The regular meeting of the Lino Lakes Village Council held June 24, 1968,
was called to order by Mayor L'Allier at 8:07 PM with all members present.
Clerk
Mr. Cardinal made a motion to accept the minutes of the special June 20, 1968,
meeting as read. Seconded by Mr. Rosengren. Carried.
Mr. Jaworski made a motion to accept the minutes of the June 10, 1968, meeting
as corrected. Seconded by Mr. Bohjanen. Carried.
A letter from North Central Public Service Company was read stating that they
have finished facilities on Main Street west of CenterVille to Fourth Avenue.
Because of the sod farms they do not plan to go to the city limits on Main St.
at the present time. They plan to extend on Centerville Road to Birch Street
this year. They have a survey on County Road J west of Number 49, a survey on
20th Avenue north and survey on Birch Street. The County Road J extension will
be in the 1969 program. Mr. Bohjanen stated that this is according to the map
that they previously sent us except that they had added the County Road J which
had previously been rejected.
The Bloomquist brothers presented the final plat map of Bloomquist Addition.
Mr, Bohjanen made a motion for a special hearing before the P&Z and the Council
on July 17 for Bloomquist Addition. Seconded by Mr. Cardinal. Carried. Mr.
Locher will check with the County Attorney for the search of title.
Mr. L'Allier announced that Elwood West had had a heart attack and is presently
much better.
The Park Board minutes were read. Mr. Jaworski questioned whether under the
proposed park ordinance a person subdividing five acres or less would be re-
quired to donate 10 percent. Mr. Locher replied that subdividing by metes and
bounds does not come under the ordinance, only platting.
Mr. Bohjanen stated that the C&BDC is still working on the brochure.
The P&Z minutes were read, stating that Mx. Leon Lillehaugen had presented
plans for developing the property on the corner of 8 & 49; W. E. P. Jester
had requested a variance. There was a question about whether there was a
commercial business operating on Aqua Lane. After discussion it was decided
that Aqua Floats Corporation, is doing assembling (light industrial work) and
that the property is not zoned commercial. It was decided that Mr. Cardinal
will talk to Mr. Klagget of Aqua Floats inviting him to bring legal descriptions
to the next meeting.
Mr. Rosengren reported that they had gravelled Holly and 12th and installed two
culverts on 80th. Also he received an offer from Craig Alexander to sell a
packer for $350 and a large tractor for $900; these were to be delivered for
a trial period.

There was a complaint that Marvin Rehbein's ten -yard trucks were hauling on
80th. Also a complaint that farmers were putting rocks on the road on the east
county line. Morris Carlson complained about water on his property due to re-
placing a culvert on 80th. W. Rosengren will check.
A letter from Milner W. Carley & Assoc. was read giving itemized cost estimated
for improving Bald Eagle Boulevard, Rolling Hills Drive and 64th Street. The
letter also stated that after an inspection of streets in the Lakeview area it
was determined that they did not warrant a seal coat for 1968, but they recom-
mended some routine maintnance work in this area. After much discussion of
whether the Village should improve these roads at cost to all taxpayers or to
assess local residents, W. Bohjanen moved that we have the engineer discuss
these at the next meeting. Seconded by W. Jaworski. Carried.
Visitors in the audience included Francis Burque and Robert LaMotte, Mr.La-
Motte presented a fire contract for 1968 to the Council stating that they planned
no future changes. W. Jaworski moved to renew the contract for 1968 on the
same basis as previously. Seconded by W. Cardinal. Carried.
W. Cardinal was instructed to talk to Mr. Rogalia about payment for the special
use permit.
W. Jaworski moved that we accept the application from Jerome Hauer for on -sale
and dancing licenses with the stipulation that he provide a bond, proof of in-
suranee⢠including a ten -day notification clause and the fee. Seconded by W.
Bohjanen. Carried.
W. Bohjanen moved to accept the application of Henry J. Speiser for off -sale
3.2 beer. Seconded by Mr. Jaworski. Carried.
W. Locher discussed the case Of the three boys who had broken into the Village
Hall-in December stating that the case of the one who pled not guilty was dis-
missed due to the testimony of the other boys that he had not been involved.
The Clerk stated that the two boys, James Wood and Chuck Vahl, had paid the
amount of $171.86 as full restitution for damages.
W. L'Allier asked the P&Z members to be present at the regular July 8 meeting
to hear W. Robert Eidem, State Planning agent, speak on the Federal 701 Program.
A letter from Duane Redepenning of the Anoka County Highway Department, con-
cerning W. Harold Hansen's road was read. The Clerk was instructed to write a
letter of transmittal to W. Redepenning sending him a copy of the letter re-
cently sent to W. Hansen giving him the status of his roadway. Copies will
be made of this transmittal letter for the Council.
It was brought to the attention of the Council that the assessor was having
difficulty in locating new homes. Therefore, the building inspector was in-
structed to give Mrs. Sarner a copy of all new building permits or the equivalent
information.
Due to two serious accidents at the intersection of Highway 8 and 326 on the 19th
and 21st of June, W. Eaworski moved that we write to the state engineer indic-
ating that we want them to put up 'no passing'signs south of the bridge and also
to put up a street light on 326 when lights are put in for the freeway. Seconded
by W. Bohjanen. Carried.

