The regular meeting of the Lino Lakes Village Council held on March 24, 1969 was
called to order at 8:08 p.m. by Mayor L'Allier with all members present.
The following correction was made to the March 10 minutes: last page, third par
agraph, after 'position' add and 'recommended Mrs Olson for the position.' Mr.
JaWorski moved to accept the minutes as corrected. Seconded by Mr. Bohjanen. Carried.
A copy of the letter from the State Highway Department to the Anoka County Highway
Department regarding the turnback of Old Highway 8 to the County was passed around.
The Clerk read a letter from the Centerville Council requesting a meeting with Lino
Lakes regarding the drawing up of a new fire contract. Mr. Bob Lamotte, former
fire chief for Centerville, was present and mentioned that the new contract probably
would be based on a proreted per capita basis. The date of April 3 at 8 p.m. was
set for a get-together with Centerville on this. The Cerk will contact the Cen-
terville Clerk to see if the time is convenient.
Lino Lakes' claim for costs incurred at the Youth Center has become Senate File No.
1459. Forms were sent out to be completed. This will be done by the Clerk and
the Mayor.
A letter regarding courses for fire fighters will be sent to. Mr. Juleen.
The Civil Defense Auxiliary requested permission to purchase 10 ladies jackets
from Montgomery Wards at an approximate cost of $185.04 Mr. Bohjanen moved to
authorize the Auxiliary to purchase the jackets. Seconded by Mr. Jaworski,
Carried.

Mr. Charles Cap9 Civil Defense Director, stated that the Civil Defense needed
badges, caps, shirts (short - sleeved) and long - sleeved shirts before the sum-
mer parades. Mr. L'Allier moved to authorize the order of the above items
at an approximate cost of $400.00. Seconded by Mr. Cardinal. Carried. Mr.
Cape also mentioned that the CD will be passing out the Information Guides
as well as other materials. He had received no answer as yet on the sur-
plus materials.
The Clerk stated that she had had a call from Dick Johnson, owner of the Rice
Edgerton Bus Line. He stated that the Metro Transit Commission would have to
be contacted in order to subsidize a new area of service. They would then
set up a meeting with the Council. Mayor L'Allier asked the newspaper re-
porters present to mention a possible extension of bus service in the area.
Interested persons should contact the Clerk.
The Clerk had received notice from the League for nominations for the C.C.
Ludwig award being due.
A letter from Mr. Busch, Attorney for U.S. Lakes Development Company, regarding
the setting up of hearings on their proposed sewer and water franchises was
read; copies of the proposed franchises were passed out to the Council and the
Attorney. The Clerk was instructed to send a copy to the Engineer. Both the
Engineer and Attorney should bring their remarks concerning these to the next
meeting.
A letter from the County regarding the dedication of the new Columbia Arena
in August was read. It was suggested that each Village design a flag; these
would be flown at the dedication ceremony. Mr. Bohjanen stated he would
mention to the C&BDC at their April 2 meeting that they try a contest to find
a design for the flag. The Council would have the final choice of design.
Mr. Talbot, County Sheriff, sent a letter regarding a meeting on March 24 to
further discuss the County's policing of the area. Mr. L'Allier stated that
Mr. Backlin was attending the meeting and would report back to the Council.
The Mayor inquired whether Mrs. Olson had indicated whether or not she was
interested in the Assessor's position. The Clerk stated that Mrs. Olson
had not yet decided. Since there is a bill in the Legislature which would
make it mandatory that Assessors be appointed and certified by the State if
not appointed before July 1, 1969, we should make the appointment by then.
The Planning and Zoning Board minutes were read. Mr. Cardinal presented Mr.
Gerald Krogseng who wished a rezoning of property on Main Street in order to
sell snowmobiles in partnership. Hearings were set up before the P&Z on
April 16 and the Council on April 28th. The Clerk and the Attorney will
take care of the publication. Mr. Krogseng will also need a variance.

