Basically, the problem was what do the people of Lino Lakes went in the way
of development? How much do they went made into recreation and how much do
they want developed.
The nuestion was asked on what type of housing would be suitable. The
answer was that it would be most recommended for highest residential in
order to get the beet use of the land.

use there would then be no more homes built on that site. The people

The regular meeting of the T,ino Lakes Village Council was called to order on
January 25, 1971 at 8:13 P.m. by-mayor Ltellier with all members present.
mayor L'Allier noted that the Clerk was ill this evening and Kay. Olson was
filling in for her.
Mr. Jaworski moved to accept the minutes of January 11, 1971 as corrected.
Seconded by Mr. Rosengren. Carried.
The Fourth Quarter Fire Report from Centerville was read. There had only been
one fire call the last quarter of 1970 which was cancelled before the men left
the hall.
The matter of the check protector was discussed. M(r. Rosengren could not see
the benefits of a check protector but Mr. Cardinal thought if the word
'insured' was stamped on a payroll check it was easier to cash. The Mayor
instructed the Council to think it over and it would be discussed at the next
meeting.

Mr. Cardinal moved to grant a cigarette license to "The Fifth Wheel Restaurant"

for the year 1971. Sedonded by Mr. Bohjanen. Carried.
The public hearing on the matter of the Resolution for the Incorporations of
the Village of_oneka has been rescheduled for February'3, 1971 at 9:30 A.M.
at the Oneka Township Hall.
M±. Cardinal moved to grant a kennel license for 1971 to Mr. William Morrison
who had already paid the $50 fee. Seconded by Mr. Rosengren. Carried.
A letter from the Anoka County Auditor stated that the reimbursement from the
County for'gopher feet would be 10d per pocket gopher to villages'that paid
20d per gopher to individuals. certification of payment must be made to the
county in order to collect the reimbursement.
A letter from the Paul J. Breher Tnsurance Company was read stating that he
was working on an insurance proposal for the Village and would appear at a
February meeting.
There will be a meeting at the Village Hall on Wednesday, February 3rd at
8:00 P.M. with the County Board of Health and other officials to discuss the
feasibility of the County'providing enviromental health services for the Village.
!fir. Cardinal moved to deny the sign application 439 for Skelly oil, 7511 Take
Drive, on the recommendation of the Planning Board because the sign exceeds the
height allowed in our ordinance. seconded by 'r. Jaworski. Vote: Ayes: Mr.
Jaworski, Mr. Cardinal, '"'r. Rosengren, mr. T.'°flier. No: Mr. Bohjanen.
motion carried. The Clerk will notify Skelly Oil in writing of the denial.
The Village had received a letter from 'rhomes'floff requesting A private rifle
range for his own 40 acres of wooded land near Otter Lake Road. SSW qtr.
of NW Qtr. of Sec. 36, T31. R 22.1 Mr. Cardinal moved to deny to request of
Thomas Goff for a private rifle range on the recommendation of'the Planning
Board because neighbors had objected and clt was feared a precedent would be
set if one rifle range`wae allowed. Motion seconded by Mr. Rosengren.
Carried. The Clerk will notify Mr. Goff in writing of the denial.'

Mr. Rosengren noted that the new truck is in operation but they had neglected
to order A live power take off and the transmission had to be used to raise the
plow. Mr L'Allier instructed the Clerk to write A letter to George rotwald
requesting him to review the specificAtions And make sure that a live power
take off had not been included. A copy of the letter to be sent to the Council.
'fir. Jaworski asked wHAt had happened to the shield on back of the box. 'r.
Rosengren stated the box had not some with a shield so the Village crew hAd
made satisfactory Adjustments.
"r. Bohjanen reported that plans were coming along nicely for the Open House
on February 13th. He will confer with Roy Backlin as to the best space for
the dance floor. 'fir. Rosengren has extra tables available for the event. The
C&BDC will meet Thursday and' "r. Cardinal will hove a key available for the
garage. The Civil Defense will serve coffee during the open House, all rooms
will be open for inspection and there will be Valentine Decorations in the
hallwAy and serving Area. " sign will be mAde` indicating those who have donated
items to the new Hall. Invitational letters will be sent to many dignitaries
including Governor Anderson. 11r. Jaworski will arrange for A 'Welcome

