The regular meeting of the Lino Lakes Village Council held on February 8, 1971,
was called to order at 8:08 P.M. by Mayor L'Allier with all members present.
Mr. Rosengren moved to accept the minutes of the January °19th meeting as written.
Seconded by Mr. Cardinal. Carried unanimously.
Mr. Bohjanen moved to accept the minutes of the Hanuary 25th meeting as written.
Seconded by mr. Rosengren. Carried unanimously.
Mr. Cardinal moved to grant a cigarette license to Mr. Ed Kruse of Ed's Skelly
contingent to Mr.'Locher's approval of the application. Seconded by mr.
Jaworski. Carried unanimously.
A proposed plan of the metro Park for Lino Lakes had been received, as had a
letter from Mrs. Drawehuk who owns the apartment building at 1160 Main St.
The Clerk stated that a renewal application for the present Skelly sign had been
received: before she approved it she wished to know whether the sign shoed
be considered a freeway sign or not. This was discussed.
'Mr. Bohjanen moved to accept the renewal of 4 sign applications from Nasgele
Outdoor Advertising for freeway signs which have not been constructed. Seconded
by Mr: Jaworski. Carried unanimously. (No.s 57-60)
The Clerk inquired whether she should pay the premiums on the glass policy and
the 71 Chev truck to Ray Insurance since the matter of insurance will be on
the next Agenda. She was instructed to call Mr. Ray to see if we could get
a 3 or 6 months glass policy so' that it would coincide with the comprehensive
commercial policy.
mr. Bohjanen moved to pay the premium for the addition of the 71 Chev dump truck
to the comprehensive commercial policy. Seconded by Ur. Rosengren. Carried
unanimously.
Ur. Jaworski moved to authorize payment of the bill from menne's for the ceramic
work in the rest rooms upon mr. Gorwals's approval of the work. Seconded by
mr. Cardinal. Carried unanimoulsy.
Mr. Cardinal reported that they had had a Personnel Commission meeting of Feb.
1st and would have another on the 10th. The next P&Z meeting will be on the 17th.
Mr. Jaworski reported that at the last Park Board meeting the members asked for
permission from the Council to construct 2 ball diamonds this summer on the 30
acre parcel. The cost of the material And some grader work was estimated at
$1800: all other work would be volunteered. Mr. Jaworski noted that they
would like to run a Park Board tournament during the summer to raise funds
for equipment; this would be in conjunction with the Civil Defense.
Mr. T,'Allier noted that one thought in buying the parcel was to utilize some of
it for park purposes, and expected that some land would be used for ball
diamonds. After some discussion, Mr. Jaworski moved to authorize the Park
Board to meet with Mr. Gotwald to decide the best use of the land. Mr.Gotwald
will provide maps of the parcel. Seconded by Mr. Cardinal. Carried unanimoully.

Mr, Jaworski stated that he had many questions raised concerning the increase
in gas rates by North Central Public Service Co. It was his understanding
that the raise was to be some 4 %, but after checking gas billings, it seemed
more like 8 %. There was some discussion: 'Mr. Locher will check further
into the matter.
W. Rosengren had little to report on the roads, but noted that they should
get the oiling program for 1971 ready in the next month so they could get
estimate* made.
Mr. Rosengren reported that the canopy had been completed in the garage.
The concensus of the members was that this looked good.
Mr.
Rosengren stated that he had picked up drapes and rods fro Wards today,
the total amounting to some $215. Mr. Jaworski and Mr. Cardinal volunteered
to hang the drapes on Thursday evening.
Mr. L'Allier stated that questions on emergency snowplowing bad arisen;
since we have nothing in the ordinances on what constitutes an emergency
he wished to have W. Locher check this out. After discussion, W. L'Allier
moved to have Ni. Locher check out the emergency snowplowing and draft an
ordinance regarding same. Seconded by Mr. Jaworski. Carried unanimously.
Jaworski inquired whether we use a grader nowt for winging; Mr. Rosengren
stated that there was slight use, particularly on adjoining riads serviced
by two entities. There was discussion on some trouble spots.
Mr. Bohjanen stated that he has a request for a :beer permit for the CD
Auxiliary for the Open House on Saturday. Also, he wished to know where
the Council felt the coffee should be set up. It was decided that the coffee
stand would be located along the wall in the Council Chambers. Plastic
will be placed on the floor to protect the carpet; sufficient styrofoam cups
are available.
Ur. Bohjanen reported that he had sent out over 600 invitations including
all registered voters and 74 dignitaries. He had missed 3, but would take
care of the oversight immediately. He felt that they were pretty will lined.
up. Mr. P.osengren volunteered several tables to use. After discussion,
Mr. Bohjanen will contact the T•ixington Fire Dept. for extra chairs, Ur.
T.'Allier will ask the Centerville Fire Dept. for same.
Mr. Cardinal inquired whether the people would be allowed to inspect the
entire building during the dance or whether this end of the building would
be closed off. Mr. Rohjanen felt that it should be left open since some of
the people here in the evening would not have attended the afternoon session.
However, the Clerk's office is to be locked for the evening. Persons who
wish may use the phone in the shop office.
�r. Bohjanen stated that due to being ill over the weekend, he was a little
late in getting the information guide to the printer. However, if he has it
in by tomorrow night, they guaranteed that it would be brought out by
SAturdAy morning. It was decided that 1000 copies would be sufficient.
mi. Bohjanen moved to authorize the CD Auxiliary to have a beer permit on
Saturday, Feb. 13 from 8 P.M. to closing. Seconded by W. R.osengred.'

