Mr. Rosengren had a figure from Chas. Olson & Son on the wing and hitch in the amount
of $3480 plus lights. This was considerably higher than Itasca's price. Mr. Cardin
moved to purchase the wing, Husting hi tch and lights from Itasca Equipment and to
have Mr. Rosengrencheck on the lights and delivery dates, etc. Seconded by Mr.
Jaworski. Carried unanimously. It was noted that our truck and box would be
finished at Olson on Thursday; our V -plow will be taken down to Itasca for
installation.
Mr. Bohjanen stated that he had talked with Mr. Hagen of Mattson who had stated that
their men would be done with their work by the llth of December. Later we can have
a meeting to inspect the building, accept the work, and have the building turned over
to us. There was discussion on when we might move in. The last Council meeting in
December will be in the old place.
The Clerk stated that she had been requested to write the payroll checks before Christmas.
This was acceptable, if time permits.
Mr. Backlin noted that a small,table for reporters should be provided.
After discussion, Mr. Bohjanen moved to authorize obtaining 2 credit cards from Skelly
Oil for the Police and the Roads. Seconded by Mr. Jaworski. Carried unanimously.
Clerk was instructed to pick necessary small items as letter trays. She will call
the bank to request ash trays and matches.
Mr. Bohjanen moved to adjourn at 11:00 p.m. Seconded by Mr. L'Allier. Aye.

The regular meeting of the Lino Lakes Village Council held on December 14, 1970,
was called to order at 8:01 p.m. .by Acting Mayor Jaworskirin the absence of Mayor
L'Allier. All other members were present. Mr. Bohjanen wished to have the quotation
on the wing for the truck included in the next minutes.
Mr. Cardinal moved to approve the minutes of the special November 30th meeting ea
written. Seconded by Mr. Rosengren. Carried unanimously.

Mr. Rosengren moved to approve the minutes of the special December 7th meeting as
written. Seconded by Mr. Bohjanen. Carried unanimously. Mr. Rosengren noted that
the party laying the floor tile in the bathrooms had also put in the rubber base, which
had been included in the specifications. This will have to be a deduction from the
Mattson bid.
The Clerk reported that the November settlement had been received in the amount of
$34,208.31. A letter from the First State Bank of Hugo was received stating that a
savings certificate in the amount of $500 was beingheld for Cecil LaMatte until
released by us. She stated that Mayor L'Allier had requested that each of the Council
members be prepared to submit a name for the Personnel Commission at the next Council
meeting; this would be for the purpose of considering applications for a full -time
man. The Mayor had also requested that the members comprising the committee studying
municipal license fees have the matter ready for finalizing by the next Council
meeting. Mr. Bohjanen stated that they couldn't have something ready for final-
izing that sopn; there were too many licenses to consider; hafelt we should start
with a few licenses and more could be added later.

