The regular meeting of the Lino Lakes Village Council held on December 9, 1968
was called to order at 8:03 p,m. by Mayor L'Allier with all members present.
The following corrections were made to the November 25, 1968 minutes: Page or
paragraph five - -They were informed of the rezoning costs and acknowledged same.
Page three, paragraph six - -add Hockey Coach after Centennial School's. Page
three, paragraph eight -- This representative of the department expressed willing-
ness to lease the property in thecase that the Council might object to the price.
Page four, paragraph two - -add after the wordDistrict- -and would not give proper
representation for our Village.
Mr. Bohjanen then moved to accept the November 25, 1968 minutesas corrected.
Seconded by Mr. Jaworski. Carried.
The Clerk reported that title transfer had never been completed on the 1962 Ford
dump truck purchased in 1966 and that the matter had been turned over to the At-
torney for clarification. Mr. Locher statedthat Anoka County Attorney Bob Johnson
was now working on it. Also, the plate transfer from the 1949 Ford truck to the
1962 Ford had not been made through the State Highway Department. The Clerk will
check to see whether the 1949 Ford was junked, etc.
County Auditor Ken Campbell had given the figure of $16,476.93 as the amount of
revenue from the Sales tax refund for Lino Lakes in 1969. Also, the notice of
gopher bounties paid in 1968 must be in the Auditor's office prior to the end of
the year so that payment could be made to us before that time.
A letter from Milner W. Carley and Associates giving their approval of release of
the bond on the Ralph L'Allier property borrow pit was passed around.
Mr. Cardinal stated that the Planning and Zoning Commission had not met since the
last Council meeting and had no report.
Mr. J. R. Stockstead, representing MDF Development Company on Rice Street, came be-
fore the Council to present layout and plans for DX Sunray to put up a Big T travel
mart and service station at the SE corner of 35E and Main Street and thence to ask
for rezoning of that property- -about 2 1/2 acres. This is a portion of a parcel
owned by Marlin Rygg who had indicated that he might be interested in rezoning the
whole piece. Mr. Stockstead said that he couldn't be sure when the work would be
started on the project, that it would be planned to coincide with the opening of
the freeway. He also said that he was aware that filling stations as such were
under somewhat of a stigma but that the Council might consider that often such
businesss have pioneered many later - developed locations to the benefit of a Village,
and that nicely -done, neat stations are an asset to the municipality. Mr. Stock -
stead was asked to bring Mr. Rygg to the next P&Z meeting on December 18, and if they
approved then hearings would be set.
Mr. Andrew Dabasi of Forest Lake Taxi came forward to discuss the new taxi ordinance,
specifically Section 16 pertaining to a permanent call station for the cabs. He
was informed that hisbase of operations in Forest Lake would satisfy the requirement
and he wouldn't need an office in Lino Lakes. The Council objected to the limits
of his insurance policy on the cab, stating that he must increase his limits to
$100 -300 thousand. Mr. Dabasi will see his agent and get in touch. Mr. L'Allier
told him that we would like to have his business and that we will be glad to help
him.
Mr. Jaworski reported that the next Park Board meeting would be December 16th.
Mr. Bohjanen stated that the final brochure meeting of the C&BDC would be held
this week; also they expected printing costs for the brochure to run about $300.
The C&BDC was presently studying the Minnesota Plumbing Code - -Mr. Bohjanen will
bring a recommendation to the next meeting.
Mr. Rosengren reported that the snowfence was up; Mr. Baeklin had done as much
as possible on the Lakeview drainage problem for the present. Mr. Rosengren
stated that he had talked to the County Highway Department on the bill we had
received and understood that it was for salt and some 45 yards of sand purchased
from the County as well as a 14' piece of 24" culvert, also some grading and
plowying (15Hours) on 64th. He hadn't received the final figures on this but
expected to have them by the next meeting. Mr. L'Allier mentioned that we should
be sure that the County plows Harold Hansen's road.
Mr. Rosengren then stated that Roads and Bridges needed the following items:
a large floor jack, an air compresser and a new pickup truck. He also requested
that the road crew be paid before Christmas- -the Clerk stated that the checks
would be ready on December 23rd.
Mr. Gotwald stated that the thorourghfare map would be finished this month and
that the proposed zoning maps should be ready by the second meeting in January.
He had given our sewer reports before the Metro Council who will have their
preliminary report ready by the first of the year. The Forest Lake line will
either be hooked up thru NSSSD or White Bear Lake. The letting of bids on 35W
have been set back until after July, 1969, so it is unlikely that any paying will
be done before 1970. Mr. Gotwald will have copies made of the existing zoning
map, a reduction of which will grace the cover of the C&BDC brochure.
Crystal Ahlman, representing North Northeast Realty (El Rehbein) came forward
to ask why Lino Lakes doesn't advertise the Village more and to query the Council
as to the availability of industrial zoning, municipal swer and water for same
and the possible date for same. She stated that they had many requests to buy
industrially zoned property in Lino Lakes and that the need for water was the
greatest. She was informed of the plans of the CO DC and the sewer and water
studies which have been made in Lino and also of the areas which are presently
being considered as to be rezoned to industrial. An industrial park might have
its own water system.
