Mr. L'Allier announced the reopening of the MAC hearings on the proposed airport to be held at the Anoka County Courthouse on June 6 at 9:30 e.m. Also, that the Council will meet with MAC officials in their executive offices on May 28 at 8 P.M. Mr. L'Allier read a letter from the Centennial Welcome Wagon organization inviting notification of all new area residents by calling 784 -9412. The next police meeting was announced for June 3. Mr. L'Allier spoke on the committee which is to meet with the Youth Center personnel and listed the program committees formed and which members would chair each of these. Thi# is patterned after the mayors committee formed for the Red Wing institution; hopefully some form of bill will be ready for the 1969 session of the Legislature and some recommendations made to the Youth Center with regards to the observations of the committee. Mayor L'Allier appointed Mr. Harold Lehman to replace Luther LeVesseur on the Park Board with term ending December 31, 1968. Motion made by Mr. Cardinal, seconded by Mr. Rosengren, that the appointment of Mr. Lehman be ratified. Carried. Mayor L'Allier appointed Mr. John McLean to replace Jay Cox on the P&Z with term ending December 31, 1970. Mr. Bohjanen moved that the appointment of Mr. McLean be ratified. Seconded by Mr. Jaworski. Carried. The appointments for the two vacancies oeeuring on the P&Z as of July first were held off until next meeting. Mr. Jaworski moved to approve the minutes as corrected. Seconded by Mr. Bohjanen. Carried. An answer from the County Highway Department denied the requested streetlights on three intersections involving county roads in Lino Lakes. The Clerk was instructed to write the State Highway Department about the problem and stating that the new highways have created some potentially dangerous intersections. 4 ( ) A letter from NSSSD concerning our request for installation of the line in North Road was read, this denying our request as the timeing was too close and the cost of restoring the road would not be great enough to justify in- terrupting the present contract. Mir. Bohjanen stated that a close eye should be kept on this in the near future. A letter from insurance agent Robert C. Johnson concerning workmen's comp- ensation coverage under the mutual aid agreement and also concerning Civil Defense members was read. The Clerk was instructed to have copies made of the letter and these sent to the Council as well as Robert Raymond and Ken- neth Bryant. A special insurance form for Civil Defense members sent by James Ray was pre- sented to the Council. However, the Clerk was instructed to write to Mr. Ray asking for rates on coverage similar to that under workmen's compensation. An answer from Springated, Inc. on potential economic impact on Lino Lakes considering the Isanti site for the airport was read. A request for a future liquor license by a client of Ackerberg and Assoc., Inc. was read. They would like a license to be issued without payment of the fee until such time as the establishment is built. Mr. Bohjanen moved that copies of Ordinance 31 and 31A be sent to them, and telling them they need at least one residency in the Village and the attorney had stated that the license couldn't be issued without the fees; and that we ask them for more definite information. Seconded by Mr. Rosengren. Carried. The matter was tabled. Signing of the mutual aid agreement by Anoka and Columbia Heights was ack- nowledged by the County Attorney. A letter from a John Landers concerning an incident at Sunrise Park with his auto was read. He wished to know whether Village insurance would pay for damages to the oar. Motion by Mr. Rosengren, seconded by Mr. Cardinal to refer the matter to James Ray. Carried. A letter from the Minnesota Pollution Control Agency was read concerning Federal funds for sewage treatment projects: no action taken. A letter from the Metropolitan Council on housing census was read. Motion by Mr. Jaworski, seconded by Mr. Bohjanen to table the matter. Carried. . Several applications for liquor and beer licenses were presented with Mr. Locher stating that none of these were accompanied by oopiee of insurance policies containing the 10-day notice of cancellation clause. Mr. Cardinal moved that the applications submitted by Nathe Bros., Inc. 049' Club) for on -sale, Sunday on -sale, dancing and off -sale 3.2 beer be accepted provided that the forms are completely signed and notarized and that proof .of insurance is shown; licenses to be issued upon receipt of payment, of the fees to the Clerk. Seconded by Mr. Jaworski.. Carried. Mr. Jaworski moved to accept the on and off -sale 3.2 beer license application from Luther's Sport Shop, no insurance policy needed for this. Seconded by Mr. Rosengren. Carried. 