The special hearing for rezoning and special use permits for Kenneth Rehbein and
Floyd Miller was called to order at 8:03 p.m. on September 23, 1968 by Mayor L'Allier
with all Council members present.
The first order of business was in regards to Mr. Ken Rehbein's request for reson-
ing of 30 acres at Fourth and Pine from residential to commercial. The affidavits
of publishing and posting of notices of the hearings were shown. The portion of
the Planning and Zoning Commission minutes regarding their approval of Mr. Rehbein's
request was read. There was no discussion from the audience on either his request
for rezoning or a special use permit for an indoor arena.
Mr. Cardinal then moved that Ordinance No. 6K be adopted, setting forth the rezon-
ing from residential to commercial use of the following property:
The West three - fourths of the Northwest one - quarter of the Northwest
One- quarter Of 3/4 of NW 1/4 of NW 1/4) of Section Five (5), Township
Thirty -one (31) Range Twenty -two (22), Anoka County, Minnesota
belonging to Mr. Ken Rehbein, and that he be granted a special use permit to con-
struct, maintain and operate, according to law, a riding stable and horse show
arena, and necessary structures and improvements incident thereto on said property.
Seconded by Mr. Bohjanen. Carried unanimously.
Upon being asked how soon he would start building, Mr. Rehbein produced drawings
showing a pole -type building about 80 by 250 feet to be constructed east of his house

between Pine Street and the outdoor arena. W. Rehbein introduced a petition
signed by several neighboring land owners who stated they had no objections to
the rezoning. He was then instructed to see the Building Inspector for a
building permit.

The matter of a special use permit for W. Floyd Miller to construct a building
to be used as a base of operations for his cabinet-making crew was taken up.
Affidavits of posting were shown and the portion of minutes of the Planning and
Zoning Commission pertaining to W. Miller were read. No objections were raised
from the audience.
Mr. Cardinal thus moved to give Mr. Floyd Miller a special use permit to constuct
maintain and operate, according to law, an office building, garage, and cabinet
shop, and necessary structures and improvements incident thereto on the residential
lands situated in the Village of Lino Lakes, Anoka County, Minnesota and which are
described as follows:
That part of the NW 1/4 of the SW 1/4 of Section 3, T 31, R 22, Anoka
County Minnesota described as follows: Commencing at the Southwesterly
corner of said NW 1/4 of SW 1/4, a distance of 348.0 feet; thence North
at a right angle, 66.0 feet to the actual point of beginning; thence con-
tinuing North on said line extneded, a distance of 208.71 feet; thence
easterly, at a right angle, a distance of 208.71 feet; thence southerly
at a right angle, a distance of 208.71 feet to the point of beginning,M(bottom)
with the stipulation that the cabinets produced in this building be used only in
the houses which W. Miller constructs and not for retail sale. Seconded by Mr. •
Bohjanen. Carried unanimously.
Mr. Jaworski moved to adjourn at 8:13 p.m.; seconded by W. Bohjanen. Carried.
The regular Council meeting was then called to order at 8:13 p.m. by Mayor
L'Allier, all members being present.
The minutes of the September 9 meeting were read. Mr. Bohjanen moved to accept
the minutes as corrected. Seconded by Mr. Jaworski. Carried.
The affidavits of publication of ordinances No. 45 and 46 were shown. The
Clerk was instructed to send Mr. Dabasi of Forest Lake Taxi a copy of Ordinance
No. 45 and invite him back.
The Clerk stated that the outstanding fees for rezoning by Northwest Saddle Club
had now been paid. Also, a notice from the Social Security office of a second
chance for PERA members to join up with Social Security had been received and
posted.
W. L'Allier annnounced several meetings including that of the Anoka County
Association of Municipalities on September 25 at Columbia Heights at which County
Administrator, Mr. Bernard Steffen was to speak on the progress of county roads.
The next police meeting will be on October 7th. After the second budget meeting
on September 26, the Council will discuss the feasibility of hiring a full-time man.
The Park Board minutes were read. W. Jaworski mentioned that the Park Board would
like to purchase a slide for some $770.00 from the same company as they purchased
II/the Buck-abouts, to be put in Sunrise Park.
W. Jaworski moved that we purchase the Hickory Dickory Dock slide for Sunrise
Park. Seconded by W. Bohjanen. Carried.

southerly 66 feet of the westerly 557.0 feet of said NW 1/4 of SW 1/4.

