A special meeting of the Lino Lakes City Council was called to order at 8:05 P.M. August
18, 1977 by Mayor Bohjanen. Council members present: Schneider, Zelinka, Karth, McLean.

Mr. McLean moved that the following letter be submitted to the Metro Council as our required
response to the Metropolitan System Statement. Mr. Zelinka seconded the motion. Motion carr-
ied unanimously.

Dear Mr. Boland,
The City of Lino Lakes, Anoka County, Minnesota, after extensive consideration, analysis and
discussion thereof by the members of the City Planning and Zoning Commission, City Counciland
City professional advisors hereby acknowledges and accepts the Metropolitan Statement of the
Metropolitan Council, dated June 23, 1977 and received by the City on June 29, 1977, but here-
by submits the following objections thereto and therefore appeals from such statement as follow
1. The City specifically objects to page 1, part I, paragraph I, in that map C -2 p. 24 of said
System Statement is incorrect as to the proposed City Comprehensive Plan and should be a-
mended by replacement therof with the attached exhibit marked "EXHIBIT CITY - I."
2. In reference to page 2, paragraph 4 and 5, the City submits that on January 24, 1974 per
the Comprehensive Land Use Plan of the City then approved by the Metropolitan Council, low
and moderate income housing then constituted approximately 25% of the Lino Lakes housing
mix. The City feels the System Statement should be amended to reflect the foregoing.
3. In reference to page 3, paragraph I and 2, in conjunction with the enforcement of State
of Minnesota Building, Plumbing, Electrical and Waste Disposal Codes, have allowed and
do allow for the construction of modest cost market rate housing as long as such construct-
ion does meet with the requirements thereof. A plan to identify theneed for rehabilitation
and redevelopment of substandard housing is not appropriate at this time. The System
Statement should be amended to reflect the foregoing.
4. As to page 6 relating to 1 35W, the City takes exception to the lack of inclusion of any
future improvements throught 1990 to 1 35W and the City submits that improvement will be
nexessitated in the form of an interchange at County Road #14 to facilitate the expected
heavey use of the 2500 acre Chain of Lakes Regional Park in the City, which improvement is
estimated to be needed within the next five (5) years to coincide with projected improve-
ment of the said Chain of Lakes Regional Park. The System Statement should be amended to
reflect this anticipated need.
5. In reference to paragraph I, of page 7 (continued frompage 6) the City asks for consider-
ation of commuter bus service to Minneapolis and St. Paul with collector parking facilities
provided at County Road #14 and 1 35E and State Highway #49 and 1 35W to encourage energy
conservation through promotion of the use of public transportation to the Chain of Lakes
Regional Park and to the area.
6. The City specifies that there is also an approved private airport facility in the plat of
Kolstad's Air Park in the Northwestern part of the City. Page 14, paragraph 2 of the

System Statement should be amended to include this, and Reshanau Lake should be removed from the
last paragraph on page 14 since there is residential development on said lake and the Chain of
Lakes Regional Park is situated on said lake.
7. The City of Lino Lakes submits that the System Statement, on page 18, thereof, does not
take account the recent City Zoning Ordinance Amendment No. 56B and the fact that the City
has a restrictive soils Ordinance (No. 66) and interim private sewage systems Ordianance
(No. 53A), adopting the State Board of Healths recommendations and which include a monitor-
ing procedure, which will be effective until WPC40 is finalized when the City will adopt same
by reference. Copies of said Ordiances are attached as "EXHIBIT - CITY 2." The System
Statement should be amended to reflect the foregoing and to allow the same.
8. As to the Blaine Interceptor comments on page 19 of the System Statement, the City submits
that the City has a vested interest in the Blaine Interceptor which was allocated based upon
need present at the time of allocation. The need is even greater now due to expansion of the
Minnesota Metropolitan Training Center and additional construction in the Lakeview area since
the original allocation. The City greatly needs their allocation and this allocation has
prompted the City to designate the area as Urban Service District No. 2 in conformity with good
planning. The System Statement should be amended to reflect this.
9. On page 20 of the System Statement, in the paragraph relative to capacity of the Centerville
Interceptor, the last sentence is objected to as being indefinite and same should be amended
by deleting therefrom, the word: "road ", and inclusion of the word "immediately" before the
work: "South."
10. As to General Planning Consideration of said System Statement, page 21, the City Council will
hold a hearing on September 12, 1977 on proposed Ordinance to specifically define the Urban
and Rural Service Areas. As no municipal sewer is planned to be provided through the year
2000 in the rural service area, Sewer Availability Charges should not be assessed against
construction in that area and any such charges collected previously from such areas should
be refunded to those who have paid same. The System Statement should be amended to eflect
this.
II. As to the Recreation Open Space and specifically the Otter Lake Regional Park, referenced
on pages 29 and 30, the City of Lino Lakes has already had over 2500 acres of its land area
and an additional 2000 acres of water designated as Open Space for the Chain of Lakes Regional
Park. The County of Anoka Board of Commissioners respects this contribution of Lino Lakes to
the Seven County Metro Park System, see Agreement marked EXHIBIT CITY - 3. Therefore, Lino
Lakes does not now agree and does not plan to consent to the inclusion of any lands in Lino
Lakes into the Otter Lake Regional Park. See EXHIBIT CITY - 4. The System Statement should
be amended to delete any reference to the Otter Lake Regional Park.
Based on the foregoing, the City of Lino Lakes hereby requests a hearing conducted by the State
Office of Hearing Examiner on the said proposed System Statement, if the foregoing disagreements
are unable to be resolved.

Mayor Bohjanen suggested that the Hugo City Council and the Lino Lakes City Council get
together and determine their common ground in regard to the Metropolitan Council. He will
ask the Clerk to seta meeting date.,
Mr. McLean suggested that after.the.two Cities get together the two Counties should get
together.
Mayor Bohjanen said that the meeting should be conducted around tables on the floor of
the Council Chambers giving everyone equal status.
