The July 22, 1968, meeting of the Lino Lakes Village Council was called to order
at 8:05 p.m. by Mayor L'Allier with all members present.
Mr. Rosengren moved to accept the minutes of the July 8, 1968, meeting as cor-
rected. Seconded by Mr. Jaworski. Carried.
Mr. Jaworski moved to accept the minutes of the July 17, 1968, special meeting
as read. Seconded by Mr. Cardinal. Carried.
Mr. Jaworski introduced Mr. Sherman Stromen who requested
August 3 and 4 in connection with the Northwest Citizen's
to be held Sunrise Park. Mr. Cardinal moved to issue the
Knights of Columbus of White Bear Lake provided they show
the Clerk. Seconded by Mr. Rosengren. Carried.

Mr. Cecil LaMotte appeared to discuss subdivision of lots on his property East of
Centerville Road. Mr. L'Allier pointed out that the ordinance states that no
building permits would be issued to lots not adjoining an existing roadway.1. Mr.
La Mgtte gave the map of the proposed subdivision to the Clerk to forward to Mr.
Gotwald and ask him to get in touch with Mr. LaMotte and discuss the plot.
Mr. L'Allier mentioned that the on duty Police officers were out of the Village
on vacation and all calls should be directed to the Anoka County Sheriff. (427 -1212)
Mr. L'Allier announced that the Metropolitan Planning Guide was available to the
Council and P&Z members. He pointed out the section which mentioned that Lino
Lakes could be used almost completely for parks and playgrounds but did not in-
dicate in any way how we would be compensated in taxes, as parks,do not provide
a tax base. Mr. L'Allier favored development of lakes with the right kind of
buildings to provide the tax base.
Mr. L'Allier had talked with Mr. Gary Benyhoff of the State Highway Department
about setting up a ribbon cutting ceremony when Highway 35W is completed up to
Highway 8; also a similar ceremony when 35E is completed.
Mr. L'Allier introduced Mr. Robert Eidem, a Community Planner, for the Office of
Local and Urban Affairs, who was present to discuss the 701 Program which is a
Federal Aid program to help communities plan for their future growth. Mr. Eidem
mentioned that the Office also has many other programs such as training building
inspectors and had put out the Metropolitan Development Guide. The Metropolitan
Council does not stand behind this Guide and is putting out their own this fall.
The "701" Program is Section 701 in the Federal Housing Bill of 1954, and was
initiated to give technical assistance to communities through paying a portion
of a professional planner's salary and other costs necessary to complete the in-
depth study of the future. The Federal Government would pay 2/3 of the costs
with the Village paying 1/3, with the State administering the program. It is
estimated that Lino Lakes could be eligible for about $12,000 in Federal Funds.
(They start with an $8,000 base and figure an additional amount of $1.00 per
capita.) The Village would not necessarily have to pay their share all at one
time.
There are four phases to the program which should take from 18 -24 months to
complete. 1. Hard and complete look at the community.
2. State the goals and objectives of the community.
3. Analyze the plans to achieve the goals.
4. Implementation -- land use, zoning, etc.

