was called to order at 8:11 p.m.. Mayor Ralph L'Allier with all members present.
The minutes of the August 12 meeting were read and corrected. Mr. Jaworski moved III
to accept the minutes as corrected. Seconded by Mr. Bohjanen. Carried.
A letter from the League of Minnesota Municipalities was read concerning meetings
and workshops set up for municipal officials to discuss the Metropolitan Council's
preliminary sewer plan with the consulting engineers and Metro staff.Mayor L'Allier
indicated that he would like to attend.
The Clerk read the resolution which had been sent to Governor LeVander supporting
Mr. Bruce Nawrocki for the Metropolitan Transit Commission.
Mr. Cardinal moved to accept the Clerk's appointment of Mrs. William Houle as the
Chief Election Judge and to authorize Mrs. Houle to be paid at the rate of $1.65
per hour for accompanying the Clerk to a meeting with the County Auditor on Aug.
28th. Seconded by Mr. Bohjanen. Carried. Mr. Bohjanen thought that we should
not supercede our budget by increasing the hourly rate for the electbn judges.
The Primary Election is set for September 10th.
The Clerk announced that the money had been received from the State Treasurer for
the cigarette and liquor apportionments in the amount of some $5100.00.
Mr. L'Allier announced that Civil Defense Director, Kenneth Bryant, who had pre -
viously indicated his resignation, would step down from that post effective Aug.
27, 1968. Thereupon, Mr. L'Allier appointed Mr. Charles Cape, a capbble and
dedicated Civil Defense member, to be the new Civil Defense Director effective
August 27, 1968. Mr. Cardinal moved to ratify the appointment of Mr. Cape as
Civil Defense Director. Seconded by Mr. Jaworski. Carried. The Clerk was
instructed to send a letter of notification to Mr. Cape and to write a letter
of thanks to Mr. Bryant for his services as director.
Mr. L'Allier announced that the next police -mayor meeting would be September 3
at 7:30 p.m. at the Hall. He also announced that the next meeting of the Assoc-
iation of Municipalities would be on August 31 at Coon Rapids and that they were
considering hiring a half -time executive secretary for the organization.
A ribbon - cutting ceremony for the opening of I -35W will be held on September 4
at 2 p.m. on the boundary point of Blaine and Lino Lakes with Mayors Ramsdell
and L'Allier officiating at the cutting. Dignataries expected are Governor
LeVander or the Lieutenant Governor, the State Highway Commissioner and the
Secretary of State. The freeway will be opened to traffic latter in the day
or the next morning up to Highway 8. The press was invited.
Mr. L'Allier announced the Civil Defense firearms safety course to be held at
Sunrise Park commencing Thursday, August 29 on consecutive Tuesdays and Wednes-
days for those 12 years (or within one month of 12) or older.
The P&Z minutes wereread of the August 21 meeting. Mr. Cardinal asked Mr. Locher
whether the narrow width of Aqua Lane would make any difference on the rezoning
of Mr. Claggett's property and received the answer that there only need be access.
Mr. Locher stated that he had spoken with the son of the deceased man to whomc> the
easement is listed and was told that the easement had been turned over to the
Countyin the forties; however no such documents have been located and until
such are found the Village can assume Aqua Lane should be a cartway easement
of 66 feet.

Mr. L'Allier then called the hearing for Mr. Claggett to order. Mr. Claggett
stated that he would be glad to donate the 15' easement necessary to get a 66'
road, but he didn't know if the owner of the land across the street would. No
other parties wished to speak on the rezoning.
Mr. L'Allier questioned Mr. Claggett on reaching an understanding about garbage
pickup, off - street parking, a power line lying on the ground (the power company
will bury this as soon as the ground is dry enough; it had been struck by light-
ning twice), and hooking up of the well and septic tank. Mr. Claggett stated
that he would take care of these items es soon as the rezoning is final but he
wasn't going to spend a cent on the place before that.
