All other members were present. Mr. Cardinal moved to accept the minutes of the regular April 13th meeting as submitted. Seconded by W. Rosengren. Carried unanimously. The Clerk reported that $1,250.70 had been received from the County for personal property taxes. A copy of a letter from Commissioner Burman to Chief Deputy Auditor Gordon Harvey concerning the consideration of selling motor vehicle licenses some - Where in the Lino Lakes /Centerville area was read. There was discussion of the possible phasing out of such offices. Mr. Bohjanen moved that a letter be written 114 to Mr. Harvey urging that a Deputy-Registrar's Office for the sale of motor vehicle licenses be set up in this area. Seconded by-W. Jaworski. Carried unanimously. A notice had been received from the Twin Cities Area Metropolitan Transit Commission on a special seminar to be held at 9:00 a.m. to 1:00 p.m. on May 9 at Alexander Ramsey High School, 1261 W. Hwy. 36 in,Roseville. The Clerk presented an application for a sewer installation license from El Rehbein and Son, Inc. and stated that applications were forthcoming for Berghorst Plumbing & Heating and Pinewood Sewer and Water Service. Mr. Bohjanen moved to grant sewer installation licenses to the above three firms providing the proper papers are received. Seconded by Mr. Rosengren. Carried unanimously. The Clerk reported that a packet of information regarding trailer parks had been received from Minnesota Dept. of Health; however, it did not contain,the requested statistics. Mr. Jaworski moved to send another letter to the Minnesota Dept. of Health requesting statistics on mobile home parks. Seconded by Mr. Bohjanen. Carried unanimously. A copy of Ordinance No. 76 from Circle Pines regarding dogs, licensing of same, etc. was passed around. _- The Clerk asked the Council to give authorization to the Building Inspector for the inspection of current signs which will require permits by June 8th and to obtain owners' names for same as well as to inspect all signs which have been granted permits; also to set up remuneration for this work. After discussion, Mr. Rosengren moved to authorize Mr. Dupre to do this work and to be paid $2.70 per hour plus mileage for it. Seconded by Mr. Cardinal. Carried unanimously. The Clerk stated that Mr. Gotwald had finished the specifications on the municipal building and wished to present them to the Building Committee and the Council, preferably at a special meeting. Mr. Bohjanen moved to set a special meeting on May 18th at 8:00 p.m. for the review of the municipal building specifications for bids. Seconded by Mr. Rosengren. Carried unanimously. Mr. Jaworski stated that the regularly scheduled Park Board meeting for that evening would be moved to another date. The Clerk asked for clarification of Ordinance 31, Section 2, Sub. 2, which states that only three on -sale liquor licenses shall be granted. W. Bohjanen moved to authorize the Attorney to draft an amendment to Ord. 31 stating that the number of on -sale licenses shall be as authorized by State law. Seconded by Mr. Rosengren. Carried unanimously. The Clerk also asked for revision in Ord. 31A, as it presently states that the initial half of the on -sale fee must be paid by July lst, whereas by action taken at the last Council meeting of the initial half of the fee must accompany the application which is acted upon at the last meeting in May. After discussion, Mr. Bohjanen moved to authorize Mr. Locher to draft the requested change to have the initial fee accompany the application for an on -sale liquor license, providing that said amendment is published prior to May 25th; also that the amendment state the reason for the application having to be in because it is required by State law. Seconded by Mr. Cardinal. Carried unanimously. The Clerk read a notice of hearing from the Metropolitan Sewer Board for a hearing on June 24th at 7:30 p.m. at the Arts & Science Center, 30 East 10th Street, St. Paul, on establishing 6 proposed sewer service areas. 1 Mr. Cardinal reported on the sign applications which had been approved at the Planning & Zoning Board on April 15th. The members viewed the maps showing the IIIsign locations as drawn by Mr. Gotwald. Mr. Cardinal moved to approve the following sign applications: Numbers 1, 3, 6, 8, 9, 17, 18, 20, 21, 22, and 24 as approved by the P&Z and to grant special use permits for each. Seconded by Mr. Rosengren. Carried unanimously. 