Mr. Bohjanen moved that the CD Director, Ken Bryant, be authorized to complete the
second half of the CD certification test being offered by the U of M, the Dept. of
Army and the Minn. CD Dept., the cost of the total 4 -day course approximately to
be $53 per day, providing he submits a letter from his employer stating that these
would have been his wages for these specified days. Seconded by Mr.L'Allier.Carried.
The Clerk was instructed to get a calendar with spaces large enough to write in the
various meetings.
Mr. Bohjanen announced a meeting of the Rice Creek Association to be held at the
County Library on February 29 at 9 P.M.
Mr. Jaworski moved to adjourn at 11 P.M. Seconded by Mr. Cardinal. Carried.

Clerk
The regular meeting of the Lino Lakes Village Council on Feb. 26, 1968, was called
to order at 8:11 PM by Mayor L'Allier with all members present.
Mr. Bohjanen made a motion, seconded by Mr. Cardinal, to accept the minutes of the
Feb. 13th meeting as corrected. Carried.
Mr. Cardinal moved to accept the minutes of the special meeting held on Feb. 21 as
corrected. Seconded by Mr. Jaworski. Carried.
Letters from the State Hwy Dept., the Co. Hwy Dept., B.W; & Leo Harris Co., and the
League of Municipalities were read.
The Park Board minutes were read. Mr. Jaworski moved that the Council authorize Mr.
Rosengren to have the Road Dept. trim the trees in Sunrise Park. Seconded by Mr.
Cardinal. Carried.
A motion was made by Mr. Jaworski and seconded by Mr. Rosengren that the size of the
Park Board be increased from three to five members, and that the Board will continue
to function as an advisory body. Carried.
Mr. Jaworski moved that Mr. Dale Tresler and Mrs. Forrest Tagg be named to the Park
Board. Seconded by Mr. Cardinal. Carried. The Clerk was instructed to write letters
to these new members and also to notify the present Park Board members of the change.
Mr. Jaworski reported that he had checked on the yard light at St. Joseph's Church
and was told that former mayor Domning had advised them that the Village would take
over the light. It was suggested that the light be moved out to the road. Mr.
Jaworski will check.
Mr. Bohjanen reported that he had talked with Ken Rehbein who will be glad to give
us an evaluation of the park properties if we will supply him with the necessary legal
and building descriptions. Mr. Jaworski will check on these and relay the information
to Mr. Bohjanen.
Mr. Bohjanen stated that the brochure committee of the C&BDC had been working on the
new business brochure which should be ready in two weeks. They are utilizing infor-
mation from similar brochures put out from other towns.

Mr. Bohjanen and Mr. Rosengren will get together with Mr. Backlin to determine the
value of our street signs for the purpose of insuring them along with the entrance
signs. The cost will be $1.50 per $100 replacement value, this to be attached to
our insurance floater.
Also, Mr. Bohjanen mentioned that the information guides were at the printers.
A Village Hall key for Mr. Schwankl of Lino Lakes Mileage is available for his
convenience at Mr. Rosengren's.