Mr. Cardinal then moved to adopt Ordinance Number 6J, amending Ordinance number
6, Section 3, there -by rezoning to commercial the following described property:
That part of Government Lot 4, Section 20, Township 31 North, Range 22 West,
Anoka County, Minn. lying South of Village Road now known as Aqua Lane and
lying Easterly and Southerly of Rice Creek and lying West of the following
described line: Commencing at the intersection of the Southerly line
of said Aqua Lane and the East line of Bovernment Lot 4; thence Westerly
along the Southerly / (, /} '6 / ( x / %00/ 0W/pfaMSxiai / line of Aqua
Lane 463 feet to the point of beginning; thence Southerly ar right angles
500 feet; more or less, to the shore of Rice Lake and there terminating.
having on hand the required affidavits of posting and publishing of the hearings.
Seconded by Mr. Bohjanen. Motion carried unanimously.
Mr. L'Allier moved that we authorize the above rezoning with the understanding
that Mr. Claggett does as he indicated he would concerning trash, parking off the
street except when spring weather won't permit, repairing of the power line and
hooking up of the well and septic tank. Seconded by Mr. Cardinal. Carried.
The hearing was adjourned.
Mr. Cardinal stated that he had received a copy of Blaine's trailer ordinance.
Mr. L'Allier will secure more copies for the Council.
Mr. Cardinal mentioned the form to be filled out at the September 5 meeting with
the Planning and Zoning Board and that all the Council should have ideas to pre-
sent at this time.
Mr. Dennis Houle suggested that a footage limit on the depth of a roadway off a
Village street be limited so that we wouldn't have these long driveways which
eventually get built up on and present many future problems.
Mr. Cardinal recommended that we ask Mr. Gotwald to be present at the September 5
meeting and was told to invite him. After that meeting Mr. Eidem will be asked
back to tell us how to go about interviewing planning consultants.
Mr. Jaworski mentioned that Mr. Eugene Broker was having difficulties in attending
the Personnel Commission meetings and that he had resigned on that basis. Mr.
Jaworski therefore moved that Mrs. Ruth Rector be appointed to the Personnel Com-
mission to replace Mr. Broker. Seconded by Mr. Bohjanen. Carried. The Clerk
was instructed to write Mrs. Rector and Mr. Broker accordingly.
The Road Study Board minutes were read. The Road Study Board had considered the
ordinance of Coon Rapids concerning taxicabs and Mr. Jaworski went over it with
the Council recommending changes in the amounts of insurance coverage, requiring
the drivers to wear a cap and badge, etc.

Mr. Jaworski then moved to authorize Mr. Locher to go through the taxicab
ordinance and bring his recommendations on it to the next meeting making it
ready to be published after that time. Seconded by Mr. Cardinal. Carried.
Mr. and Mrs. Josef Zeman of 6325 Baldwin Lake Road came before the Council to
inquire whether they had a legal right to keep a chain across the end of the
Town Road on which they have the last house. They believe they own the property
to the center of the roadway as do the people across the road and that having
blocked the roadway have cut down on the number of fires and thefts in the: area.
However, the person owning a 1 1/2 acre parcel between them and the St. Paul
Waterworks property wished to sell his piece and insists on opening a roadway
to his piece from said Town Road, consequently the Zemans whish to know whether
the man can force them to take down the chain, and if so, will the Village or
County maintain the road. Mr. Locher answered that the County had so far re-
fused to maintain responsibility of the Town Road although the property had been
dedicated to the County around 1953. He thought the property might have been
obtained by the County for Centerville Township at the time. Mr. Locher will
check with the County again on this and try to reach some agreement with them.
Mr. Bohjanen reminded the Council that at the last meeting Commissioner Burman
had indicated that Anoka County should be requested to establish a maintenance
building in the Southeast corner of the County. Therefore Mr. Bohjanen moved that
Lino Lakes send a resolution to the Anoka County Board of Commissioners requesting
that they consider the Lino Lakes area in building a maintenance building for
the County Highway Department in the Southeast corner of the County. Seconded by
Mr. Jaworski. Carried. Mr. L'Allier mentioned that the County had at one time
asked Lino Lakes to add space onto Village maintenance facilites for County rental.