Mr. Jaworski then asked the Council what they thought of buying a one -acre lot
(possibly getting a donation) to equip for a small park, in the area of Orange
and Maple Streets. The cost of equipping one of these with a swing, slide, and
two Saddlemates plus a merzy.go -round would run about $800.00. Mr. Bohjanen men-
tioned that if the 30 acres on Main Street are purchased there would be recreational
area there, but he thought it should be looked into. Mr. L'Allier thought that we
could look into the matter in conjunction with Centerville and perhaps select three
or four sites.
The minutes of the September 18 Planning and Zoning meeting were read. Mr. Cardinal
asked Mr. Locher about a request of Mr. Cecil LaMotte concerning a roadway across
St. Paul Waterworks property south of Centerville Lake. Mr. LaMotte wished a var-
iance to build a house on Lot 1, Block 1, of LaMott's Second Additon which is situated
on the end of a roadway, a portion of which was accepted by Lino Lakes. He plans
to put in blacktop streets to be assessed to the landowners. Mr. Locher stated that
the !quest seemed in order. Copies of the warranty deed and an agreement with the
purchaser were read.
Mr. Cardinal then moved to grant a variancelto Mr. Cecil LaMotte for Lot 1, Block; 1,
of LaMotte's Second Addition, providing that Mr. LaMotte supplies a copy of the
purchaser's agreement and copy of the plat map to be attached to the minutes. Sec -
onded by Mr. Jaworski. Motion carried unanimously.
Mr. Cardinal stated that an option had been signed with Mr. William Waldoch for a
fee of $100.00 which will hold the property until December 31, 1969. Terms of the
purchase would be $1000.00 down and payment of $1200.00 per year at five per cent
interest. Mr. L'Allier instructed the Clerk to send a letter to Mr. Waldoch thank-
ing him for his generous terms for the Village. He also thanked Mr. Locher and Mr.
Cardinal for their good work in securing the option so quickly.
After some discussion of Mr. Dick Olson's trailer and basement Mr. Cardinal moved
to authorize Mr. Locher to write to Dick Olson informing him that he cannot live in
the basement without a permit and to invite him to come before the Council for a
permit, stating his intentions and giving a time limit until the house can be com-
pleted. Seconded by Mr. Jaworski. Carried.
It was stated that Mrs. Rose LeTourneau had moved in a garage without a permit.
Mr. Dupre was instructed to inspect said garage before the next meeting
The scheduled meeting between the Council and the Planning and Zoning Board was reset
for October lat 8 p.m. for the continuation of the zoning map work.
The addition of hard -core youths to the Youth Center was discussed. Mr. L'Allier
read from the Corrections Commissioner's report the definitions of "hard- core" and
Youthful offenders ". He also stated that the capacity of the "B" building for youth -
ful offenders was only 50 due to addition of recreational facilities in the building
but that 65 persons were in as of September 16th.
After considerable discussion Mr. Bohjanen moved to send a letter to the Appropriations
Committee, Gary Flakne., chairman, giving them the costs we have sustained due to
break -outs from the Youth Treatment Center with copies to Senator Tom Greig and Gov-
ernor LeVander. Seconded by Mr. Jaworski. Carried.
Mr. L'Allier then moved to send a letter to Corrections Commissionep Keve objecting
to the over - populating by 15 people of the "B" Building at the Youth Center, since
the original capacity was 75, but had been reduced to 50 due to the addition of

recreational facilities in one wing, and the population as of September 16
was 65 persons. Seconded by Mr. Cardinal. Carried. Copy to be sent to
Dr. Gelbman, Director of the Youth Center.
The "Slow Children" signs had been put up on Linda Street. There were com-
plaints on the 30 mph limit.
Mr. Rosengren mentioned that the taxes on the concrete garage on Sunrise would
not be delinquent until next year and that perhaps we should hold off on
demolition. The Clerk was instructed to check the minutes to see what had been
done concerning this for the next meeting.
Mr. Rosengren stated that the telephone company had damaged a culvert on Fourth
Avenue and that he will call them about it.
The prime and seal work was finished on Bald Eagle Boulevard, Rolling Hills
Drive and Aqua Lane, but the rain had slowed work on West Rondeau Lake Road.
The driveways in the Lakeview area will be fixed up this week.
M. Myhre reported that he had not found the horses reported to be on Hodgson
Road opposite Birch Street, but there were some down further in a pasture on
several acres; therefore nothing is to be done.
Mr. Rosengren reported that they had tried out the tractor and will return it;
however, the packer will be purchased with Columbus Township. No shooting signs
were put up in the area of Holly, 12th, and Birch Street. He asked the Clerk to
send revised Village maps to the utility companies after Mr. Gotwald completes
them for marking the location of buried cables.
Mr. Bohjanen mentioned the 20 mph limit on North Road. Apparently that limit
must have been put up by Circle Pines as Commissioner Burman knows of no County
action taken to reduce the limit. Mr. Rosengren mentioned that the trouble
with the 20 mph signs is having no authority to enforce the limit.

