Mr. Hagen said it is the responsibility of the Village to get a building permit. Mir.
Carley mentioned that on any municipal work, there is no building permit charge;
IIIthis would be included in any bids Mr. Hagen gets from his sub- contractor.
Mr. Rosengren asked if the well should be put in any particular time and was told
it was okay anytime after the fottings were installed. Mfr. Locher recommended an
insulated water tank for the well. The water tank can be put either in the garage,
furnace room, or outside along with the well. The Clerk was asked to call the
Engineer's office requesting that they draw up specifications on a well to be
presented at the August 10th meeting.
Mr. Jaworski made a motion for letting of bids,for installation of a well at the
municipal building. Seconded by Mr. Rosengren. Carried unanimously.
Mr. Rosengren mentioned that approximately 300 sq. yds. of carpeting would,be needed
for the Clerk's office and Council chambers and approximately 1100 sq. ft. of tile will
be required. He also suggested that the women ' and mens' bathrooms be reversed.
There was discussion about insurance on the building between Mfr. Hagen and Mi. Locher.
Mr. Locher said the Village should take out premise liability.
Mir. Carley compared the contract with the spees,and found it to be okay. He left the
meeting around 10 :10 p.m.
Mr. Locher read over the contract and recommended it be signed. The payment bond and
certificate of insurance had not yet been received by the Village office. Mir. L'Allier
asked for a motion to authorize the Mayor,and the Deputy Clerk to sign the agreement
between Mattson Building & Supply Co., Inc. and Lino Lakes Village. Mr. Bohjanen made
a motion authorizing the signing of the contract with the stipulation that we get the
certificate of insurance, performance bond, and payment bond. Mir. Rosengren seconded
the motion. Carried unanimously.
Mr. Jaworski moved to adjourn at 10:50 p.m. Seconded by M►r. Rosengren.
Minutes approved at the meeting of August 10, 1970
The regular meeting of the Lino Lakes Village Council held on August 10, 1970, was
called to order at 8:05 p.m. by Mayor L'Allier with all members present. Also
present were Attorney Locher and Mir. Gotwald.
Mr. Jaworski moved t� accept the July 27th minutes as corrected. Seconded by Mr. Rosen -
gren. Carried unanimously.
Mr. Bohjanen moved to accept the minutes of the special meeting of August 3rd as written.
Seconded by Mr. Rosengren. Carried unanimously.
Mr. Locher had received the following information for the new Village Hail- -Labor and
Material payment bond, Performance Bond, letter from The First National Insurande
Agency stating that Mattson Building & Supply have insurance coverage of $100,000.00
in effect on buildings under construction, and a 5 -year Building Warranty from Stren- Steel.
IIIThis information, along with the Certificate °of Insurance, signed contracts and specifi-
cations will be filed in the Clerk -s office. Mr. Locher requests a copy of the corrected
plans for our records as there is a change in the rest rooms.
Mr. Cardinal and Mr. Jaworski had nothing to report.
Mr. Bohjanen stated that the Community & Business Development Commission had met and
that they hoped the building would be completed sooner than 135 days. November 21st
has been set as a goal for "open house ", but may have to be changed to a later date.
W. Bohjanen asked about the size of a flag pole for a 4' x 8' flag, 35 - 40' high
(24 -hr. day). It was decided that a pole with a 5 inch base, 2 inch top would be
sufficient. W. Bohjanen will check on this with Century Fence Company.
W. Rosengren mentioned that oiling and blacktopping had been started on Fourth
Avenue south and north; on Baldwin Lake the blacktopping had been mixed on the'road;
Linda and Laurene will be the next project. The possibility of renting a broom for
half a day to sweep Marshan Lane before oiling was discussed. Mr. Rosengren will
check with Marvin Rehbein on this matter.
Mr. Rosengren mentioned about filling in dirt 8 -9 ", 2' above the road at the new
Village Hall. The plumber will come in soon to put pipes in the ground.
Mr. Rosengren made a motion to have Glenn Rehbein haul fill dirt for the new Village
Hall, time to be approximately 2 hours. Motion seconded by Mr. Cardinal. Carried
unanimously.
W. Rosengren said if the pond is left it should be maintained; it would be nice in
the spring to use as run -off water. W. Gotwald mentioned it could work as a catch
base for a parking lot, but recommended a decision be made at the time of landscaping.
Top soil should be moved and some seeding done this fall.
W. Bohjanen made a motion to rescind a previous motion to fill the pond until a
future date when the landscaping is completed. Seconded by Mr. Jiworski. Carried
unanimously.
The installation of a. cesspool and drain field at the Village Hall was discussed.
W. Rosengren moved to have the cesspool and drain field installed at the new
Village Hall. Seconded by W. Cardinal. Motion carried.
