A special meeting of the Lino Lakes Village Council was celled to order by Mayor
Ralph L'Allier on April 29, 1968, at 9 PM immediately following a P&Z meeting. All
members were present.
Mr. L'Allier announced that the Board of Review meeting would be on June 25,
1968 at 7:30 P.M.
Topography maps of the proposed Rondeau Lake Addition were produced for the Council's
perusal. After some discussion Mr. Cardinal moved that the Building Inspector
be authorized to issue building permits for the lots in Rondeau Lake Addition
as shown on the maps submitted by Mr. Ken Rehbein. Seconded by Mr. Bohjanen.
Carried unanimously.
The Rogallas were present to ask for a special use permit for their new trailer
which had been moved in two weeks earlier on a 90-day special permit issued by
the Building Inspector. W. Cardinal made a motion that Lino Lakes issue a special
use permit to Rudolph H. and Alice S. Rogalla to place, maintain, and occupy e
mobile home as a residence for the rest of their lives, with the stipulation that
the permit is not transferrable to any other party or parties and that upon the
termination of this permit a 30-day notice of cancellation shall be given to Ralf
Rogalla immediately thereafter, to be located upon the property described as:
That part of the SE 1/4 of the SW 1/4 of Section 34, Township 31, Range
22, Anoka County, Minnesota, described as follows: Beginning at the NE
corner of said SE 1/4 of SW 1/4; thence West 36 rods; thence South 53 2/3
rods; thence East 36 rods; thence North 53 2/3 rods to place of beginning;
except the North 582 feet of the East 218 feet thereof.
Motion seconded by Mr. Jaworski. Carried unanimously. W. Bohjanen reiterated
that this was not usual policy but a variance for a hardship case in which the
home of an elderly couple had burned.
Mrs. Mary Howard of Capitol Trailer Company and W. Ward were present to ask for
a hearing to rezone property adjoining the Baldwin Lake Trailer Court and also
for a special use permit to operate the Trailer Court. W. Bohjanen moved that
notice be given that a hearing for a special use permit for the Baldwin Lake Trailer
Court be held before the P&Z on May 15, and that a hearing for the reaming

and that the special use permit be held before the Council at the regular meeting
on May 27th. Seconded by Mr. Cardinal. Carried. Mrs. Howard was asked to write
a letter of intent with dates for completion of various stages of clean -up and
construction and to submit plans to the Village Engineer before the May 13 meeting.
Mr. and Mrs. Rolland Johnson and their attorney Mr. Christopherson were present to
again request a building permit for their property off Baldwin Lake.Road. They
stated that they had been present in Jan. 68 to ask for same and Mr. Cardinal had
referred them to the Building Inspector for a permit. Mr. Cardinal stated that he
had not been informed about the 20' easement at that time. The stipulations on
the Stromberg's special use permit were read; it bad been granted because it had
been assumed that the St. Paul Waterworks Department would sell their roadway to
the Village and these people would have access to that road. Much discussion ensued
with Mr. Bohjanen Savoring issuance of the variance and still trying to obtain a
roadway. Mr. Locher stated that this would not be setting a 'precedent if all the
variations are set forth in the list of reasons. Mr. L'Allier felt that the seller
involved should be asked to the next meeting to see if they would sell enough
property to make up a 60' roadway.
Mr. Bohjanen moved that a variance be issued to the Johnsons to issue building
permits on their property off of Baldwin Lake Road. Seconded by Mr. Jaworski.
Vote: aye--Mr. Bohjanen and Mr. Jaworaki, n8-Mr. Cardinal, Mr. Rosengren and
Mr. L'Allier. Motion did not carry. Thereupon, Mr. Rosengren moved that the
Council contact the Strombergs and other neighbors with property next to Johnson's
to meet along with Mr. Backlin and the Engineer at the site on Miry 2 after 8 PM
for the purpose of obtaining additional roadway. Seconded by Mr. Bohjanen. Carried.
Mr. Rosengren will contact the owners to set up the meeting.
