Mr. Jaworski moved that the Council accept the minutes as corrected. Seconded by Mr. Bohjanen. Carried. Mr. and Mrs. Jimmie C. Aragon, who have purchased the Silver Top Barn Ballroom from the Dick Lichtscheidls, were present to apply for the necessary licenses. Mr. Bohjanen moved that the Village issue a cigarette license, 3.2 on -off sale (non - intoxicating) licenses and dancing license to Mr. Aragon on a provisional basis providing that the police check his record and find all in order. The beer and dancing licenses were to be prorated, terminating on June 30, 1968. Seconded by Mr. Jaworski. Motion carried. Mr. L'Allier mentioned that Mr. Henry Kuitu, Executive Director of the Metropolitan Airports Commission, had given notice that the first public hearing on the new airport to be held on April 22 at the Commission's offices will be adjourned and reopened on April 30 at the Anoka Co. Airport at the U of M hangar. Transcripts of the first meeting will be made available immediately to any interested villages. Mr. L'Allier proposed that the Council meet with the fiscal agent (Springsted, Inc.) State Senator Tom Greig, County Commissioner, Bob Burman, and Bob Johnson, County Atty., in an open hearing on April 29 at 8 PM at the Village Hall to discuss the new air- port and to draft a resolution to be presented at the April 30 meeting of the MAC. The Clerk will contact these persons. Mr. Bohjanen stated that Sen. Greig had said that he favored having a liaison from the County to the MAC, a non - voting member, and that the League had recommended this. Mr. L'Allier stated that he personally favored the proposed north site as it would likely benefit Lino Lakes by bringing in local traffic and would help to develop utilities on our northern edge. The Village financial report for March was read showing a March 31 balance of $6971.16. 2 7 A letter from the Anoka Co Hwy Engineer, Jake Lundheim, was read, stating that Baldwin Lake Road and adjoining Town Road were merely easements and the County had no responsibility for maintenance. Mr. Locher stated that he had talked to Mr.' Lundheim again and they will check further on this. Mr. Bohjanen made a motion that check No. 1695 written to Uniforms Unlimited in the amount of $241.45 be voided. Seconded by Mr. Rosengren. Carried. Letters from the State on assessments and the Anoka Co Assn of Municipalities on an area salary survey were read and filed. Mr. Jaworksi stated that the NW Citizen's Band Club had changed the dates from Aug. 23 -5 to the 3,4 & 5th of Aug. due to the State Fair. Also, the tree work was finished at Sunrise. Mr. Bohjanen mentioned that the solid -waste disposal questionaire from the county had been completed and returned. He also discussed the Rise Creek watershed problem and that meetings with Fridley to find a basis for agreement would be necessary be- fore anything could be done county -wide. Also, we need someone to represent the lakes area, not just the cities. Mr. Bohjanen will check with Mr. Ray on price for insurance on entrance signs, primarily vandalism. Mr. Rosengren reported that within a 15 -mile radius there had been about 500 fire calls, and that the State had directed that no burning permits be issued. He also felt that the Village should have 6 of the pump sprayers which may be borrowed by anyone needing them. The 4 that we have are rather worn. The drainage problems on 64th werediscussed. Mr. Gotwald will contact Lindberg Construction to correct the grade and repair their damage. Mr. Scherer declared that they were to have done this as soon as they were through hauling, but had left as is. The road has not been accepted yet by the State, and the bond is still out. Mr. Gotwald spoke on possible corrections for Sunrise Ave and also on widening it. There are several problems due to original assessments; Mr. Locher will check on these. Some 9,000 yards of dirt will have to be moed to level the grade, trees removed and the surveying checked between Glenview and Elm. Mr. Cardinal introduced Don and Bud Rogalla who asked for permission to move in a new permanent trailer home for their parents who had lost their home in a fire. Mr. Cardinal moved, after much discussion, to set up a special hearing with the P&Z and the Council on April 29 for the purpose fo deciding whether to issue a con- ditional special use permit to the Rogallas for the permanent trailer home, pro- viding that it states it is for their use only and not to be sold on the property, and the necessary notices are posted.. Seconded by Mr. Rosengren, Carried. The Bloomquist brothers appeared to inquire why they had not received notification of the final approval of their plat for Bloomquist Addition. The Engineer and the Attorney had checked and found all in order and there were no restrictions on having lots for sale at the present time. The Clerk was instructed to check the minutes and send a letter of notification to Mr. Bloomquist. Mr. and Mrs. Rolland Johnson of Centerville were present to inquire about getting a building permit for their property off of Baldwin Lake Road which has a private easement to the road. This would have to be a private driveway with no Village maintenance „the deed stating the same. Mr. Bohjanen made a motion, seconded by Mr. Jaworski, that this problem warrants study by the P&Z on April 17 and that the Johnsons should bring detailed maps showing easements and distances to houses, etc. Motion carried. Mr. Jaworski moved that a letter should be written to the Alexjews, previous owners of this land, sending them a copy of the ordinance and stating that the Village will issue no building permits on such pieces of land not previously presented