Mr. L'Allier mentioned that the County had taken over the East service road
of 35E from the County line to Highway 14. A discussion ensued on the roadwork
being done on Birch Street east of Centerville Road. Since one landowner would
not donate an easement but wished to be paid, the work could not go forward, as
the others wanted to be paid also. Mr. Pete Nadeau complained about the quality
of work and the inconsistency of dirt moving by the County but said he wanted
the work completed as soon as possible and wanted the Council to push the
County on this. After discussion and complaints from residents, Mr. L'Allier
moved that a letter be sent to Commissioner Burman stating that we had been
visited by residents of Birch Street East of Centerville Road who all wished
to see the work on Birch Street done as soon as possible and to accomplish this
would gladly donate the easements even though one resisting party wished to be
paid; they therefore request that the County purchase said easement from Mr. Pratcher
and complete the road. Copies of the letter are to be sent to all adjoining
property owners and a carbon copy to Mr. Lundheim.
Mr. Locher stated that he had heard from Lindberg Construction which acknowledged
that 64th had been built too high but they had no wish to fix it. The letter
will be sent to Mr. Gotwald to hash out with Lindberg. We will do the work and
charge them for it if necessary.
The Building Inspector mentioned a house in the 6900 block on Lakeview Drive
owned by Allen Real Estate Company of Anoka which has a caved in cesspool, a
broken -down fence and a garage in need of paint. Mr. Locher will call.

Mr. Dupre also asked whether he would be reimbursed for pay if he has to go to
court. The consensus of the Council was that he should be reimbursed.
The Building Inspector will check on the problem at Otter Lake this week.
Mr. L'Allier mentioned that the Minneapolis Waterworks Department was starting
condemnation procedings against NSSSD on their Fridley property. He then moved
that the Council go on record with a resolution indicating that we oppose the
condemnation proceedings by the Minneapolis Waterworks Department against NSSSD.
Seconded by Mr. Bohjanen. Carried. There was some discussion on this.
The question of transferring excess funds out of Debt Redemption came up again.
Mr. Jaworski moved to transfer $6,200.00, of the $16,200.00 sales tax money re-
ceived by Roads and Bridges into the General Fund leaving $10,000.00 as intended
at the budget meeting. Seconded by Mr. Cardinal. Carried unanimously.
Mr. Cardinal moved to authorize Mr. Gotwald to collect data for the overlays on
maps being prepared by the Planning and Zoning Board and the Council.; also to ask
him to the meeting on October first. Seconded by lam. Jaworski. Carried.
Mr. Herb Anderson of Fuel Economy Engineering had been called by Mr. Gotwald to
give us an egtimate on a Village Hall building. W. Anderson showed the type of
steel construction and told of many construction details, estimating that the cost
would run between $07 and $8 per foot if one -third of the area were used for office
and meeting room space; however the cost would rise if more area is used for that
purpose or if more plush materials were used. The maximum would probably be $10
per square foot. He answered many questions and thanked by the Mayor for coming.
Mr. Cardinal moved to pay the bills as audited. Seconded by Mr. Rosengren. Carried.
The motion to adjourn at 11 :10 p.m. was made by Mr. Bohjanen and seconded by
Mr. Rosengren.

Meetings of the Council along with Auditor Wally Hill were held on September
19 and September 26 at 8 p.m. All Council members present at both meetings.
Mr. Hill stated that transfers to even out the funds could be made at the
end of the year to show them all in the black if possible.
It was decided to pay half of the fees for Schiffsky and Hoekstra until the
County draw in December when they could be paid in full.
The estimated evaluation of the Village for 1969 was set at $1 million. Mr.
Hill later talked with the County Auditor who estimated that the evaluation
would be as high as $1,060,000.00.
Mr. L'Allier suggested hiring a police administrator in 1969 who would do all
of thepeper work and would fill in on emergencies and on occasion when one of
the constables was on vacation. The suggested salary was $200.00 per month.
There was some discussion on raising the Clerk's salary as Mr. L'Allier wanted