Mr. Lyle Krueger requested a variance to divide a lot on Highway 8. Mr. Locher
checked the legal description and stated that it wasn't correct; he will need
a new certificate. Mr. Cardinal moved to grant a variance to Mr. Krueger upon
the receipt of the correct legal description. Seconded by Mr. Bohjanen. Carried.

LEGAL DESCRIPTION FOR: Lyle Krueger, 7702 Lake Drive, Circle Fines,
Minnesota
DESCRIPTION OF: North part of the Elmer G. Krueger tract, located in the NE 1/4 -
SE 1/4 of Section 8, T 31 N, R 22 W, Anoka County, Minnesota.
DESCRIPTION:
That part of the Northeast quarter of the Southeast quarter of Section 8,
Township 31 North, Range 22 West, Anoka County, Minnesota, described as
follows:
Commencing at a point where the center line of United States Highway No. 8
intersects the center line of the Carlton Road, so called, which road runs
along the North boundary line of said NE 1/4 - SE 1/4 of Section 8, thence
East, along said center line of the Carlton Road, so called, a distance of
143 feet to a point on said center line of the Carlton Road, so called;
thence South, at right angles to the first described course, a distance of
400 feet to a point; thence southwesterly, parallel with the center line
of said United States Highway No. 8, a distance of 180 feet to the point
of beginning; thence continuing southwesterly, parallel with the center
line of United States Highway No. 8, a distance of 90 feet; thence West,
parallel with the north line of the NE 1/4 - SE 1/4 of Section 8, a distance
of 393 feet, more or less, to the point of intersection with the center
line of U. S. Highway No. 8; thence northeasterly, along the center line
of said U. S. Highway No. 8, a distance of 90 feet to the point of inter-
section with a line drawn through the point of beginning and parallel with
the north line of the NE 1/4 - SE 1/4 of Section 8; thence East, along said
parallel line, a distance of 393 feet, more or less, to the point of
beginning, containing 0.68 acre, more or less, and subject to the existing
U. S. Highway No. 8 along the westerly line thereof.
Mr. Cecil LaMotte was present and asked the Council about the location of a
park in his development. He would give 1 1/2 acres for park area (to be
deeded to the Village) out of the 17 acres. He also inquired about a time
limit on building the roadway since quite a bit of fill will be needed. He
was told about the necessity of a road bond in the amount of 1 1/2 times the
cost of the road. He will proceed with the preliminary plat and bring it be-
fore the Council.
Mr. Henry Miers requested a variance on two acres on County Road 54. After
discussion, Mr. Cardinal moved to grant a variance to Mr. Henry Miers on the
following described property:
That portion of the northerly 208.71 feet of the easterly 417.42 feet
of the NE 1/4 of Section 26, Township 31, Range 22, Anoka County, Min-
nesota. Subject to County Road 54.
Seconded by Mr. Jaworski. Motion carried unanimously.
After discussion, and on the recommendation of the Planning and Zoning Com-
mission, Mr. Cardinal moved that Lino Lakes adopt the Minnesota Plumbing Code
by reference, with the stipulate n that cast iron pipes must be stubbed under
the houses to the location of probable central water hookup. Also, fees will be
set; plumbers must be bonded; the Code is adopted as it may be amended. Seconded
by Mr. Jaworski. Carried unanimously.
The Clerk was instructed to call the League for forms of plumbing licenses and
booklet on fees. Mr. Bohjanen mentioned that a Mr. Harley Swedel, on Sunset
Avenue was interested in being the plumbing inspector. Mr. Bohjanen was in-
structed to invite him to the meeting on April 14th.
The P&Z had recommended adopting the Ordinance and Code Regulating Individual
Sewage disposal Systems from the Minnesota Board of Health. The Clerk was in-
structed to secure copies for the Council. Mr. Jaworski moved to table the mat-
ter until it could be studied. Seconded by Mr. Rosengren. Carried.
Mr. Rosengren stated that he preferred hiring a plumbing inspector from out of
town in order to eliminate any personal interest. It was decided to hire some-
one for the position at the next meeting.
The Clerk was instructed to send a letter to Keith Apitz asking him if he is
considering rezoning of his property, and inviting him to the P&Z meeting on
April 16th.
Mr. Jaworski stated that the Church of St. Joseph had requested a bingo permit
for the rest of 1969. Mr. Jaworski then moved to grant such a permit. Seconded
by Mr. Rosengren. Carried.
Mr. Jaworski then stated that he felt it was time to purchase a typewriter for
the Clerk's office. On the Clerk's recommendation, Mr. Jaworski moved that Lino
Lakes purchase an IBM Selectric typewriter with a 13" carriage for the approxi-
mate cost of $450.00, this to include a 12 months labor maintenance agreement.
Seconded by Mr. Rosengren. Carried.
Mr. Bohjanen reported that they were still receiving answers and information
on the brochure.
Mr. Rosengren reported that he had talked with a representative of the Oneka
Town Board who requested that Lino Lakes take over the roadwork on the East