to the Council and okayed. Seconded by Mr. Cardinal. Carried. Mr. Locher stated that Mrs. Kuterling will speak on voter registration at the April 22 meeting and had requested that she be put on the agenda early. Also, Mr. John Norton, a member of the firm including Mr. Albertson, will send a copy of the bill on prosecution by Village attorneys which may be taken over by the county attorneys. Mr. Locher had spoken with Mr. Oustigan of PERA who had told him that the amount owing by the Village on employee deductions for 1965-66 must be paid before Dec. of 1968 or there will be interest charged. Mr. Locher read the covenants applied to the lots in Block 7 of Lexington Park Lakeview. It appears that a person could get permission from everyone in the subdivision to move in a commercial bldg; also the covenants could be challenged as being outdated. The preamble to the proposed mutual aid agreement was read by Mr. Locher, with much discussion following. Mr. L'Allier suggested that this be studied closely until the next meeting. Mr. Bohjanen commented that it seemed quite similar to the unilateral agreement by the CD depts. The Clerk was instructed to contact Mr. Ray, sending him a copy of the agreemnnt, to have him check on the cost of insurance coverage on equipment and the liability in case of damage during use in another village. Mr. Locher handed out copies of the animal ordinance No. 21 of St. Francis, this to be kept over until the next meeting. Apparently a resolution as a petition to the Commissioner of Highways is necessary in order to post a road at less than 30 mph. Baldwin Lake Road will stay at 20 mph anyway. Mr. Dennis Houle read the recommendation from the Road Study Board. Mr. Jaworski moved that the recommendation of the Road Study Board be made a part of the minutes. Seconded by Mr. Rosengren. Carried. The Clerk will male copies to give the Council and the Road Study Board. (Recommendation after bills) A copy of the colored-road map was given to the Building Inspector. Mr. Cardinal made a motion that the Council go on record that, until in the event changes are made, the building inspector will issue building permits only on prop- erty which abuts existing Village roads. Seconded by Mr. Jaworski. Motion carried. A copy of this will be sent to the P&Z. The police report was as follows: 3 medical assists, 41 radio calls, 1 house call, 10 tickets, 5 accidents, 2 escapes from the welfare section of the Youth Center, 3 break-ins, mileage 1411 miles. Mr. Raymond put in 65 hr., Mr. West 73 hrs., and Mr. Myhre 70 hours. 1 1 1 cio .rJ �- The building inspector stated that he had red - tagged one hole on Mrs. Rose Le- Tourneau's property as footings had been poured without a building permit. The Clerk reported that Mrs. LeTourneau had said over the phone that she would obtain the necessary permits and build a new home on the spot in question. Mrs. Anne Bohjanen spoke from the floor to say that the P&Z had erroneously told Mrs. Le- Tourneau that she could move in a barn as long as she had five acres. Mr. L'Allier stated that the ordinance was in effect and agreed with Mr. Scherer that the P&Z was only an advisory body with no authority. The hearing for Mr. Tuomi's request about keeping a pony for his daughter was called to order. Notices had been sent to the neighbors, but none were present and few objections had been raised. Mr. Locher read parts of Ord. 26 which reg- ulates the keeping of animals and fowl, which did not mention ponies in particular, but such could not be considered to be a household pet. Mr. Rosengren stated that the repercussions would be greater than we can stand. Thereupon, Mr. Bohjanen moved that the Council accept the request on a temporary basis, but there was no second to the motion. Mrs. Betts was present to complain about the mess on the Leo Peppin property adjoining hers on Rolling Hills Drive. The Clerk was instructed to ask the police to look at the junk cars on the Peppin property. Mr. James Cox announced a seminar on April 9 to be held at the Anoka- Ramsey Jr. College to present Mr. Taylor and Mr. Williams, from the Way Center, both Black Power advocates, speaking on racial problems and invited the Council. Mr. L'Allier designated the week of April 29 May 4 as Clean -up and Fix -up Week for Lino Lakes. Flyers will be distributed. Mr. Bohjanen made a motion to pay the bills as audited. Seconded by Mr. Jaworski. Carried. Mr. Cardinal moved to adjourn at 11:02 PM. The meeting was held at 8:00 P.M. on April 4, 1968. All members were present: Lee Robinson, Ken Youker, LeRoy Houle, Al Ross and Dennis Houle. The first order of business was organization of the committee. Elected chairman was Dennis Houle, elected secretary was Kenneth Youker. Discussion was on existing roads, no record, and non - existing roads on reoord. It was the unanimous opinion of the committee that the existing roads, no record, having been maintained by the Village and /or township for six con- secutive years or more should still be eligible for what is known as partial maintenance. If at any time in the future, the property owners on one of these roads requests improvement of these roads (existing roads, no record), the property owners must obtain the deed for full width (66 feet) and give these deeds to the Village. The Village could then improve the road and assess the benefited property owners. Non - existing roads on record: the Village should not accept these roads until they are brought up to Village specifications. It is our opinion that no building permit should be issued on the abuting property, until the road has been brought up to Village specifications. We adjourned the meeting at 9:30 P.M.