1 1 1 41 Mr. Bohjanen moved to accept the off -sale intoxicating application for Eddie's Liquor Store providing Mrs. Cegla provides the proper bond forms and the necessary insurance policy. Seconded by Mr. Cardinal. Carried. Mr. Cardinal moved to accept the applications for off -sale, on -sale, dancing and retail off -sale 3.2 beer submitted by John Wright and Henry Mossey of the Oasis Lounge provided proof of°insurence is shown; licenses to be issued upon receipt of payment of the fees to the Clerk. Seconded by Mr. Rosengren. Carried. lr. Jaworski introduced Mr. Eaden and Mr. Beektold of the George T. Ryan Co., who gave details on the possible leasing of a new 440H Wabco grader fully equiped at $420/ month for 60 months and a sum of $6749.00 due at the end of that time. This model sells retail at $28,500 and would be fully maintained except for usual changes of blades and filters by the company for the five years and also in the sixth year at the price quoted. However, if the Village wished to take over the maintenance the last year the amount due then would only be $4551.00. An engine heater could be installed if the machine were to be kept outside. After dis- cussion it was decided to have the Personnel Commission complete the statistics on maintenance which are being compiled to decide whether the project would be feasible and hiring of a full -time man undertaken. Mr. L'Allier thanked the men for appearing and told them that we should have a decision made within 4-6 weeks. Mr. Locher stated that it was perfectly legal to lease on a yearly basis as this would not bind future Councils. The Park Board minutes were read. Mr. Jaworski mentioned that they were trying to get smme clay for the ball diamond and that a broken window in the Lino warming house would be fixed. Mr. Jaworski suggested some corrections for proposed ordinance 21B. After some discussion and questions from the audience Mr. Jaworski moved to give proposed ordinance 21B as corrected to the Village Attorney for final drafting. Seconded by Mt. Cardinal. Carried. Mr. Bohjanen mentioned that 'slow' signs were needed on Linda Street and also on Elm at County Road 12. The name sign on Orange Street is also missing. Mr. Ros- engren will take care of this. Mr. Gotwald will contact the Columbus grader man on Laurene Street being a Village Street. Maple and Orange will get minimal grading; Mr. Rosengren will contact Columbus on this. Mr. Cardinal announced the resignations of Kiepel and Bryant who will serve thru June. Mr. L'Allier thanked these two and instructed the Clerk to send letters to both expressing the Council's gratitude for their dedicated work on the P.O. The appointments will be made next meeting. Mrs. Howard of Capital Trailer Company and the attorney Mr. Ward were again present for hearing on rezoning property for the Baldwin Lake Trailer Court and to obtain a special use permit therefore. She stated that she bad approval from the State Board of Health and will put up a fence on the south line when that part is developed. The complete drawing should be ready in 30 days and work will proceed simultan- eously on the old part and the north 15 lots with the work completed at end of this construction season. Mr. Cardinal moved that the following property be rezoned commercial: all of Lots 14, 19.and 20, Block 1, Arthur E. Thom Acres, except parts previously zoned as commercial herein; and Lot 15, Block 1, Arthur E. Thom Acres, except the Easterly 500 feet thereof, all according to the map or plat thereof on file and of record in the office of the Register of Deeds, Anoka County, Minnesota. Seconded by Mr. Jaworski. Carried. 42 Mr. Cardinal then moved that the Council issue a special use permit to Mrs. , Howard to construct, maintain and operate, according to law, a Trailer Camp, also known as a Mobile Home Park, and necessary structures and improvements on the lands situated in the Village of Lino Lakes, Anoka County, Minnesota, and which are described as follows: All of Lots 16, 17, 18 and 19, Blook 1, Arthur E. Thom Acres; and Lot 20, Block 1, Arthur E. Thom Acres, except that part thereof described as follows: Beginning at the Southeast corner of said Lot 20; thence West along the South line of said Lot 20, a distance of 200 feet; thence North at right angles to the North limes of said Lot 20; thence East on said North line to the North - eest corner of said Lot 20, to the place of beginning, according to the map or plat thereof on file and of reeordin the office of the Register of deeds, Anoka County, Minnesota. with the following stipulations: that the work be done on up- grading the old part by the end of the year's construction season (December 1, 1968) except for conditions beyond her control and that no additional use permits be granted on the additional 50 spaces until such work is completed and the plans are approved by the State Board of Health we well as completed plans are okayed by the Engineer. Seconded by Mr. Bohjanen. Carried. Mr. Cardinal then moved to adjourn the bearing on the special use permit for the additional 50 lots having the following legal description: All of Lot 14, Blook 1, Arthur E. Thom Acres; and Lot 15, Block 1, Arthur E. Thom Acres, except the West 300 Feet of the Easterly 500 feet thereof, Anoka County, Minnesota. for an indefinite time until reconvened. Seconded by Mr. Bohjanen. Carried. Mr. Rosengren mentioned that the West service road from 64th to the County Line had been held back due to lack of funds, but there would be a