The regular meeting of the Lino Lakes Village Council held on January 13, 1969
was called to order at 8:02 p.m. by Mayor L'Allier with all members present.
The first order of business was the swearing in of the newly - elected trustee,
Henry Rosengren and the newly - elected constable and policemen, Marvin B. Myhre.
Mr. Locher administered the oathes of office to the two men.
The following corrections were made to the December 23 minutes: page two, last
paragraph, third sentence should read: Mr. Cardinal moved to accept this map as
official zoning map of the Village subject to any subsequent additions and re-
visions. Page four, ninth paragraph, first sentence should read: Mr. L'Allier
listed accomplishments of 1968 including the option on 30 acres of land, existing
zoning, proposed zoning and thoroughfare maps, sewer study with Centerville,
new park and taxi ordinances, new businesses, etc.
Mr. Jaworski moved to accept these minutes as corrected. Seconded by Mr.
Rosengren. Carried.
Bids had been received from both the Circulating Pines and the Blaine Life to
serve as the legal newspaper in 1969. These were discussed later on.
After discussion of the work of the Anoka County League of Municipalities, reasons
for the raising of the membership fee (due to Circle Pines dropping out as well
as the hiring of the new executive secretary), Mr. Bohjanen moved that Lino Lakes
pay the amount of $127.14 to join in 1969. Seconded by Mr. Jaworski. Carried.
Mr. Bohjanen stated that he was glad to see that Lino Lakes had been plainly
printed on the League's letterhead.
The Clerk stated that she was pleased with the IBM Selectric typewriter which
she was trying. The concensus of the Council, however, was that a trial of the
Facit typewriter should be made before the final selection for purchase.
After discussion, Mr. Bohjanen moved that the Village purchase a desk from P.M.
Johnson's School and Office Equipment, 127 W. Winifred St., St. Paul 7, Minn.
at the price of $120.00 for the Clerk's use. This would be a new desk, perhaps with
with a chip, and would be delivered. Seconded by Mr. Jaworski. Carried. If
the Clerk was not satisfied with the desk it was agreed that an exchange could
be made.
Mayor L'Allier then named Mr. Bob Raymond to be Lino Lakes' Man of the Year for
1968 -9. Mr. L'Allier listed Mr. Raymonds record of service including 14 years
as a constable and police officer in Lino Lakes as well as 8 years work br the
County and 6 years as a juvenile officer. Mr. Raymond was also very active in
the Boy Scouts, had taught Firearms Safety Instruction and was a member of the
Citizen's Committee working with the Youth Center (on the Security Committee).
The mayor then presented Mr. Raymond with a plaque as a token of the Village's
appreciation for his work.
Mr. L'Allier made the following appointments under a perpetual motion:
Clerk- Treasurer- -Mrs. June L. Emerton. Seconded by Mr. Bohjanen.
Deputy Clerk -- -Kay Olson. Seconded by Mr. Jaworski.
Village Attorney -- Babcock and Locher, specifically Mr. Locher. Sec. by Mr. Bohjanen.
Village Engineer - -M. W. Carley & Assoc., specifically Mr. Gotwald. Sec. by Ros.
Building Inspector -- Albert Dupre. Seconded by Mr. Rosengren.
Civil Defense Director - -Mr. Charles Cape. Seconded by Mr. Bohjanen
Fire Marshall - -Mr. John Juleen. Seconded by Mr. Jaworski.

Health Officer - -Dr. Midboe of Forest Lake. Seconded by Mr. Cardinal.
Liaison to the gas utilities - -Mr. Wm. Blaylock. Seconded by Mr. Cardinal.
Weed Inspector - -Mr. R. V. Ellingsen. Seconded by Mr. Cardinal.
Assessor- -Mrs. Edna Sarner. Seconded by Mr. Bohjanen.
Animal Control Officer --Mr. Bruce Fleming. Seconded by Mr. Cardinal.
The vote on these appointments carried unanimously.