Mr. L'Allier read a few summaries in the reports in the airport hearings on the
)461 22nd of April. The amount of land involved in Lino Lakes could amount to two
full sections. The Forest Lake School District had not been contacted by MAC; they
will hold off on the proposed expansion for Lino School until the decision on an
airport site is made.
Mr. Duane Klepel stated that he felt Lino Lakes should go on record as opposing the
airport because the whole village will change and homeowners will have a difficult
time selling their homes if the land is zoned commercial and the period of time
between rezoning and development is too great. Mr. Bohjanen felt that we should
ask for a continuance of hearings and later ask to recommend the Isanti site. Mr.
L'Allier wished to ask MAC once again for the Noise - contour charts superimposed
on a map of surrounding villages as this had not been received.
fir. Thorp in the audience stated that if the Isanti site were chosen Lino would be
in the pattern of growth without the noise.
Mr. Stright, a member of the Forest Lake School Board, stated that they had asked
a University field'study group to study the effect of the airport on the school
district. An 18 -room addition had been planned for the Lino School.
Mr. Cardinal moved that Lino adopt the following resolution and present it in
letter form to be read into the minutes of the MAC hearing on April 30, 1968:
"The Village of Lino Lakeshereby requests a sixty (60) day continuance
commencing at the conclusion of the April 30th public hearing regarding
a second major airport in the Minneapolis -St. Foul metropolitan area.
This continuance would enable the Village to obtain previously
requested materials from -the Metropolitan Airports Commission) namely the
"Noise- Exposure Forecast Charts" (Exhibit 28A and 28B, also
listed as Figure 11 and 12 in Mr. Laymon Miner's Acoustics Report)
superimposed on a map of the Village of Lino Lakes; also to obtain
information as it related to the Lino Lakes School, particularly
to the effect of aircraft noise on the students; and further to
obtain information as it pertains;to the proposed expansion of the
Lino Lakes School now under consideration.
It is further requested that all future hearings on the Blaine end
Ham Lake sites be held within the County of Anoka with evening
hearings whenever possible.
Seconded by Mr. Jaworski. Carried.unanimously.
The Clerk was instructed to write to Mr. Bob Martin, acknowledging his letter
read at this meeting and to request his thoughts on the Isanti site, with copies
sent to the Council.
Motion made by Mr. Jaworski, seconded by Mr. Rosengren, to adjourn at 11:15 PM.

The regular meeting of the Village of Lino Lakes Council was called to order
on May 13, 1968, at 8:10 PM. by Mayor L'Allier with all members present.
Mr. L'Allier announced that there would be a meeting the following night at the
Ham Lake Town Hall concerning the proposed airport. Among the speakers would be
Rep. Weaver, Senator Nelson and someone from the Conservation Department.
Mr. L'Allier also announced a meeting of the Anoka County Association of Munic-
ipalities to be held here on May 22. There will be discussion of annual elections;
Mr. Robert Bell, St. Paul Atty, who has been asked by Ramsey County to initiate
action on Rice Creek Watershed will speak; the Chairman of the Planning Subcommittee
to be discussed will be present.
Mr. Bohjanen moved that the minutes of the April 22 meeting be accepted as read.
Seconded by Mr. Jaworski. Carried.
A notion by Mr. Jaworski to accept the minutes of the special meeting on April
29 as corrected was seconded by Mr. Bohjanen and carried.
Mr. Bohjanen moved that copies of the letter from James M. Ray Insurance con-
cerning coverage under the Mutual Aid Agreement be made and sent to all Council
members to file with their minutes, also to the Police and the CD and ton
kept in the Clerk's file. Seconded by Mr. Jaworski. Carried. The Clerk was
asked to secure a similar letter from Mr. Bob Johnson concerning workmen's
compensation under the Mutual Aid Agreement.
Mr. and Mrs. Rolland Johnson and their attorney, Mr. Christopherson, were once
again present to ask for a building permit for their property off Baldwin Lake
Road. Also present were Mr. Alexjew and Mr. Stucke, adjoining land owners from
