Mr. Locher noted that there could be possible criminal action if noxious weeds infest the lots, providing the owners live in Minnesota. Mr. Juleen suggested tagging for fire hazards, MIr. Locher thought it better to mow the lots. Mr. Cardinal inquired about the gravel pit. Mr. Locher stated that the State Public Sanitarian through the County office wrote to the person he believes to be the owner. It was noted that one side of the large building is off. On Mr.,Locher's advice, Mr. Cardinal moved to have the attorney send adequate notice to the owner of the old Hansen gravel pit to remove the buildings. Seconded by Mr. Rosengren. Carried unanimously. Aye. 79 Clerk- Treasurer 9/7/71 The first special Lino Lakes Council meeting to discuss the 1972 budget was called to order on September 7, 1971, by Mayor L'Allier with all members present except Mr. Rosengren. Mayor L'Allier stated that he would like to hold the mill rate at the 1971 level or to reduce it by 10 -15% if possible, and allow the increase in assessed valuation to compensate for the difference. He stated that he had talked with Mr. Jaworski on the Park Fund - -they plan to reduce the budget substantially this year. Mr. L'Allier stated that he had talked with Mr. Gotwald on the Metro Sewer Board's 1972 assessment which will be approximately $50,000. They felt that we can charge each Jandric hookup $500; therefore 100 homes would handle the assessment. There was discussion with members feeling that we should antici- pate a smaller number of hookups. It was decided that Mr. Gotwald should check with Don Waalen of Chomonix for an estimateon the number of hookups to expect. There was general discussion. Mr. L'Allier noted that between the years of 1965 and 1971 there was only an increase of 14.04 mills or an average of 2.4 mills per year increase for that period. Mr. Cardinal noted that purchase of a gas tank and pump would save a considerable amount of money. Mr. Bohjanen was asked to have Iry Zastrow move the boards under the Council table forward to increase leg room. There was discussion on the biennial amount received from the State for our Police Department's time at the Treatment Center. It was felt that a reason- able rate for 2 men in a squad car would be $9.50 per hour. 80 9/7/71 There was discussion on variances to Ordinance No. 21A, Mr. Cardinal suggested that the fee for a septic system permit should be charged at the same time a building permit is taken out for a new home. It was decided to place the matter on the next P&Z agenda. The Clerk suggested that the charge for an assessments search be raised from the current $1.00 to $2.00 since there will be additional work with the Jandric assessments. It was decided to put this on the next, Council agenda as well as setting the charge for a copy of the new District Zoning Code.- The next budget meeting was tentatively scheduled for next Tuesday, September 14th at 8 P.M. Minutes approved at the meeting of Sept. 13, 1971' 4,p4t� Clerk - Treasurer 9/13/71 The regular meeting of the Lino Lakes Village Council held on September 13, 1971, was called to order by Mayor L'Allier at 8 :10 P.M. with all members present. The following corrections were made to the August 23rd minutes: 1. Page 5, paragraph 6, second sentence, change to read, "He noted that only one of the present Council members was involved when Ordinances No. 28 and 29 were passed, and that two of the present Council members were on the Council when Ordinance No. 41 was adopted." 2. Page 5, bottom paragraph, end of second line, change "of" to read "and/ or ". 3. Page 7, paragraph 2, last sentence, change first part to read, "North Suburban Sanitary Sewer Board thought that in Plan A, which leaves us in the NSSSB area, ". 4. Page 8, paragraph 1, end of second sentence, add the word "benefitted. "; change next to last sentence to read, "Mr. L'Allier stated that Mr. Jandric has agreed to make a cash deposit in the bank each year to cover the total amount of the assessments for the year. ". Mr. Jaworski moved to accept the minutes of the regular August 23rd meeting as corrected. Seconded by Mr. L'Allir. Carried unanimously. Mr. Jaworski moved to accept the minutes of the September 7th budget meeting as written. Seconded by Mr. Cardinal. Carried unanimously. The Clerk reported that she had posted and caused to be published the notices of filing of affidavits of candidacy. The dates for filing are September 21st through October 5th. The Clerk reported that since 794 people had voted in the November 3, 1970, general election only 6 judges would be needed for the November 2nd election per shift. She inquired whether the Council felt a second shift of judges . for counting ballots would be necessary since it was an off -year election. After discussion, Mr. Jaworski moved that only one shift of 6 judges be selected for the November 2, 1971, election. Seconded by Mr. Cardinal. Carried unanimously.
