Aye. 1 �L ✓ICI 414�� Minutes approved at the meeting of May 8, 197 lerk- Treasurer May 16, 1972 A special meeting of the Lino Lakes Village Council was continued on May 16, 1972, to hear individual discussion as to assessments. Notices were posted on April 28, 1972, for a Board of Review. Present were Mr. Bohjanen, Mr. Jaworski, Mr. Marier and Mrs. Swanson. Mr. Cardinal was absent. Mr. Jim Thurston was present initially to represent the County Assessor's office. He stated the state has set guidelines in the form of recommendations for the counties to follow in assessing. During 1971 the increase in value to residential properties was set at 10% and for farm lands, 20 %. These were overal percentages, but not final or binding. Mrs. Sarner presented her recommendations for changes. They were: 1. Assessment on a wrong lot (Plat 87255) due 2. Reiling valuations to be left the same. 3. Typed list - values changed as presented. and some of individuals present at May 9th to clerical error. Included prefabs, meeting. Mrs. Sarner noted that her recommendations are on these sheets, that she has discussed them with the individuals involved (with one exception, that being Dick Olson on Plat 87255) and that the people are satisfied. She advised that the tax value on $1,000 is about $35 -$40 in Lino Lakes. Mr. Marier asked if it was possible for land values to go up as much as 50% on a farm in spite of the fact that the recommended increase was 20 %. Mrs. Sarner said yes it would. He then wondered where does the 20% come in. She noted in some instances there is no increase and it averages out. She begins her assessments with the northern part of Lino Lakes which borders on Columbus Township. Values increase as you go south, with the highest valuations being in the southern part of the Village. Mr. Marier noted then that 20% is just as arbitary figure. Mr. Ken Cobbs, from the County, informed the Council that they study sales, and valuation is set based on amount of land sold. The county is tiered off using 6 mile strips. There are six plus basically different tiers of land values in Lino Lakes, each having a different rate. Land along the freeway is selling more now, so this may change. Mrs. Sarner noted that 65 acres of land has just been sold in the second tier down at $650.00 per acre, and no where in Lino is land assessed at $650 per acre. The highest is $500.00. This is along Highway 49 in the southern part. Mr. Cobbs said the 20% is an aggregate figure and that 12% overal would be a more correct percentage. The 6% referred to in the May 9th minutes, paragraph 5, line 11, is the amount at which budget can increase. 5/16/72 261 Mr. Marier said the people of Lino Lakes have not reaped the - harvest of their increase. Two years ago we double. The County representative said we will not increase next year, taxes stay pretty much the same or decrease. Mr. Marier felt we should have answers to justify the questions that might arise. Mr. Harold Hansen was at the May 9th meeting, and continued his presentation at this time. He noted his home was built in 1964. He hasn't done any improving or even re= painted during this time. Two years ago he was assessed at $23,000 and now it is set at $37,000. Taxes have gone from $1,000 to $1,800. He has been in touch with Mr. Schwartz but has heard nothing. When 35E went through they took much of his land. He felt he was really only being taxed on from 7 -10 acres, inasmuch as about 20 of the 35 acres is swamp. Mrs. Sarner gave him a breakdwon of his acerage. 4 acres -high land 3 acres -woods 7 acres - pasture 16 1/4 acres -swamp 2 3/4 acres -road (not taxed) 2 acres - building site In 1970 there was $4400 value on the land and $700.00 for well, septic tank, etc., which everyone has; total being $5100. There are two houses. The old farm house and garage was set at $9200 in 1970, and the Hansen home set at $22,690. This makes for a total of about $37,000. He was advised that the mil rates would change taxes and this is what could cause the big jump in 1972. Mr. Hansen said thatthis would then affect everyone around there. He then presented figures on neighboring property showing that they had only gone up a couple hundred dollars in assessments rather than this big amount of $16,000 which his jumped. He was asked if he had filled out an application to the county for revaluation. He stated Mr. Schwartz had not given him anything to fill out when he was in to see him. The representatives from the County said they will speak with Mr. Schwartz tomorrow and see if application has been made on his behalf, and will probably contact him and want to look at his property again. Mr. Alvin Roetman said his value was set at $17,500 in 1968, and jumped to $23,400 in 1972. He felt this was an awfully big jump. Mrs. Sarner noted that he has built a garage. It is 90% complete in her estimation, and so was assessed at $3000.00 for it. He was told that any loss of land for the road will be adjusted in 1972. He had been assessed a little over $500.00 per acre on 3 1/2 acres. He felt the market value was set too high in 1972. Mr. Marier felt that this was a reasonable figure. That this was a nice home and he certainly could sell it for that. Mr. Jaworski moved to leave the assessment as is. Seconded my Mr. Marier. Carried unanimously. Mr. Pet Nadeau questioned his assessment. He was given the following breakdown: Silo $ 500.00 Pole Shed - 2150.00 Barn 2500.00 All Buildings 18000.00 40 Acres land 12000.00 X62 5/16/72 Mrs. Sarner noted that this was under non- homstead taxes and ..that _ the acreage was assessed at $450.00 per acre on high land. This $35,000 plus did not consider green acres. Green acres had to be in by May 1st and they aren't in these records. They're working on them now. Mr. Nadeau said the silo was over 40 years old and really wasn't worth anything. Mrs. Sarner said she would look at it this year. Mr.Nadeau also said the 40 acres just north of this (Parcel 13000) went up about 50 %. Mrs. Sarner said the land is more valuable to the south end of the village. 33 acres of this land is tillable and is set at $450 per acre. Mr. Marier wondered how adaptable this base is in the "tier system" on land sold. He would like a criteria of the total value of that property. Where do you get the difference? He feels it is an arbitrary figure. Mrs. Sarner went over the changes on the sheet titled "Recommended Changes for 1972 Assessments ". Most of these changes were the lowering of assessments on prefabricated homes. At the last meeting Mrs. Anderson questioned whether prefabricated homes were assessed the same as others. She discussed this with Mr. Schwartz and he too' thought they should use a different rate for these homes. So she went through and lowered them, just on the houses, not on garages. A couple of the changes on this sheet were clerical errors. Mr. Jaworski moved pass on the recommendation presented on the sheet marked (1). Plat 87255. This was a clerical error. Seconded by Mr. Marier. Carried unanimously. Mr. Marier moved to pass that the by the Assessor. Seconded by Mr. Mr. Jaworski moved to pass on the on the sheet "Recommended•Changes Carried unanimously. Reiling valuation be left the same as presented Jaworski, Carried unanimously. recommendations of the a- sessor as presented for 1972 Assessments ". Seconded by Mr. Marier. Mr. Marier moved to do all necessary paper work as required by these changes. Seconded by Mr. Jaworski. Carried unanimously. Representatives of the Drifter's Snowmobile Club asked permission to use the Hall on Saturday, June 24th, for the coronation of a Queen. Mr. Jaworski moved to allow them to use the Village Hall for this purpose. Seconded by Mr. Marier. Carried unanimously. Mr. Jaworski moved to adjorn at 10:40 P. M. Seconded by Mr. Marier.