The Planning and Zoning Board minutes were read. The Clerk was asked to notify Mr.
Hubert Hammer that the special P&Z meeting set tp to hear him on Feb. 28 was cancelled
due to it being Ash Wednesday, and that they would hear him at the next regular
P&Z meeting on March 20th.
Mr. Rosengren mentioned that the electric underground wire at Sunrise Park was broken.
This will be fixed immediately.
Mr. Rosengren recommended that a 3550 -watt, 8 -hp generator at Tractor Supply priced
at $382, would be suitable for purchase by the CD unit which had previously re-
quested one. He was asked to contact other dealers for prices and also to consult
with the CD Director.
The State's final lighting diagrams for 35W met with Mr. Gotwald's and Mr. Rosengren's
approval. Mr. Gotwald stated that preliminary plans had been approved. Mr. Ros-
engren moved that the Village of Lino Lakes pass a resolution authorizing the State
of Minnesota Hwy. Dept. to construct the lighting facilities on 35W as set forth in
the diagrams and specifications, and as approved by Mr. Gotwald. Seconded by Mr.
L'Allier. Carried.
Mr. Rosengren stated that they were presently working on a cost estimate for Sunrise
Ave. He also suggested that the Village build some signs for posting notices and will
check on cost, etc.
Mr. Rosengren reported that he had talked with someone who was willing to donate his
chain saw and fuel for it if the Village will pay him wages and give him the wood
for cutting down the trees along Sunrise Ave.This met with the Council's approval.
Mr. Gotwald and Mr. Rosengren stated that the State's layout for signs along 35W was
okay with them.
Mr. Bohjanen moved that the Village of Lino Lakes pass a resolution authorizing the
Minn. Hwy. Dept. to construct the highway signs in the Village as set forth in the
diagrams and based on the Engineer's okay. Seconded by Mr. Rosengren. Carried.
Mr. Gotwald presented two maps showing the status of all Village roads marked with
different colors to designate their status. He suggested that the maps be turned over
to the attorney to check the validity of existing roads.
Mr. Bohjanen made a motion that the Council authorize the Attorney to check out all
the roads marked in blue on the map, submitted by Mr. Gotwald, those designated as
"existing - -no record" and bring a report to the next meeting. Seconded by Mr.
Cardinal. Carried.
Mr. Gotwald also presented the three sets of plat maps made up by Milner W. Carley III
& Assoc., and suggested that covers of 1 /8" Masonite be made for them. Thereupon
Mr. Rosengren moved that we have covers of 1 /8" Masonite constructed for the plat
maps. Seconded by Mr. Jaworski. Carried.

It was decided that the Road Study Board should have a seesion with the proposed
thoroughfare map and the new colored road map.
Mr. L'Allier reminded the Council of up- coming meetings on zoning and League of
Municipalities.
Mr. Gotwald again discussed the proposed raises in rates by Milner W. Carley & Assoc.
Mr. Bohjanen moved that Mr. Gotwald only be required to attend the first Council meeting
of each month; that we grant the raises as per the schedule in the Jan. 18, 1968,
letter, that the rate change from $25 per month to $25 per meeting, further based on
the recommendation of the Engineer that he be present at the first meeting of each
month only, except at the special request of the Council announced by a call from the
Clerk. Seconded by Mr.Cardinal. Carried.
Mr. L'Allier moved that we ask the Attorney to review the model ordinance on required
bonding of Village employees from the Minn. League of Municipalities, make the nec-
essary correcting changes to become Ord. No. 44 and proceed with the publication of
the same. Seconded by Mr. Jaworski. Carried.
A letter was read from the Minnesota Polution Control Agency concerning Forest Lake's
request to grant a variance from Classifications and Standards for the Mississippi
River and Tributaries (Regulation WPC 1) to discharge additional effluent from the
proposed modification of the existing sewage treatment plant to the Rice Creek Chain
and thence to the Mississippi River, with a hearing set for March 6, and all written
testimony to be in by February 29th.
Mr. L'Allier thus proposed the following resolution:
WHEREAS, the Village of Lino Lakes opposes any variance from the classifications
and standards for the Mississippi River and Tributaries (Regulation WPC 1), and
WHEREAS, the Village of Lino Lakes has within its boundaries several lakes which
make up the Rice Creeek Chain, the granting of such variance would be detrimental
to the promotion of our Village from a recreational standpoint, and
WHEREAS, the Village of Lino Lakes in August of 1967 received from Twin City
Testing and Engineering Laboratory, Inc. a report showing that analysis of
water samples from the Rice Creek Chain submitted to them by Milner W. Carley
and Assoc. on request of the Village Council, indicated "that the water from
this source is unsafe for drinking purposes," and
WHEREAS, the Village of Forest Lake can and should take an alternative route
for discharge through the Sunrise River, and
WHEREAS, the Minnesota Polution Control Agency on Oct. 6, 1966, rejected the
request for a variance as applied for by the Village of Forest Lake, we ask
THAT, as no additional evidence has been presented which would make this
variance any more acceptable, the Polution Control Agency of Minnesota again
deny the variance which the Village of Forest Lake has requested.
Mr. Jaworski made a motion to accept this resolution; the Clerk will type it up as
proposed and send it in along with the reports to the Minnesota Polution Control Agency.
Seconded by Mr. Cardinal. Carried.
The Road Study Board was instructed to come up with some recommendations after they
have a chance to look at the new thoroughfare map and the colored map and have made
a personal inspection of the questionable roads.
Mr. Locher was asked to send letters to the adjacent property owners concerning the
special hearing for Acton Construction Co. set for March 11th.
Mr. L'Allier moved that we send a letter of appreciation to John Wright for donating
the plaque for Mr. Ed Houle. Seconded by Mr. Bohjanen. Carried.
Mr. Jaworski made a motion that we pay the 1968 dues in the amount of $100 to the
Anoka Co. Assn. of League of Municipalities and send them a letter expressing the Council's
concern that Lino Lakes is not represented on their letterhead map. Seconded by Mr.
L'Allier. Vote: Mr. Bohjanen, no, since he felt that the map correction should be
made before payment. Rest, aye.
Mrs. LeTourneau appeared before the Council with a warning of more to come on the
matter of obtaining a permit to move in her house. She proceeded to state that she
had received an anonymous letter which contained inuendos referring to Mr. L'Allier's
house as not having been moved in on the up- and -up. At this time, Mr. L'Allier
produced his building permit and invited Mrs. LeTourneau and her attorney to tour his
home. Mrs. LeTourneau asked that the building inspector inspect, red -tag, and condemn
her home, built in Lino Lakes since 1955, because it had not been built to specifications
and have the builder make corrections.
Mr. L'Allier then instructed the building inspector to inspect Mrs. LeTourneau's present
home at 927 W. Co. Rd. J, New Brighton, Minn., and report back at the next meeting.
The members of the Council were asked to go through their ordinance books and note any
changes which should be made. They will hold a special meeting later to make these
changes in the form of amendments.
Mr. Locher will send the Clerk a copy of the resolution made by Circle Pines regarding
policing by the County.
Mr. Bohjanen moved that we pay the bills as audited. Seconded by Mr. Rosengren. Carried.
Mr. Rosengren made a motion, seconded by Mr. Jaworski, to adjourn at 10:38 PM. Carried.