Mr. Bohjanen moved that the Clerk send copies of the minutes to any persons who .
have been called before the Council on special use questions. Seconded by Mr.
Jaworski. Carried.
Mr. Bohjanen stated that the next C&BDC meeting would be on September 4. At a
that time they will look at the Federal 701 program and discuss possible answerd
for the next night's meeting.
Mr. Rosengren reported that he had received a complaint of new people living on
Highway 49 across from Birch Street having 10 horses on a 1 1/2 acre lot. The
Constables will check.
Mr. Rosengren stated that Mr. Schifsky was ready to start work any day. The Villag e
has been working on rebuilding WestRondeau Lake Road. They are squaring the
corners and will take out some 15 -20 feet of trees on the actual roadway; a cor-
ner pole and guidewires are giving them trouble and the telephone company has
some buried lines in the road. He had looked at Sunset and found that Blaine
had put the black dirt on our side of the street. The culvert at Anderson's
will be picked up when it is needed for West Rondeau Lake Road.
Mr. Locher stated that the notices for filing for candidacy of Village offices
would have to be posted and published the coming week. Mr. Cardinal then moved for
a general resolution to authorize the Clerk- Treasurer to proceed with the pub-
lishing and posting of all necessary notices, etc. in connection with the up-
coming election. Seconded by Mr. Jaworski. Carried.
The Clerk was instructed to check on the ballot boxes and build a couple more if
necessary.

Mr. Locher stated that the same number of election judges were needed for both
the primary and the general election.
Mr. Cardinal moved to authorize Constable Raymond to obtain prices on the purchase
of two tires on the squad car. Seconded by Mr. Jaworski. Carried.
The Coon Rapids ordinance on buried electric cable was read. Mr. Locher stated
that it was not broad enough, that gas and oil pipelines should be added. The
Clerk was instructed to get more copies from the League and to get a pipeline
ordinance from Columbus and make copies for the Council.
Mr. Bohjanen moved to table any action on the letter from the Water Polution
Control Board concerning sewers on Otter Lake Road. Seconded by Mr. Jaworski.
Carried.
The Police report for July showed 3 domestic calls, 1 break -in; 2 escapees from
the Youth Center, 1 accident, 110 miles on the car and 77 hours service for the car.
Mr. Locher stated that he had gotten a letter from Lindberg Consruction; Mr. Gotwald
and Bob Allen of Lindberg will work things out.
Mr. L'Allier stated that the ordinance regulating limits on road weights will be
discussed next time.
Mr. L'Allier reported that he had been contacted by Dave Torkildson of the County
Park system who had stated that Mr. Cecil LaMotte was willing to give the County
a 60' right -of -way thru his property to the Centerville Lake Park. This road would
parallel the east side of the lake and be an extension of a short road in Center-
ville. Centerville seems to favor this; the County would turn the road over to
Lino Lakes when built.
Mr. L'Allier stated that he felt that the County should maintain such a road as
it goes to a County Park, and that the Village should not have to maintain a
road built to serve people of the entire County and State.
Mr. Dennis Houle stated that he felt the Council should go on record as prefering
a road on the dividing line as the proposed road would go thru residential dis-
tricts and the Centerville Council had accepted the proposal on George Gotwald's
recommendation, but W. Houle had talked with Mr. Gotwald and found that he had
told them not to accept the road. Also, Mr. Houle felt we shouldn't benefit
one man so much.
L'Allier felt that we would be helping ourselves and others by gaining access
to the Park and that current trends in land development favor developing land
around lakeshore so that the motoring public can see the lake. There was some
discussion. Al Ross stated that at one time Mr. LaMotte agreed to give the land
on the line but had apparently changed his mind. It was decided to wait for Mr.
Gotwald to return from vacation and get his opinion at the next meeting before
giving Mr. Torkildson an answer.