sign which will be hung outside, weather permitting.
mi.. James Schilling requested a variance for a lot in Cecil LaMotte's
Third Addition. '4r. LaMotte stated that the lot lines in his Second Addition
have now been settled with the Water Department. Mr. Schilling did not know
exactly which lot he wanted, did not have a survey or a legal description.
He wanted to erect a modular home and to dig the basement this week. Ur.
L'Allier explained that all variances must first go be fore the Planning and
Zoning Board before the Council can act. The next Planning and Zoning
Board meeting is February 17th and the first Council meeting after that on
the 28th. Mr. Schilling stated he couldn't wait that long. Mr. Cardinal
moved that Mr, James Schilling should present his plans and legal description
and request a variance before the Planning and Zoning Board. Seconded by
Mr. Jaworski. Motion carried.
At. 9 P.M. Mayor L'Allier opened the public hearixig for Lee C. Smith.
Attorney Locher stated that all affidavits were on file with the Clerk andhe
read the list of property owners who had been notified of °the hearing. Mr.
Smith was not present nor were any of the neighbors notified so no one spoke
in favor of or against the rezoning. Mr. Locher moted that John McLean had been
notified before the Planning Board meeting by Mr. Smith that he had "nothing
to present. Mr. Smith also mentioned that Superior Gulf Gil had exercised
their option on the property that had alregdybeen zoned commercial at 35W
And Old Highway 8 for a gam station and possibly a restaurant.
Mr. Cardinal moved to deny the petition for rezoning of lands in Section 17,
T. 31,N, P 22W, located in Lino 'raked for Mr. Lae C. Smith on the recommendation
of the Planning and Zoning Board on the basis of nonconformance and to dis-
continue the present hearing. Seconded by Mr. Rosengren. Motion carried
unanimously. Mr. Locher noted that Mr. Smith should understand that the
Council is not trying to discourage him but they want to start .,over with a
clean slate.
Mr. Cardinal moved to close the hearing at 9:10 P.M., seconded by Mr. Rosengren.
Carried.
Ur. Gotwald will report on lights and other questions et the next meeting.
The Village had received a thank -you letter from Circle Pines for the use
of the squad car when theirs was out of order and they had inquired of the
fee involved. "r. L'Allier etated that the insurance covered the car when it
was out of the Village and the reciprocal help agreement covered the loan of
the car but perhaps we should charge a nominal expense fee just to keep the
records straight. 1"r. L'Allier moved to send a bill to Circle Pines for 51
per mile to cover expenses of the Police car while it was on loan. Motion
seconded by Mr. Posengren. Carried,
Attorney Locher had been notified by the County Health Board of a four -unit
apartment building at 1160 Main Street, Vino Takes which was violating the
health ordinance in many ways, especially with sewer bubbling up in the back
yard. Mr. Tocher bad notified the owner, Mrs. Anne !rawchuk, and given her the
opportunity to take care of the matter voluntarily. Mrs. Krawchuk had called
Mayor L'Allier and reported that she had had boring teked of the sewer Area
with results as yet unknown.

Mr. L'Allier stated thht Mr. Gotwald would report next meeting on the cost
estimates of the sewer laterals and the progress of the sewers in Chomonix.
The preliminary report from the Sewer Board indicates that the Village plant
for Chomonix has been turned down and the alternative will be a main interceptor
put in by the )letro sewer Board. Mr. L'Allier noted that this would save
Lino Lakes the cost of financing the project And all costs would be
as'essible to Jandric.
Attorney Locher had no report,

It was decided to have Gunder Gunderson do ordinary maintainance work as he
had done in the past. A cc nercial VACUUM cleaner was discussed. Mr.
Gunderson will check prices through whirlpool and i'r. Cardinal will check
at the Hugo Feed Mill.

