Minutes approved meeting of June 10, 1968

The regular meeting of the Village of Lino Lakes was called to order on June
10, 1968, at 8:15 P.M. by Mayor L'Allier with all members present.
Mr. Cardinal moved that the minutes be accepted as corrected. Seconded by
Mr. Bohjanen. Carried.
Acknowledgement was received from the County Attorney of the signing of the
Mutual Aid Agreement by Circle Pines.
The annual League of Minnesota Municipalities Convention was announced for
June 12 -14th.
Mr. Bohjanen moved that a license for on and off -sale 3.2 beer be issued for
Hank's Cafe with the stipulation that the notarization be completed. Seconded
by Mr. Jaworski. Carried with Mr. Rosengren abstaining.
Mr. Cardinal moved that a license for on and off 3.2 beer be issued to Annie
Ross providing that the application is notarized and signed and the fee turned
in. Seconded by Mr. Rosengren. Carried.
Mr. Cardinal moved that licenses for on and off 3.2 beer and dancing be issued
to Jimmie Aragon. Seconded by Mr. Bohjanen. Carried.
Mr. Bohjanen moved that we approve the set -up license for Jimmie Aragon.
Seconded by Mr. Cardinal. Carried.
Mr. L'Allier appointed Dan Waldoch to fill Kenneth Bryant's position on the
P&Z with term to expire in 1968. Mr. Rosengren moved that the appointment
of Dan Waldoch be ratified. Seconded by Mr. Jaworski. Carried..
Mr. L'Allier appointed David Brovold to replace Duane Kiepel on the P&Z with
term expiring December 31, 1969. Mr. Bohjanen moved that the appointment of
David Brovold be ratified. Seconded by Mr. Rosengren. Carried.
The Personnel Committee minutes were read. Mr. Jaworski presented figures
showing that at the present wages for help and lease of Columbus grader a total
cost of $19,000 is shown compared to a total of $20,000 proposed cost of full -
time man and purchase of new grader from Ryan Company. (Figures taken from
1967 audit report.)
A letter was read from Ziegler Inc. offering to sell us a caterpillar grader
on a rental proposal for a period of sixty months with a standard warranty.
The rental rate would be $515 permonth, and would be on a five -year basis only.
After much discussion it was decided to take it under advisement and to t%jk
to additional grader operators to gather information on different makes of
motor graders.
Mr. Cardinal moved that we authorize Mr. Jaworski to have the attorney check
on the possibility of giving Civil Service tests for a full -time mar} in order
to set up standards and guarantees; also to check with the League of Minnesota
Municipalities. Seconded by Mr. Bohjanen. Carried. Mr. Bohjanen stressed that
the Personnel Commission was set up to be a grievance board for Village employees,
and if we place this person under union control the Personnel Commission going
to the union grievance board would be better than Civil Service Board.

Mr. Rosengren moved that we gravel Linda and Lauren and Aqua Lane at a cost
of eppro%ximately $1,200, also to gravel Holly and 12th. in spots as needed
(no cost estimate), and also to gravel 80th at an approximate cost of $1000,
and to do some routine maintenance in Twilight Acres. Seconded by Mr. Cardinal.
Carried.
Mr. Rosengren mentioned that he will check on obtaining a packer and a big used
tractor to pull it with estimated cost of $2,000, especially for use on Bald
Eagle Boulevard. He also mentioned putting a sign up on Orange Street and that the..
slow sign d/$ /0004F /% won't be put up on Linda until the road work is done.
Also he had been contacted by the Rondeau Lake Gun Club about the Village
helping to clean out their ditches. Mr. Rosengren thought that if we ran two
of our old culverts up next to theirs this would prevent washouts.
Mr. Cardinal inquired of Al Ross whether the Road Study Board had done anything
with Lee Sherman's easement problem. No action bad been taken.
Mr. Jaworski moved that we have our Attorney obtain an Attorney General's opinion
on whether the Civil Defense members can be considered Village employees. Also,
would they be covered by Workmen's Compensation if they are paid while riding in
a police car. We will check in the Civil Defense files for previous information
on this first. Seconded by Mr. Bohjanen. Carried. Mr. Jaworski will also check
with the State Civil Defense Director. Mr. Bohjanen felt this had been studied
before and was sure it was determined that Civil Defense members are not employees
since they are not paid.
Mr. L'Aliier mentioned at the May 28 meeting of the Council and MSC they observed
the noise contour charts superimposed on an area map but that copies wouldn't be
released until it was introduced at a subsequent hearing. At the June 6 hearing
at the Anoka County Court House Mr. Locher requested a copy of the contour chart
and the MAC gave permission to come down and copy it.
At the June 6 hearing MAC estimated that the airport employees would approximate
20,000 by 1980. Mr. Kuitu proposed an airport planning committee to study the areas
surrounding the airport. The size of the structures will be three times that of
those at Wold - Chamberlain. The Conservation Department gave an extensive report
of which we will get a copy. It was conceded that only six borings for peat depth
had been taken.
Anoka County surveyor Rolland Anderson has a copy of the contour map and after
getting the Village tracings from Mr. Gotwald he will scale the map down and send
us a copy.
Mr. L'Allier stated that work on a plumbing ordinance will wait until the state
has finished revising the code.
The Civil Defense auction for June 16 was announced. Mr. Bryant will serve
through July 4 as Civil Defense Director.
Mr. Bohjanen moved that notice of the Board of Review meeting on June 25 be
published in our legal newspaper. Seconded by Mr. Jaworski. Carried.
Mr. Pete Scherer inquired whether anything had been received from Mr. Harold
Hansen concerning the dedication of his roadway. Mr. Hansen had told him that
he was sure he had signed such a dedication; however, we have received nothing
from 'him. Therefore, the Clerk was instructed to write to Mr. Hansen telling
him that before action can be taken he must provide us with a legal detailed