A three -party contract is drawn up among the State, Consultant and the Village.
The Village would hire their own consultant and should interview three or four
prospects to obtain one with a similar outlook of the community. The consultant
would work with the Planning Commission and report to the State about three times
a year. The Federal Government would not be involved except to pay their share
on a submission of invoice that the contract had been met.
Anoka County has almost 100 per cent saturation of professional planning and the
state even pays part of the county's share if recreation is emphasized. The
Planning Commission would have to be formed by ordinance which has already been
been done in Lino Lakes.
Mr. Eidem gave Mr. L'Allier a list of Professional Planners and W. L'Allier re-
quested the Clerk to make copies for all of the Council, the P&Z and the Park Board.
Mr. Jaworski moved to authorize the Planning Board to invite W. Eidem to visit at
their next meeting, August 21, and explain planning to the members. Seconded by
Mr. Cardinal. Carried. Mr. Cardinal will contact Mr. Eidem again and all the
Board members.
Mr. Bohjanen moved to have the Clerk send copies of these minutes to the P&Z and
the Park Board. Seconded by Mr. Jaworski. Carried.
The Anoka County GOP chairwoman has asked for the number of election judges which
will be needed at the next election. Mr. Locher stated that this was a minimum of
three judges for the first 150 voters and one additional judge for every 150 voters,
with the number of voters based on the last general election. (1966 -- 777 voters)
1tr Jaworski announced that there had been no regular Park Board meeting in July
due to vacations.
Mr. Bohjanen moved to issue a bingo permit and a beer permit to St. Joseph's
Catholic Church for Sunday, August 11, 1968, in connection with their annual
chicken dinner. Seconded by Mr. Rosengren. Carried.
Mr. Bohjanen announced that there had been no CODC meeting since the last Council
meeting. He stated that he had received complaints from residents along Sunset
about chunks of blacktopping and other debris thrown into their yards from the road.
This is a county road and Commissioner Burman had been contacted about checking
into the matter.
Mr. Bohjanen moved to have the Clerk and the Police make a complete itemized list
of the costs to the Village of the Youth Center, which would cover all of 1967
and up to the present time. Seconded by Mr. Jaworski. Carried. Copies will be
sent to state senators, representatives, county commissioners, etc.
Mr. Bohjanen moved that hereafter when there is a public hearing by two boards, the
first should be required to recess their meeting so that the second board may then
hold their hearing so that the person paying for the hearing is not required to sit
through the extended business of the first board. Seconded by Mr. Jaworski. Carried.
The matter of Park Dedication in the Blomquist Addition was discussed. Mr.
Bohjanen moved to waive the requirement that the developer dedicate 10 per cent
of the land to the Village for parks because the plat had been in the preliminaries
long before the ordinance was introduced and the hearing for the final plat had been
set before the Ordinance was passed, also because of the heavy traffic in the area
and the extremely small size of the plat. Seconded by Mr. Cardinal. Vote: Aye- -
Jaworski, Cardinal and Bohjanen. No-- Rosengren and L'Allier. Mr. L'Allier object-
ed to the reference of the timing and stated they should not start a precedent for
other developers.
Mr. Rosengren stated that the packer had been purchased and that the company had
brought it up to Village specifications. Craig - Alexander had given the Village
another tractor on trial. He had contacted the County about cutting the weeds along
the Village roads and they are not interested because of a lack of manpower. Mr.
Bohjanen moved that Mr. Rosengren be authorized to contact Robert Lundgren and
offer him the job of mowing for the lump sum of $345. Seconded by Mr. Jaworski.
Carried.
Mr. Rosengren stated that he is obtaining private bids for prime and seal coating
of Bald Eagle Boulevard and Rolling Hills Drive.
Cdr. Jaworski moved to authorize Mr. Rosengren to obtain whatever gravel fill is
necessary to fill in holes behind the barn at Sunrise Park before August, third.
Seconded by Mr. Rosengren. Carried.
Mr. L'Alliermentioned he had had calls from Mr. Hamelin on Oak Lane and Mr. Emmet
Liebel on Birch Street concerning road and drainage problems. Mr. Rosengren will
check into these matters.
The Planning and Zoning Board minutes for July were read.
Mr. Locher stated that he had just received the abstract from Mr. Blomquist and
would have to bring it up -to -date, and then the matter would be all taken care of
as soon as the Mayor and the Clerk- Treasurer sign the plat.
Mr. Cardinal stated that a special meeting of the P&Z had been set for July 31
to discuss trailer courts in Lino Lakes with school board members.
Mr. Locher stated that he now had the legal description for Aqua Floats, Corp.,
and in his opinion this land should be rezoned commercial as a special use permit
is stretching the limits of the residential zoning. At this point a letter from
Mr. and Mrs. J.O. Michaud was read stating their opposition to any development
around Rice Lake which would add to the water level. It did not mention any
opposition to rezoning Aqua Floats property to commercial.
Mr. Rosengren moved that by resolution of the Village Council a public hearing be
held on the question of whether or not Aqua Floats, Corp. property having the
following legal description:
Gov't Lot 4, Section 20, Township 31 N, Range 22 W, Anoka County, Minnesota
lying South of Town Road now known as Aqua Lane and lying East and
Southerly of Rice Creek and lying West of the following described line:
Commencing at the intersection of the Southerly line of Said Aqua Lane
and the East line of Government Lot 4; thence Westerly along the
Southerly line of Aqua Lane 463 feet to the point of beginning thence
Southerly at right angles 500 feet, more or less, to the shore of Rice
Lake and there terminating
should be rezoned commercial at the regular P&Z meeting on August 21 and
acted on at the regular Council meeting on August 26th. Seconded by W.
Bohjanen. Carried.
The question of horse shows going on in the Village was discussed. Mr. Locher
stated that he had no definite information but it was his opinion that even
though no admission was charged at the door if an entry fee was charged for
entering the horse show and all the money was used for expenses it would still
be considered a commercial operation.