The following estimate for a well was received from Ernest Ludwig:

W. Gotwald mentioned we have to be careful in considering the size of the well,
maximum. 6 ", keeping in mind that some day we will have a municipal system. The newer
requirements are that we don't even use'storage tanks and we should call'for a
certain rate per minute. W. Gotwald will check on wells and bids before the next
meeting. W. L'Allier mentioned that it wouldn't be necessary to advertize in the
paper if we got 3 or more persons to give us bids.
No bids have been received on weed cutting. Mr. Rosengren will check the price
with Bob Lundgren and if he wants to do this work for the same amount as last year,
have him do this. The Clerk should aleo check the files for last year's price. If
W. Lundgren will not agree to last year's fee, Mayor L'Allier knows of someone
else who will cut for the same amount. ,

Mr. Rosengren - mentioned that 1/.2.aere on the north side of the freeway at the end of
Oak Lane has been used as a turnaround, and that he would ask the owner what he
would take for half an acre. W. Gotwald agrees that we should have a turnaround.
Mr. Rosengren had asked Mr. Gotwald for a survey of the new Village Hall and also
East Peltier Drive. He will take the survey before winter.
The Gilbert Menkveld trailer park rezoning and special use permit was called, to
order at 8:40 p.m. Mr. Locher submitted a letter from Mr. Menkveld asking for an
extension of one month for the hearing.
Questions were asked if anyone present would like to speak in favor of rezoning
and the special use permit --no comments; any opposition--the Attorney advised that
we save any discussion until the regular hearing because both sides have a right to
counter anything said'by the opposite party.
Mr. Pete Scherer said that last May he suggested we put this trailer court up to
a referendum vote and would like to know if this were possible now. Mr. Locher
said that the Village cannot lawfully spend the money, but if someone is,willing to
pay the cost, okay. Mr. Scherer was willing to pay for the ballots and was told
there would also be other expenses. Mr. Scherer suggested we don't have any more
hearings until after a referendum vote. The Council is not bound legally to support
the wishes of the voters. Other referendum votes are allowed such as liquor votes.
Mr. Scherer then asked if the Council does follow the wish of the people not to have
trailer parks, would this stand up in court? Mr. Locher said he couldn't make this
decision. It was suggested that the Village should operate their own trailer parks
if we have to have them. Mr. Locher said this,was an expensive operation and that
the money would have to be raised by-bonds. Mr. Scherer thought this could be done.
Mr. Locher mentioned that the Council was not required to continue the hearing,
but would be open to criticism by Menkveld that they did not have a fair hearing.
W. Bohjanen made a motion to continue the hearing of Gilbert Menkveld at 8:30 p.m.
on the 14th of September. Seconded by Mr. Rosengren. Carried.
It was then suggested that perhaps the trailer court could be put on the ballots
in Lino Lakes primary election September 15th.
Mr. Van Housen doesn't know of any other community that has taken a vote, but some
areas,have tough restrictions on the trailer itself. He feels that Mr. Menkveld is
marking time while the Mobile Home Association comes up with a plan to force trailer
courts into the municipalities. ,The Council could review any new arguments before
voting on the subject.
Mr. Van Housen reported that he had been working with John McLean to revise the
zoning code for Lino Lakes., Commercial zoning will be broken down into sub-
categories to give the Council more control over the special use permits. This
court would not be affected by the new code. Mr. Van Housen mentioned the possi-
bility of licensing trailer courts such as liquor stores are licensed, and limiting
the number of trailers,on a percentage, based on the number of homes. Some courts
have been setting limits on the number of children in each trailer just to get the
courts into the municipalities.
W. Jaworski made a motion to change the date of the Menkveld trailer court hearing
to September 28th at 8 :30 p.m. ,Seconded by Mr. Cardinal. Carried unanimously.

Mr. Bohjonen moved to close the hearing at 9:07 p.m. Seconded by*. Rosengren.
Carried unanimously.
Discussion ensued on presenting to the voters on September 15 the matter of trailer
parks in Lino Lakes. Mr. Locher drafted the following ballot:
PROPOSED BALLOT:
YES Should the Village Council of Lino Lakes, Anoka County, Minnesota,
allow the'construction and operation of an additional new mobile
home park or parks within the Village of Lino Lakes at this time?
NO If you wish_to vote for the question put an (x) in the square
before the word "YES "; if you wish to vote against the question,
put an (x) in the square before the word "NO ".
Mr. Van Housen stated that he doesn't think that all trailer courts are bad if
they meet requirements, but in this particular case so many variances are
requested. Sewer and water are the key problems, inadequate recreation areas,
and a number of things lack in the proposal. He does not feel this is a develop-
ment for the Village at this time, and advises the Council to hold a decision as
it may be a new ball game when they come back next time.