County Line from Highway 14 north for 80 rods. The Clerk was instructed to
write a letter to Oneka expressing Lino's willingness to do this work (snow
plowing and grading) for $14.00 per hour to be billed to Oneka.
Mr. Rosengren then asked about relocating Peltier Drive on the east side of
the lake. Several owners of property had agreed to donate property on the
top of the hill if the road would be discontinued to the lake. Also, the
present road erodes badly. Mr. Rosengren or Mr. Backlin will contact Mr.
Thies, who is holding out on donating any land for the road.
Mr. Rosengren moved to purchase the torrent pump at a base price of $396.00
plus 200 feet of hose, real, etc. Seconded by Mr. Cardinal. Carried.
Mr. R. V. Ellingsen, Weed Inspector, spoke on the County meeting held on the
fifth of March. He stated that he had time for the inspection, but not for the
spraying. The County had promised to do a better job on their roads in Lino
Lakes concerning weeds this year. There are better laws in effect now, too,
concerning weeds.
Roy Backlin arrived from the meeting with Mr. Talbot. It was his opinion that
the County had changed the offer to concern only Lino Lakes, Lexington, Circle
Pines and Centerville. There would be one car in the area 24 hours daily, the
cost still estimated at $16,000. The Clerk was instructed to invite Mr. Talbot
to the next meeting to discuss the plan.
The specifications for a new police car were read and discussed. Mr. Bohjanen
moved that bids be let on anew police car with bids to be opened April 28 at
the meeting. Copies of the bid forms will be sent to l ®cal Plymouth dealers.
Bids are to be published in the Forest Lake paper, the Circulating Pines,
and the Blaine Life. Seconded by Mr. Cardinal. Carried.
Mr. Bohjanen moved that two tires be purchased for the present squad car.
Seconded by Mr. Jaworski. Carried.
Mr. L'Allier asked for Council approval for him to vote on thefollowing leg-
islative proposals at the County Association meeting.
1) SF -857 and 858. The Legislative committee opposed 858 on statewide parks
and open space with 2 cigarette tax and an appointed committee; also opposed
857 but suggested that all monies be retained by the counties concerned. Mr.
Jaworski moved to authorize Mr. L'Allier to vote in opposition to both SF 857
and 858, but to recommend a change in 857 that monies be retained by all counties.
2) H.F. 271 now in committee alloting more money for State aid roads, changing
the distribution formula. Mr. Rosengren moved to authorize Mr. L'Allier to
vote in favor of this bill. Seconded by Mr. Jaworski. Carried.
3) HF- -563 and SF - -664 to authorize additional bonding of 10 and 5 millions
on turnbacks which are not properly funded now. Motion by Mr. Bohjanen, sec-
onded by Mr. Cardinal to favor. Carried.
4) SF -1461 by Dean Nyquist, concerning the office of Sheriff of Anoka County
on salary and dismissal. Also Sf -1462 on appointing of County Auditor, Treasurer
etc. Mr. Jaworski moved to authorize Mr. L'Allier to oppose both bills, but
to recommend that qualifications and stipulations for elective officials be
added. Seconded by Mr. L'Allier. Vote: Mr. Bohjanen, no; rest aye. Carried.
5) A bill authorizing the County Commissioners to pay their bills within

throe days of their approval. Motion by Mr. Jaworski, seconded by Mr. Cardinal
to favor. Carried.