It was stated that new reflectors had been put up on County Road 12 and
Sunset. Mr. L'Allier presented the noise- contour chart superimposed on a large
map of the area.which had been sent by the county surveyor. He mentioned
that MAC would purchase the land in the "C" zones and some of these would be
on a lease -back basis. The next MAC hearing will be July 9 in the evening
at the Anoka County Airport.
Mr. Jaworski moved that we ask the county surveyor to give ua two dozen reduced
size copies of the noise contour map for the Council and the P&Z. Seconded
by Mr. Bohjanen. Carried.
Mr. Donald Symanski and Mr. Harold Gestson appeared before the Council to com-
plain that Mr. Paul Videen of Midland, Videen, Inc., 1686 Lydia Avenue, had
sold and are trying to sell split lots in Lakeview Woodlands, the lots in par-
ticular being Block 2, Lot 26, and Block 3, Lot 1. Mr. Cardinal moved that
we write Midland, Videen, Inc. telling them that they need a variance to divide
these lots and asking them to appear before the Council at the next regular
meeting. A copy of ordinance 21A will be sent, also copies of this letter to
Mr. Symanski and Mr. Gestson. Seconded by Mr. Jaworski. Carried.
The hearing on prosecution by the Johnson is continued to July 8 at 2PM,
however, a different date is trying to be worked out. (Date was set for
July 22 at 1:30 P.M.
Mr. Jaworski moved that we pay the bills as audited. Seconded by Mr. Bohjanen.
Carried.
Mr. Cardinal moved to adjourn at 10:08 P.M. Seconded by Mr. Jaworski. Carried.

BOARD OF REVIEW

The annual Board of Review meeting was called to order at 7:47 PM on June 25,
1968, by Mayor L'Allier with all members present except Mr. Rosengren. Also
present were Mr. Ernie Kiss, county appraiser, and Mr. Gayle Leone, deputy
county assessor, and Mrs. Sarner, Lino Lakes assessor. The Clerk showed that
the meeting had been published and posted as required by law.
No persons showed up to complain about taxes. There was some discussion of
taxes from and evaluation of trailer courts with Mr. Leone stating, in his
personal opinion, that trailer courts more than pay their way.
There was discussion of normal appreciation of property due to increases in
construction costs. The value of houses surrounding an airport usually goes
up. Mr. Leone was in favor of the new airport because of the increase in rev-
enue it would bring to Anoka County. Mr. Leone stated that in other cities
carbon copies of building permits go directly to the assessor.
The tax- review certification was signed by the Councilmen and the Clerk.
Mr. L'Allier thanked the gentlemen for coming to the meeting.

The July 8, 1968, regular meeting of the Lino Lakes Village Council was called
to order at 8:06 P.M. by Mayor L'Allier with all members present.
Mr. Jaworski moved to accept the minutes of the June 24 meeting as corrected.
Seconded by Mr. Cardinal. Carried.
The motion to accept the minutes of the Board of Review meeting of June 25 was
made by Mr. Bohjanen &with second by Mr. Jaworski. Carried.
Mr. L'Allier mentioned that the State had painted double yellow lines on Highway8
near Highway 326 and that "no passing" signs had been put up. Mr. Rosengren noted
that a street light might not be,installed until Highway 8 is resurfaced before
being turned over to the County.
The Clerk stated that the tax levy funds had been received from the County in the
amount of $20,273.61,.
