The regular meeting of the Lino Lakes Village Council was called to order on April
221 1968, at 8:08 PM by Mayor Ralph L'Allier with all members present.
Mr. Jaworski moved that the minutes be approved as corrected. Seconded by Mr. Car-
dinal. Carried.
Mrs. Kuderling from the League of Minnesota Municipalities was present to answer
questions on setting up voter registration. She stated that the cost of registration
for a municipality of 5000 pop. would run between $300 -$500 and gave answers to
questions on procedure as well as the amount of time prior to an election necessary
for the various stages of registration. Mrs. Kuderling was thanked for her help;
discussion followed with Mayor L'Allier stating that we should wait until next
year. Mr. Bohjanen made a motion that Lino Lakes take the necessary steps to
institute voter registration effective prior to the up- coming presidential election.
There was no second to the motion. Mr. Rosengren stated that since we would be
forced to institute it next year we should prepare this year by informing the voters
by passing out information to them at the next election.
The Clerk was asked to check whether the fire contract with Lexington was paid up-
to -date.
The Clerk reported that Mr. James Ray had stated verbally that any equipment which m
might be sent to another municipality under the mutual aid agreement was covered
fully to the amount of the policy wherever it might be sent. Mr. Bohjanen asked
that Mr. Ray give us a definite cost on insuring the entrance signs for replacement
cost of 3350.00.
A letter from Milner C Carley & Associates was read which discussed a proposed
study for sanitary sewer interceptor in the southeran part of Lino Lakes which would
also serve Centerville. Mr. Rosengren made a motion that we go on record auth-
orizing Milner W. Car] y & Assoc. to proceed with a preliminary plan on an inter-
ceptor for the souther part of Lino Lakes and Centerville with the understanding
that we work out the cast with Centerville with the percentage to be determined
at a later date; that the Engineers agree that we can pay the cost (not to exceed
&1,000) later as we see fit; that we consult with the Engineer to determine the
proper percentage share of the total cost with Centerville. Seconded by'Mr. Car-
dinal. Carried.
The subject of non- payment by Mr. Tom Anderson (Andall, Inc.) for 4 cul#erts in-
stalled last summer was brought up. Mr. Rosengren will talk to Mr. Anderson about
the problem.
Mr. Jaworski read the proposed amendment to the platting ordinance regarding de-
velopers donating land for recreational areas in new developments. The COuncil
and the P&Z would decide whether such developer could substitute cash for property.
Mr. Jaworski made a motion, seconded by Mr. Cardinal, that we turn over the proposed
amendment to Mr. Locher to write up as Ordinance 21-B. Carried.
Mr. Jaworksi asked the Clerk to send letters of thanks to the Happy Hustlers and
Lino Lakes 4 -H Clubs for the trees which they planted in Lino Park.
Mr. Bohjanen moved that we adopt a resolution asking the Planning and Zoning Board
to give us a master plan for the zoning of the whole Village in the near future
preferably before the end of the year. Seconded by Mr. Jaworski. Carried.
The Clerk was instructed to ask Commissioner Bob Burman whether the County
would install a light at the intersection of Co. Rd. 12 (Elm St.) and Sunset
Ave. Mr. Pete Scherer asked whether we might also inquire whether they would
install lights on 22nd Ave. at its intersection with Co. Rd. 14 (Main St.)
and also at the brifige on the North County Line on 22nd. The Clerk will.akk
Mr. Burman about these also.
Mr. Bohjanen stated that he had been asked by Lakeview residents whether any-
thing was being done on the Court case over natural gas with Circle Pines. Mr.
Locher said that he had talked Mr. Burstein who was going to bring up the
matter before the Circle Pines Council..
Mr. Bohjanen also mentioned that the airport proposal was clouding up the water-
shed problem. Mr. L'Allier felt that the Anoka Co. Assn. of the League of Munic-
ipalities should set up a meeting with the adjoining communities to give Sen.
Greig sufficient information to draft back -up legislation on the Watershed. Mr.
Bohjanen will talk to the representatives of the communities involved.
Mr. Bohjanen made a motion to adopt the recommendation report of the Road Study
Board as a whole. Seconded by Mr. Cardinal. Carried.
P&Z minutes were read. Mr. Francis Burque withdrew his request for a variance for
10' strip of property for planting trees.
Mr. and Mrs. Rolland Johnson appeared again to ask for a building permit on their
property just off of Baldwin Lake Road. The Special Use Permit issued to Gordon
Stromberg to build on an adjoining lot in 1966 was read with the stipulations on
the back. Mr. Locher recommended that a variance would be needed to obtain a
roadway. The Johnsons were asked to appear before the P&Z on April 29th.
A letter from Mary A. Howard, president of Capitol Trailer Co., 325 W. Univer-
sity Ave., was read regarding the improvement of Baldwin Lake Trailer Court along
with enlarging it by adding 15 spaces on the north (former Lehman property) and
50 spaces on the south (John Nimiok property) if the Village would approve re-
zoning of the property to commercial and give her a Special Use Permit. Black-
top curbing and sidewalk would be added immediately; new spaces would be 40' by
80' and only new trailers permitted; a timetable for improvements and bonds, if
necessary, would be provided. Mr. Locher suggested that proposed plans be sub-
mitted to the Engineer and that she be present at the P&Z meeting on the 29th.
Mr. Rosengren stated that only maintenance work was being carried on regarding
the roads.
Mr. Looher stated that he had heard nothing on action on gas issue; there was no
agreement for dismissal yet. He is asking for copies of ordinances regarding off -
street parking for apartment bldgs. from the League.