Minutes accepted at the meeting of March 11, 1968

The regular meeting of the Lino Lakes Village Council was called to order on March
11, 1968, by Mayor Ralph L'Allier at 8:06 PM with all members present.
The minutes of the February 26 meeting were read. Mr. Bohjanen moved that the
minutes be accepted as read with the addition of the resolution concerning the
lighting facilities on 35W. Seconded by Mr. Cardinal. Carried.
A special hearing on a petition for rezoning by Acton Construction Co. was than held.
Mr. Acton gave his plans for construction of buildings and development of about 50%
of the 29 acre parcel. Mr. Locher stated that he had sent notices of the public
hearing to all the property owners within 200 feet of the proposed land to be rezoned,
read the affidavit of posting by the building inspector and read the affidavit of
publication of the notice of public hearing from the Blaine Life. The Council had
previously waived the requirement of a signed petition. Thereupon, Mr. Cardinal moved
that the Village of Lino Lakes pass a resolution to adopt Ordinance No. 6H. Seconded
by Mr. Bohjanen. Carried.

Mr. Ken Rehbein asked the Council whether he could obtain building permits for some
of the lots in his property on Main and W. Rondeau as they did not front on an existing
Village road. Mr. Bohjanen moved that the Council turn this matter over to the P&Z
at their next meeting, that Mr. Cardinal would contact Mr. Gotwald to inspect the
property and report on it at the next regular Council meeting to be considered then.
Seconded by Mr. Jaworski. Carried. The P&Z will also hold a public hearing on
platting of a section of this property.
The Village's financial report for February was read showing a balance of $545.76
in the checking account as of Feb. 29th. Receipts were $5,673; disbursements were
$6,080.42. The County Treasurer had been asked for an advance of $5,000 on the
March allotment.
