HomeMy WebLinkAbout03/25/1968 Council Minutes23 The regular meeting of the Lino Lakes Village Council on March 25, 1968, was called to order by Mayor Ralph L'Allier at 8:07 PM with all members present. Mr. Bohjanen moved that the minutes be accepted as corrected. Seconded by Mr. Rosengren. Carried. A letter from Mr. Ken Bryant concerning his recent CD course was read. Mr. Bryant distributed literature on the course and some to be used in the event of his absence during a disaster. When the second half of the course is completed he will be cer- tified by the State of Minn., C.D. Dept. and qualified to make reports which will indicate the whereabouts of any emergency equipment in the Village. Mr. Rosengren moved that the Mother's Club of Lino Lakes Elementary School be allowed to hold bingo games on Sat., April 27, from 4-8 PM during the annual Carnival held there. Seconded by Mr. Bohjanen. Carried. Mr. Bohjanen moved that the following resolution be adopted and sent to the Anoka County Sheriff: RESOLUTION WHEREAS, The Villages of Circle Pines, Lexington and Lino Lakes are all municipalities within the County of Anoka, and WHEREAS, it is the desire of the foregoing municipalities to secure the most adequate police protection available for the residents of their communities, NOW, THEREFORE, BE IT RESOLVED, that the Villages of Circle Pines, Lexington and Lino Lakes hereby request that the Anoka County Board of Commissioners submit proposals to our three communities for police protection by the Anoka County Sheriff's office and that said proposals be submitted to our communities on a joint participation basis. Seconded by Mr. Cardinal. Carried. The Park Board minutes were read. Mr. Jaworski mentioned that bolts on the Buck -A- Bouts were continually coming loose; a letter was being sent to Game -Time, Inc. concerning this. Also, the Park Board members will donate time to paint the seats on the Buck -A -Bouts at Sunrise. They will also replace two shakes on the barn roof. Mr. Jaworski moved that Mr. Locher be authorized to check with Burnsville on a model ordinance regarding donations of land by developers for park use. Seconded by Mr. Rosengren. Carried. Mr. Luther LeVesseur had asked to be replaced as a Park Board member due to lack of time to attend the meetings. Mr. Jaworski had no recommendation for a replacement at this time. The Park Board is investigating the purchase of new lighting fixtures for the rink at Sunrise. Mr. Jaworski moved that $2500 in the P&P Fund designated as "lands and survey" be transferred into Certificates of Deposit to be held for use in matchingsFederal Funds for developing parks as soon as funds are available. Seconded by Mr. Bohjanen. Carried. Discussion of the recent trash and grass fire at the Youth Center led to a motion by Mr. Jaworski that the Clerk direct a letter to the Youth Center instructing them to obtain an incinerator for burning trash or else get a permit, and including a copy of the burning ordinance. Seconded by Mr. Rosengren. Carried. 24 Mr. Bryant mentioned that it is almost a necessity to have bleachers at the park if we are to expect groups of people to use it. Mr. Jaworski will check with Mr. Ray on insurance coverage for bleachers. P&Z minutes were read. Mr. Hammer will check further on a possible road. The Village sees no problem as far as Mr. Rogalla's property is concerned. Mr. Ken Rehbein was present to discuss the separate piece of land containing driveways for several lots on the North side of the plat located at Main St. and West Rondeau Lake Road. The Planning and Zoning Commission had recommended that as this piece contains less than 2 1/2 acres a variance would be necessary. The concensus of the Council was that there was no need to turn this over to the Road Study Board as the Engineer had given his okay on it. Thereupon, Mr. Cardinal moved that the Council grant a variance to Ken Rehbein on the property purchased from Floyd and June Miller and described as: The South Sixty -six (66) feet of the Northwest Quarter of the Southwest Quarter (NW 1/4 of the SW 1/4) of Section Three (3), Township Thirty -one (31), North Range Twenty -two (22) West, Anoka County, Minnesota. with the understanding that the property is to become part of the adjoining plat. Seconded by Mr. Bohjanen. Carried unanimously. After discussion of allowing building permits on the lots shown on the map, Mr. Cardinal moved that Mr. Rehbein be granted permission to obtain building permits on Lots ABCDH&G as shown on the certificate of survey by James Kurth, with the understanding that the Lots ABC&D include 12 1/2' driveways as shown (this to be included in the legal descriptions), that Mr. Rehbein complies with the Engineer's recommendation of 60' setback from all property lines and that all other ordinances apply. Seconded by Mr. Bohjanen. Carried. 