The matter of a credit card having been used by an unknow person was discussed. Mr.
Cardinal moved that the Clerk send letters to all the stations where cards are used
by the Village, instructing them to only allow use of the cards for a Village -owned
vehicle and to note the type of vehicle, its number and license number on each ticket.
Seconded by Mr. Bohjanen. Carried unanimously. Mr. Jaworski noted that this might pose a
problem if one of the Parks workers were to go up with a 5- gallon can. Mr. Locher
stated that the station would have to stand the loss for the unauthorized ticket, the
Village was not responsible. This ticket will be sent back to the company with a
letter of explanation. There followed discussion of the persons authorized to use
credit cards. Mr. Bohjanen wondered if it were proper to leave the card at the
station since we now moved to issue credit cards to the following four (4) individuals;
Roy Baeklin, Robert Lundgren, John Juleen and Clifford Hagen, and one (1) card for the
police car. Mr. Locher noted that cans of gas could not be stored at the parks since
they would be in violation of Ord. #55. There was a discussion on the problem of a
relief driver needing gas during snowplowing. The motion was changed to read that
thefive (5) credit cards would be numbered rather than made out for a specific person.
Seconded by Mr. Cardinal. Carried unanimously.
Mr. Cardinal had no report, but noted,that the P&Z meeting would be Wednesday evening,
the 16th of December. Mr. Jaworski had no report.
Mr. Rosengren reported that they had awarded the bid on the wing and hitch to Itasca
Equipment. The price of $2,986 included a Wausau.frontthitch, Wausau wing assy, lift
ram, Husting truck unit, hitch, Whelan Strobe light, a pair of head - lights on cab,
and one right hand wing light. An additional charge to adapt our V -plow (about $75)
and to mount the strobe light on a leveling,base will be made; the total time and
labor for thse items might come to a little over $300. The Olson bid was $3400
plus besides the lights; the Itasca bid was considerably under the Olson bid.
Mr. Rosengren stated that he had met with C lumbus Trop on the grader --they had decided
to increase the rate to $15 per hour. Mr. Rosengren noted that twice this fall we
had hired an additional grader at $18 per hour from Schifsky and Schuh. There was
discussion. Mr. Rosengren moved to accept the offer from Columbus at $15 per hour
for one year. Seconded by Mr. Cardinal: Carried unanimohmiy.
Mr. Rosengren reported that the new hall was getting to the final stages as far as
Mattson is concerned. Mattson is putting in the baseboards, although they haven't
been stained yet. Mr. Cardinal called Ken Miller to seenwhen Wally Anderson would
start the work on the wood. Mr. Rosengren noted that the contract for the carpet
had been signed; the total cost for 384 1/3 yards of carpet at $5.20 per yard came
to $1998.52. Labor to install the carpet would be $1.50 per yard; however Ken
Schoeller can't start laying carpet until the baseboard is finished. Mr. Bohjanen
noted that Mr. Art Hagen had wanted us to hold an inspection so that the building
might be turned over by the first of the year. After considerable discussion, Mr.
Bohjanen moved to set a special informal meeting on December 21st at 8:00 p.m.
in the new building for the purpose of inspection. Mr. Gotwald will also attend.
Seconded by Mr. Rosengren. Carried unanimously.
Mr. Bohjanen stated that after the inspection we could then plan for the grand
opening some time after the first of the year. Mr. Jaworski commented that this
wo81d be easiest and would still commemorate the 15th anniversary of the Village.
It was noted that the parking around the new building was still a little rough,
but since everything is frozen, only a depth of snow could help.