Mr. Cardinal moved that we confirm the tax- forfeiture assessments on record and
authorize Mr. Cooher to sign the appropriate papers for the Village. Seconded by
Mr. Rosengren. Carried.
Mr. Cardinal moved that Lino Lakes adopt the Mutual Aid Agreement designating the
Mayor, the chief constable and the CD Director in that order to call for or to
send help. Seconded by Mr. Bohjanen. Carried. The Clerk was instructed to
send the signed agreement to the County Atty and see that the other participating
communities and county officials were notified of our signing the agreement. Alec
Clerk will ask Mr. Ray to send a letter confirming that he has read the agreement
and that our insurance coverage is adequate, also asking about workman's comp.

Mr. Rosengren asked whether we might make an ordinance covering pipelines and
buried cables, limiting them to one pipe and a certain amount of footage. Mr.
Locher will check on sample ordinances from the League.
The proposed - thoroughfare map was turned over to Dennis Houle for study by the Road
Study Board. When they have finished the map will be hung on the wall at the Village
Hall.
Mr. L'Allier mentioned some of the statistics given at the airport hearing that day;
the testimony given seemed to favor the Ham Lake site; the Isanti site was considered
to be too'far from the metropolitan centers to be given any serious thought. The
aircraft which will be using the new airport will be among the largest yet devised
including the jumboes. (Mr. Jaworski left the meeting due to a family emergency.)
Mr. L'Allier moved that Lino Lakes adopt a resolution that we request the Metropolitan
Airport Commission, with copies to surrounding villages, the county attorney and
county commissioner, requesting copies of the Noise- exposure Contour Chart, exhibits
28 -A and 28 -B, if possible, superimposed upon a map of the communities directly off
and adjacent to the proposed airport and that this be sent prior to April 29th.
Seconded by Mr. Bohjanen. Carried.
The police reported that they had checked the Leo Peppin property and found 6 cars
and 1 truck on the premises; Mr. Peppin was not in. Mr. Rosengren mentioned that
Mr. Hoffman had offered to haul these out.
It was also reported that Mr. Ford on Hwy 49 had hauled out 30 tons of scrap so far
and had 3 loads to go. He will be asked to move his commercial trucks back further
off the road.
Mr. Cardinal moved that 30 mph signs be installed on W. Rondeau Lake Road. Seconded
by Mr. Rosengren. Carried.
Mention was made of road signs which were missing along with a question on the progress
of issuing house numbers.
Mr. West asked whether the CD could be called out when there are escapees from the
Youth Center. This will be talked over at the next police meeting.
Mr. Anderson has been cleaning up the property next to Mr. Rosengren.
Mrs. Bohjanen asked whether the CD members would be covered by insurance or workmen's
compensation if they are in the police car or on police work. The Clerk will ask
Mr. Ray about this.
Mr. Scherer asked whether there was insurance on CD members delivering brochures
and information guides, etc. Mr. Bohjanen stated that this constitutes part of
their training.
Mr. Harold Lehman inquired whether the blue herons on Reshenau Lake would be protected
if a developer comes in there. Mr. L'Allier stated that the prospective developer
currently involved had seemed concerned aboutthis.
Mr. Bohjanen moved that the bills be paid as audited. Seconded by Mr. Cardinal. Carried.
Mr. Cardinal made the motion, seconded by Mr. Rosengren to adjourn at 10:51 P.M.

A special meeting of the Lino Lakes Village Council was oiled to order by Mayor
Ralph L'Allier on April 29, 1968, at 9 PM immediately following a P&Z meeting. All
members were present.
Mr. L'Allier announced that the Board of Review meeting would be on June 25,
1968 at 7:30 P.M.
Topography maps of the proposed Rondeau Lake Addition were produced for the Council's
perusal. After some discussion Mr. Cardinal moved that the Building Inspector
be authorized to issue building permits for the lots in Rondeau Lake Addition
as shown on the maps submitted by Mr. Ken Rehbein. Seconded by Mr. Bohjanen.
Carried unanimously.
The Rogallas were present to ask for a special use permit for their new trailer
which had been moved in two weeks earlier on a 90-day special permit issued by
the Building Inspector. Mr. Cardinal made a motion that Lino Lakes issue a special
use permit to Rudolph H. and Alice S. Rogalla to place, maintain, and occupy a
mobile home as a residence for the rest of their lives, with the stipulation that
the permit is not transferrable to any other party or parties and that upon the
termination of this permit a 30-day notice of cancellation shall be given to Ralf
Rogalla immediately thereafter, to be located upon the property described as:
That part of the SE 1/4 of the SW 1/4 of Section 34, Township 31, Range
22, Anoka County, Minnesota, described as follows: Beginning at the NE
corner of said SE 1/4 of SW 1/4; thence West 36 rods; thence South 53 2/3
rods; thence East 36 rods; thenee North 53 2/3 rods to place of beginning;
except the North 582 feet of the East 218 feet thereof.
Motion seconded by Mr. Jaworski. Carried unanimously. Mr. Bohjanen reiterated
that this was not usual policy but a variance for a hardship case in which the
home of an elderly couple had burned.
Mrs. Mary Howard of Capitol Trailer Company and Mr. Ward were present to ask for
a hearing to rezone property adjoining the Baldwin Lake Trailer Court and also
for a special use permit to operate the Trailer Court. Mr. Bohjanen moved that
notice be given that a hearing for a special use permit for the Baldwin Lake Trailer
Court be held before the P&Z on May 15, and that a hearing for the resoning