1 Mr. Rosengren moved that he order 20 culverts and bands amounting to some $700 and that these be paid for later after they arrive; also order some load limit and street the total order amounting to approx. $1000. Seconded by Mr. Jaworski. Carried. signs, Rosengren stated that Baldwin Lake Road is posted at 30 mph, that they have put up "watch for children" signs and will get 20 mph signs. There was discussion of having the Road Study Board name the streets by Mr. Hansen's property; also about the service road west of 35E in the SE corner of the Village. Mr. Rosengren stated that the fence around the Sunrise pond was laying down be- cause the steel posts don't hold and should be replaced by wooden posts. Mr. Locher stated that he had checked into all the roads in blue on the colored map and could find no dedication for most. The town road off of Baldwin Lake Rd. as well as Baldwin Lake Rd. itself were found to Piave been deeded to the County in 1953 and as of the last records shown in 1954 still belong to them. Mr. Cardinal moved that the Clerk send a letter to the County asking them to maintain these roadways as a search of the records showed them to hold title; also send a map indicating the roads mentioned. Seconded by Mr. Jaworski. Carried. Mr. L'Allier instructed that the maps be sent to the Road Study Board so that they may review all roads now marked in blue and delete from the maps any roads which haven't been maintained for at least six years. The Board will also work on laying out a 4 -5 year program for all Village roads. Mr. Rosengren inquired about purchasing chloride at the present time. Mr. Bohjanen reported that one of the new entrance signs had to be put back up. Apparently it had been carefully taken down - -it was not the wind. There was discussion of voter registration (which will become mandatory in 1969) before the next election. Mr. L'Allier felt that it is not necessary before 1969. Mr. Locher will contact a woman from the League of Municipalities to speak on this at the next meeting on April 8th. A special meeting was called for April 11 at 8 PM at the Village Hall to hear some- one from the Metropolitan Airport Commission on the proposed airport sites. Mr. Bohjanen stated that the information guides were ready and that he will help the CD deliver these. At the same time they will distribute copies of the dog ord., nuisance ord., and burning ord. as well as "Laws Pertaining to Juveniles" and in- formation on tornado alerts and shelters in Anoka County. Mr. L'Allier stated that he will propose at the next public police meeting that there be a central calling number which will ring simultaneously at all three policemen's homes. They will check with NW Bell Telephone on cost. Mr. Don Tuomi of 6816 Sunset and his daughter, Dawn, were present to ask whether they could have a pony on their property weekends with the understanding that the horse would be boarded elsewhere. A petition in favor of this had been signed by all but one of their neighbors. After much discussion, a motion by Mr. Jaworski,, seconded by Mr. Bohjanen, was made to give the Tuomi family provisional permission to keep the pony on a temporary basis, but motion was withdrawn after further dis- cussion and Mr. Raymond protested that there would be trouble. Mr. Rosengren then moved that the request be taken under advisement until the next meeting. Seconded by Mr. Bohjanen. Carried. The Clerk will send letters to the adjoining property owners advising them of the hearing at the next meeting. Mr. Rosengren asked about covenants in the area of North Rd. and Sunset per a request to use a building for commercial purposes. Mr. Bohjanen moved that the bills be paid as audited. Seconded by Mr. Rosengren. Carried. Mr. Jaworski moved to grant a request by Ken Bryant to obtain a 3.2 beer license for the CD Auxillary for June 16, providing they show proof of insurance. Mr. Jaworski moved that the Council accept the minutes as corrected. Seconded by Mr. Bohjanen. Carried. Mr. and Mrs. Jimmie C. Aragon, who have purchased the Silver Top Barn Ballroom from the Dick Lichtscheidls, were present to apply for the necessary licenses. Mr. Bohjanen moved that the Village issue a cigarette license, 3.2 on -off sale (non - intoxicating) licenses and dancing license to Mr. Aragon on a provisional basis providing that the police check his record and find all in order. The beer and dancing licenses were to be prorated, terminating on June 30, 1968. Seconded by Mr. Jaworski. Motion carried. Mr. L'Allier mentioned that Mr. Henry Kuitu, Executive Director of the Metropolitan Airports Commission, had given notice that the first public hearing on the new airport to be held on April 22 at the Commission's offices will be adjourned and reopened on April 30 at the Anoka Co. Airport at the U of M hangar. Transcripts of the first meeting will be made available immediately to any interested villages. Mr. L'Allier proposed that the Council meet with the fiscal agent (Springsted, Inc.) State Senator Tom Greig, County Commissioner, Bob Burman, and Bob Johnson, County Atty., in an open hearing on April 29 at 8 PM at the Village Hall to discuss the new air- port and to draft a resolution to be presented at the April 30 meeting of the MAC. The Clerk will contact these persons. 1 Mr. Bohjanen stated that Sen. Greig had said that he favored having a liaison from the County to the MAC, a non - voting member, and that the League had recommended this. Mr. L'Allier stated that he personally favored the proposed north site as it would likely benefit Lino Lakes by bringing in local traffic and would help to develop utilities on our northern edge. 1 The Village financial report for March was read showing a March 31 balance of $6971.16.