6) HF -1361, SF -1391 to allow monies to a school district to transport untrain-
able children to special schools. Motion be Mr. Cardinal, seconded by Mr. Jawor-
ski to approve. Carried.
7) SF -1392 specifying that communities be allowed to assess persons for weed
cutting when those persons don't have it done; if the amount is not paid, then
the amount is to put on the taxes by the County. Mr. Locher recommended that the
amount to be collected be doubled over the cost in order to cover clerical work.
To be corrected.
8) HF- 1353 -- concerning Stearns, Washington and Anoka counties soon to reach
100,000 population in 1970 census, changing certain conditions and bonding pro-
cedure, etc. Motion by Mr. Cardinal, seconded by Mr. Jaworski to favor the bill.
Carried.
9) A bill amending 387.37, recommending that after 1 year probation, the Sher-
iff could not be dismissed from his Civil Service job. Motion by Mr. Jaworski,
seconded by Mr. Rosengren to favor the bill. Carried.
10) A bill authorizing the district court of the 10th judicial district to
have payment of support orders in divorce cases paid to the Clerk of Court to dis-
tribute -- putting more teethin the law. Mr. Bohjanen moved, seconded by Mr. Jawor-
ski to favor the bill. Carried.
11) A bill specifying the completion date of the assessment. If the local Asses-
sor is not through by that date, then the County assessor shall complete the work..
Motion by Mr. Rosengren, seconded by Mr. Jaworski, to favor the bill. Carried.
12) A bill concerning the representative to the Metro Public Transit Commission
from Washington and Anoka Counties, allowing the representative to be chosen by
the Mayors, rather than leaving for the Governor to appoint. Mr. Jaworski moved,
seconded by Mr. Rosengren to favor the bill. Carried.
Mr. Locher stated that he had talked with Jerome Siegel of the St. Paul Water
Department who said that our questions on the lease will be submitted to the De-
partment.= It will take some time for an answer.
Mr. Locher also stated that he had checked the court file concerning the Rolland
Johnson case appeal and found that the appeal had been dismissed on Jan. 20, 1969.
Mr. Rosengren will check on the price of an industrial vacuum cleaner for the Hall.
Mr. Cardinal moved to pay the bills as audited. Seconded by Mr. Rosengren. Carried.
Mr. West mentioned that he had received a complaint that the Peppin children were
living alone on Rolling Hills Drive. The Welfare Department can't do anything
about this until a complaint is signed. Mr. Rosengren moved that we have Mr.
Locher and the County Attorney check on this. Seconded by Mr. Bohjanen. Carried.
Mr. Jaworski moved to adjourn at 11:03 p.m. Seconded by Mr. Cardinal. Carried.

The regular meeting of the Lino Lakes Village Council held on April 14, 1969
was called to order at 8:11 p.m. by Mayor L'Allier with all members present.
The following corrections were made to the March 24 minutes: page 2, paragraph
5, line 3, cross out the work 'front'; page 2, bottom line, change '9' to '12'
page 4, next to last paragraph cross out the word 'four' in the first line. Mr.
Bohjanen moved to accept the March 24, 1969 minutes as so corrected. Seconded
by Mr. Jaworski. Carried.
Mr. Jaworski moved that two copies of the Directory of Minnesota Municipal
Officials be purchased from the League at the price of $4.00 apiece. Seconded
by Mr. Rosengren. Carried.
The Clerk reported that the notices of bids for the patrol car had been printed
in the Circulating Pines and the Blaine Life and the affidavits received.
Also the Minnesota Pollution Control Agency was taking applications for sewage
projects.
A letter from Mr. McFadden of the State Highway Department regarding the In-
tersection of Highway 8 and I -35W was read, stating the Highway Patrol had been