Mr. Gotwald thinks it is impossible to rule out trailer parks 1009 because the
Federal Government will move in. The park ordinances should be extremely tough
and there Should be specifications covering the actual construction of trailers.
When the axle is taken off a trailer it becomes real estate, but it does not
meet our building requirements. Mr. Locher stated that trailers should have to
be inspected by a Federal Inspector. ,
Mr. L'A11ier asked what were the wishes on the wording of the ballot? Mr.
Jaworski wanted to leave it as presented; otherwise it will look like we are
closing the door completely if we do not add "at this time."
Mr. Jaworski moved to have the question of trailer parks in Lino Lakes on the
September 15 ballot and use the wording as drafted by Attorney Locher. Seconded
by Mr. Rosengren. Carried unanimously.
Mr. West came forward to give his views on the Minnesota plumbing code. He
stated that -St. Paul, Maplewood, and Roseville have not adopted plastic pipe.
Shoreview adopted the code except with plastic in sanitary sewers, but White
Bear uses cast iron pipe in their sanitary sewers. .DWV copper pipe is not
recommended for individual disposal systems but is all right for sanitary systems.
The Minnesota plumbing code is strict in regard to septic tanks and drain fields.
Ordinances 47 and 48 are not covered in the State code. Plastic pipe expands end
contracts; few plumbers are using it even when allowed.. Orangeburg pipe is not
in the code.
Mr. West recommends that we keep Ordinances 47 and 48. • If there is conflict
between the two ordinances, the more strict one would apply. He thought it
would be safe to adopt a new ordinance to encompass the State Plumbing Code.
Mr. Cardinal made a motion to restrict the use of plastic pipe, Orangeburg, DWV
and certain other sections of the Minnesota Plumbing Code as explained to the
Attorney, and adopt this code as Ordinance 53. Mr. Rosengren seconded this
motion. Carried unanimously.

11 r. Jaworski made a motion that Ordinances 47 and 48 be encompassed into Ord. 53.
Seconded by Mr. ,Rosengren. Carried unanimously.
It was suggested that copies of the most restrictive parts of the code should be
given to plumbers as they take out a plumbing permit. Mr. West said that he
had intended to turn in his resignation this evening, but had changed his mind.
He stated there are three plumbers in the Village waiting for plastic pipe to be
passed by the Council.
At 9:58 p.m. the Smith —Ecoff hearing was called to order. The Clerk mentioned
that Mr. Ecoff had called today to postpone the hearing and would notify her when
he wanted it rescheduled. It was mentioned that the 3 acres west of the freeway
and west of the creek are for the machine shop. Mr. Ecoff is purchasing 3 acres
separate from Mr. Smith's section.
Mr. Smith was present and mentioned that rather than come up with a partial plan,
he is obtaining more land and wished the hearing to be continued indefinitely.
Plans would be submitted as soon as they become available.
Mr. Locher mentioned that the records should show that the petitioner give us at
least 30 days notice before a hearing is continued in order to send out notices
to the adjoining property owners.
It was decided that the hearing regarding the 3 acre parcel for Ecoff and also all
of Mr. Smith's land areas involved be continued indefinitely.
Mr. Rosengren made a motion that the petitioner give at least 30 days notice before
the hearing is rescheduled. Seconded by Mr. Bohjanen. Carried unanimously.
Mr. Van Housen stated that we now have Ord. 21C and the Council should stand
behind it for every developer. Sewer and water are the main problems confronting
any developer in the Village. He recommends a long —term comprehensive plan so
the Planning Board and Council will have some idea for future growth in the
Village. The future of Lino Lakes will be shaped by the Ham Lake Airport and
the Metro Park Systems. The completion of 35W and 35E will bring more people into
the Village and it will grow at a much faster rate. Next year's budget should
include funds for a comprehensive plan and he will have an estimate of the cost
within 30 days. He is in favor of a planned —unit type of development. Perhaps it
would be possible to have a temporary rezoning where land could be reverted back
to its original use if not developed within 6 to 12 months.
Mr. Locher mentioned that he had looked over the North Central Ordinance and rate
schedule; there are only two states in the union, Minnesota being one, not having
regulatory rates. Rates differ in different communities. Mr. Jaworski thought
our rate is the same as Coon Rapids, although we don't use as much gas as Coon
Rapids. Mr. L'Allier asked that the matter be placed, on the agenda for next month
and the Clerk should contact Mr. Blaylock to see if he can be present. Mr.
Bohjanen will call Mr. Blaylock and have him check the rates so he will have them
at the next meeting.