description of the property and roadway; this must be submitted to the Engineer
for approval and then to the Attorney for his perusal. Both the Engineer
and the Attorney stated that they have received nothing from Mr. Hansen and
that if he has any questions to contact the Attorney and give him the phone
number. Copies of the letter will be sent to each of the Council.
Mr. Scherer stated that he had heard from Mr. Burman that the service road
near 64th will be black- topped and he wished to know whether anything will
be done with 64th. Mr. Gotwald stated that we must give notification to
Lindberg Construction via the Attorney that we will do_work on 64th if Lind-
berg doesn't. The Clerk will contact Mr. Locher.
Mr. James Gruber complained on the Lakeview approach on North Road. Mr. Backlin
had talked to Mr. Lundheim about this matter; the county will take care of this
when the black- topping is completed. We will check with the county about a
temporary solution.
Mr. Gruber also complained about several horses in the Lakeview area. The
police will check.
Mr. Scherer asked whether the two ends of Holly Drive will be connected as he
had talked to a real-estate man who would like to build 15 $30- 45,000 homes
along Holly Drive between Centerville Road and 12th Avenue. Mr. L'Allier .
stated that nothing is planned for this as we have been unable to get additional
right -of -way.
Mr. Cardinal made a motion to authorize Mr. Rosengren to work out an arrangement
with Centerville exchanging grading work on Peltier Drive for work on Cen-
terville Lake Road. Seconded by Mr. Jaworski. Cerried.i
Mr. L'Allier announced a meeting at the Anoka County Courthouse on June 12 at
10 AM to choose a representative from Washington and Anoka Counties to the
Metropolitan Transit Commission. We are allowed to nominate three persons and
Mr. L'Allier stated that Bruce Nawrocki would be his choice. (He has worked
against the proposed mini bus project on the Nicollet Mali in Minneapolis.)
Mr. L'Allier thanked the Clerk for the work sheets shoring running total for
expenditures and receipts in the various funds.
Mr. Cardinal moved that the bills be paid as audited. Seconded by Mr. Jaworski.
Carried.
The police report showed travel of 1402 miles, two medical calls, two stolen
vehicles; both recovered, three stolen property calls, five accidents, four
escapees from the Youth Center with 6 1/2 hours time involved, five assists
to other police departments and the car in service for 100 hours.
Motion to adjourn by Mr. Bohjsnen and seconded by Mr. Jaworski at 10:30.

MINUTES approved at meeting of June 24, 1968,,

A special meeting of the Lino Lakes Village Council was called to order at
8:08 PM on June 20, 1968, by Mayor L'Allier with all members present.
Mr. Cardinal moved that the Council waive the requirement for giving notice
for the special meeting and posting of such notice. Seconded by Mr. Rosengren.
Carried unanimously.
Mr. L'Allier announced that Mr. and Mrs. Rolland Johnson had served upon the
Village of Lino Lakes through District Court an order to show cause why the
Village should not issue a building permit as previously requested. Mr.
L'Allier and Mr. Locher had attended Court at 10 AM on June 17 before Judge
Gillespie. The attorneys and agreed to a one -week extension to give their
arguments. The Judge had instructed the two attorneys to submit legal briefs
to support their positions and were to appear back on Monday, June 24 at 2 P.M.
Discussion followed with Mr. Bohjanen wishing to know what the cost of the
attorney might be and Mr. Rosengren answering that the cost should be minimal,
probxably notover $200. Mr. Cardinal stated that we should find out once and
for all what the verdict is on this type of problem because if we give in now
we will be stuck with more of the same.
Mr. Cardinal made a motion to authorize our Attorney, Landol Locher, to prepare
the necessary briefs in support of the Council's decision which was not to issue
a building permit to the Rolland Johnson. Seconded by Mr. Rosengren. Vote:
aye --Mr. Jaworski, Mr. Cardinal, Mr. Rosengren and Mr. L'Allier; no --Mr. Bohjanen.