Mr. L'Allier asked for motion on the legal newspaper. Mr. Rosengren moved to appoint
the Circulating Pines as legal newspaper for 1969. Seconded by Mr. Cardinal. Vote:
Aye—Mr. Cardinal, Mr. Rosengren. No---Mr. Jaworski, Mr. Bohjanen, Mr. L'Allier.
Motion failed.
Mr. Bohjanen then moved to appoint the Blaine life as our legal Newspaper for 1969.
The motion received no second.
Mr. Jaworski moved to table the matter of the legal newspaper until the next meeting.
Seconded by Mr. L'Allier. Vote: No--Mr. Rosengren and Mr. Bohjanen, the rest Aye.
Carried. Mr. Locher read State Statute 412 -821 stating that the decision of the
newspaper must be made at the first meeting of the year. Discussion was held off
until later in the meeting.
Mr. Bohjanen moved to appoint Springsted, Inc. as our bonding consultants for 1969.
Seconded by Mr. Jaworski. Vote: No--Mr. Rosengren, the rest Aye. Carried.
Mr. Jaworski moved to appoint Mr. Wally Hill as our auditor for 1969. Seconded by Mr.
Bohjanen. Vote: No - -Mr. Rosengren, the rest Aye. Carried.
Mr. Cardinal moved to appoint Centennial State Bank of Lexington as our Bank Depository.
Seconded by Mr. Rosengren. Carried unanimously.
Mr. L'Allier made the following appointments to the various boards under a perpetual
motion: Park Board: 3 year terms: Mr. Rayoume Houle and Mr. Dale Tressler; two
year terms: Mr. Norm Miller and Mr. Harold Lehman; 1 year term: Mr. Al Thiltgen.
Planning and Zoning Board: 3 year term; Mr. Glenn Rehbein, Mr. E. P; Jester, and
Mr. James Husnik; 2 year terms: Mr. John McLean, Mr. Arnold Kelling; 1 year terms:
Mr. Roy Stanley and Mr. David Brovold.
Road Study Board: Messrs. Al Ross, Lee Robinson, LeRoy Houle, Denny Houle, Ken Youker.
Personnel Commission: Messers. Peter Scherer, John McLean, Denny Houle, Dave Brovold,
and Mrs. Ruth Rector.
The motion was seconded by Mr. Jaworski. Carried unanimously.
The Clerk inquired about the salaries of the police officers and was informed that
they would be the same as in 1968---Mr. West will receive $200 /month, and Mr. Myhre
$185 per month.
Mr. L'Allier appointed the following responsibilities to the councilmen and asked for
confirmation:
Mr. Rosengren -- liaison to the Road Department
Mr. Cardinal -- liaison to the Planning and Zoning, alternate liaison to the Anoka
County League of Municipalities
Mr. Jaworski - -- Liaison to the Park Board, Personnel Commission and Road Study Board
Mr. Bohjanen - -- liaison to the Community and Business Development Commission and
the two watershed commissions.
Mir. L'Allier--- liaison to the Anoka County Association of Municipalities.
Mr. Cardinal moved to ratify these responsibilities. Seconded by Mr. Jaworski. Carried.

Mr. L'Allier then appointed Mr. Bohjanen as the Acting Mayor. Mr. Cardinal
moved to ratify the appointment. Seconded by Mr. Jaworski. Carried with
Mr. Bohjanen abstaining.
Mr. Cardinal mentioned that the hearing for the DX Sunray Station would be com-
ing up on January 15 at the Next P&Z meeting.
Mr. Jaworski reportedthat the next Park Board meeting would be on January 20th.
Mr. Bohjanen mentioned that he had received complaints on the freeway signs nam-
ing the exit into Lexington and Circle Pines as Lake Drive as neither calls Old
Highway 8 by that name. Apparently people looking for ether Lexington or Circle
Pines end up in Lino Lakes lost. Mr. Rosengren stated that the Highway Depart-
ment is working on this. Mr. Al Ross mentioned that if the three communities would
get together on this they could get it changed. Mr. Bohjanen agreed to work
with Lexington and Circle Pines to either invite someone from the Highway Depart-
ment out or to draft a letter. Mr. Jaworski complained about excessive snow on
the freeway bridge on Highway 8, but was assured that the snow had just been
removed.