Mr. Bohjanen stated that the band would be Ron McGuire'R 3 piece outfit: he
had tried to use local talent as much as possible.
!'r. L'Allier moved to make the following change in the designation of responsi-
bilities of the Councilmen: Mr. Jaworski would be the alternate liaison to
the Anoka County Assn of Municipalities. Seconded by Mr. Rosengren. Carried
unanimously,
*fir. Gotwald stated that he had talked to Mr. Jake Tundheim concerning the bridge
on 80th: they will inspect it next week. ur. Gotwald had checked the truck
specs. The power takeoff is'not usually included in the specs for a chassis And
was not this time. Mr. RoRangren noted that we should have had this for the
plow; however,it Is not serious since we can use the other one off the old truck.
?fir, rotweld produced letter from Metteot Building & Supply Co. in which they
stated that they will Rdd four 4 -light fluorescent drop -in fixtures, like
the ones in the hallway on R Separate switch. The candlepower had been in-
sufficient from the present lighting in the chambers.' '''r. Cardinal moved to
authorize the installation of the light§ As proposed and authorized the
Clerk to sign the form. Seconded'by Mr. Bohjanen. Carried unanimously.
Mr. Gotwald noted that in the original building specs an exhaust fan in the
Council chambers hed been included. He had had a meeting with the T,ennox
people on this; they use a pressurized ventilation system with which an exhaust
fan would not be compatible. A °letter concerning this from T.ennox was rend,
It was noted that when the fan was put on continuous operation, the smoke
cleared out quite well. 'fir. Gotwald suggested that we wait and'see; he felt
that the present system is preferable to a noisy exhaust fan; also it wouldn't
work with the air - conditioning. The matter will be brought up in a month or
so; the offer to install: the fan is good for one year.
"r. Gotwald mentioned that another problem was the cold air return in the small
offices; Mattson may'put louvered openings in the doors rather then cut the
doors up higher. There is a leak around the fresh air intake which Mattson
will take care of. Mr. Jaworski noted that a large chunk of ice was forming
on the outside well at the junction of the overhang and the garage on the East
Ride; Mr. Gotwald will check.
Mr. Rosengren noted that the filter materiel for the furnaces comes in rolls;
he felt we shouldorder Some since the filters should be changed now. After
discussion, "r. Romengren moved to buy a'50' roll of filter materiel from
Johnson 'plumbing end Heating. Seconded by °Mr. Cardinal. Carried unanimously.
Mr. Gotwald discussed the letter which had come from the Metro Sewer'Boerd
indicating that the Board would put in an interceptor rather than a treatment
Plant for the Chomonix area. Mr. Gotwald pointed out in the third paragraph
of the letter where they mention,thet it was at their request that we submit
plans for the plant. Mr. Gotwald felt that the Sewer Board had waited to see
what T.ino would do; when we went ahead with the plant plans they figured that
an interceptor would be needed for Centerville in 2 or 3 years. Although
there is a big difference in cost, they would not build a plant which would be
discontinued ao noon. On page 2 of the letter, paragraph 1, they state that
the plant will be started in 1971 And completed in 1972; therefore we would
have no flow this year. However, Lonnie Dye of the.SB stated that considerable
expense would be incurred,'elso if we had built the plant this year we would
have had to pay for flowage. Paragraph 3 gives us a chance to contact them

