines or systems. Ni, Dannheim said that North Central told Moline that they could not provide gas service for them. The line now serves only one building. He said they did not feel it was an extension of service. Mr. Joe Davis, who is a member of the Public Utilities, said he felt an extension entailed a project and that to serve one customer is not an extension of a line, Mr. Bohjanen stated that we have Ordinances 29 and 41 pertaining to this. Mr. Jaworski asked if we have boundaries and companies don't service one area, why couldn't another service it. He was told this is something that would have to be discussed further. Mr. Dannheim was asked if the work is complete. He said it was all in except for the setting of meters. Mr. L'Allier said we have requested that the company go no further. Mr. Jaworski asked if the North Central boundary was the south side of Lilac Avenue. He was told it was the north side. Mr. Cardinal,asked whether we have to hear from Moline and North Central. Mr. I'Allier said it would be best to get a legal opinion on it and clarification and be done with it. Mr. L'Allier asked whether they would comply with our request. Mr. Dannheim said he felt there should be no problem. Mr. Dannheim and Mr. Davis both said they would sit tight until this was clarified. Mr. Bohjanen moved that a letter to the public utilities be sent to comply with our requests with the letter sent on June 17th asking that they do not extend an9',; service until we receive answers from Moline and North Central Service. Seconded by Mi. L'Allier. Carried unanimously. Mr. Cardinal moved to authorize the attorney to meet with Circle Pines for clarification. Seconded by Mr. Bohjanen. Motion carried unanimously. Mr, L'Allier moved that we write a letter to North Central Public Service and to Circle Pines Utilities requesting an explanation on the installation and as to the circumstances surrounding the prpposed and ultimate installation of gas lines to Moline and ask them to submit briefly the circumstances around it. Also to send a copy to the attorney and to Molin and request them to do the same before the next regular meeting if at all possible. Seconded by Mr. Jaworski. Motion carried.
