A special meeting of the Lino Lakes City Council was called to order at 7(30 P.M.
on June 24, 1976 by Mayor Bohjanen. Council members present; Karth, Schneider,
Zelinka. Absent; McLean. Mr. Locher, Mr. Gotwald and Mr. Anderson of Springsted
were also present.
Mayor Bohjanen reminded the audience this meeting is a continuation of the meet-
ing held on June 3, 1976 and is for the purpose of discussing the proposed sewer
installation along Highway #49 and the abutting streets.
Mayor Bohjanen requested the Engineer to recap the proposal as presented' at the June
3rd meeting.
Mr. Gotwald said this proposal is for. Highway #49 from Birch Street to County Road
'J', Linda and Lauriene Streets. The total cost of the project is estimated at
659,000.00 including all phases of construction.
The anticipated cost to the residents are computed as follows using the 100 foot
lot:
1 Unit 200.00
Frontage 2794.00
S.A.C. 350.00 (this year)
c. Usage charge 12.00 to 15.00 per quarter
Over a 20 year period the estimated total cost; including interest, would be app-
roximately $5500.00. This computes to $269.00 per year or about $22.45 per month.
Mr. Gotwald reminded the people this system is possible because of the installat-
ion of the force main interceptor and that this internal system is necessary to
connect to-this interceptor.
The area had been presented to the Council on one petition and the entire area had
to be considered. However, the area had been brmken down into two part; Section 1,
from Birch Street to Linda; and Section 2, from Linda to County Road W. The
Council has the option of ordering either section or both or none at all.
Mr. Jensen of 6057 Hodgson Road asked if the signatures on the petition hied been
confirmed and the Mayor answered said they had, by the Police Department.
Mayor Bohjanen asked the Attorney and the Bonding Consultant if they had anything
to add and they did not.
Mr. Locher explained the Council is required by law to hold a public hearing in
response to a petition. This explanation was in response to some residents in the
audience who seem to feel the idea of sewers was generated by this Council.
Mr. Jensen asked if the people from Linda Street to County Road 'J' was considered
as part of the petition or just added on?
Mr. Gotwald said since the petition came in on one sheet, the entire area had to be
considered as one.
Mr. Schneider asked if this area has to be considered as one or can it be split?
Mr. McLean arrived.
Mr. Gotwald said the area can be done in sections or all or none.

Mr. Richard Weiner asked if the tot6l cost was for the entire system and Mr. Gotwald
said, Yes.
Mr. Weiner asked to submit a petition objecting to the sewers. He had circulated
this petition since the last meeting. Mr. Weiner read the names on the petition.
Mr. Zelinka felt this petition should be dealt with the same as the other petition.
Mr. Jerry Truman, 6910 Hodgson Road, felt the residentt of the portion designated
as Section 2 is 100% against the installation of the sewer.
On a show of hands, approximately 75% 75% of the people present were opposed to the
sewers. Mr. Jensen asked for a vote of the Council.
Mayor Bohjanen repeated the reason for this hearing is it is required by law and was
not instigated by this Council but by the residents of that area.
Mr. Baker asked for a vote of the Council. Mr. Zelinka disagreed. He felt since
the first petition had been investigated, the second petition presented at this
meeting should be handled in the same manner.
Mr. Weiner asked if the people will be notified when the decision will be made
if it is not made at this meeting and Mr. Locher said, if a decision is not made
at this meeting, and it is continued, the date and time must be set at this meet-
ing.
Mrs. Wood asked Mr. Weiner if he had checked with the State Board of Health and
Mr. Weiner said, No.
Mrs. Linderman, 6308 Hodgson Road s6idthey must have their system pumped each year
and have had to install drainfields each two years. Mr. Linderman felt that people
who do not live in the area but only own lands here do not understand the problems.
Mr. Schneider flet there was not support for this system. He asked, if this pet-
ition is denied, can the people who do want sewers be considered?
Mr. Gotwald felt they could be on a smaller scale. Mr. Weiner felt that no one
wanted this system.
Mr. Schneider cold see no reason for a continuation of this meeting: Mayor Boh-
janen said that he had not come to this meeting prepared to vote on this issue.
Mr. Schneider asked if this petition is denied and a smaller portion is considered,
what would the cost be? Mr. Gotwald said there would have to be a new cost esti-
mate, would have to re- advertise, mail notices and call a public hearing.
Mr. Jensen suggested a small area hook into the force main and Mr. Gotwald told
him that this is impossible, the only method of hooking into the force main is to
go through the lift station.
Mr. Schneider moved to deny the sewer petition for Highway #49. Seconded by Mr.
Karth. Motion carried unanimously.
Mr. Karth moved to adjourn at 8:45 P.M. Seconded by Mr. McLean. Aye
