HomeMy WebLinkAbout02/10/1969 Council Minutes0 The regular meeting of the Lino Lakes Village Council was called to order at 8:05 p.m. on February 10, 1969, by Mayor L'Allier with all members present. Mr. L'Allier presented Mr. Bob Martin of Springsted, Inc. who handed out copies of their status report on the current bond market and spoke on the present market as well as the survey done for Forest Lake Schools. Mr. Martin stated that the current bond interest was now at its highest rate since the depression and that it was a good thing that we were not selling bonds now. This should be of no immediate concern to us as things might well change before the end of the year should Lino decide to build a new Hall. Mr. Martin thought it a good idea to visit Minnetrista, which had built a hall similar to what we are thinking about. He stated that very few municipalities in the Metro area don't have a regular Village Hall. Mr. Martin reported that Forest Lake Schools was resently digesting the report on field studies done for them by the University of Minnesota. It would seeem that a new High School is definitely in their plan, and they are seriously thinking of expanding the outlying elementary schools. However, Forest Lake had come pretty close to their bonding capacity. They have no definite plans for the Lino Elementary School; it depends on the airport site selection. The following corrections were made to the January 27 minutes: Page one; paragraph 8 Mr. Locher advised that it was not necessary to have a three -man. Board; the Health Of- ficer fulfilled the Statute's requirements. Page four, paragraph three -- delete 'met', insert 'talked'. Final sentence - -The majority still felt that a meeting would be ben- eficial. Mr. Jaworski moved to accept the minutes as corrected. Seconded by Mr. Cardinal. Carried. The Clerk reported that the Lino Lakes Mother's Club (under the new name of the Lino Lakes Parents Club) wished a permit for the playing of bingo at their meetings for social reasons with no charges to be made. Mr. Rosengren moved to issue a yearly bingo permit to the Club at no charge, providing that no fees are charged for the bingo games. &conded by Mr. Cardinal. Carried. The Clerk reported that a check on the typewriter suggested by Mr. Rosengren had shown the machine to be 10 years old and that the repair work had been done two years ago. She mentioned the possible purchase of an electric portable forthe Deputy Clerk. Also, a Facit electric would be coming on trial. Mr. Bohjanen mentioned that he had seen an ad for rebuilt IBM's at $189.50. He will give details to the Clerk. Mr. Jawoski reported that he had attended the Sheriff's meeting at Anoka on the pro- posed police protection forthe County. The Sheriff', would take over for the local units of Bethel, East Bethel, Blaine, Lexington, Circle Pines, Spring Lake Park, and Lino Lakes. However, this would only add one squad car to the force. The Sheriff would negotiate a contract with each Village with the cost to be based on the assessed valu- ation of each at the rate of $5 per capita for those whose valuation was under $3 mil- lion and $8 for those whose valuation was over the $3 million mark. The population would be estimated for 1969 at the rate of increase of 2.4% per year since the last census. An accurate account of the work done in each Village would be kept; if the amount at the end of the year would be less than expected, the difference would be refunded. Mr. Talbot would be glad to attend a Council meeting to explain more fully. Mr. West stated that Spring Lake Park and Lexington had already turned down the plan. The concensus of the Council was that it would be too expensive for the service. Mr. Locher mentioned the time factor for one car to travel from the north limits to our area and that we would still pay for legal defense. It is possible that i the future there would have to be uniform Village ordinances within the County. Mr. in apparently feels that this type of County protection would help stave off a Metro Pol- ice force. 12 4 Mr. Bohjanen moved to table the matter of the County police protection plan. Seconded by Mr. Jaworski. Carried unanimously. Mr. Jaworski mentioned that Mrs. Lena Billik had slipped on the skating rink while working and had broken her wrist and glasses. The Clerk was instructed to contact Mr. Bob Johnson for the insurance forms to give to Mr. Jaworski. Mr. Bohjanen reported that the Brochure was completely laid out except forthe proposed zoning map; a dozen copies had been sent out to different business companies for their comments and suggestions. They are also having a printing cost estimate mate. The Information Guide is ready except for the Chairman of the P&Z which has not yet been decided. Mr. Jaworski moved to authorize Mr. Bohjanen to send the Information Guide to the printers as soon as it is completed; 3000 copies are to be made. Seconded by Mr. Cardinal. Carried. Mr. Rosengren stated that routine work was being done on the roads. He had re- ceived a complaint of junk cars on Rolling Hills Drive at the same location as before. The police will check. He had been unable to get satisfaction on the bill from the County and will try again. The Clerk read a letter from Mr. Locher approving the insurance policy sent by RCPA. Mr. Gotwald had received the new copies of the easement with the correct legal de- scription for the easement. There was a change to be made in the wording regarding the minimum height for the line - -this was okay by the company. There was more discussion of a general utilities (underground) ordinance. Mr. Gotwald stated that he had received a model copy for such an ordinance from NSP. Such an ordinance would provide for inspection by the Engineer on any submitted proposals to see if they might interfere with future development of the Village. Mr. Gotwald received a questionaire from the Minnesota Traffic Safety Board. The Clerk and police will try to fill it out. Mr. Bohjanen would like e copy. Mr. Rotwald also cautioned against possible flooding this spring and suggested that we try to locate pumps and fill material for quick use. Also, good records on costs should be kept for use in government reimbursements. Mr. Gotwald mentioned that at the March meeting he would probably have ready the revised estimate for road work in 1969. Mr. Locher stated that he had met with Mr. Jerome Siegel of the St. Paul Water- works Department regarding the lease on Baldwin Lake. Mr. L'Allier had received a copy of the lengthy agreement made between the Board of 'Water Commissioners and Anoka County for the park on Centerville Lake. Mr. Locher also reported that he had been contacted by Mr. Harold Larkin- of Naegele Outdoor Advertising Company, regarding regulations on billboards. Mr. Locher commented that according to our ordinances there was no restriction except _. in residential areas. Naegele wished to have Lino pass restricting ordinaces since such signs often look tacky and are lethel in wind if they receive little attention from the owners. Mr. Locher passed out copies of the Naegele proposed ordinance to the Council and will secure copies of similar ordinances from neighboring communities. It was decided that the decision to advertise for bids on a new police car would be made at the first meeting in March. 