. Bohjanen inquired whether anyone had contacted the County on the 4 -way stop at
Main and Hwy 8. It was noted that this had only been a suggestion by Mr. Al Ross
and no action had been taken. Mr. Bohjanen moved to write Commissioner Burman
asking the County to establish a 4-way stop at Hwy 8 and Main St. since both
roads are under the jurisdiction of the County. Seconded by Mr.. Rosengren.
Carried unanimously.-
Mr. Jaworski read the police report as follows: 2,047 miles driven --203 home and
business checks --18 complaints --16 assists to/by other Departments -1M escapees from
M.R.D.C. - -9 escapees returned --3 1/2 hrs assisting M.R.D.C. --6 accidents --1 snowmobile
accident --4 snowmobile complaints --4 runaway juveniles --2 house fires --1 theft
amounting to $130 --1 stolen item recovered worth $1,200.00 --1 medical.
Mr. Cardinal noted at this point that Ken Miller reported that Wally Anderson would
not be able to begin the staining work until the middle of next week.
Mr. Gotwald reported that he had received a copy of a letter sent by Suburban Engineering
tl Eugene Mere of the Dept. of Conservation regarding he water levelreadings of
Reshanau Lake taken during November. Mr. Gotwald read that on November 3, 1970 the
water level was 1 foot below.the high -water level of 1968,and on November 18, 1970
the water level had peaked at 2 feet over the 1968 level. Whenever the level is
higher than 879.2 water flows out of the culvert on the westerly outlet; the level on
November 22, 1970 read 882.0. Suburban Engineering felt that since the lake level
has returned to a level which is above normal there was no further need to take
further readings; however the test wells and elevation gauge will be left in place
if further observation is required.
Mr. Gotwald reported that the plans were complete for the Jandric sewer project
and he recommended that a special meeting to consider same be set. After discussion
it was decided to wait until Mayor L'Allier returned to work out a meeting date.
Mr. Gotwald commented that the timetable.on this project was working out well as
far as possible Metro Sewer Board takeover of the plant.
Mr. Locher commented on a letter from the League,of Minn. Municipalities on the following
proposed legislation: 1) a State guarantee of local bond issues, noting that this
would make it-easier far a municipality to sell an issue and that a municipality would
le apt to get lower interst rates; 2) short -term financing changes which would allow
municipalities to borrow from banks up to three years without voter approval except
where the amount exceeds 1% of the assessed valuation. Mr. Locher noted that muni-
cipalities now frequently borrow on warrants beyond their tax revenue. Mr. Locher
stated that he favored both proposals and recommended that we vote,for their approval.
W. Bohjanen asked whether the State would set the amount which could be borrowed;
Mr. Locher replied that the legislature would --the amount would depend on the value- -
tion of each municipality.
Mr. Locher also reported that certificates of insurance had been received for B.K.G.,
Inc. and Weleski & Son -- these were more than adequate; also a rider for the change
of name for Freeman's Bottle Shop to be attached to their bond, and a $5000 bond for
Clyde Rehbdin's sewer license; Clyde still needs to provide an insurance certificate.
Mr. Locher stated that before we take over the new building we definitely should
let Ray Insurance know, especially before we move anything in. Mr. Rosengren
stated that two tractors were already there. The Clerk was instructed to contact
Mr. Ray immediately on the items which had already been moved into the new building;
Mr. Locher will contact him also.
Ni. Cardinal moved that we vote to approve the two League proposals as recommended by

the Attorney. Seconded by Mr. Rosengren. Carried unanimously. The ballot must
be signed by the Mayor end returned by-December 30.
There was no old business.
Mr. Lee Robinson stepped forward to ask why all "the garbage was lying behind his
place, and proferr3d 3 colored photographs taken bday of the garbage, including meat
scraps and milk in cartons. He stated that the dumpingof the material was authorized
by Mr. Rosengren and was composed of the rubbish of Gordon's Corner store which recently
lamed. Mr. Jaworski noted that he had gotten a couple calls on the subject, which
reported that throe were crates of lettuce, etc;, which could eventually draw rats.
Mr. Rosengren replied that only parts of the building were to have been hauled in and
then covered. Mr. Robinson stated that if he got no action here he would take the
matter higher up. The Clerk stated, after a question from Mr. Robinson, that Mr.
Astrup of the County Health Dept. had stopped by this afternoon and had stated that
the garbage was in violation of the new County ordinance on solid waste dispot .
There was considerable discussion on the subject with Mr. Rosengren noted tart the
fill was to be used for a driveway into the property, of which he is part owner.
Mr. Rosengren also stated that he had called both the Attorney and theEngineer pri9r
to.the dumping and had gotten approval to haul in cement blocks and iton. This was
tt havehhe4n from the hardware store; the haulers were going to pick over the scrap
for salvageable iron. Mr. Bohjanen noted that the hauler had scraped off everything
from the location and the garbage was mixed in with the other scrap. Mr. Rosengren
commented that this was only half of the materiel; that the rest had been taken
somewhere in Ham Lake Twp.
Mr. Rosengren stated that he would call the hauler in the morffiing; Mr. Rosengren
would like to talk with the County man too. After more discussion, Mr. Cardinal
moved that we direct a letter to the hauler reminding him thi he is in violation
of both County and Village ordinances on solid waste dispoeale and that he is to clean
all the garbage out of the solid scrap within 5 days of receipt of the letter. Copies
of the letter should be sent to Mi. Astrup, Mr. Locher and all the Council members.
Also, a letter should be written to Mr. Astrup asking him to send notification when
the garbage has been cleaned up. A copy of this ]titter will be sent to the hauler.
