Glenn Rehbein mentioned his problem with North Central on gas service. They
wanted to bury gas tanks, which Glenn doesn't feel the residents would like.
He stated that with winter coming they needed to know whether they should
contact Circle Pines Utilities for gas or put in oil heat. He stated that
they couldn't get anything definite from the North Central representative,
Larry Harrison, who had stated that he would try to get Glenn a,letter in 2
weeks. There was discussion. Mr. Jaworski moved to send an inquiry to
North Central requesting an answer in 2 weeks as to whether they will provide natural
gas gervice to Glenrae Estates. Seconded by W. Cardinal. Carried unanimously.
The postal service was discussed. Mr. Rosengren moved to indicate that the
Council would go along with the wishes of the developer as to which Post
Office is to be used. Seconded by Mr. Jaworski. Carried unanimously.
W. Bohjanen moved to pay the bills as audited. Seconded by Mr. L'Allier
Carried unanimously.
Clyde Rehbein asked if Mr. Locher had come to any conclusion on the plumbing
code as to use of plastic pipe. W. L'Allier noted that W. Locher was to
have checked with the St. Paul City Attorney to see what they were going to
do. Mr. Burke stated that Mr. Locher would be back late Wednesdwy; the Clerk
could check Thursday. There was considerable discussion. Mr. Rosengren
moved to abide by the State Code. Seconded by Mr. Cardinal. W. Bohjanen
wished to have Mr. Burke call Clyde Rehbein after he has talked with Mr.
Locher on Tuesday evening and then follow this with a letter. Also, copies
of the letter should go to the Plumbing Inspector and the Building Inspector.
Mr. Rosengren withdrew his motion. W. Cardinal withdrew his second.
Mr. Jaworski moved that if Mr. Locher's letter is favorable, that is if St.
Paul allows the use of plastic pipe above the ground, that Lino Lakes will
allow plastic pipe also. Seconded by Mr. L'Allier. There was discussion,
with it being noted that St. Paul has adopted the State Building Code. The
motion carried with Mr. Rosengren voting, No, since he didn't feel we should
do what St. Paul does for that sake alone.
W. Jaworski moved. to adjourn at 9 :56 P.M. Seconded by Mr. Rosengren.
Carried unanimously.

The special meeting of the Lino Lakes Village Council was called to order at
8 :25 P.M. on December 7, 1971, by W. L'Allier. Present were W. Jaworski,
Mr. Bohjanen, Mr. Cardinal and W. Rosengren.
This meeting was called to review the applications received for the position
of full time Clerk- Treasurer. Filed of record are three Printer's Affidavits
of Publication, in the Forest Lake Times, the Circulating Pines and the Blaine
Life, for a two week period. The deadline given the the Notice was November
30, 1971. As of that date there was only one application, that of June
Emerton. The next morning, December lst, a second application was received
from Mrs. Linda Roetman.
Mrs. Roetman was present and the Council members had several questions of her,
and discussed her qualifications with her. She indicated she had had book-

keeping in high school. She also had done some part -time bookkeeping (traffic
fines,.balanoing bookings, etc.) for the Village of New Brighton, but not e
lot. Mast of her work for the 10 months she was there was of a routine,
clerical type. While et. 1L and the State she did many varied jobs. She
transcribed from a diotephone, typed orders, took shorthand and did general
secretarial duties.
There was discussion among the members
her responsibility for taking notes at
ever she is, she should be responsible
meeting notes. It was felt if it took