Mr. Locher also stated that this matter could come under residential zoning and
qualify as recreation. (Ord. No. 6 Sec. II. B (j) Mr. L'Allier moved to table
the matter and have Mr. Cardinal contact Mr. Ken Rehbein for more information
concerning horse shows. Seconded by Mr. Bohjanen. Carried.
Mr. Harold Hansen had been before the P&Z requesting a variance for a lot on his
land on Otter Lake Road. Mr. Cardinal had checked with Mr. Gotwald and found that
the entire roadway had not been laid out. Mr. Gotwald will contact Mr. Hansen
concerning the surveying and when this is completed the deed for dedication can
be obtained. Mr. Jaworski moved to wait for the legal description and the deeds
of easement from the adjoining property owners and then the Council will follow
through with the variance, preferably at the August 12 Council meeting. Seconded
by Mr. Bohjanen. Carried.
The question of illegal trailer houses in the Village had also been brought up
at the P&Z meeting. Mr. Al Dupre was present and stated that all three trailers
mentioned were in violation of the Village ordinances. The Clerk was instructed
to write to the following owners and inform them that they were in violation of
the ordinances and to request that they appear at the August 12 Council meeting:
Mr. Ken Rehbein, owner of trailer at Fourth and Pine
Mr. Ed Schwankel, owner of trailer on Orange Street
Mr. Richard Olson, owner of trailer on Highway 8.
Mr. Cardinal moved that the Deputy 6lerk be authorized to take minutes for the
Planning and Zoning Board on a regular basis. Seconded by Mr. Rosengren. Carried.
She was requested to send out the minutes of the P&Z to the Council in advance of
the meetings.
Mr. Locher presented copies of a model ordinance regulating taxicabs and samples
of the ordinance from Coon Rapids concerning buried cables. He also mentioned
that he will contact the various agencies concerning Civil Defense members in-
surance. He read a protion of a statement from the AttorneyGeneral's office con -
cerning plumbing fixtures and childrens books and stated that the Village is not
affected and instructed the Clerk to refer the information to the school officials.
Concerning a statement for special assessments received by the Clerk, Mr. Locher
suggested it was an error and should be returned to the sender.
Mr. L'Allier requested that copies of the ordinance concerning buried cable be
made and sent to the P&Z and to the Engineer and ask that they look it over and be
prepared to discuss it.
Mr. Bohjanen moved, under the Mayor's recommendation, that the sample taxicab
ordinance be turned over to the Road Study Board with copies to each member and
that they make a recommendation to the Council. Seconded by Mr. Jaworski. Carried.
Mr. L'Allier read a letter from the Minnesota Pollution Control Agency concerning
a public hearing to discuss the dumping of effluent in the Sunrise River by the
Village of Forest Lake. The Council had previously turned down the proposal
that they be allowed to dump into the Rice Creek Chain. Mr. Jaworski moved that
the Clerk write a letter to the Agency indicating the Council's favor of the dis-
charge into the Sunrise River and still objecting to discharge of effluent into
Rige Creek. Seconded by Mr. Cardinal. Carried.
Mr. L'Allier stated that the weed inspector had finished spraying the noxious
weeds on Village property hit that the county no longer sprays noxious weeds on
adjoining County property. Mr. L'Allier moved that the Clerk write a letter to
Commissioner Burman stating that the weed inspector had advised the Council that
the County property adjoining the Village property had not been sprayed and there

are many weeds thereon. The Council requests that they proceed with the neces-
sary spraying or that we will spray and bill the county. Seconded by Mr.
Cardinal. Carried.
Mr. L'Allier announced that Mr. Al Dupre had completed giving house numbers
to 111 homes and had given the list of names and house addresses to him. Mr.
Cardinal moved to have the Clerk send out postcards to the people involved and
ask them to post the numbers on their homes. Seconded by Mr. Jaworski. Carried.
Mr. L'Allier thanked Mr. Dupre for the fine job in numbering the houses and
indicated that all houses are now numbered at the time a building permit is issued.
Mr. L'Allier mentioned that there had been a hearing of the Metropolitan Airport
Commission on July 9 and that it had been continued until a later date to give
the Commission a chance to study in depth alternate sites which may be better
suited for an airport. The Governor had requested that this study be made.
Mr. Jaworski moved that Mr. Cardinal give the Engineer the Village thoroughfare
maps so that he can make a transparancey of the new roads in the Village.
Seconded by Mr. Bohjanen. Carried.
The Clerk read a letter from Midland - Videen indicating that they had not knowingly
violated any ordinances and had inclosed two checks to cover the fee for two
variances which would be required because two of the lots did not meet legal
frontage . Mr. Videen was present to describe how the lots were divided. Mr.
Bohjanen moved to accept the two variances with the stipulation that the legal

given to the Clerk. Legal description: a result from the splitting of Lot 1
Block 3, Lake View Woodlands:
All that portion of Lot one (1), Block Three, lying Northeasterly of the
following described line, extended: Beginning at a point on the North-
westerly lot line of said Lot one (1), Block Three a distance of 100 feet
Southwesterly of the most Northerly corner of said Lot one (1), Blook
Three; thence Southeasterly parallel to the Northeasterly lot line, to
a point on the Southerly lot line of said Lot one (1), Block Three, and
there terminating, all in Lake View Woodlands, Anoka County, Minnesota.
All that portion of Lot one (1), Block three, except that portion lying
Northeasterly of the following described line,extended: Beginning at a
point on the Northwesterly lot line of said Lot one (1), Block three a
distance of 100 feet Southwesterly of the most Northerly corner of said
Lot one (1), Block Three; thence Southweasterly parallel to the North-
easterly lot lin e to a point on the Southerly lot line of said Lot one
(1), Block Three, and there terminating, all in Lake View Woodlands,
Anoka County, Minnesota.
Lot 26, Block 2 has the following legal description after being split:
(1) The West 100' of Lot 26, Block 2, Lake View Woodlands, Township 31,
Range 22, Anoka County, Minnesota
(2) Lot 26, except the West 100' thereof, Block 2, Lake View Woodlands,
Township 31, Range 22, Anoka County, Minnesota
Seconded by Mr. Jaworski. Carried.
The Clerk was instructed to file the letter from the Michauds until the matter
comes up again.
Mr. Jaworski moved to pay the bills as audited. Seconded by Mr. Rosengren.
Carried.
