HomeMy WebLinkAbout11/30/1970 Council Minutes11/30/70 The special meeting of the Lino Lake Village Council held on November 30, 1970, was called to order at 8:12 p.m. by Mayor L'Allier with all members present as well as several members of the Building Committe.. The purpose of the special meeting was to discuss additional bids on equipment to be purcased in oonjuntion with the new truck. Mr. Cardinal moved to waive special notice of this meeting. Seconded by Mr. Jaworski. Carried unanimously. Mr. Rosengren reported that he now had two bids on the plow and wing to be installed on the truck. The first was from Chas. Olson & Sons. Mr. Bob Everett of the firm made a presentation, reading the details set forth on the quotation sheet; the price for a Frink V -plow and wing would be $4,388.98. The units were in stock at Green Bay; it would take about 30 days to complete attaching the unit to the truck from the order date. The time might be less, depending on the freight. There is a 90 day guarantee from Frink on the plow for parts and labor and a guarantee on materials for 1 year from Olson & Sons. The lights for the truck were a separate item, There was discussion on the merits of having the headlights on the front or the top of the truck. Mr. Don Carlson of Itasca Equipment spoke on his company's bid on a Wausau V -plow and wing. Their price was $3,149 plus $260 for mounting. Two options on heavier v -plows were inclu- ded (these were lettered A and B for future reference). W. Carlson recommended that we purchase a Husting hitch (total cost -- $278) which would be tailored for the truck; also, this would make the plow interchangeable with out other trucks having the same hitch. The Wausau V -plow is not corrugated like the Frink; Mr. Carlson noted that under certain temperature conditions an inversion will cause the snow to peck in the corrugations, which is why Wausau no longer uses them. However, the Wausau plow is dimpled on the back panel for corresponding strength. Mr. Carlson stated that the Wausau plows are used on all the trucks in Chicago County, Washington County, some of Anoka County and the Minnes- ota Highway Dept. There was more discussion concerning the deflectors and the options. A beacon strobe light was also available from Itasca. W. Myhre stated that the Highway Patrol doesn't like the strobe lights since the flash interval is too short. After discussion, W. Carlson stated that the total for headlights, wing light and flashing light plus bracket wouldbe $200. It was decided to exclude the deflectors. Option A From Itasca Equip. including the lights came to a total price of $4022; Option.B with lights came to $4127. Mr. Carlson guaranteed 15 days delivery from their shop., After discussion and measurements, it was decided that our V -plow could be used with the Rusting hitch. The price on Option A after eliminating some $1217 for V -plow, plow unit of hih and $45 mounting cost, came to $2,805; price for Option B after eliminations came to $2,910, both including lights. Mr. Carlson stated that the ram.would be included. W. Olmschenk from Merit Chev. made some comments on the Chain of responsibility if we should purchase the plow from someone other than Chas. Olson. W. L'Allier talked by phone with Attorney Locher who stated that it was okay to change the bid by reductions. Mr. Olmschenk stated that. our V -plow could be used with their equipment. He would call back tomorrow with price changes. W. Olmschenk stated that they were about half done with the installation, of the box and controls and should be finished within 7 days. The ram would be included also if we took the Olson bid. Mr. Rosengren and the Clerk had talked with Mr. Vagasky at the bank who had stated that he would give us 5 1/2% for either a 2 or 3 year contract. Mr. Jaworski moved to authorize the Clerk and Centennial State Bank of Lexington to draw up the necessary papers for the financing of the truck and the box, plow, etc., necessary to equip the truck for operation at 5 1/2% for 2 or 3 years, and to authorize the Mayor to sign the papers; also, to include a clause allowing the payoff without penalty if we should have the funds to do so. Seconded by Mr. Bohjanen. Carried unanimously. 244 11/30/70 The discussion returned to the plows. The difference in costs of the Olson bid end the Itasca Option A bid was $353.98; the difference between the Olson bid and the Itasca Option B bid was $453;98, with Olson higher in both cases. After more discussion, Mr. Bohjanen moved to award the bid to the lowest bidder after. receiving a written bid from Olson using our V -plow plus the cost of the addi- tional Husting hitch; also the Clerk to check with the Attorney and the Engineer on the bids; also to consider the time element if the Wausau wing is on hand. Seconded by Mr. Jaworski. Carried unanimously. • Mr. Bohjanen moved to authorize the Clerk and the Mayor to sign the purchase order for the wing plow. Seconded by Mr. Jaworski. Carried unanimously. The Clerk will - notify the. Mayor as soon as such order arrives. Mr. Rosengren noted that after paying for the latest gravel we should have some $20,000 left in the Roads fund (after the Dec. draw). If