The Council looked over the existing zoning map and approved. Copies will be
made for the Planning Commission, etc.
Dennis Houle asked whether the cutback on 35E work was entirely due to lack of
funds or whether the grade actually was ready for paving. Mr. Gotwald assured him
that it was a lack of funds.
Mr. Locher read the concluding statements from the decision in the Rolland
Johnson case which had been dismissed, thus favoring the Village. A copy will
be placed in the file as well as given to the Planning and Zoning Board for
their use.
Mr. Locher also stated that he was having County Attorney Bob Johnson check the
status of the roadways known as Baldwin Lake Road running along Baldwin Lake and
deeded to the County.

Mr. Rosengren questioned whether the road to the County park at Centerville Lake
shouldn't be the County's responsibility to maintain. Mr. Locher mentioned that
it was a precedent when the park had been built on a Village Road, he will check.
Completing the roadway out to Centerville Road it a part of the up- coming County
survey plan.
Mr. Dupre reported that Schwenkl's trailer permit for 90 days had expired. After
discussion Mr. Jaworski moved that the Clerk send a letter to Mr. Schwankl telling
him that the trailer must be moved out within 30 days. Seconded by Mr. Cardinal.
Carried unanimously.
Mr. L'Allier asked that a resuolution be drawn up asking the County to consider
locating a major maintenance facility in Lino Lakes. However, Mr. Bohjanen re-
minded him that the County had already been written to concerning this. Mr.
Bohjanen then moved that the Village carry on with the previous recommendation
and send a follow -up letter asking the County to once again consider study on
building a maintenance facility in Lino Lakes. Seconded by Mr. Jaworski. Carried.
Mr. Cardinal moved that the Attorney send a letter to the Flannagan's stating that
the requested letter of survey be in within 30 days or the garage be removed. Sec-
onded by Mr. Rosengren. Carried.
Mr. Bohjanen agreed to take the special basement permit to Mr. Dick Olson to get
his signature.
Mr. L'Allier passed around literature on the Facit typewriter along with a quo ted
price and stating a guarantee of one year; also that a wooden desk was available
for $95. Mr. Jaworski will check on the equipment. The matter will be decided at
the next meeting.
The Civil Defense Director, Charles Cape, will be conducting a medical self -help
course at the Lino School starting December 17 at 8 p.m.
Mr. Jaworski moved to authorize the purchase of outside telephone with a cut -off
switch to be used at the Constable's homes. Seconded by Mr. Cardinal. Carried.
After discussion it was decided to price the different CB and walkie - talkie units
available which might be used by the police force and the Civil Defense in order
to communicate with the Youth Center directly.
The police report for November: 1 accident, 1 breakin, 2 domestics, 1 car stolen,
6 calls and five hours at the Youth Center for a total of 67 hours and 886 miles.
Mr. Myhre noted that there had been no traffic deaths in the Village this year and
that accidents were down 40 per cent.
Consideration of an ordinance requiring licensing of professional services will be
tentatively placed on the agenda for the first meeting in January.
Mr. Myhre reported that he had talked with Mr. Bruder who has promised to finish`
cleaning up the trash as soon as his garage is cleaned out. He will try again to
get hold of Don Paul.
Discussion of a possible ordinance regulating the above- ground storage of gasoline
ensued and will be brought up at the next meeting.
The decision has been made to burn the house at Elm and Highway 8 on December 22nd.
Tilsen barn will be taken care of later- -the owners are out of state. Mr. Rosengren
will contact the State about a house at 35W and Sunset.
Mr. Myhre reported that the person living at County Road J and Ware Road was
hauling in bits of shingles for a nursery and was making a road through the
swamp.with them. The owner of the junk on Baldwin Lake Road was cleaning up.
The cars reported to be on Mrs. Rose LeTourneau's property turned out bo be
two cars belonging to her sons and which had been in an accident, consequently
being held for insurance settlement. She is in the process of moving.
Mr. Bohjanen moved that the Clerk send a certified letter to Mrs. Rose Le-
Tourneau giving her a 30 -day deadline to remove the junk cars from her property.
Seconded by Mr. Rosengren. Carried.
Mr. L'Allier asked Mr. Rosengren to see that hard covers are made for the plat
maps. He also asked that the names of owners of unsightly property be given
to the police department for inspection.
Mr. L'Allier then discussed the bond letter received from Lindberg and the re-
lease okay by Milner Carley. Mr. L'Allier stated that he would not object to
the release of the bond but that there were some corrections which he hoped
to work out with the company- -there are two low areas. Mr. Cardinal then
moved that we hold off releasing the Lindberg bond until the low spots are filled
in. Seconded by Mr. Jaworski. Carried with Mr. L'Allier abstaining.
Mr. Bohjanen moved to pay the bills as audited. Seconded by Mr. Rosengren. Carried.
The motion to adjourn came at 10 p.m. made by Mr. Jaworski and seconded by Mr.
Bohjanen.