'further on this.
Mr. Gotwald stated that Don Carley feels that if Lino pays this year then we
would commit the Sewer Board to build the line thie year. Since we will be
selling bonds for the lateral system later this year, we can add in this
assessment; some will be charged to Jandric.
*fir. Gotwald stated that the laterals will have to be redesigned ,since the interceptor
is at a higher level than the original lift stations; he expected that there
would be savings of $60,000 because of this. Mr. Bohjanen ixnuired whether
this charge was on regional benefit or metro lines. Mr. Gotwald stated
that they would be Metro lines, but have regional charges. He assumes that
the charges are based on the region only; however, the Project is operated and
financed by the Metro Council.
Yr. Gotwald recommended that we meet with our Fiscal Agent and then with the
Metro Sewer Board. There was discussion on whet the $25,000 charge was based
on. Mr. L'Allier felt that if they can't guarantee any flow in '71, then
they should't expect us to pay in '71. Air. Gotwald felt that if the original
'aesessment had been based on flowage from the Youth Center and Jandric, then there
should be a lesser charge. *r. Gotwald felt that it was a real break for
T.ino to serve the South part of the Village without direct assessments.
*"r. Gotwald noted that it was not possible for the Village to finance the
interceptor themselves at this time; the interceptor Alone would be $1
million. He noted that the priority for this project had come 4 or 5 years
sooner than expected at the Metro Sewer Board. °
Mr. Gotwald stated that if they put the line in es far as the Chamonix Project
by next year, theh they will put in the rest of the interceptor for Lino
and to Centerville. The Sewer Board is not committed yet, but Air. Gotwald
should know definitely by the next Council meeting. There was some discussion.
Mr. Cotwald stated that the Centerville line should be able to service an area
1 mile north of Centerville, nearly to the Northeast corner of Lino. They
have not done a detailed study in that section yet, but he felt that it
would take a collector system which would probably be a Uetro Line. This
line would also handle the area east of the freeway. None of "Lino is included
in the Forest Lake line. However, if development should occur, sewage could
be temporarily pumped into the Forest Lake line. The new interceptor is
designed to handle all of Lino. The outlet on North Road could take care
of some of the Lakeview area. There was further discussion.
Mr. Cardinal moved to authorize Mr. Gotwald and Mr. Locher to meet with the
Fiscal Agent to discuss the interceptor and financing of same. Seconded by
Mr. Fosengred. Carried unanimously.
!r. L'Allier felt that the Sewer Board's letter should be answered, pointing
out the error and that there would be no flowage; Also, regarding their
letter of March 1970, noting their reference to the plant, that they were
aware of'what we were doing. This is not a direct refusal of payment, but
we would like to set up a meeting with than after we have met with our
Fiscal Agent. Mr. Bohjanen moved to send such a letter to the Sewer Board.
Seconded by Mr. L'Allier. Carried unanimously. *'r. Gotwald felt that payment
could be made by the latter part of the year.

mi. GotwPld mentioned that the PCA had set new standards for treatment plants which
are much stricter than the Minn. Health Dept.'s. After investigation of the plant
'At the Treatment Center some (A4000 had been allocated for change of its facilities
Gotwald stated that a Metro line to the Center may be extended. He will keep
us informed of progress.
mi. Gotwald stated that the metro engineering staff bad rejected the Chamonix
plant as had the Sewer Bo'rd.` However, it has to go before the Metro Council.
Mr. Gotwald noted that the Sewer Board will have little work to do on the cost
estimate for the interceptor since we already had it done.

It is possible that Carley may be Selected to /the engineering firm on the
interceptor, If so, then the costs for the study will be absorbed.
mr. Locher reported that the oigerette license application was in order as was the
Skelly sigh request. ter. Jaworski moved to issue the sign permit No. 53 for the
40 -foot sign to likely Oil. Seconded by mr. Cardinal. Carried unanimously.
This sign will be considered to be a freeway sign and so placed on the map.
*fir. Locher had received the deed from "r. Segel of the St. Paul waterworks for
the portion of the outlot in La'otte;s Add'n No. 2. This involves the piece
from the old property line to the fence line. After considerable discussion
Mr. Cardinal moved to authorize the Mayor and clerk to sign the necessary
papers to deed the piece to the Water Dept, Seconded by-Mr. Jaworski.