1` 5 v Mr. L'Allier suggested that a professional planner be invited to each meeting in March to consider our planning so far; such planner if hired to be hired on a per diem basis. Mr. L'Allier moved to authorize the Clerk to contact and invite plan- ners to both meetings in March. Seconded by Mr. Jaworski. Carried. Mr. Gotwald will suggest names. He stated that it might be better to get someone who has not done work in the area, as they simply substitute figures from other municipalities rather than working out those for ours. Mention was made of all the work Midwest Planners has done locally. Mx. L'Allier reported on the Minnesota League of Municipalities meeting at which Dean Lund had spoken on the two bills presented to the Legislature: that of the 1 1/2 .% gross income tax in the Metro area and that of the wheelage tax of 50% of the license fee. After discussion Mr. L'Allier moved that the Council go on record opposing the 1 1/2 % gross income tax proposal, mentioning that we object also to the 50% wheelage charge proposal. The Mayor and the Clerk will work out a resolution to send to all county legislators. Seconded by Mr. Bohjanen Carried. Mr. L'Allier also reported that he attended a Saturday meeting of the Association at which was presented the Metropolitan sewer and Zoo legislative proposals, by Mr. James Hetlund and Mr. Dennis Dunne. Mr. L'Allier then proceeded to read parts of the report on Metro- Sewer, Zoo and Open Space. It was obvious that the Metro Council, an appointed body, was asking for too much power in each of these operations. Mr. L'Allier stated that it was his belief that the problem of fiscal disparity between the different municipalities should have been solved before any other. The next legislative meeting of the Association on February 22 will concern fiscal disparities. (Postponed until March 1.) Mr. Cardinal moved that the Rural Cooperative Power Association easement as corrected be accepted, and the Clerk and Mayor be authorized to sign the same. Seconded by Mr. Rosengren. Vote: No—Mr. Jaworski; Aye—Mr. Cardinal, Mr. Rosengren, Mr. Bohjanen, and Mr. L'Allier. Mr. Jaworski still objected to the location of the easement. There was comment that the damages of $1000 was too low. The police report for January: Mileage- -1633 miles, 3 cars removed for snow plowing, 3 complaints, 5 escapees from the Youth Center taking 34 minutes, 10 license checks, of abandoned cars, 3 motorists helped, 1 report of stolen property, 2 stolen auto- mobiles, both recovered, 5 snowmobile complaints, 1 medical assist, 2 burglar alarms and 2 cars towed away as traffic hazards. Mr. Locher mentioned that the lot in Lakeview had been purchased for ponding area from the County at a cost of $2.00. Mr. Charles Caope, CD Director, spoke on the meetings and course which he had at- tended in order to qualify as a certified Director. He presented copies of the needs which had arisen during the Tracy tornado and asked the Clerk to make copies of that and another lengthy report (tape). Mr. Cape also requested funds for items needed by the Civil Defense and was asked to present a formal request with a written list of needs at the next meeting. Mr. Cape will soon receive his certification; thereafter Lino Lakes will be able to acquire surplus equipment owned by the State Civil Defense down at the Arms Plant. Mr. Cape asked that someone accompany him to look over this equipment. He also requested a key for the Hall. The Clerk will secure a key. Mr. Bohjanen moved that the bills be paid as audited. Seconded by Mr. Rosengren. Carried. Mr. Rosengren moved to adjourn at 10:10 p.m. Seconded by Mr. Bohjanen. Carried. The following corrections were made to the February 10 minutes: page one, last paragraph - -cross out 'Circle Pines; insert 'Lexington'; page three, paragraph four- -cross out "Addendum B', insert 'the Metropolitan sewer and zoo legislative proposals'. Mr. Jaworski moved to accept the February 10 minutes as corrected. Seconded by Mr. Bohjanen. Carried. The Clerk reported that she had received a bid on reconditioned typewriters from Roger A. Podany and Assoc., 7 West Lake Street, Mpls. 8, upon Mr. Bohjanen's request. The price of a used IBM 'B' 16 Model was $265.00, that for an IBM Selectric, 15" carriage, $375.00. Also, a salesman from the American Photocopy Equipment Company had given a bid of $695.00 for their lower priced dry photo- copier and had suggested a trade -in price of $100.00 for the A B Dick wet cop- ier. No action was taken. It was suggested'that the Clerk find out about the typewriter to be sold from Municipal Court equipment. A letter from Bob Martin of Springsted, Inc. was passed around. The Clerk inquired whether she should authorize the automatic deduction of the telephone bill from the checking ac- count. The concensus of the Council was that errors in the bill or misuse would not be determined until the bill had already been paid and corrections would be harder to make. We will continue to pay the bill as now. An announcement of the Anoka Association meeting to be held on Saturday, March 1, regarding "Fiscal Disparities in the Metropolitan Area" was read; also an announcement of a con - &rence for municipal clerks sponsored by the League of Municipalities to be held March 11 and 12th. Mr. Charles Tooker of Beckman and Swenson, planners will attend the March 10 meeting. The final December 31, 1968 balances were read. Mr. Bohjanen moved to authorize the cigarette license for Wm. Hoff at White's Skelly 7509 Lake Drive. Seconded by Mr. Rosengren. Carried.
