He felt there must be some kind of shoulders to that street since the ditches are deep and wide and, he flet, dangerous. Mr. McLean suggested that perhaps the costs could be shared by Drovers State Bank and Anoka County - such as the surfacing to be done by the County and the shoulders be restored by the Bank. The material dealing with the correspondence with Mr. Boland and the in- ability to set a meeting was considered. It was decided that a letter should be written to the Governor stating the position of the City and enclosing the correspondence. Mr. Karth suggested this letter should be signed by each individual Council member. This letter is to state the City is just asking for some positive action. A copy is to be sent to Mr. Boland, Mr. Oberstar, Mr. Tom Daniels and Mrs. Opal Peterson. Mr. McLean moved to approve Checks #8012 through and including #8033, with #8026 being voided. Seconded by Mr. Karth. Motion carreid unanimously. Mr. McLean moved to adjourn at 11:45 P.M. Seconded by Mr. Karth. Aye. These minutes mere approved at the July 11, 1977 meeting. Clerk- Treasurer. July 6, 1977 The special meeting of the Lino Lakes City Council was called to order at 7:40 P.M., July 6, 1977 by Mayor Bohjanen. Council members present; Schneider, Zelinka, Karth, McLean. Mr. Burman, County Commissioner was also present. Mayor Bohjanen said this special meeting was called to try to determine how West Shadow Lake Drive can be improved. He then turned the meeting over to Councilman Karth. Mr. Karth explained that there has already been a meeting with Mr. Kronholm Mr. Burman, Mr. Torkildson, Mr. McLean, Mr. Gotwald and others to discuss this matter. He wxplained that presently the road has a 24' surface that could be blacktopped and needs very little upgrading except shoulders would have to be constructed. Mr. Gotwald has estimated that if the surface is blacktopped as it is now the cost would be approximately $15,000.00, if the driving surface is extended to 32' and ditches filled in and shoulders provided the cost would be approximately $32,000.00. Mr. Torkildson of the Couty Park Department has stated that one possible soultion would be for the City to provide oil for the surface and the County provide all other improvements and labor. Mr. Kronholm, a resident on West Shadow Lake Drive explained about two weeks ago he had met with Mr. Burman to explore what could be done to improve the road and determine who the road belonged to. Mr. Kronholm explained the dust situation was extremely bad and the surface of the road was in a washboard condition doing damage to their vehicles. He felt the road was being used primarily by the golf course users. In one day 150 to 200 cars use this road to get to the course. 1 1 July 6, 1977 In his meeting with Mr. Torkildson on July 1, 1977, Mr. Torkildson asked the City to consider an oil surface, the City privide the oil and the County provide the machinery and manpower. Mr. Burman siad he understood there was a problem with the position of the road at the North end. Mr. Kronholm, as a agent for Drovers Bank, offered Mr. Torkildson the three lots the road corsses to become part of the open space program but Mr. Torkildson was not interested. Mr. Kronholm said it was not the intent of the Bank to develop any land or lots in this area. He said he was trying to sell the property to other interested parties. Mr. Jaworski, a resident of WEst Shadow Lake Drive, felt the City has an obligation to the residents in this area. He said since the City did not honor this obligation, the residents went to the Couty. The City had promised they would investigate what would be the best route to go but had not done so. Mr. Karth explained the City did go to the County and the road was greatly improved. Mr. Karth suggested the City could provide an acceptable road and assess the affected landowners for the cost. Mr. Jaworski objected, saying he knew of instances this was not done in the past. Mr. Karth said it would not be fair to asses the whole City for this road. Mr. Schneider disagreed with the estimated percent figures for users of the golf course. Mr. Burman said he used 50% but flet someone should determine what percent of the road use is the golf course. A gentleman who is a resident of the Twonhouse, said he felt the problem is entirely due to the traffic to the golf course. He said the grader has been in many times but within one or two days the road is in a wash- board condition again. Another gentleman said he felt the golf course traffic was at least 80% of the road usage. Mr. Schneider asked if there was not a golf course would there be a need for any constructioj, just grading and maintenance? Mr. Karth said the road had been blacktopped until the golf course had come in. Mr. Burman abked if the road were to be blacktopped at a cost of $15,000.00 and the County provided 80% of the cost, would the City assume the balance of the expense and some of the previous expense? Mr. Burman explained that West Shadow Lake Drive will not be the main access to the golf course in the future. Mr. Karth felt that the access would not change for two or three years. Mr. Burman explained he was not on any committee to design the park system. He felt taht although it was justifiable, he did not think he could get 100% funding from the County for blacktopping the road. Mr. Zelinka asked Mr. Burman if the City ciykd assyne 15% to 20% of the cost, would the County assume the balance? Mr. Schneider felt the County should be responsible for 100% of the cost since the road did not need improvement before the Couty golf course opened the road was adequate. Mr. Kronholm asked who owns the road and who is responsible for it? 27 July 6, 1977 Mr. Karth said it was dedicated but never accepted by the City because it was never brought up to City specifications. If it belongs to the City, it would be upgraded and the cost assessed to the affected property owners. Mr. Jaworski said that a hard surface, not necessairly a blacktop surface, is needed now. If the street is in good condition the area will be more attractive to prosepctive developers. Mr. Karth noted that the taxes in this area have not been paid for three or four years and if you loik three or four years in the future the City is going to own this land. Mr. Zelinka noted that Mr. Torkildson has had plenty of time to consider this problem. Presently the Citizens could put a chain across the road and only allow limited access. He also noted that if the street were upgraded, the lots along it would be more marketable and increase the City tax base. Mr. Zelinka said the City would have the ask the Couty to help fund the project until the City can afford their portion of the cost. Mr. Burman asked if the street was ever discussed when the Park plan was being considered. Mr. McLean said briefly, it was to be very temporary ry since most Park activities would take place near Centerville Lake, Park aceess was designed from Main Street. The idea was to keep traffic out of residential areas. Mr. Torkildson had said the Main STreet access would be constructed within a year of acquisition and that was several years ago. Mayor Bohjanen asked Mr. Burman if for instance the cost would be $5,000.00, would the County give the City time to pay their portion? Mr. Burman said, Yes, all that is needed is a committemnt from the Council and a request to the County to bring it up to City standards. Mrs. Currie of West Shadow Lake Drive said the City should not hesitate to ask the County for what is needed. The Citizens could chain the road and the folg course would not be accessable. We should set our standards high. Mr. Kronholm asked how soon could the road be upgraded? Mr. Schneider asked Mr. Burman how soon he could get back to the Council with a resolution? Mr. Burman said maybe in a week. Mr. McLean moved to have the County look into the possibility of absorbing the full cost of upgrading West Shadow Lake Drive to City specifications. Mr. Karth seconded the motion. Motion carried unanimously. The Clerk was instructed to send Mr. Burman and Mr. Torkildson copies of these minutes and copies of the minutes of June 27, 1977 and copies of the City road construction oridnance. Mayor Bohjanen asked if there were any other questions, There were none. Mr. McLean moved to adjourn at 8:40 P.M. Seconded by Mr. Zelinka. Aye.