1 Mr. Jerome Boyd questioned the sign permits granted to Meyer on the Schmuck property adjacent to his property. He wondered if Naegele Advertizing had been properly notified of the meetings on those signs. W. Cardinal and W. Jaworski both stated that Naegele had been notified of the meetings but had not been present. Also, representatives of Naegele and Meyer had worked together at the P&Z meetings on the locations. Mr. Boyd stated that he was losing quite an amount of money because there was no third sign on his property; he was told that the applications were granted in order of date filled out --the date of the lease contract had no bearing on the matter. Mr. Cardinal stated that Mr. Glenn Rehbein had requested sign permit #25 at the P&Z meeting for a sign along 135W somewhere in the area of 4th Avenue and the creek. However, no detailed drawing had been presented. Mr. Cardinal moved to accept sign application #25 for Glenn Rehbein and to grant a special use permit with the stipulation that the legal description is provided for Mr. Gotwald to locate it on the map. Seconded by W. Rosengren. Carried unanimously. Mr. Rosengren questioned the Skelly sign which had been erected on or near the church property on 35W. No application has been made. After discussion, Mr. Bohjanen moved to write to Skelly (Western Advertising) asking them for legal descriptions of the two signs which they have erected in the Village without appli- cation; also to complete applications and send the necessary fees. Seconded by Mr. Cardinal. Carried unanimously. The hearing on the preliminary plat of Chomonix East (Outlot G of Lakes Addn. No. 2) was called to order at 8:33 p.m. The Clerk produced the notices of publication, mailing and posting, which had been read at the P&Z hearing. Also, a request from U.S. Lakes to continue the hearing until the next Council meeting due to having insufficient time to consider the requested recommendations made at the P&Z hearing by the Engineer and Planner was read. Mr. Cardinal moved that the hearing for the preliminary plat of Chomonix East be continued until May 11th at 9:00 p.m. Seconded by Mr. Bohjanen. Carried unanimously. The hearing closed at 8:39 p.m. Mr. Bohjanen moved to set hearing for the preliminary plat for LaMotte's Third Addition as follows: before the Planning & Zoning Board on May 20th at 9 :00 p.m. and before the Council on May 25th at 9:00 p.m. Seconded by Mr. Cardinal. Carried unanimously. The Clerk was asked to notify Mr. LaMotte of the hearing dates and times. Mr. Jaworski reported that no Park Board meeting had been held except for the special meeting on April 2. However, the crew is working on the ball diamonds. He requested authorization to purchase approximately 6 or 8 loads of black dirt for the diamonds at a delivered cost of $2.25 /yard for a total of about $200.00. W. Jaworski stated that they would construct a little league ball field behind the sign at Sunrise Park in addition to the present one. More than 300 youngsters have signed up to play. Mr. Cardinal moved to authorize the purchase of the black dirt; however, it should be looked into to see if it would be cheaper to have the Village haul the dirt. Seconded by W. Rosengren. Carried unanimously. 116 Mr. Jaworski mentioned that Mr. Bohjanen had been contacted by Ray Thorp on the Boy Scout cleanup and he had spoken to Troop #65 and thanked the boys for doing the fine work. Mr. Bohjanen moved that a letter be sent, as mentioned by Mr. Jaworski, thanking the boys of Troop #65 for the fine work. Seconded by Mr. Cardinal. Carried unanimously. Mr. Bohjanen reported that the Community & Business Development Commission had held another discussion on "Lino Lakes Days" and hoped that the day of September 19th would hold good. Mr. Rosengren felt that if the building got started we would know two months ahead when it would be finished. Mr. Bohjanen felt they would use the 19th as a target date; he will ask the Attorney if a dance might be held in the new Hall or possibly in the parking lot, depending on the weather. The C&BDC had considered drafting a button for the occasion, selling same for $1.00 as a ticket for the dance. Committees are being organized. Mr. Rosengren reported that they have been working on Linda and Laurene and are nearly finished. Mr. Gotwald is getting the easements for the drainage ditch. Mr. Jaworski asked if Mr. Rosengren had been contacted by a person wishing to haul fill over Linda or Laurene and was told no. Mr. Rosengren also stated that the snow fence had been removed; they had lost some 20 posts and are considering painting the posts in the future so that they may be spotted if stolen. Mr. Lundgren has been picking up trash on our roads. The equipment is being painted. Mr. Rosengren stated that they have also been grading. There are soft