as to the Clerk - Treasurer's duties and
Council meetings. It was felt, who -

Mr. Bohjenen suggested evaluating the job including taking minutes at meetings,
and finding out'just what it involved.
It was felt that the purchase of a tape recorder would help with the Council
minutes. Shorthand wouldn't then be necessary. A couple more bids are coming
in on a recorder.
The Clerk - Treasurer now does work for the police_ department too. It wasn't
felt that the men should be wasting their time on clerical work, instead they
could be out in the squad oar, but Police Chief is required by law to keep
up on records. He does most of it, but June does help.
The discussion also pointed out that a full time position would hope to out
down and almost eliminate any part -time, deputy clerk duties.
Mrs. Roetman was asked if she would work nights too. She indicated she would,
and in fact, said she had celled about the Deputy -Clerk position at one time.
June had tad her it involved work in the office during the day too. She was
informed this was true. Mrs. Roetman was,exoused.
Mrs. June Emerton was then questioned as to whether she would take notes at
all Council meetings. She said she would. There was further discussion as
to the use of a tape recorder at these meetings, and then the need for only
sketchy notes being taken. There was the thought that then the meetings
might be able to move along slightly faster, although they didn't feel they
had to wait long as it is now.
June Emerton asked if the Council desired her to take word for word notes at
the meetings, Mr. L'Allier said no, if there was any suggestion, it was that
they might now be too detailed, but that was better really. June felt that
it was hard to please all members at all times. Everyone agreed.
June indicated she spends 1 1/2 to 2 days a week posting and balancing books.
If she doesn't spend that amount of , time she gets behind.
Mrs. Swanson pointed out that the two keys to this position are bookkeeper
end stenographer. Mr. Rosengren noted that he had been Clerk- Treasurer for
four years, but that the position now was way beyond that he had, end was
growing all the time.
Mr. L'Allier pointed out that Mr. Hill, who has done the auditing for the,
Village, has said on a number of ocoesions that June does a very good job.
Also, Mr. L'Allier said whenever he or anyone else asks for a balance, she oan
give it within a short time.
June Emerton has been the Clerk - Treasurer since January 1968, and Deputy -
Clerk since May 1967, before that. At present she is taking the course

Introduction to Municipal Accounting at Anoka Ramsey Junior College. She
is also taking a course in Speed Writing Shorthand.
There was discussion as to how many hours the Clerk - Treasurer should be in
the office, with the rest of the time be alloted to meetings. It was suggest-
ed a 7 1/2 hour day with 1/2 hour noon break. June says she now goes to the
bank about once a week after 3 P.M. This would allow her to go at noon then
It was also discussed that the job will become increasingly more involved
and time consuming with the added duties of taking building permit applica-
tions and sewer hook -up matters. June Emerton was excused.
Mr. L'Allier noted that ultimately we probably will need a separate clerk and
bookkeeper, with the bookkeeper position perhaps only being part -time.
There was general discussion. The Ordinance was noted as to, hiring. The
projected salary, and the one used in the advertisement, was $548.00 per
month. Mfrs. Swanson felt that the wage was too high. She noted she wasn't
questioning June's qualifications, just the wage. Mr. L'Allier felt it a
fair wage and possible within the budget.
It was felt that the hours should be set at 9-12 and 12 :30 -4 :30 with the
office being open for business during lunch. It was felt that she should
have time for lunch, but if there is work to be done, she might eat while
working to see that it is finished as needed.
Mr. Rosengren moved to hire June Emerton full time, effective Dec. 15th.
Seconded by Mr. Cardinal. Mr. Jaworski, Aye; Mr. Bohjanen, Aye; Mr. L'Allier,
Aye; Mr. Cardinal, Aye; Mr. Rosengren, Aye. Carried.
Mr. Rosengren presented another bid for the dump truck, plow and wing. Frank
P. Miner, New Brighton, bid $386,00. It was felt that this would be giving
it away, and that the dump box could be taken off and it could be used as a
flat bed. Mfr. Bohjanen moved to table it as the consensus was the bids were
too low. Seconded by Mr. Rosengren. Carried, unanimously.
Mr. Jaworski moved to adjourn at 9:50. Seconded by Mr. Rosengren. Carried
unanimously.

The regular.reeting of the Lino Lakes Village Council held on November 22, 1971,
was called to order at 8:07 P.M. by Mayor L'Allier. Members present: Mr.
Cardinal, Mr. Rosengren and Mr. Bohjanen. Absent: Mfr. Jaworski.

The Clerk reported receipt of Municipal Court fines in the amount of X126.50
for October. Sales Tax monies were received Nov. 16th in the amount of
$14,126.54. She noted that copies of a letter from David Collins of North
Central Public Service Co. had been mailed to all Council members. another
letter from North Central dated November 15th advised of an increase in gas
rates effective December 15th. A.copy of the minutes of the last North
Suburban Sewer service Board meeting was received along with an announcement
that the next meeting would be held November 30th at Blaine. She was asked to
make copies of the minutes and notice for all members.
The Clerk reported an answer from Mr. Glen Van Wormer of the State Highway Dept.
stating that new town name signs with correct census figures will.be installed