Mr. Bohjanen stated that he had completely looked through the Minnesota Plumbing
Code as well as to talk with two master plumbers and recommended that Lino Lakes
adopt the Minnesota Plumbing Code by reference. Mr. L'Allier gave the copy to Mr.
Cardinal to take before the Planning and Zoning Board for consideration. Mr.
Cardinal will check on fees, etc.
Mr. Rosengren stated that parents should keep their children from making houses in
the high snowbanks along the roads as they could be blocked into the same by the
plows going by. Also, several persons were pushing snow from their driveways
into the streets; this is illegal under a state statute as well as Village
Ordinance # 3. "Snowbirds" will be towed away under the nuisance ordinance.
Complaints had been received from snowmobilers cutting farmers fences. Bob
Raymond, a self- confessed snowmobile enthusiast, stated that it was only a
small handfull who were causing the trouble; these will get over doing such
things when the thrill wears off, and an ordinance won't help any. Any
violaters can be prosecuted under the state law if they can be caught and
identified.
Mr. Rosengren stated that the Village needs some new road equipment, particularly
a pickup and a bigger dump truck.
Mr. Wahl and associate from the RCPA were again present to answer any questions.
Mr. Rosengren had appraised the park property and thought that $1000.00 would be
a fair amount for damages from the company for running the line over the park.
Mr. Wahl thought that this would be a fair amount as did Mr. Cardinal. Mr. Locher
had received copies fo the easement to be signed. The Clerk will send one copy
to the Engineer for his consideration on a motion by Mr. Bohjanen, seconded by
Mr. Rosengren. Carried. The Clerk will contact RCPA after the Engineer reports on
the easement. Mr. Scherer mentioned that Roseville had signed an easement with
NSP with a stipulation that lines would go underground within 10 years.
Mr. Locher reported that he had received a letter from Mr. Christoffersen,
attorney for the Roland Johnsons, stating that they would appeal the decision
to the State Supreme Court, and asking that the Village waive the appeal bond.
Mr. Rosengren moved that Lino Lakes defend the appeal, of the Rolland Johnsons
vs. Lino Lakes stand as we are, and authorize the attorney to proceed with the
preparation of the defense to the Supreme Court. Seconded by Mr. Cardinal.
Vote: No - -Mr. Bohjanen, the rest Aye. Carried.

Mr. Jaworski moved to deny the request of the waiving of theappeal bond (which
guarantees the payment of defense costs if the Johnsons lose the case).
Seconded by Mr. Rosengren. Carried.
Mr. L'Allier read a prepared list of hopeful accomplishments for the Village for 1969:
I. PLANNING
1 A. Revise our Building Ordinance or give consideration to adopting the
American Uniform Building Ordinance Code, by reference.
B. Revise our Mobile Home Ordinance.
C. Pass a Plumbing Ordinance.
D. Pass an Underground Utility Ordinance
B. Hire a professional planner to review the first segment of our proposed
zoning maps (completed in 196g). To hold down the expense, we could hire
a planner on a per diem basis.
F. Have the Council and Planning and Zoning Committee further hefine the
proposed zoning map.
II.. LAND PURCHASE
A. Give serious consideration toexercising our option to purchase property
now owned by Mr. and Mrs. William Waldoch.
B. Conduct an informal survey to determine if the citizens of Lino Lakes
would like to have the matter of a village hall put on the November,
1969 ballot.
III. PARKS
A. Hire a planner or, preferably, work with our own engineers to formulate
a perk plan for the development of our present parks.
B. Formulate a long -range park program for both the purchase of additional
park land and the development of same.
C. Attempt to purchase or lease the 13 acres which are located on the south
end of Baldwin Lake, now owned by the St. Paul Water Department,
IV. ROADS
A. As soon as our village engineer has estimates and recommendations as to
our 1969 progress, ask the Road Study Board to meet with the engineer
and the Councilmen in charge of roads to formulate a road program for
1969. Their recommendations should then be brought back to the Council
for their consideration and determination. The Council would then decide
upon a short and long -range road improvement program.