crossover at 64th until construction is completed. Also, reflectors were put up at the approach at County 14 and 35E. Mr. Rosengren had talked to local contractors involved in earthmoving and all had agreed that payment for services could wait until funds were available. Mr. Rosengren reported that he and Mr. Gotwald had come up with the following priority list for road work to be done when time and weather conditions permit: 1) gravel and rebuild 80th to the County Line, 2) gravel East County Line Road 3) gravel Fourth and Pine north from Main Street 4) gravel West and East Rondeau Lake Road later, 5) gravel west Holly Drive and 12th Avenue where needed 6) seal -coat Bald Eagle Boulevard 7) grade and build up Linda Street and Lauren Drive 8) seal -coat Ware Road and Lakeview area streets. Mr. L'Allier asked Mr. Rosengren to have Mr. Gotwald make cost estimates on these road projects. Mr. Rosengren mentioned that one piece of equipment the Village needs is a road packer. On recommendation from Mr. Locher, Mr. Bohjanen moved to have Mr. Ray make a binder on an insurance policy for the Civil Defense with similar coverage as the workman's oompensation policy. Seconded by Mr. Cardinal. Carried. The Clerk was instructed to call Mr. Bryant for the number of Civil Defense members. 0 Mr. Locher reported on progress in the break -in case. The Village must prosecute one of the defendants who pleaded notguilty, with trial set for June 18th. Mr. Bohjanendiseussed developments in the Watershed problem. Mr. L'Allier mentioned that Mr. Middlestad's planning committee of the Anoka County Association of Municipalities favored a county planner, a coordinator between communities and would present this to the Association Board of Directors thence to the Anoka County Commission. He also mentioned other League matters currently under discussion. A report from the Federal Aviation Agency was read which proposed several points which airport commissions would have to consider before selecting future sites. If passed, the MAC would have to provide much more data on the Isanti site. Motion by Mr. Bohjanen, seconded by Mr. Jaworski, to transfer $1000, in certificates of deposit to the checking account. Carried. Mr. Bohjanen moved to pay the bills as audited. Seconded by Mr. Rosengren. Carried.. Mr. Scherer will check on amount of revenue the trailer court will bring us on a lot basis, considering number of children, etc. Motion to adjourn by Mr. Jaworski, seconded by Mr. Cardinal, at 11:22 P.M. Mr. Cardinal moved that the minutes be accepted as corrected. Seconded by Mr. Bohjanen. Carried. Acknowledgement was received from the County Attorney of the signing of the Mutual Aid Agreement by Circle Pines. The annual League of Minnesota Municipalities Convention was announced for June 12 -14th. Mr. Bohjanen moved that a license for (mend off -sale 3.2 beer be issued for Hank's Cafe with the stipulation that the notarization be completed. Seconded by Mr. Jaworski. Carried with Mr. Rosengren abstaining. Mr. Cardinal moved that a license for on and off 3.2 beer be issued to Annie Ross providing that the application is notarized and signed and the fee turned in. Seconded by Mr. Rosengren. Carried. Mr. Cardinal moved that licenses for on and off 3.2 beer and dancing be issued to Jimmie Aragon. Seconded by Mr. Bohjanen. Carried. Mr. Bohjanen moved that we approve the set -up license for Jimmie Aragon. Seconded by Mr. Cardinal. Carried. Mr. L'Allier appointed Dan Waldoch to fill Kenneth Bryant's position on the P&Z with term to expire in 1968. Mr. Rosengren moved that the appointment of Dan Waldoch be ratified. Seconded by Mr. Jaworski. Carried., Mr. L'Allier appointed David Brovold to replace Duane Klepel on the P&Z with term expiring December 31, 1969. Mr. Bohjanen moved that the appointment of David Brovold be ratified. Seconded by Mr. Rosengren. Carried. The Personnel Committee minutes were read. W. Jaworski presented figures showing that at the present wages for help and lease of Columbus grader a total cost of $19,000 is shown compared to a total of $20,000 proposed cost of full - time man and purchase of new grader from Ryan Company. (Figures taken from 1967 audit report.) A letter was read from Ziegler Inc. offering to sell us a caterpillar grader on a rental proposal for a period of sixty months with a standard warranty. The rental rate would be $515 permonth, and would be on a five -year basis only. After much discussion it was decided to take it under advisement and to tick to additional grader operators to gather information on different makes of motor graders. Mr. Cardinal moved that we authorize Mr. Jaworski to have the attorney check on the possibility of giving Civil Service tests for a full -time max} in order to set up standards and guarantees; also to check with the League of Minnesota Municipalities. Seconded by Mr. Bohjanen. Carried. Mr. Bohjanen stressed that the Personnel Commission was set up to be a grievance board for Village employees, and if we place this person under union control the Personnel Commission going to the union grievance board would be better than Civil Service Board.