Mr. Dupre inquired about a decision on the Flanagan garage. Mr. Bohjanen stated
that he had looked at the property and suggested that the garage be moved back
about 20 feet so that it would line up with the other building and that the walls
be brought together, thus bringing the one eave off the fence -line and allowing
more parking area. Mrs. Flanagan stated that the garage had been set forward so
that it could be seen from the highway as it is to be a showcase for snowmobiles.
Mr. Bohjanen moved to table the matter until the Fire Marshall and the rest of the
Council members have studied the garage further. Seconded by Mr. Jaworski. Carried.

Mr. Dupre reported that Mr. Schwankl and Mr. Rehbein had gotten their trailer
permits but he had heard nothing from Dick Olson. Mr. Cardinal moved that the
Clerk write to Mr. Olson telling him to get his permit from Mr. Dupre, if there
was some problem he should call Mr. Dupre. Seconded by Mr. Jaworski. Carried.
After discussion Mr. Cardinal moved that Mr. Rosengren be authorized to have the
concrete garage on Sunrise wrecked and hauled away, nothing having been heard
since notice of same had been served. Seconded by Mr. Jaworski. Carried.
Mr. Jaworski moved that Mr. Locher send a letter to Mr. Robert Anderson, owner
of the property next to Mr. Rosengren on Highway 8, serving notice that if he
does not clean up the junk the Village will have it done and charge it to him.
Seconded by Mr. Bohjanen. Carried.
Mr. Jaworski moved that Mr. Locher also send a letter to Don and Leslie Paul about
the junk cars on their farm, telling them they are in violation of the ordinance
and must clean up. Seconded by Mr. Bohjanen. Carried.
Mr. Jaworski moved that the Clerk write to the Telson Company (Les Marvey Realty)
concerning the barn on Fourth Avenue behind Glenn Rehbein which has been down since
the tornadoes went through in 1965. Seconded by Mr. Rosengren. Carried.
Mr. Myhre reported that the junk cars on Rolling Hills Drive were gone and the
property looking better.
Mr. Bohjanen moved to pay the bills as audited. Seconded by Mr. Rosengren. Carried,
Mr. Dennis Houle asked how one goes about getting the speed limits reduced on a
County road. Mr. Locher stated that application must be made to the County
Board which in turn requests the State to set the limits.
Mr. L'Allier mentioned that the village hall phone number was not listed in the
phone directory, and as we expect to go to 1/2 time Clerk the first of the year
the number should be listed in both the Minneapolis and St. Paul phone directories.
Mr. Bohjanen moved that the Village Hall phone number be listed in both directries.
Seconded by Mr. Jaworski. Carried. Mr. Al Ross commented that since the Hall is
on a four -party line this could cause a lot of commotion. Mr. L'Allier mentioned
that it is planned to have one common number for the three policemen.
Mr. Jaworski moved to adjourn at 10:44, seconded by Mr. Bohjanen. Carried.

The regular meeting of the Lino Lakes Village Council held on September 9, 1968,
was called to order at 8 p.m. by Mayor L'Allier with all members present.
The Park Board minutes were read with Mr. Jaworski mentioning that a developer had
complained about the strictness of 10% land donation under Ordinance 21B. Mr.
Bohjanen then moved that Mr. Locher write to this developer telling him that we
are abiding by Ordinance 21B and that he could bring up the matter at the time
he comes before the Planning and Zoning Board for action. Seconded by W.
Jaworski. Carried.
The September 10 meeting scheduled for discussion of a full -time man was postponed
until after the last budget meeting due to the primary election failing on the 10th.
The budget meetings were set for September 19 and 26 at 8 p.m. The Clerk was
instructed to inform Mr. Wally Hill, our auditor.
Mr. Bohjanen mentioned that the Community and Business Development Committee had
looked at the 701 Program and had presented their ideas the next evening at the
joint meeting of the Planning and Zoning and the Council. They are still working
on the brochure.