we wereto pay $8000 down on the truck, etc., therw would be a good $10,000.for the winter. The costs for the total truck will amount to about $13,000 for items considered so far. Mr. Gibson from Fridley Office Supply presented some costs for new furniture, noting that we would receive a 15% discount on 611 items. Mr. Jim Tich of Wahl & Wahl presented p prices on the Tab System of lateral filing. Mr. Jack Hetrick of General Office Products Co., gave prices on all types of furniture and mentioned a warehouse of used furniture. The prices are presented below by item. Office Desk 1. Mr. Rosengren presented the remainder of the bills for the material in the restrooms. Discussin centered on the finishing of the interior doors, thebase trim and painting of some exterior doors. One bid was received for this work in the amount of $468. Mr. McLean gave the following estimated list of expenditures yet to come: Of the $7700 left, $1000 -- Office equip (this will come out of General Fund) 2500 -- Carpeting 500 -- Ceramic Tile 200 -- Floor tile in Foreman's Office 468 -- Paint & Stain 280 -- Dias 1000 -- Chairs -- Garage Equipment $ 7800 w/0 Office Equipment Mr. McLean felt we should assign priorities to the items needed and proceed, in that order. Ceramic tile was again discussed. Mrr. Rosengren moved to grant the award to Menne Tile for glue base ceramic at $4.85; this to be installed as soon as there is heat in the building. Seconded by Mr. Bohjanen. Carried unanimously. Mr. Rehbin cautioned against paying for the tile until we're sure it is stuck down permanently. It was decided that Ken Miller would pick out the color of the tile and place the order. The painting and staining job was discussed further. Mr. Cardinal moved that the job be done on an hourly basis, and that Mr. Rosengren authorized to decideon the low bid after contacting several parties. Seconded by Mr. Jaworski. Carried unanimously. Change order #2 on theextra electrical work for the flag flood lights and the switch for the gas pumps was discussed. Mr. Cardinal moved to authorize Change Order #2 to Mattson Bldg & Supply (Nordberg Electric) in the amount of $190. Seconded by Mr. L'Allier. Carried unanimously. 9, v 6 11/30/70 Mr. Rosengren moved to authorize the Mayor and Clerk to sign the Change Order #2 papers. Seconded by Mr. Cardinal. Carried unanimously._ After discussion, Mr. Jaworski moved to. authorize Ken Miller -to get 2 bids on the floor tile for the road foreman's office, to choose the low bidder, to have the tile laid, and to give the names and prices to the Clerk. Seconded by Mr. Rosengren. Carried unanimously. Imo. Rosengren moved to accept the bid of Ken Miller in the amount of $280, to build a dies in the Council Chambers, size to be 10'X26'X14" high, w h one step on both sides; the work to be done immediately. Seconded by Mr. Bohjanen. Carried unanimously. Carpeting was discussed as was the possibility of cleaning service rather than our own crew, and the purchase of a vacuum cleaner. It was decided to set another special meeting fornext Monday at 8:00 p.m. at the Hall. The Clerk will check out some for the Council Chambers wait Mr. Cardinal moved to adjourn unanimously. used office furniture. It was decided to let the chairs for a while. at 11:33 p.m. Seconded by Mr. Jaworski. Minutes approved at the meeting of December 14, 1970 Carried Clerk- asurer. 12/7/70 The special meeting of the Lino Lakes Village Council held on December 7, 1970, was called to order at 8:28 P.M. by Mayor L'Allier with all members present as well as 4 members of the Building Committee. Mr. Jaworski moved to waive the requirements of regular notice of this meeting. Seconded by Mr. Cardinal. Carried unanimously. Mayor L'Allier noted that at the last meeting we had left off With designating persons to check various prices; these would now be discussed. Mr. Rosengren reported on prices for tile for the restroom floors and showed samples. Mr. Jaworski moved to purchase tile No. 012 -21 Spartan from Menne Tile @ $4.85 per yard. Seconded by Mr. Cardinal. Carried unanimously. Samples of tile for the shop office were inspected. Mr. Cardinal moved to get the Armstrong #51830 in Cottage Tan from Circle Linoleum for a total cost of $66.40. Seconded by Mr. Bohjanen. Carried unanimously. Ken.Miller recommended rubber base. After discussion, Mr. Cardinal moved to award the contract for painting and staining all the woodwork and doors to Wallace Anderson, the low bidder, at a cost of $346. Seconded by Mr. Bohjanen. Carrie unanimously. Carpet samples were inspected. Three prospects in the $6 -7 class were chosen for final consideration; namely; .1. #88 Dark Olive Gold in Casanova at $6.50 per yard from Mr. Oliver Lind of North Branch; 2. #453 Gold in Dandy at $6.90 per yard from Don Johnson; and, 3. #2238 Golden Brown in Instant Replay from Ken Sehoeller at $6.70 per yard. Delivery varied from 2.weeks on the first two to one ,day on the third.. choice. A detailed comparison of these three samples was made. Mr. Bohjanen moved to buy carpet choice No. 3, above, Golden Brown #2238 in Instant Replay from Ken Schoeller at $6.70 per yard installed. Seconded by Mr. Cardinal. Cabried unanimously.