John Juleen questioned Ordinance 54 on Inflammable Liquids which had been sent to
him. Mr. L'Allier answered that the intent was for him to go over it with two
other persons of his choice and recommend changes to the Council.

Cecil LaMotte asked Ali. Locher if he had received a summons from the St. Paul
Water Dept. concerning the property line in LaMotte's Addition #2., The Village
had not received a summons but two of Mr. LaMotte's buyers had. Mr. Robert
Johnson in Anoka told him that being that the Water Dept. did not pay any taxes,
he had nothing to worry.about. Atty. Locher stated that the summons was to quiet
the title. If the Village is named in the action, they would have to defend.
Mr. L'Allier said the Village will be in touch with Ai. LeMotte when the summons
is received.
Mr. L'Allier mentioned that August 25th is the last day to- register for.the
primary election, and that the Village Hall will be open until 9:00 p.m. on
August 21, 24 and 25th. It was determined that 16 regulars and 4 alternates would
be needed. The following names had been submitted: GOP -- Phyllis Blaylock, Mary
Madlyn Crandall, Jean Krube, Dorthea Schmidt, Lynn Hansen, alt. Pee Winter.
DFL- -Agnes LaMotte, Agnes LeTendre, Joyce DuFresne, Signe Miller, Ursuline
Lichtscheidl, Betty Hawkins, Betty Gottwald, Lucy Tauer and Erma Grygelko.
Mr. Jaworski made a motion that Nis. Blaylock be contacted to supply additional
names for the GOP and to accept the listed names; also the County Auditor be
asked to supply one more name for the DFL. Seconded by Mr. Bohjanen. Carried,
unanimously.
The preliminary 1970 census figure for Lino Lakes population is 3,661.
A letter, along with ,forms, was received from the State of Minnesota` Pollution
Control Agency regarding the restriction of burning in the Village. Mr. Cardinal
made a motion that the necessary forms be filled out by the Clerk and Engineer for
the PGA with Mr. Gotwald to make recommendations on "no burning" at the next
meeting.
Mr. L'Allier also mentioned a letter received from Mr. Lechner, Superintendent
of Forest Lake area schools, stating that older students at the Lino Lakes School
could be assigned to a School Patrol that would be on duty at least 15 minutes
before school opens and again after school. They would wear official uniforms
and have stop signs which can be tied onto a bamboo fishing pole.
Akr. Bohjanen moved that the Clerk write a letter to Mr. Lechner stating this
proposal was acceptable and they wish to have it in effect before school starts.
Seconded by Mr. J'av*orski. Carried unanimously.
Mayor L'Allier had met with the Mayor of Circle Pines to discuss policing of the
area which includes Centerville, Circle Pines, Lexington, and Lino Lakes. A
report covering the statistics will be given each councilman. Mr. L'Allier
said as far as he was concerned the Village might find it hard to come up with
$13.00 per capitia. The County said they could subsidize for a few years,
bringing the cost down to $6.50 per capita. According to law, our police coverage
will have to be revised in the near future.
Mayor L'Allier read a letter from the Department of Public Safety stating that
Charles Cape had been certified as Civil Defense Director for 1971. This is
based on Mr. Cape continuing to improve his professional qualifications by
attending training courses and siminars as required by the State Department of
Public Safety.
Ni, L'Allier moved that a letter of congratulations be sent to Mr. Cape. Seconded
by Mr. Jaworski.
The Village received a report of. charges for 1971 from the Metropolitan Sewer
Board. This includes communities, who do not have sewers but have capacity in
existing lines. Mr. L'Allier's recommendation was that we ask for a deferment
as the Village is undeveloped at this time.
Mr, Cardinal moved to pay the bills as audited. Seconded.by Mr. Rosengren.
Motion was made to adjourn at 10:56 p.m. by Mr. Jaworski. Seconded by Mr.
Cardinal. Aye.

The regular meeting of the Lino Lakes Village Council held on August 24, 1970, was called
to order at 8;23 p.m. by Mayor L'Allier with Trustees Jaworski, Cardinal and
Rosengren present and Trustee Bohjanen absent.
Mr. Jaworski moved to accept the minutes of the August 10th meeting as corrected.
Seconded by Mr. Cardinal. Carried unanimously.
Affidavits of publication for Ord. No. 53 and the ad on weed cutting had been received.
The Clerk reported that a copy of the summons in the case of St. Paul Water Dept.
versus Cecil LaMotte, et al, had been delivered to her home by a Deputy Sheriff the
previous Saturday. She had been told that it was not a notice to appear in court,
but only a copy for our files; also, a signature was not required. After dis-
cussion, Mr. Cardinal moved to authorize the Attorney to check with the Sheriff's
office on the matter and to put in an answer in behalf of the Village. Seconded by
Mr. Rosengren. Carried unanimously.