V. CIVIL DEFENSE AND POLICE
A. Purchase a new squad car during the Summer of 1969. (our present squad car
is now "on its last leg "j.
B. Purchase a citizens band radio for the squad car, forthe purpose of in-
stituting communication between the police and the Civil Defense.
C. Request the Civil Defense and Civil Defense Auxiliary to formulate an
over -all community shelter program.
VI. LING LAKES RECEPTION AND DIAGNOSTIC CENTER
A. Continue to work for the removal of "hard core" juveniles from this
center.
B. Ask the Legislature to pass a law limiting the number of people to be
housed within the center (this was done for the Red Wing Training School
during the 1967 session).
and stated "Ithink our job is to undertake necessary planning that will ensure the
growth and prosperity of our community. In other words, we should look at our Village
in terms of tomorrow, as well as trying to handle the business matters that will confront
us in 1969."

Mr. L'Allier mentioned that, on the advice of the Constables, at the next
meeting,the purchase of a new squad car should be discussed.
Mr. Cardinal moved that the amount of $5000 should be transferred from Parks
and Playgrounds Fund into the Roads and Bridges Fund prior to the end of 1968.
Seconded by Mr. Jaworski.
The police report for December was as follows: the car was in service for
1206 miles, four accidents, 1 break -in, 5 domestic complaints, 1 medical
assist, 4 stolen property, 5 motorists in trouble, 1 prowler, 4 notices to
clean up junk, 4 escapees from the Youth Center taking 2 hours, and several
complaints on snowmobiles.
It was mentioned that there had been complaints to the effect that a 30 mph
speed limit should be set on Main Street between the Aragon Ballroom and
Rondeau Lake Road. However, a letter has already been sent to the Commissioners
to have +a:limit set on Main Street.
Mr. Cardinal moved that the payment of $5.00 each and $0.40 /month each be
authorized for the installation and use of outside telephone bells for the
Constables. Seconded by Mr. Rosengren. Carried.
After much discussion Mr. L'Allier moved, on Mr. Locher's advice, to allow
the deputizing of members of the Civil Defense by Mr. West, on a limited basis
when help is needed by the police provided that certain hours are specified, and
that the carrying of firearms by these deputies also be allowed if necessary,
but not preferred. The Civil Defense uniforms may be worn. Seconded by Mr.
Cardinal. Carried.
Mr. Scherer queried why, since the Council members are automatically police
officers, they don't wear badges and carry identification as police. ,
Mention was made of the possibility of licensing vending machines, gas pumps,
etc., Also, the reprinting of the new Information Guide, possibly putting a
large notice regarding the voter registration on the front of it.
Mr. Bohjanen moved that the request of Mr. Ken Rehbein for a variance on Fourth
Avenue be turned over to the Planning Board. Seconded by Mr. Jaworski. Carried.
Mr. Rosengren moved to appoint the Circulating Pines as the legal paper in 1969.
Seconded by Mr. Cardinal. Vote: No - -Mr. Jaworski, Mr. Bohjanen and Mr. L'Allier.
Failed.
Mr. L'Allier then moved that the meeting be continued to 7:45 p.m. on January
27 to discuss the matter of the legal newspaper. Seconded by Mr. Bohjanen.
Carried.
Mr. Al Ross mentioned that a Mr. Dick Johnson had taken over the Rice- Edgerton
Bus Line which comes up to County Road J on Highway 49, and thought he should
be given some encouragement. The Clerk was instructed to contact Mr. Johnson
and invite him to a council meeting to discuss more bus service in the Village.
Mr. Bohjanen moved to pay the bills as audited. Seconded by Mr. Rosengren.
Carried.
Mr. Jaworski moved to adjourn the meeting at 10:10 p.m. (to be continued later).
Seconded by Mr. Bohjanen. Carried.
