HomeMy WebLinkAbout10/26/1976 Council Minutes1 1 Wit. October 26, 1976 A special meeting of the Lino Lakes City Council was called to order at 8:00 P.M. on October 26, 1976 by Mayor Bohjanen. Council members present: Karth, Schneider, Zelinka. Absent: McLean. Mr. Locher, Mr. Gotwald and Mr. Springsted were also p resent. This meeting had been called for the consideration of the utilities in the Lexing- ton Park Lakeview area. Mr. Gotwald had redesigned the sewer system per instruction from the Council at the last meeting. At this meeting the sewer system was designed to go down the rear lot line. This would enable each line to serve two lots. This is a unique situaltion, but a most feasible one. Mr. Gotwald felt the cost of hooking up to the rear would not be more costly than putting the sewers in the front. The water lines would have to pe put in the street but since the streets would not necessaraly be destroyed by this operation, the restoration of the streets would be less costly. This plan would result in approximately a cost figure of $5,500.00 per 125' lot. If and when a public hearing is set, both proposals will be presented to the res- idents. Mr. Springsted felt this project is entirely feasible. Mr. Gotwald said there would be some easement to be obtained for the installation of the sewer lines but this method would give the residents a chance to sell the back portion of the lots if they so desired. These figures and plans are enough to hold a public hearing on. Mr. Schneider asked what the actual costs to date are and Mr. Gotwald said approx- imately $3,500.00. Mayor Bohjanen asked Mr. Gotwald if he felt it was feasible to talk to Blaine and Lexington on a joint project? Mr. Gotwald said, Yes, except if a grant is to be applied for this project, it could be the City could be held back by the other comm- unities since this project is ready to go and the other communities might not be. Mr. Springsted reminded the Council, even though it be a joint project, each commun- ity would have arrange for their own financing. Mr. Schneider asked if just the sewer would go down the back and Mr. Gotwald said, Yes, due to the depth of the lots, it would not be feasible to put the water that far from the street. This would present a problem for fire coverage. Mr. Karth was concerned about the interest on the principal that would have to be picked up by the City in the beginning. Mr. Springsted explained the methods of assessing - equal payments plus interest or amortize with decreasing interest and increasing principal payments. Mr. Gotwald was asked about the water supply. Mr. Gotwald said the proposal included twowells and two pump houses. Mr. Karth moved to set a public hearing on the Lexington Park Lakeview utility prop- osal for November 16, 1976 at 8:00 P.M. Seconded by Mr. Zelinka. Motion carried unanimously. 1 October 26, 1976 Mr. Zelinka moved to accept the reports as presented by the Engineer and to author- ize the Engineer to prepare the necessary documents for the public hearing. Second- ed by Mr. Schneider. Motion carried unanimously. Mr. Zelinka moved to authorize the Attorney, Engineer and Fiscal Agent to attend this public hearing. Seconded by Mr. Schneider. Motion carried unanimously. Notices to all residents must be mailed from the Clerk's office by November 5, 1976. Mr. Zelinka moved to adjourn at 9:30 P.M. Seconded by Mr. Schneider. Aye.