Mr. cardinal moved to'reject the purtthese of the Paymaster check protector
since the ooncensus was that it was unnecessary. Seconded by xr. Rosengren.
Carried unanimously.
Mr. L'Allier noted that after meeting with the County Health Dept. And discussing
the agreement which hed been drawn up concerning our health enforcement, we had
found that they would use our ordinances And no fee would be charged. Mr. L'Allier
moved to pass a resolution Authorizing the Anoka County Health Dept. to proceed
ae per the agreement end to authorize the signing of the agreement. Seconded by
Mr. Jaworski. Carried unanimously.
The Centerville fire contract was discussed at length. Mr. L'Q11ier roved that
a letter be written to Centerville indicating that we.agree tentatively with
the eontreet, but that we wish the same wording (put in verbatim) on the rights
to collect fees es in the 1970 contract. Seconded by Mr. Jaworski. Carried Unan.
.after discussion Mr. Jaworski moved to approve Texington fire contract as
submitted. Seconded by Mr. Bohjanen.: Carried unanimously.
Mr. Rosengren moved to Authorize the purchase of a desk, similar to that in the
Police office, and a secretarial chair for the4ssessor's office. Seconded by
Mr. Jaworski. Carried unanimously.
The Clerk was instructed to call a repairman to fix the calculator. Mrs. Sarner
indicated that there was no rush on this as her'main work will start in Sept.
Mr. Cardinal asked 'bout closing in the front of the Council table. Mr. Bohjanen
will check with Mtr. Zastrow on this.

Mr. Cardinal also asked about having 9 telephone available for the Council
in the evenings. After discussion, Mr. Rosengren moved to get one phone and
have 3 jacks installed; Seconded by W. Jaworski. Carried unanimously.
Norfnan Miller presented a letter from Francis Husnik indication that
Holly Drive had been maintained by Centerville' Township and Lino bakes
from 1936 to 1958 inclusive. r' r. Locher checked the wording on this and
indicated the chages that should be made. Copies of this affidavit °were
to be made for all members, the Attorney and the Engineer. The Clerk
was asked to check the old files for records of such maintenance, es
was W. Gotwald 8180.
Roy Becklin asked the reporters to warn parents about children tunneling
in the snow banks because of the danger of the plow sealing them in.
Air. Jaworski moved to pay the bills as audited.
Carried unanimously.

The regularr meeting of the Lino Lakes Village Council held on February 22,
1971, was called to order at 7:57 P.M. by Mayor L'Allier with all members
present.
Mr. Bohjanen moved to accept the minutes of the February 8th meeting as
corrected. Seconded by Mr. Rosengren. Carried unanimously.
The Clerk reported that no insurance bids were ready yet. She presented
2 applications for the Deputy Clerk position from Mrs. Elaine Hunt and Mrs.
Shirley Gothmann, noting that Mrs. Sarver, Assessor, had filled out an
application but had wished it withdrawn since other applications had,been
received. Also, the affidavits of publication of the notice were here.
Mr. Bohjatien,moved to turn the applications over the Personnel Commission
for consideration. Seconded by Mr. Jaworski. Carried unanimously.
Mr. Cardinal stated that Mr. Cecil LaMotte had again presented his pre-
liminary plat for LaMotte's Third Addittion to the P&Z on Feb 17th. The
Clerk read a letter from Mr. Gotwald regarding some omissions from the
plat. The turnaround and the future Centerville Park road were discussed.
Mr. Cardinal moved to accept the preliminary plat of LaMotte's Third
Addittion subject to compliance to the Engineer's recommendations.
Seconded by Mr.'Jaworski. Carried unanimously.
The Molin Concrete Products building plans were discussed. A letter from
, the Planner regarding same was read, stating that Molin should reduce limits
of construction to a 50' setback from 4th Avenue, require planting of trees
in various places, show the utility entrances clearly and require the
approval of the exterior apperance of the building by the Building Inspector
Mr. Cardinal noted that the P&Z had recommended approval of the plans.
Mr. Cardinal moved to accept the plans for Moline Concrete Products subject
to the Engineer's approval of the utility entrances and the sewer system.