DL cession ensued about the dust the contractor had left on the walls and the
cleaning of same about which nothing was decided. It was mentioned that each
group whould clean up their own coffee cups,-etc.
• Mrr. Rosengren meved to make purchase of mop heads, soap, sidewalk pushers,
draperies, two battery lanterns, used coffee pot, coffee and filters. Seconded
by Mr. Cardinal. Carried. ,Tt was noted that the new flag is ready to be
installed. Rich Juleen will contact Penny's for a free estimate on draperies
for the Hall after which they will check with W. Rosengren before installation.
Mr. Rosengren mentioned an ad he had seen in the paper for gas tanks and pumps.
Two expensive items that will- definitely have to be purchased after the audit
are an air compressor and a floor hoist for the shop.
The time clock instruction sheet was discussed at great length. Mr. Rosengren
questioned the feasibility of having a Councilman sign all band written hours
on the time cards. Mr. Cardinal moved to adopt the time clock instructions with
possible changes later on, perhaps when we have a full —time man. ,Seconded by
mr. Jaworski. Motion carried.
The Pollution Control Agency had sent a letter to the Youth Center which Cdr.
Gotwald will discuss at the next meeting.
Ur.Rosengren thought perhaps the Council had made A mistake when they
made additions to the State Plumbing Code. Be felt Grangeburg pipe was
superior to drain tile and also stated that every douse trailer has plastic
pipe. Our code adds about %180.00 to the cost of every house. Mr. L'Allier
felt that all plumbers are on even ground when they come into the Village a'nd
mentioned the Plumbing Tnspector had recommended the additions to the State
Code. 'r. L'Allier stated that' the Planning Board intends to look into the
building code in 1971 and perhaps they would study the plumbing code once again.
A new fire contract had been received from Centerville. The Clerk will make
copies for every Councilman and compare the 1971 contract with 1970. Mr.
Cardinal felt this was an expensive contract for no fires.

An extensive discussion ensued on snowplowing end mail boxes.
The new neputy Clerk had told Mr. cardinal that she was not able to drive at
night for the evening meetings for which she is required to take the minutes
and that she does not always have transportation for day time work. The
Council wished to hire R new deputy Glerk,who would be able to handle All
phases of the position.
Mr, Bohjanen moved to advertise for a new Deputy Clerk and in addition to
rotating the clerical abilitied necessary, the following would also be stated
in the ad:
1. must have own transportation
2. Must work some evenings and take minutes for all special
Council meetings.
3. Must take minutes for and act es Secretary to the Planning
and Zoning Board.
Motion seconded by Mc. Jaworski. carried.
Mr. Cardinal moved to get bids from Ken Miller and Duane Cardinal for a
storage balcony for the shop. Lowest bid and Quickest action wil both be
considered in granting the bid in order to have it built before Open House„
Seconded by W. Rosengren. Carried.
Mr..Jaworski moved to pay the bills as audited. Seconded by Mr. Bohjanen.
Carried.
mils. Anne Bohjanen noted that according to her notes a public hearing was
held on October 11, 1965, concerning the streets in Twilight Acres. The
Clerk will check the minutes on this matter.
The Mayor mentioned that we should call a hearing on all unimproved roads in
the Village. The people whould be made aware of the fact that assessments
can be spread out over many years And are not due in one lump sum. Improved
roads would raise the value of the lots and take the School buses off the
highway.
Cdr. Cardinal noved that various rooms in the new Hall be used es follows:

Assessors Office
Main Office
Partition off far end of the Clerk's
office, with a separate entrance.
Police and Civil
Defense Share present Police Office
Small Meeting Room Flctra small room
Motion seconded by Mr. Rosengren, Carried Unanimously.
Apartition will be installed in the Clerk's office after the 1970 audit
has been taked.
it was mentioned that the Clerk could duplicate the notices for the Open
House rather than having a stranger use the equipment.
Mr. Cardinal moved to order another table similar to the present one in the
small meeting room. Seconded by Mr Jaworski. Carried.