spots in East Rondeau Lake Road which are breaking up. They are keeping a close watch on this and if it gets bad, Mr. Gotwald may have the construction company come back and fix it up right. The crew has also hauled blow sand on the East County Line north of 80th. Mr. Rosengren expected that a Municipal Building Committee meeting would be held within a week or so. Mr. Rosengren moved that a letter be drafted to Meyer Sign Service thanking them for the donation of the two signs as well as painting the doors of the squad car; the letter should be ready for the next meeting to be signed by all the Council members. Seconded by Mr. Cardinal. Carried unanimously. Mr. Bohjanen asked Mr. Rosengren if he were aware that the County has purchased 100 feet easement on the new roadbed for Birch Street to correct the S- curve. It was felt that the County might wish to turn the old road section over to us for maintenance, but that we should make an agreement that the County maintain this piece or at least bring it up to standards. Solutions for this problem were dis- cussed. Mr. Jaworski stated that Mr. Burman would probably be at the next meeting and this could be brought up at that time. Mr. Rosengren asked how 20th Avenue east of Centerville was coming along; W. Cardinal stated that it was being driven across, but not on the South by the gravel pit. There was discussion on the future name of the street since it is a county road. Mr. Jaworski asked when sulfite would be sprayed for dust. Mr.. Rosengren stated tat this would be done about July. The Council then proceeded to make changes and corrections to the inventory. Many "new" figures were revised downward since some of the equipment was several years old. After final discussions on the inventory, it was decided that the whole thing would be re -typed as so many changes had been made. 1 1 1 1 1 117 1 Mr. Jaworski noted that a meeting of the Anoka County Association of Municipalities would be held on April 29th at the Anoka City Hall, at 8:00 p.m., with the speaker to be Samuel H. Morgan, Chairman of the Metropplitan Park Reserve Board, outlining the tentative parks and open -space planning of the Board and its application to Anoka County. Mr. Cardinal moved to pay the bills as audited. Seconded by Mr. Rosengren. Carried unanimously. Mr. Bohjanen moved to adjourn at 9:38 p.m. Seconded by Mr. Cardinal. Aye. Mr. Jaworski moved to accept the minutes of the April 27th minutes with the following correction: Page 1, paragraph 6, change Hwy. Dept. to Dept. of Health. Seconded by Mr. Bohjanen. Carried unanimously. The Clerk reported that a letter had been received from Don Waalen of Chomonix again asking that their hearing on Chomonix East be continued until next meeting. She also reported that an election on a $1,045,000 bond for District Memorial Hospital would be held on June 30th from 1:00 to 8 :00 p.m. Notice had been received from the County Assessor that the Board of Review will be held on June 18th at 7:30 p.m. A letter from the State Hwy. Dept. was read indicating that they are in agreement that a larger directional sign is needed at County 14 and Hwy. 8; this will be installed. The affidavits of publication for Ordinances No. 32A and 31C had been received. The Clerk stated that she was unable to get any mobile home statistics from the State Departments of Health or Motor Vehicle Licensing since neither compiles any. Mr. Cardinal moved to continue the hearing for Chomonix East until May 25th at 8:30 p.m. Seconded by Mr. Bohjanen. Carried unanimously. Mr. Cardinal had no report. Mr. Jaworski noted that a new outdoor flag was needed at Sunrise Park. Mr. Bohjanen asked Mr. Jerry Hajney of the VFW Post whether they could obtain one reasonably. This will be looked into. Mr. Jaworski stated that the flag would only be flown during daylight hours. Mr. Jaworski stated that they were proceeding with the ball diamonds and that the work was going well. He mentioned that one section of the backstop had been stolen over the winter and wondered whether it would be worthwhile to put in an insurance claim for it. He did not have the replacement price but will check it out. Mr. Rosengren reported that he and Mr. Gotwald had looked at 64th Street and are trying to come up with a correction and a turnaround. Mr. Gotwald mentioned that according to record, the road had been maintained into the Scherer yard since the vehicles turned around there. However, they were now turning around at the base of the hill. He felt it was better for both the public and our equipment to turn around there rather than in Mr. Scherer's yard for liability purposes.
