1. CALL TO ORDER AND ROLL CALL:
Chair Ms. Bor called the Lino Lakes Environmental Board meeting to order at 6:37 p.m.
on September 24, 2014

Mr. Heiskary made a MOTION to approve the July 30, 2014 Meeting Minutes. Motion
was seconded by Ms. Andrzejewski. Motion carried.
3. APROVAL OF AGENDA
Ms. Andrzejewski made a MOTION to approve the agenda. Motion was seconded by
Ms. Klebba.

A. White Pine Senior Living/Rezone to PUD/Preliminary Plat Review

The project site is approximately 2.40 acres, and is located on 77th Street West. The
proposed development will be a 39 unit senior living facility.
Recommendations
1. Submitted SWPPP must be site specific and complete meeting all of the
requirements of the Minnesota Pollution Control requirements for NPDES permit
issuance.
2. Provide a Tree Preservation Plan
3. Research and/or find the well point located in the USGS database for this
property. Protect the well if the well is to be used, or properly seal the well if it is
to be abandoned.
4. Landscape Plan must clarify and differentiate landscape plant symbols that are too
similar to discern. The East side of the project must provide adequate screening.
5. Plant Blue Grama, a native grass in the infiltration pond depression, add more
open space plant requirements in this area, and plant several formal, evenly
spaced, mulched flowering gardens at the top of the berm.
6. Provide a path and bench to the pond area for residents to use.
7. Submit a maintenance plan for the infiltration pond
Comments -none
Ms. Andrzejewski made a MOTION to approve with the recommendations of the
Environmental Board the Motion was seconded by Mr. Heiskary.
B. Matttamy Homes/Watermark
This is a Concept Plan review of a propose mater planned development to be built on 372
acres. The site is located between Count Road 21 and Highway 35E, just north of County
Road 14. The development is proposed to consist of 876 units, made up of attached row
townhouses and detached single family homes on various lot sizes.
1. Address the focus issues of the AUAR. Address the AUAR Mitigation Plan in
the preliminary plat design and submittal materials
2. Incorporate Conservation Design Framework imposed by the AUAR to mitigate.
Potential impacts to ecologically sensitive areas
3. Design Stormwater management plan with a Treatment -Train approach
4. Provide a noise Analysis and Mitigation Plan

5. Expand the Open Space Corridor to the south by creating meandering open space
next to the earthen berm
6. Locate the central park adjacent to the corridor if possible
7. Perform a more detailed Cultural evaluation of areas highlighted in the AUAR
8. Investigate the potential for creating a cultural site that may include space for
community gardens on site
9. Submit landscape plans for screening the west edge, the open space areas, and the
earthen berm �
10. Provide a SWPPP that is site specific and in conformance with the MPCA
site permit requirements
11. Investigate and map all private wells, weather operational or abandoned on the
site.
12. Provide a street cross-secti with de for utilities, sidewalks, and boulevard
trees..
Ms. Bor asked about the concept plan and time frame in; plan development and what advantage
does the city have in going with a PUD?
Mike Grochala, Community Development Director, discussed the concept plan and steps the
development will go through before it is finalized. He also stated that the PUD allows changes in
lot sizes, street widths and other infrastructure to allow the city to have a more flexibility in
development.
6. DISCUSSION ITEMS / INFORMATION ITEMS
A. Blue Heron Days
K.C. Kye mentioned that they collected about 100 pounds of recycling material. He is thinking
of ways to improve the event.
• Such as have more recycling carts with wheels, try to get more volunteers, tape on
banners on to the truck so no one is holding the banners
• Asking the vendors to use compostable materials
• Educate people more, add more signs and be more visible
• Communicate better with the Parks & Recreation and Public Works staff
B. Project Updates
Recycling pamphlet for October, November, and December will be mailed to residents

Highlights will be in October mattress recycling and paper shredding. In November the push
will be aluminum cans and in December it would be household goods and appliance recycling.
C. Recycling Assistant K.C.Kye, Recycling Updates, Progress Reports
K.C. Kye stated that the Saturday Recycling days are really bringing in the items. In July there
were 8 roll offs of appliances and recylable items. In September there were 10 roll offs and over
200 cars stopped in to participate. V###1'$V
K.C. Kye has been communicating with business of where they can place some recycling
containers to collect more items and improve public awareness about recycling.
At this time some of the projects that K.C. Kye is working on is the recycling portion of the City
of Lino Lakes website, a fact sheet for recycling, a twitter feed, and facebook to connect to the
residents. He is also working on promotions for recycling with the churches, schools and multi-
family units. Also a grant for organic recycling.
K.C. Kye will also be atending an adult master recycling class if anyone is interested contact
Anoka County for information.
7. ADJOURNMENT
Ms. DeHaven and Mr. Heiskary made a MOTION to adjourn the meeting at 8:35 p.m. Motion
was supported by Ms. McDonnell. Motion carried.
Next Environmental Board meeting is Wednesday, October 29, 2014 at 6:30pm.
